Achievements from the Affordable Housing Action Plan 2015-19

We are on track to assist over 1 600 households by June 2019including new supply of 941 affordable lots and homes

We have assisted a total of 1 081 new households as at the end of December 2018

Of which:

312 households have been assisted into affordable home ownership including:- 144 households assisted through Streets Ahead- 169 households assisted through HomeShare

194 affordable land lots have been released236 new social housing dwellings have been constructed including:

- 213 new public and community housing dwellings- 23 units of disability and elderly accommodation

228 households have been assisted into affordable private rentals and rapid rehousing including:

- 164 households assisted in escaping family violence- eight households assisted after exiting care and rehabilitation facilities- 56 households assisted through private rental incentives

110 new units of homeless accommodation have been provided including:- 39 units of crisis and transitional accommodation- 71 units of youth supported accommodation

These initiatives have supplied 605 new lots of land and new affordable homes as at the end of

December 2018

1. Home OwnershipTarget | Assist 350 households on low to moderate incomes into home

ownership through Streets Ahead and HomeShare by 2018-19Progress | On track

We have assisted 313 low to moderate income households into home ownership as at the end of December 2018.The HomeShare program has assisted a total of 169 households into affordable home ownership from July 2015 to December 2018. Of the total households assisted, 142 affordable homes were supplied as new homes and house and land packages. The remaining 27 were households assisted to purchase existing Housing Tasmania homes.The Streets Ahead program has assisted a total of 144 households into affordable home ownership from July 2015 to December 2018.

2. Land ReleaseTarget | Release 267 affordable land lots by 2018-19

Progress | On track

A total of 194 affordable land lots have been released at the end of December 2018.There will be 15 new land lots released to market for affordable housing in Clarendon Vale during the next quarter.There has been an increased focus of the Action Plan towards providing additional new affordable housing supply for Tasmanians in need in the current housing market.

3. Social HousingTarget | Provide 372 new social housing dwellings by 2018-19

Progress | On track

There have been an additional 37 new social housing dwellings completed this quarter. This includes 29 units under the community housing stock leverage program (including two refurbishments), three new units under the community housing fast track development program and five new Backyard Units. More information on Backyard Units can be found in Case Studies.This has resulted in a total of 236 new dwellings provided for people in housing need.

4. Private Rental AccessTarget | Provide 550 households eligible for social housing with affordable

private rental by 2018-19Progress | On track

We have assisted 228 households to access affordable private rentals as at the end of December 2018.Rapid Rehousing continues to provide safe and affordable private rental accommodation for vulnerable households, with 172 households assisted through this program.The Private Rental Incentives program has also assisted 56 households into affordable housing and more information about program can be found in Case Studies.The Action Plan is on track to meet the revised target of assisting over 300 households into affordable private rental.

5. Homeless AccommodationTarget | Provide 150 additional units of accommodation for people who are

The remaining nine Backyard Units will be delivered under this Action Plan by June 2019. The demountable units will provide a secure, independent living arrangement for young people. These are specifically for young people leaving out of home care to ensure that they have a place to live and are not at risk of becoming homeless.

Case StudiesBackyard Units – Innovative Housing Solutions for Young People

The Backyard Units for Young People is a pilot project under the Affordable Housing Action Plan 2015-2019 targeted at 15-26 year olds. The project aims to deliver demountable units that provide secure, independent living arrangements for young people. These high quality units will give teens and young adults their own space, while maintaining a strong connection with their family as they build their independent living skills.The units come in a range of forms, including a mix of studio, one and two bedroom units, and a fully accessible disabled persons unit.This initiative will target vulnerable young people and families that need that extra support to keep the family together and prevent young people from leaving home and possibly becoming homeless.The project is on track to deliver 40 demountable units Statewide by 30 June 2020, at a cost of $5.6 million.Two Tasmanian based businesses were awarded the tender to construct the initial demountable units (Podmatrix in the south and AJR Construct in the north), increasing local employment opportunities and building business opportunities. Five Backyard Units have now been delivered under the program. Three of the units are located in George Town, St Helens and Trevallyn in the North. The remaining two are located in Devonport and Romaine in the North West of Tasmania.A total of 28 Backyard Units will be delivered by 30 June 2019. An additional nine Backyard Units will also be completed specifically for young people leaving out of home care by 30 June 2019.

Congratulations to Colony 47 Housing Connect - Australian Human Rights Awards 2018 FinalistCommunities Tasmania congratulates Colony 47 Housing Connect for making it through as a finalist for the Community Organisation Award at the recently held Australian Human Rights Awards 2018.Each year individuals and organisations are recognised in promoting and protecting human rights and freedoms through the Human Rights Awards.The Community Organisation Award is awarded to community organisations with a proven track record of promoting and advancing human rights in the Australian community.With support from the Tasmanian government, Colony 47, along with Anglicare Tasmania, coordinate the Housing Connect model, which acts as a one-stop shop for all housing and support needs. Housing Connect identifies and addresses the complex needs of vulnerable Tasmanians in need.This recognition is a great achievement and demonstrates the importance of collaborative partnerships with community organisations in delivering effective and innovative solutions to assist Tasmanians to find safe and secure housing.

Fast Tracked Land Supply Providing More Affordable HousingThe Tasmanian Government is releasing more land for affordable housing with the first set of Housing Land Supply Orders ready to be tabled in Parliament.A key action identified from the Housing Summit earlier this year, this new process under the Housing Land Supply Act 2018 will speed up the supply of affordable housing around the State by fast tracking the rezoning of surplus government owned land.The land identified in the first Orders will be used for a mix of social and affordable housing options, and we will continue to work to identify more land in high demand areas around Tasmania to increase the supply of affordable housing.Once rezoning has been completed, Housing Tasmania will get to work on subdividing the land and any necessary development applications to make the land ready for more homes to be built.The first set of Orders under the new legislation includes sites in Devonport, West Moonah and Rokeby and has the potential to yield between 40 – 50 subdivision lots, with potential for multiple dwellings on these lots.The Government is continuing to identify more land to rezone for housing supply. Along with the private sector, we are continuing to boost affordable and social housing options.These parcels of land for rezoning are just one part of Government’s multipronged approach to addressing affordable housing across Tasmania and is in addition to the

current Affordable Housing Action Plan, which is on track to assist over 1,600 additional households by June 2019.
