PRESENTATION OUTLINE
PROGRESS TODATE
91%(40 0f the 44 Districts) of the DLRCs have been established and launched across the Country( GP hasone still to be established, FS has two still remaining, and WC has one still to be finalized). An action planhas been developed to address these issues.
Next DLRC Task Team meeting will be held on the 27th May 2015 and the task team will focus on the following:
1) Final Amendments on the DLRC Terms of reference
2) Draft DLRC policy framework
3) Draft beneficiary selection panel terms of reference and policy framework
4) Final roll- out plan for the operationalization of the District Land Reform Committees.
5) DLRC Business process flow and adoption.
The Terms of Reference has been revised and have captured the new amendments as directed by the Minister and were then presented as such at the recent policy workshop on the 7th May 2015 at Birchwood. The following are the new amendments:
1) Appointment of the chairperson2) Participation of traditional councils in the DLRCs.3) Participation of the District Municipalities in the DLRCs.4) Coordination and Oversight of the DLRC.5) Size and composition of the DLRC.6) Secretariat of the DLRC.
The proposed support and capacity support draft programme for the DLRCs have been developed for further discussion at the next DLRC Task team meeting.
Draft policy on DLRC, policy on Beneficiary selection and the Terms of reference for the Beneficiary Selection panel that sets out targeted beneficiaries and selection criteria have been developed and will further be discussed and adopted at the next DLRC Task team meeting scheduled for the 27th May 2014.
Mitigation Plan: Operationalization of DLRC4
The plan has four Tasks and has taken into cognisance the progress made todate in theestablishment of District Land Reform Committees across the country, address thegaps/challenges identified during the process, discuss outstanding DLRCs still to be established,Secretariat support, training and capacity building for DLRC participating members, compositionto ensure proper functioning of District Land reform Committees and sustainability.
TASK 1: Operationalization of District Land Reform Committees to ensure they are full functional.
Based on the progress made todate across the Country in the establishment of the District Landreform Committees, a number of challenges has been identified and this section will providemitigation measures that seeks to address these challenges with clear timeframes andresponsibilities. The revised Terms of reference have provided the framework that informs theestablishment of these land reforms support structures as outlined in the National Developmentplan. The plan will address gaps and challenges experienced during the process which cancompromise the integrity and proper functioning of the Committees. During this period focus willbe on ensuring that the DLRC is properly constituted and members are inducted on the terms ofreference and the size and composition confirmed.

TASK 2: Finalize governance issues and support structure for established DLCs
Develop a detailed plan on governance issues and support structures of established District Land Reform Committees to ensure the proper functioning of the committees, setting up support structures like the secretariat, beneficiary selection panel, code of conduct for members, information sharing on land, policies and legislation, induction of the members on the work of the DLRCs and plans for the current financial year.

TASK 3: Capacity building and Training for District Land reform Committees
Develop framework for capacity strengthening DLRCs from this workshop( including hard
and soft skills). Induction of members induction of the members on the roles and
responsibilities and work of the DLRCs and develop operational plans for the financial
year. Collate baseline information on land interests by various spheres of Government
and sector departments in the respective districts (PGDS; PSDP/F; IDPs/SDFs.

TASK 4: Roll-out on outstanding District Land reform Committees
Develop a detailed roll-out plan for the establishment of the remaining District Land Reform Committees taking into cognisance the lessons learned from other DLRCs already established. Amongst the key factors to consider is proper consultation with all role players at a provincial level and District level, medium of communication and mode of invitations.

Branch SPLUM shall map all land in terms of ownership( stateland,
LRAD farms, PLAS farms, Restitution farms and commercial farming
land). SPLUM will assist the DLRC to map and identify 20%
commercial farming land suitable for acquisition by government.
Process land and recapitalization applications: register all
applications on the BAS and Logis system, conduct land
valuations, farm assessments and due diligence for going
concerns.
Give written notice of meetings, 7 days before the meeting, Draw up anagenda, Package all applications for presentation to the Committee,circulate applications and presentations to Committee members, attend toall logistical arrangements for the meeting (Venue, and book relevantequipment for the meeting),Keep an attendance register, write and sendout minutes and relevant documentation, and create and maintain anautomated land/lessee and project application system.
(i) identifying farms suitable for acquisition by the government;
ii) advise the Minister on the strategic support needs of such farms;iii) identifying and interviewing potential candidates for farm allocation through the BSC;iv) advise the Minister on strategic support needs of
recommended candidates; and,v) advise the Minister on resolving
land rights conflicts, as might be referred to a DLRC by him / her.

Provincial CRDP forum constituted by different technical experts
from DRDLR, DAFF and other government organs shall conduct
quality check on all submissions/applications and ensure
