These are the Contents. First, I’ll tell you about Overview of APEC Low Carbon Model Town (LCMT) Project. Then, I’ll explain the 9th APEC LCMT Task Force Meeting. Third, I’ll tell you about Summary of the LCMT Phase 4 Project Then I’ll explain Progress of the LCMT Phase 5 Project. Fifth I’ll tell you about Plan of Actions for 2015. 1. Background As a result of urbanization and improved living standards, energy consumption in the civilian and

transportation sectors has increased rapidly in the APEC region. In order to address these community-wide challenges, it is not sufficient to take measures just targeting buildings, but needed to promote the introduction of low-carbon technology, improve energy efficiency and reduce the use of fossil fuels at the community level. For this purpose, Japan launched the ‘APEC Low-Carbon Model Town (LCMT) Project’ in 2010.

2. Three Pillars of the Project (1) Formulating the Concept of APEC Low-Carbon Town Define low-carbon town in the APEC region Formulate the Concept of APEC Low-Carbon Town and Low-Carbon Town Indicator Dispatch an APEC official liaison to ISO/TC268 in order to develop international standards on low-carbon towns

(2) Conducting Feasibility Study (F/S) Develop low-carbon strategies for selected towns

(3) Policy Review Policy review to realize low-carbon town development conducted by an expert group

1. Overview of APEC Low-Carbon Model Town Project

This slide explain the background and three pillars of the project for the APEC Low-Carbon Model Town Project. Japan launched the APEC Low-Carbon Model Town Project in 2010. Because we need to promote the introduction of low-carbon technology, improve energy efficiency and reduce the use of fossil fuels at the community level. It is the background. Next, I explain the Three Pillars of the Project. First, Formulating the concept of APEC Low-Carbon Town, which means We need to define low-carbon town in the APEC region, and Formulate the Concept of APEC Low-Carbon Town and Low-Carbon Town Indicator. Lastly dispatch an APEC official liaison to ISO/TC268 in order to develop international standards on low-carbon towns. Second, Conducting Feasibility Study (F/S), which means We will develop low-carbon strategies for selected towns. and third, Policy Review, we need to review policy to realize low-carbon town development conducted by an expert group

2. APEC LCMT Task Force Meeting

9th Meeting of the APEC LCMT Task Force (LCMT-TF9) was held here in the ”Hilton Gyeongju” the day before yester day. On that occasion, we reported Summary of the F/S and Policy Review for San Borja, Peru, Phase 4 project, and Summary of Site Visit to Australia, NZ and Chile, and Progress of the F/S for Bitung City, Indonesia and Progress of the development of Low-Carbon Indicator So, we agreed Future plan of the LCMT Project. Lastly, we discussed Next step of the LCMT Project.

3. Summary of the LCMT Phase 4 Project

The proposed, additional 22 LCMs across all five design categories will help San Borja to exceed its 15%* reduction target by 2021, and achieve reductions below its 2012 baseline by 2035.

These expected reduction results and the sustainability outcomes by the proposal will position San Borja to help Lima Province bring the LCMT approach to scale across the other 42 municipalities within Lima.

Performance indicators and progress metrics, robust GHG performance management, and a plan for climate resilience are essential to making a compelling business case for public and private investment and financing for LCM implementation.

6 experts and 5 AEPRC staffs as a member of Study Group B visited San Borja January 2015 for Policy Review.

The Study Group B Team made 50 recommendations in 7 section. Policy Review Report will be finalized soon.

Site Visits to Australia, NZ and Chile to: Revise the Fourth Edition of the ‘Concept of the Low-Carbon Town in

the APEC Region’ Refine and determine the applicability of the ‘APEC Low-Carbon

Town Indicators’ (LCT-I) Cover all sectors, but address, in particular, industrial development

and post-industrial areas

Next steps: Synthesize the experts’ findings Incorporate findings into the ‘Concept’ and the LCT-I including

4. Progress of the LCMT Phase 5 Project

Mr. Michi Kohno, as a Liaison Officer (LO) of APEC, participated in ISO TC268/WG2 meetings (June 8-12 in Grasmere, UK).

The LO introduced APEC Low-Carbon Town Indicators. The LO also expressed APEC’s intentions to work with ISO to establish

low-carbon city indicators as one of sub-sets of ISO 37120, a global standard.

Next Steps: (1) Submission of proposal to meetings in October (2) Two-month In-Committee Ballot for approval (3) Launch of Project Team for Low-Carbon City Indicators

1) The next slide shows “Plan of action for 2015”of LCMT Project. 2) As for the first pillar of Feasibility Study, today we had a Progress Presentation from the South Pole Group under the agenda of Item 3 and the Final will be reported at the next EWG meeting and the draft report will be prepared by November. 3) And the final Feasibility Study Report with an Executive Summary will be completed and distributed among EWG members in December. 4) As for the second pillar, there are tow procedures, the one is Concept, In May the Study Group A was formed and they visited several low-carbon development projects. Then Study Group A members will review the preliminary refined Concept in September. 5) The final draft Concept will be circulated among Task Force members for comments and the deadline will be the end of November. 6) And the final draft of the refined “Concept of the Low-Carbon Model Town in APEC Region” will be presented at the EWG50 in this Autumn. 7)The other side is the Indicator. We had ISO meeting in May and we will have another one in September. 8) As for the third pillar of the policy recommendations, Study Group B will visit Bitung City for an on-site assessment in November, and this Study Group will compile draft Policy Recommendations and circulate them among Task Force members. 9) And finally, the “Feasibility Study Report of Bitung City” and “the policy recommendations” will be distributed among EWG members at the end of this year.

5. LCMT Project: 2015 Action Plan

This slide shows the Schedule of Feasibility Study for LCMT Phase 6. In this project, Eligible plans for Phase 6 is a low-carbon development plan in cooperation with neighboring cities. Next month, early July 2015, we will send an invitation letter for nominations of the LCMT Phase 6 Project to eligible economies. The candidate economy of the LCMT Phase 6 Project have to send in project proposal at the project overseer (PO). Early August, the project overseer (PO) will evaluate the project proposal based on criteria endorsed by APEC LCMT Task Force. The PO will send a draft recommendation to LCMT Task Force members for endorsement. The PO will sent out a draft recommendation to EWG members for endorsement So, we will have APEC Energy Ministerial Meeting at October in this year, we will have Official announcement of a city to be the case study for LCMT Phase 6 Project.

6. Next Stage of LCMT Project

These are the projects we had so far and the projects we will have soon. A wide range of towns have been dealt with through the F/S.
