Project Description

Project is about giving young people a real opportunity to increase their

employability with a view to sustainable labor market integration, thus boosting

overall youth employment rates.

That’s why projects assume close cooperation with youth representatives,

youth workers and employers in partners’ countries to define common but more

important effective tools in digital skills.

The problem that has been defined by the project partners during their

daily activities was lack of interdisciplinary skills related with management –

taking into account the professional and also private life. It is caused by lack

proper education (early school leavers) lack of motivation and vocational

guidance. To prove the necessity of the project’s aim all partners prepared the

research – by contacting the youth groups from the local area.

The defined by the consortium set of skills will help the young people to

manage their career effectively – despite of the sector and occupation. The

international character of the project activities will improve the national

experiences and existing practices and will be the first step to the closer

international cooperation.

General aim of the project is to create opportunities of cooperation aiming

youth trainers, VET providers and employers in order to define 3 aspects of the

digital competences in security:

Assessment tool for youngsters – which can be used as a self-assessment

for young people or assessment tool for trainers or future employers.

Basic training program and supporting materials for youth

workers/trainers – with the introduction of innovative system of recognition and

validation of learning outcomes. (VCC system).

Apprenticeship model in digital competences – defined together with

representatives of employers that will assure link from self-assessment via

training model towards apprenticeship and employment.

What is more project is based on 1 of the key competences identified in

the framework of lifelong learning – such as entrepreneurship.

- Youth, especially at risk of social exclusion and unemployed.

- Youth workers, trainers

- Employers

– support professional development of youth workers to cope with youth

unemployment;

– develop innovative methods of youth work and language of learning

outcomes

– increase the capacities, attractiveness and international dimension of

participating organizations so that they are able to offer activities and

programs that better respond to the needs of individual youths;

At the beginning of the project, of our focuses was on developing the

project’s website where we would share the activities carried out throughout the

project, promote the project, share photos and assure the project’s visibility.

First Transnational Project Meeting

Between 25 -26 January 2017 in Sofia, Bulgaria, was held the first

transnational meeting on the project 2016-2-BG01-KA205-023931 - „Young

managers of the effective career development ".

The responsible for organization of the meeting was TEZA Ltd. - project

coordinator. There were 4 partner organizations from four countries: Active

Youth- Lithuania; CENTER OF STRATEGIES FOR YOUTH DEVELOPMENT-

Romania; Fundacja VCC- Poland; EDUFORMA SRL - Italy.

The main objective of the project is development, testing, validation and

dissemination of these innovative products:

- Assessment tool for youngsters - which can be used as a self-assessment

for young people or assessment tool for trainers or future

employers.

- Basic training programme and supporting materials for youth

workers/trainers - with the introduction of innovative system of

recognition and validation of learning outcomes. (VCC system).

- Apprenticeship model in digital competences - defined together with

representatives of employers that will assure link from self-

assessment via training model towards apprenticeship and

employment.

- Online platform - Integrated module for exchange of information among

target groups-young people, youth workers and employers.

Participants in the meeting were acquainted with main activities of their

organizations, discussed key points in the project over the next two years.

Methods of management, communication, monitoring and evaluation, risk

management, dissemination and exploitation of results were discussed and

adopted.

The core team for implementation of the project was determinate and

details about the work stages and specific tasks of any organization were

considered. Deadlines and milestones were set up in the implementation of

actions to help implement effective and sustainable realization of the project,

defined as activities and expected results for the period until the next

international meeting on the project during the month of October 2017 in

Lithuania.

The meeting has placed a very good start of successful working

partnership.

Second Transnational Project Meeting

The second international meeting under project 2016-2-BG01-KA205-

023931 – “Young managers of effective career development” took place in

Vilnius, Lithuania from 12 to 13 October 2017.

The organizer of the meeting was Active Youth – Lithuania. Five partner

organizations from 5 countries participated: CENTER OF STRATEGIES FOR

YOUTH DEVELOPMENT – Romania; Fundacja VCC – Poland; EDUFORMA SRL –

Italy, Teza Ltd. – Bulgaria and the organizers from Active Youth – Lithuania.

The main objective of the meeting was to trace the progress of the project,

the developed intellectual products, their possible improvements, the upcoming

activities and events, responsibilities and distribution of the next tasks.

The meeting put the already developed first intellectual product –

Assessment tool for youngsters – which can be used as a self-assessment for

young people or assessment tool for trainers or future employers. The results

and possibilities for improving the tool were discussed.

The second international meeting was a key moment for the

implementation of future project actions. The deadlines for drawing up a

dissemination plan, materials development in relation to the second intellectual

product “Training Program and materials for youth workers” and dates for the

Joint Training in 2018 in Poland were discussed and adopted.

The activities and expected results for the period until the next

international project meeting in March 2017 in Italy were defined.

Good communication and leadership on the pre-developed and adopted

program by the partners allowed for a fruitful working environment that

discussed all the important moments and milestones of the successful

implementation of the next steps of the project implementation.

Asociacija “Aktyvus jaunimas” Lithuania

Partner organization

Active Youth” Association (Asociacija “Aktyvus jaunimas”) is a non-profit organization based

in Kaunas that unites young leaders from Lithuania willing to work on a voluntary basis to facilitate

an intercultural dialogue and enhance competence of the European youth. We cooperate with

organizations of similar profile from all over Europe (more than 50 partnerships) to organize events

and trainings using non-formal education as a powerful instrument to encourage youth to take an

active part in a society. By doing this we help young people to improve their skills and social

awareness, share experiences and ideas, integrate them within the multinational environment of

the EU, facilitate cooperation, create new joint initiatives, increase their social awareness, and

promote healthy lifestyle. In particular, we concentrate on youth (18-30 years old) that have fewer

opportunities and/or disadvantaged backgrounds.

Generally, our aims are to: (1) enhance entrepreneurial, social, leadership, communication

skills, self-esteem, as well as multilingualism of youth through non-formal education; (2) help youth

increase their social awareness, be tolerant towards others, be aware of the persisting social and

environmental problems and help solve them; (3) educate youth workers and youth on how to join

volunteering initiatives, cooperate with each other, and get employed more easily; (4) organize

joint campaigns, projects and activities, where young people and youth workers can get involved in

an intercultural dialogue, be a part of the decision making process, develop the spirit of

volunteerism, facilitate youth cooperation and social values; (5) raise awareness about EU

citizenship among young people, educate about social responsibility and work towards reducing

youth unemployment in the EU; (6) organize youth seminars, exchanges, trainings for youth

workers, conferences and discussions on relevant social topics, promote healthy, active, and

ecologically friendly lifestyle in order to increase the well-being of youth. Inform about similar

actions organized by others in Europe; (7) defend and promote human rights, universal values of

tolerance, active citizenship, democracy, equal opportunities and work towards the elimination of

discrimination in order to build a better integrated society; (8) organise Erasmus+ projects and

spread information about the opportunities that lie behind it in order to further facilitate youth

development.

Apart from other activities, we have also hosted Erasmus+ youth exchanges and youth

worker mobility in Lithuania addressing key social topics for youth. Firstly, we organised a youth

exchange on tolerance for minorities (“Let’s Turn Discrimination into Tolerance”), where young

people gathered to help the minorities across Europe integrate easier to the society and get better

opportunities both in social and work life. Secondly, we have organised both youth worker mobility

and a youth exchange on the topic of Social Entrepreneurship (“More than Money: Social

Entrepreneurship Heroes”). Here youth workers have shared their experiences, learned about social

entrepreneurship and the ways to teach it to young people; whereas, unemployed have gained

important knowledge on the topic and increased their chances of getting employed or create their

own social enterprises. Since then we have hosted 6 more Erasmus+ projects (as of April 2016).

Center of Strategies for Youth Development Romania

Center of Strategies for Youth Development is an association actively involved in project

development and implementation in the local, national and international non-formal education

sphere, that directly aims at personal and professional youth development.

The Center of Strategies for Youth Development’s vision is of a world in which formal

education additionally soaks with the non-formal and informal education methods to contribute to

the development and accountability processes of the youth. We believe that the vision is achievable

only through designing and implementing strategies meant to develop the personal and

professional abilities of the youth, both in a formal, academic environment and in a non-formal one.

Our mission is to continuously transform the community through the development of young,

responsible leaders and a mentality oriented towards proactivity, involvement and action.

The programs and activities organized by the Center of Strategies for Youth Development

range from human rights education, youth policy development, cultural activities, personal and

professional development of youth, leadership programs.

Our wide range of partners makes us the perfect solution for implementing international

projects and also for collaborating with other international organizations helping them implement

their own initiatives.

In order to achieve the Center of Strategies for Youth Development’s goal, we propose a

VCC Foundation Poland

Partner organization

VCC Foundation undertakes and conducts research and development activities within

vocational education as well as transferring knowledge and innovation by using intellectual capital

resources. Activity of VCC Foundation focuses on theoretical and methodological aspects of

continuing vocational education as well as certifying professional qualifications, especially in the

informal and non-formal systems.

The VCC Foundation monitors, compares, and analyses data from the labour market,

updates the needs of the individual regions in Europe, and indicates employment possibilities based

on individual competences.

The complex monitoring of the changes within the European labour market, as conducted

by the VCC Foundation, analyses data about the types of employment on the labour market of

individual European Union countries, and their neighbouring countries. Data comes from many

different sources, including public employment institutions, job agencies, portals, governmental

administration offices, independent studies, national statistic offices, companies’ needs analyses

and other research.

Thanks to the VCC Foundation’s research, a training profile which matches employers’

requirements and the requirements of people interested in gaining new abilities has been created.

The certification system takes into account modern market trends as well as the requirements of

particular trades, and focuses on vocational competences, trade language, computer competences,

and psychological competences.

A uniform and consistent system of certifying professional qualifications, i.e. a VCC

certification system, results from Foundation’s work. VCC Foundation is a promoter of lifelong

learning, continuing education and occupational mobility of employees. By organizing consultations,

conferences or social debates, it directly develops, promotes and popularizes them.

The main tasks of VCC Foundation:

- monitoring needs of the global labour market,

- monitoring the demand for new professions and competences,

- specifying professional competences for new professions,

- testing and implementing new solutions implemented within vocational education,

- indicating directions for and methods of vocational education,

- certifying professional competences in a uniform way compliant with national and European

directives within this scope.

The VCC Foundation prepares also a training courses and educational materials supporting the

area of professional advisory and career guidance. The organisation has an experience in certifying

advisors who work with pupils, students, unemployed people and youngsters. The Foundation

participates also in a national project concerning preparation of tools for professional advisors to

support they work with students.

The system is divided into 3 areas:

- Prepare for a new profession – New Competences

- Supplement or update competencies – Select Competences

- External certification of competences is not included in these two areas.

The developed system has been operating since 2007, since that time issued more than 7 000

certificates in the area of vocational training, which were released after the completion of more

than 250 000 hours of training.

Examinations are performed using the platform of the examination – in addition to the

functionality of the implementation of the exams it has the features and capabilities of delivering

training in the form of eLearning.

The VCC portfolio of products includes over 80 courses developed areas comprehensively, such

as: training programs, educational materials, syllabi, exams and certificates.

The VCC Foundation Experience:

- 80 developed complete learning paths in 80 vocations,

- 7000 completed exams and certificates issued,

- As part of an ongoing project,

- the development of the 194 videos demonstrating professional activities in line with the

classification of occupations by the National Ministry of Education.

– Development and implementation of a CRM system VCC, implementing communication in a

network of over 50 partners VCC Foundation. The system meets the need not only communication

but also a tool that supports the process of procurement and implementation services.
