Lower Grand Employment Subarea Action Plan

The City of Vancouver is beginning a process to work with area stakeholders to identify and prioritize

infrastructure improvements and environmental remediation to best address deteriorating and substandard

streets and localized flooding, and other concerns in the Lower Grand Employment Area (LGEA). The LGEA

has a mix of light industrial and commercial properties, bound by Pearson Airpark to the west and State

Route 14 to the south. The resulting LGEA Action Plan will outline specific actions and a funding strategy to

guide future infrastructure improvements and design solutions so the area can achieve its full potential as an

employment center.

13. Vancouver has miles of major streets that needed to be upgraded because they do not meet the

required standards. Rapid community growth created a situation where street investment and

maintenance needs grew faster than revenues. As part of the process to develop a long-term funding

strategy, the City is considering refinements to policies and plans as well as options for increasing

funding. Under what circumstances might you be willing to support public-private funding partnerships

that direct public investments to the LGEA?

14. Additional meetings with property owners will be scheduled over the next year to provide input as the
