NOTE ON PROGRESS OF RUSA IN A & N ISLANDS
ACTIVITIES UNDERTAKEN - RUSA PROJECT
I. Constitution of Andaman Nicobar Higher Education Council (ANHEC):
Andaman Nicobar Higher Education Council was constituted on 20.12.2013 for
implementation of Rashtriya Uchchatar Shiksha Abhiyan (RUSA). The Andaman
Nicobar Higher Education Council shall be responsible for transfer of central share along
with State share (extra if any) to the approved institution. The ANHEC undertake the
process of planning and evaluation, in addition to monitoring.
II. Establishment of New Model Degree College (General)-ANCOL:
In the 1st phase UT Administration submitted plan to MHRD for participating in the
Centrally Sponsored Scheme (RUSA). As per the RUSA norms funding was done in the
ratio of 65:35 (65% Central share and 35% UT share). Approval was accorded on
05.05.2014 for an amount of Rs. 12.00 Crores by MHRD. MHRD released an amount of
Rs. 5.85 Crores out of which Rs. 1.39 Crores was utilized for Construction work of
ANCOL and the unutilized amount of Rs. 4.46 Crores is under process for revalidation by
MHRD. The College started on 26.07.2016 consisting of 8 programmes with an intake
capacity of 360. The colleges shifted to new campus in the month of September, 2016
III. Release of Preparatory Grant:
An amount of Rs. 1.95 Crores was released by MHRD for setting up/strengthening the
State Higher Education Council (SHEC) and State Project Directorate (SPD). Due to
paucity of time the above amount has been deposited in Civil Deposit Account of DAB in
the year 2014. The same amount was transferred to ANHEC account at Canara Bank on
28.06.2016. The amount is being utilized as per the norms of RUSA. It is proposed to
constitute a Technical Support Group which will be coterminous with the project and the
salary for the Technical Support group shall be met from the Preparatory Grant. It is also
proposed to undertake baseline survey by involving resource person reputed institute like
TISS etc., for assessing the requirement of programme to be offered keeping in mind the
employment opportunity at local as well as National, South East Asian Region territory. It
is also proposed to conduct workshops for sensitizing the faculty members on best
practices followed in mainland and other quality initiatives.
IV. Preparation of Institution Development Plan (IDP):
All colleges under Andaman & Nicobar Administration prepared Institute Development
Plan (IDP) which captured need base requirement of their colleges.
V. Constitution of State Project Directorate (SPD):
State Project Directorate has been constituted as per Order No. 3 dated 01.01.2016. The
function of SPD is to oversee project implementation at the State level, maintain
statistical data and MIS reports and engage project auditors as required

In order to give an opportunity for availing higher education facilities to the youths of
these islands, the projects of establishing new degree college was conceived and
accordingly following action were taken as per the RUSA Guidelines for obtaining
financial assistance:
1. DPR prepared on the basis of plan projected in State Higher Education Plan in 1st
phase.
2. Obtained ANHEC approval.
3. Allotment of land.
4. Obtained affiliation from Pondicherry University to start following 8 programmes
with a total intake of 360 B.Com, B.Com (Corporate Secretaryship), B.Sc
(Psychology), BA. Economic, BA (English Language and Literature), BA.
Sociology, BBA & BPA (Music) and stared from 26.07.2014.
5. Arranged faculty members on deputation/diverted basis from Education
Department, A&N Administration.
6. Construction of building (1st phase) in new campus has been completed. The
details of new construction is as follows - 24 Class Rooms, 3 Laboratory, 6 Small
Rooms (1-Principal Room, 1-Academic Cell, 1-Admission Cell, 1-Staff Room, 1-
Exam Cell), Washrooms (6 Boys and 6 Girls), Staffs Washrooms (3 Male and 3
Female)

VII. Up gradation of existing Degree Colleges to Model Degree Colleges (Mahatma
Gandhi Govt. College, Mayabunder) (Component 5)
Mayabunder Degree College is proposed to be developed as a model degree college
by following the RUSA guidelines. Accordingly the institute is preparing a plan for
obtaining financial assistance from MHRD.
1. Draft DPR prepared on the basis of projection made in State Higher Education
Plan and approval from State Project Directorate has been obtained for onward
submission to MHRD for release of fund.
2. MHRD desired further detail including the estimate for the civil works. The
estimate is being prepared by APWD for the civil works, the revised DPR shall be
submitted by end of December, 2016.
VIII. Professional Colleges (New) (Component 6)
With a view to give opportunity to the youths of the islands in those area/discipline
which is otherwise not available in these islands the idea of starting Multi-
Disciplinary Professional College was conceived under RUSA. The proposed
professional college was planned with a concept of different school/department which
could later be developed as a full fledged university. The four school/department
planned under RUSA are School of Architecture, School of Fine Arts, Department of
Science and School of Management. It was decided that initially three schools shall be
started offering B.Arch (UG), BA (Visual Arts) (UG) and MBA (PG). As regards
Department of Science the courses to be offered shall be decided based on the need
analysis. All the three programmes were supposed to be started from the academic
session 2016-17. The approval from AICTE was also obtained and Punjab University
also had given NOC for affiliation, however MHRD did not approved the affiliation
of courses of professional college with Punjab University due to territorial
jurisdiction. We have now approached Pondicherry University, they have agreed to
come for inspection in the end of December, 2016/January, 2017. Out of three
proposed programmes Pondicherry University do not offer B.Arch programme hence
they are in process of framing curriculum. Following actions has been completed:
1. Allotment of 8.00 Hectare of land in Attam Pahar.
2. Obtained AICTE approval for 2016-17.
3. Submitted affiliation form to Pondicherry University
4. Advertisement for recruiting faculty through SOVTECH completed.
5. List of equipments/books prepared for purchase.
Activities to be completed:
• Preparation of DPR for professional college for onward submission to MHRD for
release of grant of Rs. 26.00 Crores.
• Purchase of furniture and other equipments after obtaining affiliation.
• Recruitment of faculty members on contract through SOVTECH.

IX. Infrastructure Grants to Colleges (Component 7)
Infrastructure grants of Rs. 2 Crore each is given for utilizing the critical
infrastructural needs of the colleges. Funding is given to colleges under three
components i.e. New Construction, Renovation & upgradation and Equipment
Purchase in the ratio of 35:35:30 and accordingly following action were taken as per
the RUSA Guidelines for obtaining financial assistance:
1. 1st installment of Rs. 3.00 Crore released for JNRM, DBRAIT & TGCE (Rs. 1.00
Crore each).
2. Action Plan with time line to be prepared by concerned College for utilization of
fund.
Activities to be completed:
• Procurement of equipment as per the plan.
• APWD to carry out the construction/renovation work as per the plan.
X. Equity Initiatives (Component 9)
This will provide an opportunity for both boys and girls students to access quality
education by utilizing centralized hostel facility proposed to be created for all students
of different islands interest in pursuing higher education. Accordingly following
action were taken as per the RUSA Guidelines for obtaining financial assistance:
1. Land has been identified for both boys and girls hostel for the students studying in
different colleges.
2. DPR has been prepared and approval is awaited for balance amount. The DPR
shall be forwarded to MHRD on receipt of in principle approval.
XI. Details of Land for the proposed Hostels:
Girls Hostel (in JNRM): 24 rooms in each block
of triple storied building for 125 Students, 3 Visitors
Rooms, 3 Guest Room, 1 Electrical Room, 1 Office
Room and separate rooms for Kitchen, Pantry,
Washroom, Store and Dining Hall as per drawing.
Boys Hostel (in DBRAIT): 8 rooms in ground
floor, 27 rooms each in first and second floor of
triple storied building, 3 Visitors Rooms, 3 Guest
Room, 1 Electrical Room, 3 Store Rooms, 1 Office
Room, 1 Washroom for handicapped students and
separate rooms for Kitchen, Pantry, Washroom and
Dining Hall as per drawing.

Preparation of State Higher Education Plan (SHEP)
In the 2nd phase, State Higher Education Plan (SHEP) was prepared for 7 componentsunder the guidance of Consultant, RUSA, MHRD as per the template provided `in theRUSA Handbook. Approval was accorded for State Higher Education Plan fromAndaman Nicobar Higher Education Council on 13.11.2015. The SHEP projected thefund requirement under 7 components for an amount of Rs. 177.00 Crores.
State Higher Education Plan submitted to MHRD on 16.11.2015. In the 9th ProjectAppraisal Board (PAB) meeting of RUSA held on 01st December, 2015 which wasconvened by Secretary (HE), MHRD, Govt. of India and has sanctioned Rs. 41.00 Croresto five colleges of A&N Islands
