I. INTRODUCTION

Implemented activities with the IPARD Publicity Campaign 2014-2020 are foreseen in the IPARD 2014-2020 Publicity and Communication Annual Action Plan for 2019, and implemented in accordance with the Annual Plan (Appendix 1), and the planned activities are separately refer to:

o Organization of IPARD info educational days by promoting good projects; o IPARD Forum for more successful implementation of IPARD 2014 - 2020 o IPARD workshops for preparation of IPARD Application forms o Appearances/interviews in electronic media and newspapers; o The publication of the list of final beneficiaries of funds from the IPARD Programme; o Development and distribution of the Application forms and Guidelines dedicated to

IPARD 2014-2020, o Preparation and distribution of brochures dedicated to the publicity of IPARD 2014-

2020 o Preparation of posters dedicated to the publicity of IPARD 2014-2020

o Creation and publishing audio and video clips o Updating the website: 1TUwww.ipard.gov.mkU1T Institutions responsible for implementation of the above activities in accordance with their competences and functions are: IPARD Managing Authority within the Ministry of Agriculture, Forestry and Water Economy and the Agency for Financial Support in Agriculture and Rural Development (AFSARD).

II. REALIZED ACTIVITIES

1. Organizing IPARD info days In the period from April to December 2019, the Publicity Campaign continued with realization, which started with the signing of the IPARD Programme 2014-2020 Publicity Campaign Agreement on 21 November 2018 with the company 3D Project Studio – Skopje. During this period, as part of the Campaign, 26 info days were held in twenty-six municipalities/rural areas where potential IPARD Programme 2014-2020 beneficiaries were informed about the implementation and use of the European Union Pre-Accession Assistance Instrument for Rural Development - IPARD 2014-2020. Invitations to attend the info days were submitted to the Chambers of Commerce and Craftsmen in RNM, Rural Development Network, LAGs, Agricultural Cooperatives, Local Development Units that have lists of companies/list of accommodation capacities/rural tourism within the municipalities and others interested in investing under the IPARD 2014-2020 Programme. Public Call No. 01/2019 is announced on October 4, 2019 for Measure 7: Farm diversification and business development. The deadline for submitting application form is November 18, 2019. The deadline for submission of the application form has been extended to December 3, 2019. The total financial support under this call is 16,569,471.00 Euros or in Denar equivalent 1,018,926,365,00 denars. 2. Organizing the IPARD Forum

For the purpose of informing/training the employees in the National Extension Agency on the conditions offered by Measure 7 Farm diversification and business development as well as for achieving a more comprehensive analysis of the implementation of the Programme and precisely locating the problems during the submission procedure for Application forms for use of funds from the IPARD 2014-2020 Programme, on 21 and 22 October 2019 a forum was held in Veles with active participation of the National Extension Agency, the Agency for Financial support in Agriculture and Rural Development and the Managing Authority for IPARD funds. (41 participant) The agenda of the forum included a presentation of the possibilities of Measure 7 following the modifications it had undergone, a presentation of the changes in the procedure for granting applications, experiences of working in the pre-accession period in the Republic of Croatia and as an EU Member State, a discussion of the difficulties and the problems faced by applicants in completing application forms, proposals and ideas for improving the implementation of the Programme and enhancing stakeholder cooperation (Managing Authority of IPARD funds, AFSARD and NEAs, with a view to greater utilization of the Programme funds. The most frequently asked questions after the presentation were: What does the proper registration of the applicant at the end of the investment mean, especially for beekeepers? Is there a minimum number of bee boxes as a criterion for applying for beekeeping? Long deadlines for the Ministry of Environment and Physical Planning (MoEPP) to issue a water use permit and others. The following conclusions were drawn from the forum:

- updating frequently asked questions on AFSARD and MA websites, - nominating contact persons for better communication between TU, AFSARD and NEA, - organizing a workshop to improve cooperation with the technical bodies of Ministries and institutions involved in issuing IPARD applicants documentation/ permits, - providing NEA with office materials and opportunities to overcome this gap through future IPARD Programme promotion and publicity campaigns, - establish regular practice prior to the publication of each call (in particular for Measure 1) to conduct a workshop with NEA advisory services for better information on the required documentation to be collected and the criteria to be met.

3. IPARD workshops In the framework of the IPARD Publicity Campaign 2014-2020, one workshop was held in Skopje on November, 2019. The workshop was attended by participants of The IPARD Managing Authority, The Agency for Financial Support in Agriculture and Rural Development and National Authorizing Officer within the Ministry od Finance. were presented at the workshop; Measure 1 “Investment in Fixed Assets of Agricultural Holdings” and Measure 7 “Diversification of Farms and Business Development”. The focus of the discussion was on the documentation that applicants should submit for investment realization and from which institutions (technical bodies) should be issued in accordance with the criteria/obligations regarding eligible investments and measure 1 and 7 applicants. The workshop presented Memorandums of Understanding with appropriate technical bodies, responsible persons, defined forms, timeframe for submitting requested documents etc. The presentations were made and presented by the IPARD Managing Authority of the Ministry of Agriculture, Forestry and Water Economy. 4. Delivery of direct information Providing information to the potential beneficiaries by telephone and e-mail on a continuous basis, ie in the call center of the Agency for Financial Support in Agriculture and Rural Development in the last six months there have been over 275 calls and over 100 visits of potential beneficiary, in the premises of the Agency and the IPARD Managing Authority. Data on the Agency's promotional activities are included in the monthly reports то the IPARD Managing Authority. Questions that were asked through the Agency’s website are related to the publication of the Public call for measure 7, for ex. When will the Public call be published? Can agricultural cooperatives apply for measure 7, priority sector-providing agricultural services? Does the IPARD Programme apply to farms that would be built on land by the Agency for pastures on leasing? Can we apply for Carpentry of kitchen or build product line under IPARD Programme measure7? Can measure 7 be suitable for application for opening an auto camp and what are the regulations for opening the camp? and other questions related to IPARD Programme measures. Questions and answers asked by interested parties, by email and at the events organized by the MA of the IPARD Funds, are published on IPARD and Agency websites. 5. Appearances in national and local media Announcements, news and information on the IPARD II Programme are regularly published in the media. 6. Publishing a list of final beneficiaries of the IPARD 2014-2020 Programme

The activity envisaged under the Communication and Publicity Action Plan for 2019 for publishing a list of final beneficiaries of the IPARD 2014-2020 Programme has been implemented by AFSARD as the responsible body for the implementation of this activity. 7. Preparation and distribution of Application forms and Guidelines, Brochures and Posters dedicated to IPARD 2014 – 2020 Programme

The IPARD Programme Publicity Campaign has also produced and printed promotional materials for all three measures. Printed materials referring to Measure 1 and 3 have been used in previous Public Calls. The following public calls will be accompanied with publications adapted to the last modification of the IPARD 2014-2020 Programme and will be published for the planned Public Calls in December 2019 for Measure 3 and February 2020 for Measure 1. Publications for measure 7 Farm diversification and business development were developed, printed in Macedonian and Albanian (Appendix 5) and distributed during the second session of the Programme promotion events (info days, workshop and forum) The following materials are printed for Measure 7: o Application form for use of funds 1000 copies o Guidelines’ for measures 4150 copies o Brochures 1000 copies (850 in Macedonian and 150 in Albanian language) IPARD Programme Publicity publications regarding Measure7 Farm Diversification and Business Development are distributed over 26 info days, one workshop and forum, to the National Extension Agency, the Agency for Financial Support in Agriculture and Rural Development and other interested parties. been selected and printouts should be started. The application forms for using funds and the Guidelines for users should be prepared for translation and printing.

8. Creation and publishing audio and video clips In the period between the two IPARD Monitoring Committees in 2019, a video clip for measure7- “Farm diversification and business development” was realized. The video was filmed in cooperation with two successful projects from the IPARD 1 Programme: a factory for production of cosmetics Galenius DOO Vizbegovo and Korab Trnica - accommodation facility in Trnica. The video clip is 45 seconds long and is the first of the three planned video clips in the IPARD 2014-2020 Programme Publicity Campaign. The video clip is broadcasting on Macedonian Television and started broadcast on October 16, 2019, on MTV1, in the following terms: “Morning program”, before “News 1”, after “News 1” and before “News 3”. Broadcasting is still ongoing, but the media plan varies according to the program scheme. The Albanian version of the video clip started broadcasting on October 18, 2019 on Macedonian Television's second channel (MTV2) before “News 2” and in the morning program. Broadcasting is still ongoing. 9. Update the website www.ipard.gov.mk Upgrading and maintenance of the website 1TUwww.ipard.gov.mk U1T was carried out, in accordance with the terms of the Contract with the Company for upgrading, hosting and maintenance of the website, with Bivas Media Group - Skopje, until August 2019. In the current period of realization, a new design of the website has been developed. It has been realized in the period since the termination of the contract that it is necessary not only to update the content but also to continually improve and maintain the website. Through the Technical Assistance measure, procurement is needed to improve and maintain the website continuously (small procurement up to 2500 euros). Visitors’ statistics from May to November 2019 are given in Appendix 2, and attendance is as follows:

o Users of website 11.022, o New users 10,560, o Total page views: 59,680.

The website also has data on visitors by country, expressed as a percentage: 88.35% of the total site visits were registered from Northern Macedonia, the United States participated with 2.39%, Bulgaria with 1.72%, visits. They are also registered from Germany, Serbia, Greece, Albania and others. During the same period, new visitors to the website were 79.4%, while repeat visitors 20.6%.
