This new street would also enable future redevelopment south of 46th Street from the existing auto-oriented patterns to developments that are oriented to transit access, pedestrian circulation, and 46th Street as an activity center. The freight railroad right-of-way south of 46th Street has been abandoned and has been acquired by the City of Minneapolis, so just one additional private property would need to be acquired to achieve public ownership of the land needed for the planned Snelling Avenue extension. The Minneapolis Pedestrian Master Plan also identifies the Snelling Avenue extension as a connectivity improvement that will benefit the pedestrian realm. This area south of 46th Street currently lacks sidewalks and the existing commercial developments are auto-oriented, which makes it challenging for nearby residents and transit riders to walk to these nearby retail and service businesses. 45th Street between Minnehaha Avenue and Hiawatha Avenue connects conveniently to the north side of the 46th Street LRT station platform. 45th Street’s intersection with Hiawatha Avenue is not a controlled intersection. Gaps in traffic flow (a result of signal timing) have made this location convenient for pedestrian and bike traffic to cross Hiawatha Avenue to get to and from the LRT station. No accidents have been reported and pedestrian traffic counts show high volumes using this route. Adding 45th Street as a bikeway enhances corridor connectivity by providing a more convenient and safer biking and walking route between the 46th Street station and destinations east of Hiawatha Avenue.

Hennepin County has identified 46th Street between Hiawatha Avenue and the Ford Parkway bridge as a critical gap in its bicycle system (Bicycle System Gap Study, 2001). Based on the evaluation criteria of the County’s bicycle system gap program, this gap was ranked as the #1 gap in the study. Given the traffic challenges on 46th Street relating to high auto traffic volumes, transit and pedestrian needs, and the constraints of the street right-of-way width, particularly between the LRT station and Minnehaha Avenue, a 45th Street bikeway offers the opportunity to fill this critical bicycle system gap. It should be noted that the City’s current Bikeways Master Plan (2008 Draft) does not show a connection between the LRT station and Minnehaha Avenue at 46th or 45th Street. However, the City’s previous Bikeways Master Plan (2001) showed a 46th Street bikeway between the LRT station and Minnehaha Avenue and a 45th Street bikeway from Minnehaha Avenue east to 46th Avenue and ultimately the Ford Parkway bridge.

This project includes designation of a segment of 45th Street east of the 46th Street LRT stations a part of the larger bicycle system. The project would include striping and signage of an on-street bike lane. 45th Street from Hiawatha to Minnehaha has a narrow right-of-way and striping of the street for a bike lane would likely require eliminating a parking lane.

This project also includes working with MnDOT to make improvements on Hiawatha Avenue that create a safer crossing at 45th Street for bicyclists and pedestrians. This improvement to Hiawatha Avenue can be done by physically decreasing the distance of the bike/walk crossing without affecting the travel lanes. In addition, a bike/walk crossing signal and crosswalk striping could be installed that would be timed with the 46th Street traffic signal. As a result, when Hiawatha traffic is stopped by a red light at 46th Street, pedestrians and bicyclists at 45th Street would get a walk light. The pedestrian signal would be pedestrian activated to improve motorist compliance but would be timed to minimize traffic flow disruptions.

One of the primary arguments against a signal here has been that the pedestrian signal would stop highway traffic - and that some vehicles may run the traffic signal because there is no obvious intersection there. By linking the 45th Street crossing with the traffic signals at 46th Street, the traffic on Hiawatha would already be stopped, and impact should be minimal.

One strategy for addressing the high volume of pedestrian and bicycle crossings across Hiawatha Avenue is to create a designated crossing at 45th Street. The 46th Street Station Area master planning process established a number of projects that would help in enhancing pedestrian, transit and vehicle movements in the 46th Street Station Area. Many of these ideas and projects are linked to larger redevelopment/TOD opportunities. The 46th Street “destination/green street retrofit” project includes consolidating and reducing the number of vehicle access points to 46th St between Minnehaha Ave and Hiawatha Ave and adding a landscaped median on 46th St. Between Hiawatha Ave and Minnehaha Ave, there are currently five (5) access points along the north side of 46th St and four (4) access points along the south side. None of the north and south access points align with each other, which include alleys, private driveways, and Snelling Ave. The numerous access points with no full intersections result in excessive turning movements that cause traffic delays and conflicts between vehicles and pedestrians. Implementation of this project would require the assembly of redevelopment parcels in order to construct the Snelling Ave extension south to Hiawatha Ave, which would allow for a full intersection at Snelling Ave and 46th St.

This segment of 46th St currently lacks adequate space, elements and character required of a key multi-modal urban street and should be reconstructed as a Complete Street that safely meets the needs of the multiple types of users of the street-including pedestrians, bicyclists, transit riders, buses, automobiles and trucks-regardless of age or ability. The 46th Street Station Area Master Plan also envisions 46th St as a transit-oriented mixed-use street that is the activity center of this area and pedestrian-friendly. Today, the development along 46th St is primarily auto-oriented in form and access. Reconstruction of 46th St as a better functioning multi-modal street with an attractive streetscape would significantly contribute to transforming 46th St into a gateway for the neighborhood and the city. The following project components are critical for transforming 46th St into a Complete Street and a neighborhood gateway:

Improve the pedestrian realmA primary goal of the reconstruction of 46th Street should be to enhance the pedestrian realm from the LRT station to Minnehaha Avenue so people will feel comfortable using the LRT as well as the bus services on 46th Street and Minnehaha Avenue. The design of the curb-cuts and intersection striping can better highlight pedestrian crossings and broader paved landing areas will allow pedestrians a point of refuge at intersections while waiting for the appropriate crossing signal.

Consolidate property access pointsWith the reconstruction of 46th Street, a consolidation of property access points should be implemented to reduce the amount of conflicts between pedestrians, bikes and automobile traffic. This project would reduce traffic congestion and conflicts caused by traffic attempting to access business driveways located very close to 46th Street’s intersections with Hiawatha Avenue and Minnehaha Avenue. Consolidation of access points will improve vehicle traffic flow and safety for drivers as well as pedestrians. The numerous curb cuts and turning movements of vehicles is a safety issue for pedestrians as they walk on the sidewalks along 46th Street. The consolidation of access points will ultimately guide the redevelopment circulation pattern for this stretch of the corridor.

Add a median to 46th StreetA planted median on 46th Street will eliminate unsafe left turns, enhance the character of the street as a neighborhood gateway, and provide pedestrians with a point of refuge as they cross intersections.

Continue to improve quality of transit servicesThe Hiawatha LRT line and the bus routes on both 46th Street and Minnehaha Avenue are designated as part of the City’s Primary Transit Network (PTN). The City, Metro Transit, and Hennepin County should collaborate on upgrading these transit services to meet the identified PTN standards relating to frequency, time span, speed, reliability, and capacity. The addition of bus shelters should be considered at key intersections to protect riders from the negative impacts of weather and street traffic. Sidewalks should be improved and maintained to provide an enjoyable and safe pedestrian zone for transit users. Redevelopment opportunities near transit stops, mixed-use activity centers, and commercial nodes should be guided for higher intensity uses that would benefit from transit access.

On-street parkingOn-street parking is critical to the success of existing and future small businesses in the district. The reconstruction should consider on-street parking along the appropriate segments of 46th Street where there are no conflicts with turn lanes. As uses continue to transition over time, on-street parking needs should be considered in the context of the broader transportation plan.

Create a Greener StreetSince the corridor currently contains a high percentage of impervious surfaces, reconstruction of 46th St provides a valuable opportunity to design a more environment-friendly street in terms of storm water management. A variety of techniques could be considered including infiltration systems in the planted boulevards and pervious pavers for parking lanes. Street trees can also lessen storm water runoff and improve the health of the corridor’s urban forest.

The City plans to consolidate its public works operations into a single new facility located at Hiawatha Avenue & 26th Street. As a result, the City plans to cease operations at the Snelling Yards public works site located between 44th and 45th Streets and sell the 3.3-acre site for redevelopment. The Snelling Yards redevelopment site is identified in the 46th Street Station Area Master Plan as “Opportunity Site #2” and is a primary catalyst for change within the 46th Street Station Area. The Station Area Master Plan calls for high density residential uses that will transition from most intense in size and scale along the rail line to less intense near the existing single family residential on Snelling Avenue. The residential units will be organized around a small pocket park space or community garden site.

This project recommends strategically facilitating the redevelopment of the Snelling Yards site through the implementation of the 46th Street Station Area Plan. Although the Station Area Master Plan shows a public park as part of the redevelopment, this park’s location and connectivity to the corridor’s future public open space system should be fully explored. For example, there may be benefits to connecting a future park on this site directly to a potential greenway in the current freight rail right-of-way on the west side of the site and a potential bikeway on 45th Street. In addition, since there are currently no parks within the 46th Street diagonal district of the Minnehaha-Hiawatha Diagonal, connecting the park to other public spaces and increasing public access points (e.g. corner location rather than midblock) should also be considered. Furthermore, since most opportunities for adding park space within the Minnehaha-Hiawatha Diagonal are likely to be near the potential diagonal greenway, any potential park sites should be evaluated for their connectivity to a greenway system of parks.

An additional consideration for redevelopment of the Snelling Yards site should be the walkability of future development. The public works site is essentially a city block in size and retains an alley through the block. Although Dight Avenue ends one block to the north at 43rd Street, this alley essentially lines up with Dight Avenue and would retain a public right-of-way that connects directly to a public alley in the block to the south and a private alley to the north and ultimately Dight Avenue. Redevelopment of this site provides a unique opportunity to create an enhanced alley as a public right-of-way that makes the neighborhood more connected and walkable.

Finally, this site is almost completely impervious, lacks trees and vegetation, and has potential soil contamination issues. Redevelopment of this large site is a tremendous opportunity to improve the natural environment of the neighborhood through soil cleanup, improved storm water infiltration, and tree planting.

Timing: Short termThis project is identified as Opportunity Site #2 in the 46th Street Station Area Master Plan and is a primary redevelopment site in the corridor. The new consolidated public works facility at Hiawatha & 26th Street is under construction and scheduled to open in 2010, which means the Snelling Yards site will be vacated in 2010.

Costs: $$$$Costs include environmental clean-up, upgrading utilities (sanitary, water & storm water) and improved alley infrastructure for circulation and potentially additional property acquisition.

The City’s public works operations are being consolidated into a new facility located at Hiawatha Avenue & 26th Street, leaving the Snelling Yards public works site vacant and available for potential redevelopment. This site is identified as Catalyst Site #2 in the 46th Street Station Area Master Plan.

Single-family residential uses currently exist to the east along Snelling Avenue.

Snelling Avenue appears one-sided with the public works facility on the left and the single-family uses on the right. Redevelopment of this block will help strengthen the fabric of the neighborhood.

Currently the area immediately surrounding the 46th Street LRT station is void of development beyond the LRT station platform itself. The planning and development of the LRT station left two small building pad sites that are separated by the access drive to the station. The 2008 Consensus Plan for the 46th Street station area recommends development of these two sites with residential and mixed-use development, with mixed-use directly adjacent to the intersection of 46th Street and Hiawatha Avenue. The larger western site is currently owned by the Metropolitan Council and the smaller site next to the intersection is currently owned by the Minneapolis Park & Recreation Board. This project recommends the establishment of a transit joint development or public-private partnership to create a high quality transit-oriented development right at the LRT station.

Timing: Short term The land is all publicly owned, a mixed-use redevelopment concept plan (Oaks Station Place) has been prepared, and the site is ready for development.Costs: $$

Since site preparation has already occurred and the redevelopment will be public-private partnership, the primary costs will be related to public subsidies necessary to attract a private developer and public infrastructure changes required to the LRT station site.

The above image is an example of the type of mixed-use building that could be a good fit for the 46th Street LRT station site. Each unit is designed with the ground level space flexible for a range of uses with residential units above, an excellent model for mixed use or live/work development.

Walk-up condominiums and apartment buildings are examples of the types of residential buildings which could fit well with parcel shape and size for the 46th Street LRT station site.

The 2008 Consensus Plan for the 46th Street Station Area recommends infill development south of 46th Street and west of Hiawatha Avenue, the current location of the Hiawatha Avenue storm water pond. The plan envisions relocating the regional storm water pond facility farther south near the creek against the rail line and infilling the former pond area with high density residential uses reaching three to four stories in height. This project is intended to establish a collaborative team of public agencies to pursue relocation and expansion of the storm water pond and redevelopment of the current site of the storm water pond with higher density residential development that would benefit from and support the site’s convenient access to the 46th Street LRT station.

Coordinated Projects:None

Timing: Long termThe need for an expanded regional stormwater facility on the west side of Hiawatha Avenue may happen ahead of redevelopment pressure on this site. Regardless, investment in the relocation and potential expansion of the existing stormwater pond to the south would need to occur prior to redevelopment occurring on this site.

Costs: $$$$The relocation of the stormwater infrastructure is a primary cost.
