followed by every Divisions.

1. Project Background

The Government of Bangladesh has declared „Vision 2021‟ with a target to make

Bangladesh a middle income country by using Information and Communication Technology

(ICT) and by developing favourable business environment for Hi-Tech industries. Information

Technology has been identified as the “thrust sector” for the economy of Bangladesh.

Government has taken various initiatives to achieve the target. To fasten up the economic

development of the country, Bangladesh Hi-Tech Park Authority (BHTPA) was established in

2010.

BHTPA is responsible for the establishment and expansion along with management,

operation and development of Hi-Tech Parks within the country. Kaliakoir Hi-Tech Park,

Jessore Software Technology (IT) Park, Sylhet Hi-Tech Park, Mohakhali IT Village and Janata

Tower Software Technology Park are important and priority projects which would be the

milestone for development of IT sector as well as industrialization of Bangladesh.

The Government of Bangladesh is implementing “Support to Development of Kaliakoir

Hi-Tech Park Project” under the Private Sector Development Support Project (PSDSP) financed

by IDA and DFID. BHTPA is establishing various off-site infrastructures in Kaliakoir Hi-Tech

Park, Jessore Software Technology Park and Sylhet Hi-Tech Park.

Kaliakoir Hi-Tech Park (KHTP) is the first ever Hi-Tech Park in Bangladesh, located at

Kaliakoir upazilla in Gazipur district. It is situated only 40 km North from Dhaka city covering

with 232 acres of land. Additional 97 acres of land is under process for inclusion with the Park.

The park will be a world class business environment/investment zone forthe investor especially

foreign investors where they could utilize vast potential of young educated and technically

skilled work force.

BHTPA is establishing a Software Technology (IT Village) Park at Jessore, Hi-Tech

Park at Sylhet along with establishment of HTP/STP in other districts of the country. The World

Bank has also agreed to expand their support in establishing a Multi-Tenant Building (MTB) at

Jessore, IT Business incubator at CUET and developing some basic facilities at Sylhet Hi-Tech

Park under the Support to Development of KaliakoirHi-Tech Park Project (SDKHTP).

2. BHTPA’s Mission and Objectives

Bangladesh Hi-Tech Park has been established with a view to achieve a set of specific

mission and vision. The underlying mission and vision are:

To establish a world class business environment for targeted high growth industrial

sector and new business;

To develop indigenous technological capability for the development of the local

industries;

To enter into foreign markets by exporting state of the art technology products;

Infrastructure to facilitate hassle-free industrial operation with necessary support.

2.1 BHTPA’s achievement (2014-15) and Future Plan (2015-16):

Bangladesh Hi-Tech Park Authority (BHTPA) has been considered one of the key

driving forces for realizing the goals of Vision 2021 by creating employment opportunities in

IT/ITEs sector. To create nationwide infrastructure and environment for developing IT/ITES

services, BHTPA has been playing prime role.

2.1.1 Developer Appointed for Kaliakoir-Hi-Tech Park:

It is the first Hi-Tech Park initiated by the Government covering an area of 232 acres.

BHTPA has appointed a developer through PPP model for Block–II & V and selection process

has been completed to appoint another developer for block–III. Appointment process of

Developer for other blocks is also going on.

2.1.2 Jessore Software Technology Park (JSTP):

The BHTPA is implementing another project to establish a Software Technology Park in

Jessore covering 9.18 acres of land through GoB fund. A Multi-Tenant Building (MTB) of 14-

storey of steel structure has been under construction out of which 4 storied will be implemented

through Support to Development of KHTP Project. A 12 storey of steel structure dormitory,

33KVA sub-station building, sub-station line, 4-storey canteen, approach road and boundary

wall construction work is going on consequently which will be completed by June 2016.

2.1.3 Mohakhali IT Village:

Mohakhali IT Village, is another important project for BHTPA. RFP has been issued to

responsive developer to establish Mohakhali IT Village under PPP Model on 47 acres of land at

Mohakhali, Dhaka. This park is located in the prime location of the capital city and well

connected to other places by road, rail and air.

2.1.4 Rajshahi Hi-Tech Park:

Government has allocated 43 acres of land to establish Hi-Tech Park at Rajshahi in the

North-Western region of Bangladesh. Part of the land has been transferred to BHTPA and other

part is in process.

2.1.5 Sylhet Hi-Tech Park:

A Hi-Tech Park is going to be established in Companijong upazilla under Sylhet district.

Government has allocated 162 acres which is only 12 km away from the International Airport.

Land development and electricity line from two feeders is establishing under Support to

Development of KHTP.

2.1.6 Private Software Technology Park:

BHTPA is allowing Private Software Technology Park to fulfil the demand of space for

investment of IT/ITES sector. In this connection, ACCENTURE has been declared as the first

Private Software Technology Park.

3. Objectives of the SDKHTP Project

The objective of the project is to create employment opportunities through the

establishment of knowledge-based industries in general, and IT/ITES & advanced Hi-Tech

industries in particular, in order to realize the Government‟s vision of Digital Bangladesh.

3.1 Major Objectives:

To create world-class business environment for establishing ICT and other knowledge-

based Hi-Tech industries inthe parks;

To help develop sustainable technology and firm-level innovation; and

To provide capacity building support for Hi-Tech Park related institutions, private sector

IT/IT Enabled Services companies, IT/ITES association members, skills development

training, Freelancers training enabling improved and enhanced business environment

with increased opportunities for growth.

3.2 Major Components of the Project:

Construction of Alternate Road for the villagers in Kaliakoir Hi-Tech Park;

Construction of Internal Access Road with drainage facility in KHTP;

Construction of Multi-Tenant Building (MTB) (4 storied out of 15) in Jessore Software

Technology Park;

Establishment of Street light in KHTP;

Establishment of Sewerage line in KHTP;

Establishment of Sewage Treatment Plant in KHTP

Construction of Boundary wall in KHTP;

Fitting fixture in 03 storied administrative building of KHTP;

Site/ Land Development of Sylhet Hi-Tech Park;

Establishment of Water reservoir with treatment plant and water supply system in KHTP;

Construction of Custom House in KHTP;

Establishment of Software Quality Assurance Lab in Jahangirnagar University;

Installation of Robotic Lab in BUET;

Establishment of laboratory in BITM & University;

Initially the allocation of the project was 22236.332 lakh (GoB 1175.11, IDA 18517.31

and DFID 2543.91). After 1st revision the allocation was increased to 23698.81 lakh (GoB

1175.11, IDA 16312.06 and DFID 6211.64). BHTPA is going to propose 2nd

revision of the

DPP as some important component need to incorporate. The project implementation period is

January 2013 to June 2016.

3.5 Second Revision of Development Project Proposal (DPP):

As per decision of the Inter Ministerial Steering Committee meeting held on 15 July 2013,

the 1st revision of the DPP was approved on 22

ndOctober 2013. Due to the expansion of the project

scope with lapses of time, the 2nd

revision of the project becomes essential. Initially the allocation

of the project was 22236.332 lakh Taka. After 1st revision the allocation was increased to

23698.81 lakh Taka. In the 2nd

revision the allocation has been proposed as 23722.70 lakhs. The

main reasons & features of 2nd revision with justification are discussed briefly as follows:

(i) Bangladesh has a huge opportunity in IT/ITES sector in global market. But it is not easy to

exploit the opportunity as there is stiff competition with other players to get access the

market. For harnessing the opportunity need to scaling up the competitiveness of the

IT/ITES firms is very crucial. The project is supporting IT/ITES firms to improve their

competitiveness in different ways 40 firms has been provided support for undertaking

quality certification (2 firms- Capability Maturity Integration Model (CMMI) Level-5, 10

firms – CMMIL-3, 25 firms–ISO:9001, 3 firms – ISO:27001). Considering the high demand

and impact for expansion of IT/ITES business in global market the World Bank agreed to

support in this initiative by expanding up to 50 firms. Besides the CMMIL-3, 5, ISO-9001,

27001 the ISO-14001 could be considered which is relevant for IT/ITES manufacturing. In

this circumstance, project is planning to extend the opportunity to support in quality

certification program up to 50 IT/ITES firms.

(ii) The KHTP and other IT Parks are being established with a target to attract reputed foreign

firm, which could increase employment, economic activities and contribute significantly to

the GDP of the country. It is also proposed to provide selected youth from Bangladesh to

participate training programs in other countries as the Brand Ambassadors of Bangladesh to

attract the IT/ITES industry to invest and locate in the country with the display of their

capabilities and the skills in the sector at these companies. One such offer has been

implemented as a goodwill gesture offered to the country by a leading multinational IT/ITES

company Infosys Ltd by inviting 100 Computer Science Engineers/IT graduates for specific

3 months training at their Mysore campus. To implement such collaborative program in

home & abroad BDT 150 lakh has been proposed.

(iii) Government is going to establish a Hi-Tech Park in Sylhet covering 162 acres of land for

establishing last-mile basic infrastructure such as Electric Connectivity, Land Development, has

been proposed in the DPP. As uninterrupted power supply is one of the most important success

factors for a Hi-Tech/ Software Technology Park, Sylhet Pally Bidyout Samity-2 has been

requested to establish electricity line in SHTP from Bhadaghat and Companygonj feeder line.

Honourable State Minister for ICT Division visits Sylhet Hi-Tech Park along with

Chairman, Parliamentary Committee for Ministry of Posts, Telecommunications and IT

(iv) In KHTP an Internal Access Road has been constructed to establish connectivity to all the

blocks. A lake on the alignment of the road disrupted the continuity of the road. To make

effective use of the road a bridge has been proposed over the lake for smooth

communication.

(v) There was a plan to establish an IT Business Incubator in Chittagong Engineering University

(CUET). Initially the estimated cost was 24 crore but practically it need more than 40 crore BDT.

In this circumstance the World Bank suggested to construct a modest building of 20/30

thousand square feet for as a part of IT Park. Dormitory and other infrastructure could be

constructed separately. Now, Government is planning to initiate a project under GoB, so

this component is proposing to drop from the project.

(vi) Summit Technopolis Ltd (JV of Summit and Infinity India) have been appointed for Block

2 & 5 of KHTP and JV of Fibre@Home and Technopark Malaysia has been selected for

Block-3. Full functional IT space created by the developers will be available by June 2017.

But there is a huge demand of IT space as some renown firms are interested to invest in

Bangladesh. To ensure the IT space with necessary facilities government is encouraging

establishment of Private Software Technology Park under Bangladesh Hi-Tech Park

Authority Act in Dhaka, Chittagong and other places of the country. To encourage

establishment of Private STP government is going to support by creating necessary fit out

in it. Therefore, BDT 2500 lakh has been proposed for this purpose to encourage

investment in IT/ITES Sector.

(vii) BHTPA has allocated space to 5 firms in existing 3 storied building KHTP to start the

business in limited extend as well as to make sure the use of the building. The employee

need to commute from Dhaka to the park as residential facilities is yet to develop in

KHTP. To ensure the easy communication facility govt. has decided to arrange two buses

for regularly commuting between Dhaka and KHTP. Therefore, amount BDT 375 lakh has

been proposed to procure two AC Bus under this project.

(viii) There are several important works component are being to be implemented to create off-

site/onsite infrastructure in KHTP, JSTP & SYTP. In original DPP there are provision for

one Executive Engineer and one Assistant Engineer as deputed officers from other Govt.

Organization. The BHTPA & ICT Division perused several times for appointing

Engineers, but no one has been appointed so far. In this circumstances two Engineers has

been proposed as consultant to ensure the quality monitoring of the construction works.

Infrastructure & Construction Key Expert and Procurement Specialist

(Executive Engineer) are supervising MTB construction works.

(ix) The government has declared the new pay scale for government employee. In this project

pay and allowances of deputed government officers was calculated on the basis of

previous scale. Therefore, the total amount for pay and allowances need to be increased.

4. Project Implementation Unit (PIU)

A project implementation unit is working for effective implementation of the project.

PIU consists of the following personnel:

5. Implementation Progress

5.1 Works Components:

The project has been designed to establish some important off-site and on-site

infrastructure such as (a) Alternate Road for the villagers (b) Internal Access Road in KHTP (c)

Street Light in KHTP (d) Sewerage Line in KHTP (e) Sewage Treatment Plant in KHTP (f)

Custom House in KHTP (g) Multi-Tenant Building (MTB) in Jessore Software Technology Park

and (h) Site/land development in Sylhet Hi-Tech Park etc. The progress of different sub

component is discussed below:

5.1.1 Alternate Road:

Kaliakoir Hi-Tech Park covers a total land area of 232 acres allocated by the government.

Additional 97 acres of Government land is under process for inclusion with the Park. Currently,

some access roads passed through the park used by the inhabitants of neighbouring villages such

as PiererTaki, Boktarpur, Janer Chala etc. As the park is going to be a business environment with

a limited access for common people surrounded by a boundary wall, so all the access points need

to be closed which will hinder villager‟s access to market places, highway, upazilla, hospital etc.

To minimize the villagers‟ suffering Bangladesh Hi-Tech Park Authority decided to construct an

alternate road to ensure easy access of the villagers of neighbouring village. Initially plan was to

construct a new road within the boundary of the park but after consultation with the local

Authority BHTPA has agreed to widen the existing narrow kutcha road. As the Kaliakoir Hi-Tech

Park would be closed by boundary wall, so 18 ft. wide alternate road has been established for the

villagers for easy reach/access to Kaliakoir and National Highway. The total 2696 meter road was

divided into 3 parts on the basis of the locations and the contract was awarded to the selected

lowest bidder PBL for construction with the amount of BDT 13.55 crore to complete the

assignment by 6th

October 2014 which has been completed in extended time in April 2015.

The contract for constructing the other part of 1150 meter alternate road has been

awarded to the selected lowest bidder Spectra Engineers Limited on 20/01/2015 with the

amount of BDT 3.99 crore. The physical progress of the Alternate Road-2 is about 75% and it

will be completed by October 2015.

5.1.2 Internal Access Road:

Kaliakoir Hi-Tech Park is divided into 5 blocks. Block-1 is for administrative purpose

and remaining 4 blocks will be used as industrial area. It is mentionable that the consulting firm

Price Water House Cooper proposed a road network for the Kaliakoir Hi-Tech Park in

Feasibility Study.

The arterial and primary road was proposed to ensure easy access to all the blocks. Part

of the main access road from the main gate to end of the block-1 was constructed by using GoB

fund and remaining part is being constructed through this project. Initially the contract was

signed with the responsive lowest bidder Spectra Engineers Limited for 46 feet wide Access

Road with drainage facility on 02 January 2014.

The actual contract price of the work was BDT 27.84 crore for the length of 2225 m. But

1300 m long and 5.5 m width (without drain) has been included in this contract after Bank

clearance and approval from ICT Division as only 1700 m road with 46 feet wide & drainage

facility was possible to construct due to lake and other some physical obstruction.

The construction of Access Road has been completed within the stimulated time and the

Honourable State Minister of ICT Division, Ministry of Posts, Telecommunication & IT has

inaugurated on 16 April 2015.

5.1.3 Multi-Tenant Building (MTB):

A Multi-Tenant Building is being constructed in Jessore Software Technology Park

(JSTP) under the project. Social Impact Assessment and Environmental Impact Assessment

were conducted by short term appointed consultants of the project. It is mentionable that there

was no compensation and acquisition issue as it was government land (owned by Public Works

Department). This component include in the project during 1st revision on October 2013.

Initially 4 storied with 52000 sq. feet out of 15 floors will be constructed from the project. The

rest 11 storied of the MTB will be constructed by using GoB fund through the Jessore Software

Technology Park Project.

On 02 January 2014 contract was signed between the Authority and Spectra –

Macdonalds (JV) the responsive lowest bidder with a contract price of BDT 42.84 crore. The

5.1.4 Street Light in KHTP:

This component is to establish the street light both side of the access road. The tender

was called for the Construction of Electric & Street Light Line in KHTP under package no.

BHTPA-WD4.1 vide this office memo no. 56.02.0000.009.34.131.15-68 dated 04.02.2015. The

tender notice was published in (1) The Daily Observer on 06.02.2015 and (2) The Daily

Jugantar on 08.02.2015. The notice was also published in the websites of Bangladesh Hi-Tech

Park Authority and Central Procurement Technical Unit of IMED. Sixteen firms purchased the

tender documents from the office and 6 (six) of them submitted bids within the tender

submission date 10.03.2015 at 2:00 pm.

The official estimate of the package is BDT 3,33,78,800.00. InGen Technology Ltd.

fulfilled all the qualification criteria and was the lowest responsive tenderer among the

participants by quoting total amount of BDT 1,93,54,412.00 (One crore ninety three lakh fifty

four thousand four hundred and twelve). The contract has been awarded to the selected lowest

bidder InGen Technology Ltd on 07/04/2015. Mr. Zunaid Ahmed Palak, MP the Honourable

State Minister for ICT Division, Ministry of Posts, Telecommunications & IT has inaugurated

the work on 16 April 2015. Mr. Imran Ahmad, MP, the Chairman, Parliamentary Standing

Committee for Posts, Telecommunications and IT was also present in the inaugural session. The

physical progress of the construction of Electric & Street Light is about 50%. Hopefully the

assignment will be completed before the planned date 08 October 2015.

5.1.5 Sewerage Line in KHTP:

Sewerage line is one of the most important components for Hi-Tech Park. Advertisement

was published for Construction of Sewerage Line in KHTP under package no. BHTPA-WD3.1

vide this office memo no. 56.02.0000.009.34.125.14-70 dated 05.02.2015. The tender notice

was published in (1) The Daily Independent on 07.02.15 (2) The Daily Amader Shomoy on

07.02.15 and (3) The Daily Ittefaq on 08.02.15. The notice was also published in the website of

Bangladesh Hi-Tech Park Authority and Central Procurement Technical Unit of IMED. Sixteen

firms purchased the tender documents from the office and 6 (six) of them submitted bids within

the tender submission date 12.03.2015 at 2:00 pm.

The official estimate of the package was BDT 1,98,68,954.00. United Commercial Centre

Ltd fulfilled all the qualification criteria and was selected as the lowest bidder among the

participants by quoting total amount at BDT 1,98,49,562.00 (One crore ninety eight lakh forty nine

thousand five hundred and sixty two). The contract has been awarded to the selected lowest

responsive bidder United Commercial Centre Ltd on 20/04/2015. The physical progress of the

construction of Sewerage Line in KHTP is about 45%. The expected completion date of works is 21

5.1.6 Boundary Wall in KHTP:

Boundary was constructed in KHTP in 2008 but some portion of boundary was

demolished for construction of alternate road for the villagers. There is also a process is ongoing

for adding 97 acres of land with 232 acres of land. Therefore, a boundary wall is also needed to

enclosed 97 acres of land along with reconstruction for demolished wall.

The tender regarding Construction of Boundary wall in KHTP was called for the

package no. BHTPA-WD6.1 vide this office memo no. 56.02.0000.009.34.133.15-107 dated

24.02.2015. The tender notice was published in (1) The Daily Shomokal on 25.02.15 (2) The

Daily Star on 25.02.15. The notice was also published in the websites of Bangladesh Hi-Tech

Park Authority and Central Procurement Technical Unit of IMED. Fourteen firms purchased the

tender documents from the office and 9 (nine) of them submitted bids within the tender

submission date 30.03.2015 at 2:00 pm. The contract was signed on 10 May 2015 after

unanimously recommendation by Tender Evaluation Committee to accept the contract price of

NN Builders Ltd. at the amount of BDT 7,38,74,224.51 (Seven crore thirty eight lakh seventy

four thousand two hundred twenty four taka and fifty one paisa) where the estimated cost was

BDT 8,49,21,234.00 The physical progress of the construction is about 20%. The expected

completion date of works is 09 May 2016.

5.1.7 Land Development in Sylhet Hi-Tech Park:

Government has allocated 162 acres of land in Companygong upzilla under Sylhet

District for developing Sylhet Hi-Tech Park. As the elevation of the land is low so it need to be

filled up to start the infrastructure development work. In this circumstances a tender under the

package no. BHTPA-WD5.2 vide this office memo no. 56.02.0000.009.34.132.15-212 dated

30.03.2015 was published in (1) The New Age on 31.03.15, (2) The Daily Shomokal on

01.04.2015. The notice was also published in the website of Bangladesh Hi-Tech Park Authority

and Central Procurement Technical Unit of IMED. Twenty one firms purchased the tender

documents from the office and 14 (Fourteen) of them submitted bids within the tender

submission date 30.04.2015 at 2:00 pm.

The Tender Evaluation Committee unanimously recommended to accept the tender of

TEL-MC JV, 54/1, Niloy, Chowhatta, Sylhet at BDT 5,37,15,032.30 (Five crore thirty seven

lakh fifteen thousand thirty two taka and thirty poisa). The contract has been awarded to the

selected lowest responsive bidder TEL-MC JV, 54/1, Niloy, Chowhatta, Sylhet at BDT

5,37,15,032.30 (Five crore thirty seven lakh fifteen thousand thirty two taka thirty poisa) on

07/06/2015 where official estimate was BDT 6,98,62,831.98. The physical progress of the Land

Development and Retaining Wall construction in Sylhet Hi-Tech Park is about 30%. The

5.1.8 Software Quality Assurance Lab in Jahangirnagar University:

BHTPA agreed to establish a specialized lab in Institute of Information Technology in

Jahangirnagar University for creating a pool of skill human resources for Software Quality

Assurance.

The tender regarding Installation of Lab in Jahangirnagar University was published

under the package no. BHTP G-10.1 vide this office memo no. 56.02.0000.009.34.128.14-103

dated 23.02.2015 in (1) The Financial Express on 24.02.2015 and (2) The Daily Manabkantha

on 24.02.2015. The notice was also published in the website of Bangladesh Hi-Tech Park

Authority.

Four firms purchased the tender documents from the office and 1 (one) of them

submitted bids within the tender submission date 16.03.2015 at 2:00 pm. The official estimate of

the package is BDT 66,96,429.00. The committee unanimously recommended re-tendering for

5.1.10 Reformation works of Administrative Building for Tenants of KHTP:

The existing 3 storied building is unutilized since its construction in 2009. The BHTPA

has decided to tenant the building as suggested by the WB to operationalize the park by tenanted

the building. BHTPA selected 5 firms for existing building and agreed to provide fitting fixture

for those firms.

In this view the tender regarding Reformation works of Administrative Building for

Tenants of Kaliakoir Hi-Tech Park was called for under the Package BHTP-WD-11 vide this

office memo no. 56.02.0000.009.34.126.15-415 dated 26.05.2015 which was published in (1)

The Daily Observer and (2) The Daily Manabkantha on 27.05.2015. The notice was also

published in the web sites of Bangladesh Hi-Tech Park Authority and Central Procurement

Technical Unit of IMED. Ten firms purchased the tender documents from the office and 9 (nine)

of them submitted bids within the tender submission date 22.06.2015 at 2:00 pm. The official

estimate of the package is BDT 64,31,226.80. The tender evaluation is in progress by the Tender

5.1.11 Interiors, Furniture and Fit-outs for Existing Building Kaliakoir Hi-Tech Park:

BHTPA has decided to get tenant for the existing 3 storied building constructed in 2009

to start the Park activity in limited level as suggested by the WB. The BHTPA has selected 5

IT/ITES firms and remodelling the building by fit-out, furniture and interiors suitable for

IT/ITES operation.

For this purpose the tender for the Package BHTP-WD-11 vides this office memo no.

56.02.0000.009.34.126.15-415 dated 26.05.2015 was published in (1) The Daily Observer and

(2) The Daily Manabkantha on 27.05.2015. The notice was also published in the website of

Bangladesh Hi-Tech Park Authority and Central Procurement Technical Unit of IMED. Ten

firms purchased the tender documents from the office and 8 (eight) of them submitted bids

within the tender submission date 22.06.2015 at 2:00 pm. The official estimate of the package is

BDT 1,16,30,750.00. The tender evaluation by the Tender Evaluation Committee (TEC) is

5.1.12 Establishment of Robotic Lab at BUET:

BHTPA agreed to set up a Robotic Lab in Bangladesh University of Engineering and

Technology (BUET) to create a pool of HR in Hi-Technology. The Lab will be managed by

ICT, Electronics and Mechanical Department to maximize its utilization. Researcher of other

University and private sector also get access in the lab.

The tender regarding establishment of Robotic Lab under the package no BHTP G-10.1

vides this office memo no. 56.02.0000.009.34.129.14-323 dated 05.05.2015 was published in

(1) The Bangladesh Observer and (2) The Daily Jugantor both on 07.05.2015. The notice was

also published in the website of Bangladesh Hi-Tech Park Authority and Central Procurement

Technical Unit of IMED. Five firms purchased the tender documents from the office and 3

(three) of them submitted bids within the tender submission date 08.06.2015 at 2:15 pm.

The official estimate of the package is BDT 1,80,32,360.00. The Authority forms a

technical committee for examining the technical responsiveness of the proposal. The technical

committee found 2 proposal non responsive. As other bid was more than 100% higher than the

estimated price, the Tender Evaluation Committee (TEC) recommended re-tendering for the

purpose.

8. Human Resource Development

One of the main objectives of the project is to enhance capacity of the IT/ITES sector of

Bangladesh. In view of that, the project has taken some important programs like (a)

Employment Incentive Program; (b) Quality Certification Program; (c) C-Level Training

Program; (d) Mid-Level Training Program; (e) Skill Enhancement Program. The objectives of

the programs are as follows:

Provide employment opportunities for Bangladeshi youth in IT/ITES sector;

Support IT/ITES companies in building human resources by training on skills essential to

their internal business processes for productive employment and successfully lay the

growth path for them to become mid/large size companies;

Encourage IT/ITES companies to set up their operations at the Hi-Tech/IT Parks in

Bangladesh;

Upgrade operational management, soft skills and technical skills of mid-level managers

among leaders working in the IT/ITES industry;

Create a readily employable workforce to be absorbed in the IT/ITES sector by the

Industry;

Increase self-employment opportunities for the youth of Bangladesh in the IT/ITES

sectors;

Upgrade skills of employees working in the IT/ITES Industry enabling its growth with

better-qualified human resources;

Provide globally recognized vendor specific certification and training programs covering

IT/ITES industry needs;

Develop increased Freelancing community to participate in micro work on crowd

sourcing platforms;

Establish an internationally-recognized quality certification program for IT/ITES

companies.

All the programs were circulated in the newspapers as well as in the BHTPA, BASIS and

BACCO‟s website. A evaluation committee was consist of BASIS, BACCO, BUET, BHTPA

and ICT Division representatives headed by the Project Director for evaluating applications and

proposals.

Seminar/workshop for awareness building on IT development

8.1 Employment Incentive Program:

Bangladesh Hi-Tech Park Authority extends its support to provide incentive to IT/ITES

companies for appointing new employees who shall undergo training on specific company based

curriculum & processes. Under the Employment Incentive Training Program it was targeted to

2000 new employees will be trained and hired by the IT/ITES companies.

Incentive has to be provided to the IT/ITES companies upon actual

recruitment/employment of the trained candidates. BHTPA would provide employment

incentive based on actual cost of training per person with a maximum ceiling of BDT 40,000.

The Main Objectives of the Program:

Provide employment opportunities for Bangladeshi youth in IT/ITES sector;

Support IT/ITES companies in building human resources by training on skills essential to

The employment incentive support will be made available to all eligible IT/ITES

companies on fulfilling the following conditions:

Has at least 2 years experience in the IT/ITES business;

Has an average yearly revenue turnover of BDT 5 Million; and

Have currently 20 employees or more working with the company.

The approved number of new employment was 1547 for 46 selected companies and the

budget was BDT 674 lakh.

The selected companies recruited 1223 new employees during the fiscal year where male

employees were 895 (73%) and female employees were 328 (23%). The Project has disbursed

BDT 474 lakh incentives to the companies for 1124 new employment.

8.2 Quality Certification Program:

Bangladesh Hi-Tech Park Authority has taken the program for supporting local IT/ITES

companies for enhancing their competitiveness through achieving quality certification which will

enable them to aggressively participate in local and global markets and grow their businesses. The

objective of the program is to establish an internationally recognized certification program for

companies in the IT/ITES Sector. The Authority would provide 75% of the total cost and rest 25%

cost would be borne by the company. The support from the Authority is on the basis of the success

of the certification. If any company fails to achieve certification the money will be recovered (if

payment made on Bank Guarantee) from them. The output of the Program is as follows:

Forty (40) companies will be certified through an internationally-recognized mechanism

(CMMi and ISO);

Increased foreign investment in the industry;

Increased job opportunity in the industry.

Selection of Companies:

In three phases total 40 firms have been selected for the program out of 48 selected/short

listed firms to provide incentive for certification. Two firms for CMMi Level-5, 10 firms for

CMMi Level-3, 3 firms for ISO:27001 & 25 firms for ISO:9001 are getting support under

Awareness program on Quality Company Certification organized by UCSL

The selected firms entered in to contract with the Project and the selected firms made

contract with consulting/auditing firm for the certification. The project reimbursed cost to the

selected firms. Total budget/estimated cost for certification of selected 40 firms is BDT 397 lakh

out of which BDT 273 lakh has been disbursed to the firms.

Total 32 companies completed the certification in the financial year 2014-15 (CMMiL3 = 6;

ISO:27001 = 3 ; ISO:9001 = 23). Details are as follows:

8.3 Skill Enhancement Program:

Skill enhancement is another important initiative of the project to enhance the skills of

the employees and graduates for creating a readily employable workforce to be absorbed in the

IT/ITES sector in order to increase employment and self-employment opportunities for the

youth of Bangladesh. The aim of the program is to upgrade skills or achieve specific vendor

certification for employees working in the IT/ITES Industry and to develop increased

Freelancing community to participate in micro work on crowd sourcing platforms and promote

the opportunities for employment in IT/ITES companies. Bangladesh Hi-Tech Park Authority is

supporting human resource development through the Skills Enhancement Training Program for

better employability.

Main features of the program are as follows:

The training institute/University shall provide quality training which will enhance better

employability skills of the candidates for the IT/ITES sector;

The training firm conduct own selection of graduates for the training program (member

from HTPA shall be present in the selection process) and explore ties/linkages with

IT/ITES (BPO) companies (local and international) for placement/employment;

Provide quality training that will ensure maximum candidates getting employed in the

IT/ITES companies or become self-employed in the sector;

Upgrade skills of employees from the IT/ITES Industry, get globally recognized vendor

specific certification such as CCNA, PMP, Oracle, Microsoft, SAP etc. and develop

increased Freelancers community in Micro-work;

Post training, the training firm/institute shall ensure 75% of the trained candidates are able

to clear the assessment test out of which 67% of those passing the assessment test should

be placed/employed in the IT/ITES companies or take up Freelancing in Micro-work i.e.,

50% of the trained candidates. Proof of such placement shall be provided to BHTPA.

Topics identified in a workshop held on 31 August 2013 organized by Support to

Development of Kaliakoir Hi-Tech Park Project. Representatives of Computer Science and

Engineering department of different public & private universities, IT/ITES firms, relevant

government and Industry associations attended the workshop. Bangladesh Association of Software

Information Services (BASIS), Bangladesh Computer Shamity (BCS) and Bangladesh Call Centre

and Out Sourcing (BACCO) had submitted their demand on skill sets training requirements, which

was authenticated by the participants. The total 27 topics were identified as training needs for the

candidates.

8.4 Online Assessment Test:

The Authority has introduced an Online Assessment Test to ensure the quality of the

training program. A committee has been formed in December 2014 to conduct the online

assessment test for evaluation of the participants who completed the training course.

Accordingly, a question bank has been made for individual courses to conduct the online

assessment test.The online assessment would be applicable for the participants who have

completed the courses after 6th

January 2015 as certificates were distributed to the participants.

Payment Method of the Program:

The cost depends on the topics of the training and the Authority bears up 90% of the

total cost. Institute can claim for 25% of total training cost after starting of the training. But last

50% cost will be paid after completion of the course, online assessment test and submission of

the job placement report to the project office. By following this condition, the amount of BDT

450.00 lakh has been paid to the institutes.

8.5 Training on Lean Six Sigma, Oracle & SAP:

The Project has taken initiatives to provide capacity building support for private sector

IT/ITES companies, IT/ITES association members, skill development training, freelancers

training enabling improved and enhanced business environment with increased opportunities for

growth. The training would enhance the skills of candidates for creating a readily employable

workforce to be absorbed in the Information Technology (IT) or ITES sector in order to increase

employment and self-employment opportunities for the youth of Bangladesh. The training on

„Lean Six Sigma Black Belt‟, „Oracle‟ and „SAP‟ along with certification is specialized training

which have huge demand and interest in IT sector.

Objectives

Provide training leading to certification for the courses - Lean Six Sigma Black Belt,

Oracle & SAP training;

Provide assistance to develop and update the training contents; and

Hand holding support to the mid and top level management of IT/ITES Industry.

Advertisement:

The Invitation for the Request for Expression of Interest (REoI) was published in the

two national dailies namely: The Daily Independent and The Daily Jonokantha, on 16 & 17

February 2015 respectively. REoI was also published in the website of BHTPA. In response to

the REoI, ten (10) Expression of Interest (EoI) was received by the deadline.

8.6 C-Level Advanced Management Training:

C-Level Training Program was taken for creating an upgrade Operational Management

and Technical & soft skills among C-level managers working in the IT/ITES industry in

Bangladesh. The C-level Advanced Management training at Hong Kong University was held

from November 25- December 7, 2013 on 9 modules. The 15% of the total cost was borne by

the participant and rest 85% cost was borne by the project.

The total cost of the program was BDT 271.14 lakh. A knowledge dissemination course

was organized from September 22- October 2, 2014 for 25 CEO/COO of IT/ITES firms in

National Institute of Local Government (NILG) where the participants in the Hong Kong

University share their experience as resource person. This C-level advanced management

8.7 Mid-Level Training Program:

It is identified that there is a shortage of skilled manpower in the Mid Level of the IT

/ITES Sector in Bangladesh. Considering the importance of Mid-Level Manager, the

Government has introduced this program to scale up capacity of the IT/ITES. The Objective of

the Mid-Level Training Program is to upgrade Operational Management, soft skills and

Technical skills of mid-level managers among leaders working in the IT/ITES industry. The

8.8 Training on Cloud Computing:

Cloud Computing Strategy & Solution Training Course was organized by BHTPA held

on 7-8 February 2015 at BCC Lab. The total 20 mid-level IT Managers/Professionals from

various IT/ITES companies successfully completed the training titled “Cloud Computing – Let‟s

Build the Cloud Solution and Know What Is” consisting of 12 modules. The training was

conducted by cloud computing expert Mr. Mohammad Zaman, also founder of Cloud Camp

Bangladesh. As an international cloud computing expert, he shared his knowledge and

experiences with the participants by which they had been benefited regarding modern

technology.

8.9 Training of CSE Graduates on JAVA at Infosys, India:

The Government had received an offer from Infosys Technologies Limited, India to train

100 Bangladeshi Computer Science Engineer or IT graduates and faculty for IT on Software

engineering during the visit of Secretary, ICT Division to Mumbai India at NASSCOM

Leadership Summit in 2013. The training would be held in the Infosys state-of-art training

center in Mysore and Infosys would cover the tuition fees and accommodation for the

candidates as a goodwill gesture to Bangladesh. The other

expenses would be borne by the project.

The candidates after training at Infosys would easily

find acceptance from the IT/ITES industry for employment or

could become entrepreneurs. The 12 weeks duration for JAVA

Training would be of stringent global standards. Ten faculties

from different universities could participate in the program.

The offer from Infosys to train candidates and faculty in the

Software Engineering training program would significantly

complement the skills development component of the Private

Sector Development Support Project (PSDSP).

Applications were invited from interested CSE and IT Graduates by publishing

advertisement in two national dailies namely the Daily Star and The Daily Ittefaq as well as

website of BHTPA. There were 302 applicants submitted their applications to the project office.

Through a long selection process, 10 faculties and 90 students were finally selected from where

98 applicants visited to Infosys Mysore Campus for JAVA training. The training was held from

12 January, 2015 to 24 March, 2015 and they successfully completed the training. This training

definitely enhance the professional capacity of our graduates and re-inforce the cooperation

between the IT/ITES industry in Bangldesh with that of India.

8.10 Hi-Tech Park/ Special Economic Zone Management Training for Public Officials:

This project had organized 5 days training for the government officials and stakeholders

on Hi-Tech Park/ Special Economic Zone Management with an objective to make them

understand various issues related with setting up and development of IT parks and its operation

and maintenance.

The training was held from 22-25 June, 2015 in BCC lab where 20 participants from

different ministries took part in the training. The two trainers were hired from India who are

renowned resource person of the concerned field.

9. Workshop/Seminar

A workshop on Preferential Package (incentives, allowance and facilitation) was

organized on 2 February, 2015 at La-Vinci hotel, Dhaka. Objective of this workshop with

stakeholders in government and industry was to discuss on incentives, other allowance and

facilitation that BHTPA is proposing for developers of Hi-Tech Parks, Property Management

Company (PMC) of Hi-Tech Parks and IT/ITES/Hi-Tech companies occupying the space

getting developed, to avail as investor. Representatives from different organization both public

and private and development partner participated in the workshop.

Zhilian Kechuang Science Park and different Hi-Tech Parks in China. The objective of the team

was to attract investment in Kaliakoir and other Hi-Tech Parks in Bangladesh.

10.3 Visit to Malaysia:

An exposure visit was organized by the project for the Government of Bangladesh

Delegation to Malaysia from 18-22 August, 2014. The delegation was comprised of (1) Mr.

Imran Ahmed, MP, Parliamentary Standing Committee, Ministry of PT & IT. (2) Mr. Sharif

Ahmed, MP, Bangladesh National Parliament (3) Mr. Kamal Uddin Ahmed, Additional

Secretary, ICT Division (4) Mr. Ali Asraf Dewan, Assistant Chief Architect, Department of

Architecture (5) ANM Safiqul Islam, Project Director, SDKHTP Project (6) Mr. Habibur

Rahman, UNO, Kaliakoir and (7) Mr. Md. Abdul Bari, PS to Minister, ICT Division. The

delegation visited different Hi-Tech Parks in Malaysia. The objective of the team was to attract

investment in Kaliakoir and other Hi-Tech Parks in Bangladesh.

10.4 Visit to Infosys, India:

A delegation consists of (1) Mr. Zunaid Ahmed Palak, MP, Hon‟ble State Minister,

ICT Division (2) Mr. S. M. Ashraful Islam, Executive Director, BCC (3) Mr. Susanta Kumar

Saha, Joint Secretary, ICT Division (4) A N M Safiqul Islam, Project Director, SDKHTP

Project (4) Mr. AHM Jahangir, Deputy Chief, ERD (5) Ms. Rumana Khorshed, Assistant

Director, SDKHTP Project and (6) Mr. Fokhruz Zaman, Consultant, LICT Project visited India

in the closing ceremony of the training of CSE graduates held at Infosys Technology Ltd

Campus in Mysore from 21-25 March 2015. The delegation also visited Accenture‟s campus

and meet with the high official at the Accenture and NASCOM. The delegation met with Mr.

Binod Hampapur Rangadore, Executive Vice President and Global Head of Infosys, India.

That visit provided an opportunity to explore further avenue of mutual cooperation,

mobilize investment and share international best practices for the sake of the promotion of

IT/ITES industry in Bangladesh.
