1. Changes to note from Previous Version and Future Developments

New Programmes During 2019/20, the following programme was added to the Directory:

Junior Apprenticeship – Landscaping (0301AJAB)

The following programme has been added for delivery from 2020/21:

Performing Arts Level 4 (0901A04B)

Changes to funding of the Core for General Education Programmes In 2019/20, there was a change to the way the Welsh Baccalaureate is funded as part of a General Education programme so that:

the WBQ is funded as a separate qualification; and

funding for the WBQ is equivalent to that of an A Level.

In order to achieve this change, the 135 hours of the programme ‘core’ were removed for AS/A2 level programmes and where a learner is undertaking the WBQ, it is treated as an additional A Level by adding the 135 hours to the main qualification element of the programme. This change was also applied to Access to HE and Level 4 programmes. Funding for the Welsh Baccalaureate as part of vocational programmes is currently being reviewed. Important note: When recording the Skills Challenge Certificate on LLWR, the activity should be recorded as a ‘Main’ activity. Whilst the core remains for vocational programmes college should record the Skills Challenge as a ‘Main’ activity to ensure consistent performance measures of this qualification. Future Developments and Version Control This background note to the Programmes Directory will be updated annually, or if and when there are any amendments required to the programme aims or requirements. E.g. a change to the requirements of the core. Any such changes would usually be made in consultation with the sector and communicated to all Providers in advance of this background note being updated.

Programme Amendments The Programme Amendments Process enables providers to amend existing programmes or provide rationale for the introduction of new programmes. Where a full-time vocational or general education programme needs amending or a programme can not be identified in the Directory, providers should email the Post 16 Planning and Funding mailbox ([email protected]) to request a ‘Programme Directory Amendment Form’. Programme Amendment requests may be submitted at any point throughout the year. Providers should note that any programme amendments must be countersigned by the Head of Institution (FE institution) or Director of Education (Local Authorities).

2. Background and Content This note sets out the background, content, and programme details for post 16 programmes of learning. Background A programme approach to funding is based on a package of learning with an intended outcome for the learner of progression into either employment or onto further or higher education. Programmes are the main vehicle for funding, planning, delivery and monitoring under the Post-16 Planning and Funding Framework. Each eligible programme attracts a funding value that is used to plan, monitor and account for the use of funds. Programmes are also being used to engage with Regional Skills Partnerships and external providers on the configuration of provision in Wales and strategies for the development of that provision to meet current and emerging needs. At the end of each academic year programmes will be monitored to understand how effective the learning offer is against their defined purpose and outcomes. This process will highlight programmes which are underperforming and, potentially, identify areas where there is a shortage or demand for provision. The Directory has been developed to gather together all of the key dimensions of eligible programmes into a single source that will be the reference point for engagement with the sector, and to confirm the list of programmes that are eligible for funding. Eligible programmes and learning activity are built around a main qualification listed on the Qualifications in Wales (QiW) database. Content This document sets out the purpose for each level and type of programme, and a summary of each of the components of a full-time learning programme; the Core, the Main qualification(s), the Community Learner Industry Focus (CLIF) and Work Related Experience (WRE). Annex A to this document contains a full list of eligible programmes as at March 2020, for the 2020/21 academic year. This includes vocational, general education and part-time learning activity; that is eligible for funding, along with programme codes, programme values and detail on the funded programme hours. The Programmes Directory is available on-line via LLWR Inform. This on-line version will update throughout the year with any new agreed programmes.

3. Full Time Programme Aims

Each programme is designed with a defined aim which recognises that individual learners may have different purposes for learning. Entry Level Programmes The aim of an Entry Level programme is to introduce and engage learners in further education, in order to develop and apply basic essential and practical vocational skills, and also to provide learners with the opportunity to re-engage with society through second chance learning. Entry level programmes should prepare a learner for progression to level 1 studies. Level 1 Programmes Level 1 programmes recognise basic knowledge and skills. Their aim is to engage learners at foundation level and further develop essential and practical vocational skills with a view to progressing to Level 2 study within a chosen vocational area, a Foundation Apprenticeship or employment. Level 1-2 Accelerated Learning Programmes Level 1-2 accelerated learning programmes increase the standard number of hours of learning for learners identified as having the ability to complete a level 2 qualification but may require some level 1 development in the vocational area before they are fully ready. The programme is not intended for learners who have already achieved a level 1 in the same vocational area. Learners are ineligible for this programme where they have already achieved a level 1 in the same Subject Sector Area. Level 1 learning planned en-route to gaining the level 2 should be clearly identified in the learner’s individual learning plan. As part of the monitoring process, the activities delivered as part of the programme will be reviewed to identify the additional learning that the learner has undertaken. Learners on a level 1-2 accelerated learning programme will be subject to the same performance measures as a level 2 learner. Level 2 Programmes Level 2 programmes recognise a good level of knowledge and understanding about a particular area. The skills and knowledge gained at this level should prepare the learner for progression to further study at level 3 within FE, employment or an apprenticeship. Level 2-3 Accelerated Learning Programmes Level 2-3 accelerated learning programmes increase the standard number of hours of learning for learners identified as having the ability to achieve a level 3 qualification but may require some additional level 2 learning to achieve this in two years. The additional

level 2 learning should be clearly identified in the learner’s learning plan and undertaken in the first year of the programme. In the second year, learners will continue towards the full level 3 programme and the year 2 of 2 extension will be used in the same way as any other level 3 programme (see section 7). Learners who have already achieved a level 2 in the same Subject Sector Area are not eligible for this programme. Learners on a level 2-3 accelerated learning programme will be subject to the same performance measures as a level 3 learner. Level 3 Programmes Level 3 programmes are typically delivered over two years and develop the breadth and depth of essential and employability skills; recognising the ability to gain and use a range of knowledge and skills. Through undertaking a level 3 programme, learners will be prepared for either further study at level 4 within FE or HE, for employment or for a higher apprenticeship. For planning, funding and monitoring purposes, extension codes should be used in addition to the standard programme code to identify whether learners are on year 1 or year 2 of a two year programme (see section 4). Level 4 Programmes Level 4 Programmes are higher education courses that will develop specialist knowledge in a chosen subject area. The expected outcome of level 4 programmes would be further study at University to complete the full degree, employment or a higher apprenticeship. Access to HE Programmes Access to HE Programmes are aimed at learners with life experience outside of education, who wish to access University provision, but may not have the necessary qualifications to do so. Access to HE programmes are available in a range of pathways and should aim to develop the knowledge, skills and confidence to prepare a learner for progressing onto university study in their chosen route. Access to FE Programmes Access to FE Programmes are designed for learners who may have enrolled later in the academic year and/ or are uncertain of their chosen pathway. The programme allows for vocational tasters. The purpose of the Access to FE programme is to allow the learner to develop essential and practical vocational skills and to confirm a chosen route. Increased Workplace learning Programmes (All levels)

Increased workplace learning programmes offer an increase in the standard number of hours of learning in order to increase the amount of workplace learning in a programme with the aim of making more learners work ready. The programme does not aim to offer two weeks of ‘work experience’ but to offer a learner regular contact with an employer for the duration of their learning programme. Enhanced Programmes Enhanced Programmes are available at levels 2 and 3 in three Subject Sector areas; Engineering, Construction and Information Technology. The main aim of Enhanced programmes is to prepare participants for entry into employment via the Apprenticeship Programme where they will work towards an Apprenticeship framework. Enhanced Programmes increase the standard number of hours of learning delivered by Further Education Institutions (FEIs) from a minimum of 16 hours per week up to a maximum of 30 hours per week to cover a set curriculum to meet the needs of employers; deliver qualifications to learners that will meet identified employer needs within the region; and utilise direct employer engagement through the work placement element of the learning programmes. Each of the Enhanced Programmes has a separate specification, comprising entry requirements. Copies are available on request from the post 16 mailbox: [email protected]. Junior Apprenticeships Junior Apprenticeships offer year 10 and 11 pupils the opportunity to study full-time for a future career in a college setting from the age of 14. The programme offers a two-year programme of work-related education with work experience built in, alongside a Level 2 course that is equivalent to four or five GCSEs, in a range of different vocational pathways. Each apprentice also studies GCSEs in Maths and English alongside their chosen area. There are a number of programme codes in the directory to reflect different Junior Apprenticeship pathways. Each Junior Apprentice should have access to support with teaching and learning, help with behaviour management, and a designated Welfare Officer to support day to day issues and provide pastoral care. The aim of the Junior Apprenticeship is to make the learner employable or ready to progress onto a higher level vocational course or apprenticeship at the age of 16. The Junior Apprenticeship Programme is primarily funded by the Local Authority and therefore it is essential that agreement is reached between the LA and the College before this provision is agreed.

4. Full Time Programme Requirements – Vocational Programmes (Excluding Access to HE and Level 4)

Programmes of learning are made up of four components;

Core;

Main Qualification(s);

Community Learner Industry Focus (CLIF); and

Work Related Experience (WRE). Main Qualification(s) Main qualifications within learning programmes must be selected from those listed on the QiW database and must relate to the learning area of the programme. QiW remains the main point of reference for all approved qualifications that are eligible for post-16 funding in Wales. The database can be accessed via the following link: www.qiw.org.uk

Main qualification(s) must account for over 50 percent of the total Guided Contact Hours (GCH) for the programme; the ideal target being 70 percent of the total GCH. Core All learners should be supported to make progress in their numeracy and literacy skills throughout their programme of learning. Learners can progress their skills through either; or a combination of; undertaking the Skills Challenge Certificate; either stand alone or as part of their Welsh Baccalaureate; GCSE resits or a minimum of 2/3 Essential Skills Wales qualifications, in line with the Wales Essential Skills Toolkits (WEST) assessment result for each learner, plus tutorial time. Learners on a level 3 programme should undertake the Welsh Baccalaureate and should be entered for the Advanced level, not a lower level. In exceptional circumstances where a learner is not undertaking the Welsh Baccalaureate, they are required to undertake, as a minimum, two or three Essential Skills Qualifications at the relevant level based on the outcome of the WEST assessment for each individual learner. Non-Welsh Baccalaureate programmes have a minimum requirement of two or three Essential Skills, together with tutorial time and work related experience. The requirements are defined for each learning area and level. The level of Essential Skills may be different to the main qualification(s) based on the outcomes of initial/diagnostic assessment for each learner. Essential Skills units may be at the same level or one level above or below, but learners should develop the level of skills required to achieve the main qualification.

GCSE Resits Learners aged 16-19 who are working towards a C grade in GCSE Maths, English or First Language Welsh as part of their programme of study are not required to undertake separate Essential Skills in Communication and Application of Number alongside each GCSE. There may be specific circumstances where separate Essential Skills are required, e.g. in order to achieve a main qualification or to facilitate progression to an apprenticeship or higher apprenticeship. Community Learner Industry Focus (CLIF) This component of the programme should be tailored to meet the specific needs of the learner, and local and specific employer needs. Qualifications delivered under the CLIF should add value to a programme by developing wider skills or by developing skills to a higher level to aid progression to employment or further study. CLIF is met through delivering QALL units or equivalent recognised learning listed on QiW and may be delivered at a lower or higher level than the main qualification. Not all learners will need to undertake the CLIF as this may not be required where the main qualification has addressed the learner requirements fully. Providers have the flexibility to tailor the CLIF to provide additional support for individual learners to develop literacy and numeracy skills or personal and social skills. Work Related Experience (WRE) This component of a programme allows for provision of WRE. This includes time allocated to learners to develop and refine their practical skills, which should help them progress to employment or further learning. The provision of WRE will vary across programmes to include activities that are part of the assessed component of a qualification in the vocational area. A recommended number of work placement hours for each programme is provided within the ‘Programmes Directory’ at Annex A. The planned work based hours for the duration of the learning programme should be estimated as accurately as possible at the start of a learner’s learning programme and recorded within field LP72 (Actual Work Based Hours).

5. Full Time Programme Requirements – General Education,

Access to HE and Level 4

Programmes of learning are made up of two components;

Main Qualification(s); and Community Learner Industry Focus (CLIF);

Main Qualification(s) Main qualifications within learning programmes must be selected from those listed on the QiW database and must relate to the learning area of the programme. For Access to HE programmes, the main qualification will not be on QiW but should be a QAA approved Agored qualification.

6. Part Time Study

Part time study is available across all subject sector areas and levels, and is based around learning activities rather than full programmes of learning. Part time study should generally be aimed at employed learners, focussing on their skills development or training/ retraining needs.

7. Programme Hours

The programmes directory outlines the number of hours that are funded for each programme of learning. It is not expected that Colleges deliver the exact number of hours for each area but offers a general guide. It is however expected that total delivery hours are within a reasonable tolerance of the funded hours; for audit purposes this reasonable tolerance is considered 10%.

8. Programme Code Requirements

Programme codes are made up of 8 characters denoting the subject sector area, sub-sector, programme level and type of programme eg. full time or part time. Programme codes are used not only for funding and planning purposes but are also used for monitoring and reporting purposes within the wider Welsh Government. 2 character extensions to programme codes: 2 character extensions to programme codes are used for 2 year programmes to denote whether the learner is undertaking the first or second year. For a learner undertaking the first year of a 2 year programme, the extension ‘12’ should be used, and for a learners undertaking the second year of a 2 year programme, the extension ‘22’ should be used. For example, a learner undertaking the first year of an Animal Care programme at Level 3 should be registered with the following programme code: 0303B03B12 This is year 1 of a 2 year programme. While a learner undertaking the second year of a Business Administration programme at Level 3 should be registered with the following programme code: 1502A03B22 This is year 2 of a 2 year programme Character extensions are not listed in the Programmes Directory itself, but should be used, where appropriate, in providers’ data returns. A full list of valid codes and the learning programmes to which they refer can be found under the LLWR Lookups heading on the documents page of LLWR inform. The codes will also be listed in the Technical Completion Notes for Local Authorities and Schools Post-16 Collection.
