Dear friends,
With great pleasure, I would like to welcome you to the High-Level International Conference on the International Decade for Action “Water for Sustainable Development”, 2018-2028, held in Dushanbe on 20-22 June 2018.
The new Water Action Decade reaffirms that in the current global agenda water is still among the most urgent issues. Consequently, in order to achieve significant progress in the implementation of internationally agreed water goals, there is a need for greater integration of the efforts of all stakeholders.
In this regard, I am convinced that this conference, organized by the Government of the Republic of Tajikistan jointly with the United Nations, will contribute to the implementation of the International Decade for Action “Water for Sustainable Development”, 2018-2028, endorsed by UN General Assembly Resolution 71/222 of 21 December 2016 and to the achievement of water-related Sustainable Development Goals.
As underscored in this resolution, the goals of the International Decade for Action are increased attention to sustainable development and integrated water resources management for achieving socio-economic and environmental objectives, to the implementation and promotion of relevant programs and projects and to enhancing cooperation and partnerships at all levels to support the implementation of internationally agreed goals and targets related to water resources.
In this regard, I hope that representatives of governments, international and regional organizations, scientific and educational institutions, NGOs, river basin organizations, including women, children and youth organizations, will actively participate in the discussion and development of concrete recommendations for the implementation of the water-related Sustainable Development Goals.
I am confident that your active participation in the plenary sessions, thematic and interactive action panels, side events, as well as pre-conference events and forums, will contribute to the success of this conference and will make a valuable contribution to the promotion of joint efforts to achieve sustainable development and use of water resources for the benefit of future generations.

It is my pleasure to welcome you to the High-Level International Conference on the International Decade for Action “Water for Sustainable Development”, 2018-2028.
Water and sanitation are critical for sustainable development and the eradication of poverty and hunger. Access to safe water and sanitation and sound management of freshwater ecosystems are essential to human health, environmental sustainability and economic prosperity.
However, our communities are confronted with mounting water-related challenges, including limited access to safe water and sanitation, increasing pressure on water resources and ecosystems, as well as increased frequency and severity of droughts and floods. Failing to respond effectively to these challenges will have devastating effects on the lives and livelihoods of millions of people, especially the poor and vulnerable groups.
The Water Action Decade provides a unique framework to support efforts to overcome these challenges by energizing the implementation and promotion of programmes and projects on integrated and sustainable management of water and sanitation. It further provides an exceptional opportunity to strengthen cooperation and partnership at all levels to help achieve sustainable development goal 6 (SDG 6) and other water-related goals and targets.
The Conference represents the first opportunity for all stakeholders to engage in this historic endeavor since the launch of the Water Action Decade on World Water Day, 22 March 2018. The Conference will also provide a timely and effective opportunity for the international community to contribute to the review of SDG 6 and related goals and targets at the 2018 session of the High-Level Political Forum on Sustainable Development, where, among other issues, SDG 6 for water and sanitation will be discussed in depth in July 2018.
The United Nations is honored to support Tajikistan in the organization of the conference, and stands ready to support countries and stakeholders in the implementation of water-related SDGs and targets, within the framework of the Water Action Decade.

ABOUT THE CONFERENCEBackground
Today, the lack of access to a safe drinking water source, basic sanitation and sound hygiene alongside with water scarcity and water pollution constitute one of the major challenges for the international community, in particular for the developing countries. Increasing water-related disasters, climate change, urbanization, population growth, desertification, and drought with the lack of capacity to ensure Integrated Water Resource Management (IWRM) further exacerbate this situation.
To address these interlinked challenges, on 21 December 2016 the United Nations General Assembly unanimously adopted the Resolution 71/222 to declare the period 2018-2028 as an International Decade for Action “Water for Sustainable Development”. The objectives of the Decade, specified in paragraph 4, include greater focus on: (1) sustainable development and integrated management of water resources for the achievement of social, economic and environmental objectives; (2) the implementation and promotion of related programmes and projects; and (3) the furtherance of cooperation and partnerships at all levels in order to help to achieve internationally agreed water-related goals and targets, including those contained in the 2030 Agenda for Sustainable Development. It will also highlight the importance of promoting the efficiency of water usage at all levels, taking into account the water, food, energy, environment nexus, including the implementation of national development programmes.
To mobilize efforts of the governments, UN institutions, international and non-governmental organizations, as well as other stakeholders at all levels for effective implementation of the water-related SDGs as well as goals and objectives of the International Water Decade it is planned to hold a High-level International Conference on the International Decade for Action, “Water for Sustainable Development, 2018-2028” in Dushanbe. This Conference is the first of a series of conferences that the Government of the Republic of Tajikistan plans to host on a biannual basis to support the implementation process of the Water for Sustainable Development Decade.
Objectives
The main objectives of the Conference are to discuss the ways in which the Member States, the United Nations and its entities, other international and regional organizations, international financial institutions, the private sector, as well as civil society and other stakeholders, can contribute to the Decade in order to support the implementation of the 2030 Agenda for Sustainable Development.
The Conference is intended to continue and enrich discussions of the High Level Launch Event of the International Decade for Action “Water for Sustainable Development”, 2018-2028, held on 22 March 2018 in New York.
The Conference also provides a timely and necessary platform for elaborating recommendations in the run up of the next session of the High Level Political Forum on Sustainable Development where, among other issues, the SDG 6 will be discussed. It aims at building on the outcomes of Water for Life Decade (2005-2015), the High Level Panel on Water, the 8th World Water Forum and other major water events, as well as at contributing to their implementation. It also gives an opportunity to discuss the role of Dushanbe Conferences in the implementation of the Water for Sustainable Development Decade.
It will also allow for discussion on the importance of means of implementation, including monitoring, financing, capacity development, innovation, technology, knowledge, information, data, best-practices, as well as promoting advocacy, networking and encouraging partnerships for action.

ABOUT THE CONFERENCE
Expected accomplishments
The Conference will deepen the understanding of the International Decade for Action “Water for Sustainable Development”, 2018-2028, promote integrated water resources management and galvanize action in support of the implementation of the water-related SDGs. Specifically, the Conference aims to:
- Mobilize efforts of governments, the United Nations, international organizations, civil society organizations, as well as other parties at all levels for the implementation of the Action Plan of the Decade to achieve internationally agreed water-related goals, including those contained in the 2030 Agenda for Sustainable Development;
- Increase attention to the water-related SDGs and targets at all levels, as well as to the interlinkages between different goals and targets;
- Strengthen cooperation and partnership at all levels to achieve water-related SDGs;
- Better understand how water contributes to achieve sustainability and how the lack of sustainability impacts water resources;
- Provide recommendations on the way forward with the implementation of the Water for Sustainable Development Decade and particularly the water-related Sustainable Development Goals;
- Discuss the role of the Dushanbe Conferences for the implementation of the Water for Sustainable Development Decade;
- Contribute to the establishment of a framework to regularly monitor and evaluate the implementation of the Water for Sustainable Development Decade, including a mapping of existing partnerships.
Planned outputs
The Dushanbe Conference is expected to produce three outcome documents, which will be produced by the Conference Secretariat with the support of the International Steering Committee and in consultation with delegations:
1. A declaration of the participants containing the main recommendations that emerged from the Conference for the implementation of the Water for Sustainable Development Decade and other relevant issues;
2. A call for action listing the initiatives and partnerships that the participants proposed during the Conference for the implementation of the Decade and other relevant issues.
3. A Chair’s Summary containing the key messages from the main sessions of the Conference.
Moreover, the proceedings of the Dushanbe Conference will be collected in a final publication, containing the outcome documents, speeches from the opening ceremony and plenary sessions reports from actions panels and pre-conference forums. The proceedings will be produced by the Conference Secretariat.
Organizers
The Conference is organized by the Government of the Republic of Tajikistan in cooperation with the United Nations and its entities, particularly UNDESA, and other partners. The Government of Tajikistan has established a National Organizing Committee under the leadership of the Prime-Minister.
To facilitate preparation to the Conference, as well as to develop a comprehensive program and outcome documents of the Conference with participation of all categories of water users and decision-makers, an International Steering Committee (ISC) was established, comprising representatives of UN agencies, partner countries, international and regional organizations, financial institutions, river basin organizations, NGOs, the private sector and other stakeholders.
Venue of the Conference
The Conference will be held at the State Complex Kokhi Somon and Pre-conference events at the National Library of Tajikistan and Dushanbe Plaza.
Working language
The working languages of the Conference are Tajik, English and Russian. Simultaneous translation will be provided.

Action Panel 1.2: Integrated Water Resource Management, Water Efficiency and Productivity
If the sustainable development agenda for safely managed water and sanitation is going to be translated into meaningful progress countries need to take action now to set their own ambitious but achievable targets, taking into account their particular contexts. Actions to take include a rigorous appraisal of the current levels of service used by people in the country, as well as the capacity to extend and improve these services. The sustainable development agenda envisages going beyond basic services to achieving safely managed services that are of sufficient quality to support health outcomes and maintain people’s dignity and that are sustainable and available in all contexts, including in humanitarian situations when populations are particularly vulnerable. The adoption of water and sanitation safety planning approaches in policy and in utility-practice can help a stepwise transformation process in meeting Sustainable Development Goals (SDG) targets 6.1 and 6.2. The UN Secretary-General made a global call to action for water, sanitation and hygiene (WASH) in all healthcare facilities in recognition of tens of thousands of facilities lacking simple necessities such as running water and soap. In reaching
universal access for all and associated health gains, increased policy attention is required to improve WASH services in non-household settings, specifically healthcare facilities and schools. Concerted global advocacy together with national target setting and aligned resourcing should be major areas of focus to achieve these critical health and education outcomes.
The 2030 Agenda for Sustainable Development stresses the importance of “leaving no one behind”. This can only by achieved if the interlinkages among its 17 SDGs are understood and actions are undertaken to promote their interaction for the benefit of all. The SDG 6 on water and sanitation, links across all the other 16 Goals. Understanding the linkages enables countries to implement the Goals and targets effectively by harnessing synergies between them while managing potential conflicts. Integrated approach, including the Water-Food-Energy Nexus, are key to enhance the synergies among targets and goals. Promoting holistic, balanced approaches to water resources management will help realize not only SDG 6, but help make progress across the entire 2030 Agenda. As a part of this balanced approach, multi-stakeholder platforms create a common space to voice and shape solutions towards shared objectives, helping to mobilize capacities, information, technologies, financial requirements and access to productive resources. Part of utilising integrated approaches across sectors is how to increase food production using less water, one of the great challenges of our times. Water scarcity, poor water quality
and inadequate sanitation affect food security, nutrition, educational and economic opportunities for poor families across the world. Water withdrawal and consumption for irrigation, livestock, industry and energy will increase as global population growth and economic development drive food and energy demand up. Finally, a significant factor in the success of the SDGs will be new and effective ways of collecting data, monitoring targets and measuring progress.

CONFERENCE MAIN THEMES
Water quality is intrinsically linked with human health, poverty reduction, gender equality, food security, livelihoods and the preservation of ecosystems. Good water quality supports also economic growth and social development of our societies. The availability of the world’s scarce water resources is increasingly limited due to the worsening pollution of freshwater resources caused by the disposal of large quantities of insufficiently treated, or untreated, wastewater into rivers, lakes, aquifers and coastal waters. Furthermore, newly emerging pollutants (like personal care products, pharmaceuticals, pesticides, microplastics, industrial and household chemicals) represent a new water quality challenge, with still unknown long-term impacts on human health and ecosystems. Climate change and changing climate patterns will further exacerbate water pollution due to the temperature rise and low water flows to dilute and purify pollution. Water quality problems represent a major challenge in both developing and developed countries. Whereas developed countries are facing new challenges of managing emerging pollutants and diffuse pollution, developing countries—on top of these new water
quality challenges—are still struggling to reduce pollution by pathogens and nutrients, resulting from inadequate wastewater management. Unsustainable human activities are imposing a heavy burden on water related ecosystems, polluting freshwater and marine resources and threatening the health and integrity of ecosystems. This action panel will aim to identify priorities and actions to improve the global water quality for the achievement of the SDGs, as well as to support the monitoring of water quality-related SDG targets and indicators.
The provision of education on water-related issues at all levels and for all, is essential to reach water security and sustainable development. This entails the promotion of transdisciplinary approaches and the provision of the required knowledge, skills and values necessary to attain water sustainability. A holistic approach encompassing all levels of water education is needed, addressing its tertiary and professional dimensions and providing training for policy makers and the mass media, as well as school, vocational and technical education. Capacity development requires expertise and innovation. Specialized organizations, which remain knowledgeable on education, innovation and knowledge transfer through training and research, are providing effective responses and increasing their outreach. Experience is showing that strategies such as open capacity building networks, training of trainers are proving to be effective and may be replicated. At the same time, online education allows increased outreach of knowledge in a scale that was not possible only a few years ago. Unfortunately, a clear status of water education in many countries is not available yet, nor the understanding whether there are
sufficiently well-trained staff to study, assess, govern, plan, operate, manage, use, develop and maintain freshwater systems. This information is not available in a global and comprehensive way. The action panel will highlight the scope of water education and capacity development within the 2030 Agenda and SDG 6, with examples of education and capacity development at all levels. The panel will also allow sharing of political messages and lessons learnt from partnerships in delivering quality and innovative training and education to water professionals globally, including the suggested proposal for a new SDG indicator 6.a.2 on Water Education, as a contribution to the 2030 Agenda, without having to undergo the approval of the Inter-Agency Expert Group for new SDG indicators.

Action Panel 2.2: Water-related Communication, Advocacy and Networking
Action Panel 2.3: Water-related Partnerships for Action
The United Nations General Assembly Resolution 71/222 proclaims the period from 2018 to 2028 the International Decade for Action, “Water for Sustainable Development”, to further improve cooperation, partnership and capacity development in response to the ambitious 2030 Agenda for Sustainable Development. As outlined in the Resolution, the support to United Nations Member States in reaching the Decade objectives should be pursued, inter alia, by pursing advocacy, networking and promoting partnerships and actions and strengthening communication actions for implementation of the water-related Goals. The High-Level Panel on Water, which was convened by the United Nations Secretary-General and the President of the World Bank Group, handed over its outcome report to the Secretary-General, Making Every Drop Count: An Agenda for Water Action on 14 March 2018. It recommends using the Water Action Decade as a platform for policy dialogue, exchange of best practices and building global partnerships. This recommendation should be disseminated and put into effect by pertaining to the implementation of water-related Goals to the extent possible. At the launch event of the Decade
on 22 March 2018, World Water Day, the United Nations Secretary-General presented his Action Plan to facilitate the implementation of the Decade in cooperation with Governments and other relevant stakeholders. This Action Panel will be an opportunity for all partners to discuss the activities in the SG Action Plan and share views as to how to facilitate water-related communication, advocacy and networking.
While partnerships have been a form of collaboration and effective tool for implementation as long as humans have worked in organized groups, partnerships and in particular multi-stakeholder partnerships (MSP) have surged to the forefront of discussions in the field of international development in the last few years, culminating in a focus on partnerships in the 2030 Agenda for Sustainable Development, including a standalone goal on partnerships (SDG 17). In the International Decade for Action “Water for Sustainable Development”, 2018-2028, partnerships will be one of the keys to address the complexity of water challenges, building wide alliances of different type of organizations, from the public and private sectors to international organizations, civil society and academia, all working towards the common goal to improve water management and, more specifically, IWRM. This Action Panel will discuss how to break through some of the barriers that are faced when creating and maintaining a partnership, how to make partnerships more inclusive, how to partner outside the water community for more successful water outcomes and how both the SDGs and the Decade can be the vehicle for better partnerships to achieve their goals.
Key questions for discussion include how partnerships can unlock the potential for action and implementation of the Sustainable Development Goals, what makes a successful MSP, how the Decade can help foster partnerships to improve sustainable water management and how the water community can better reach outside itself to partner with other sectors.

Action Panel 3.2: Climate Change and Disaster Risk Reduction
Water, food, energy and environment are strongly interlinked. Actions in one domain directly impact the others. Water is used for energy production and, conversely, energy is needed for extracting, transporting, distributing and treating water. The production of food requires water and energy. Agriculture is by far the largest user of water accounting for 70% of global water withdrawals. The agri-food sector energy demand is around one-third of the world’s total final energy demand. However, too often, these sectors operate in isolation and policies and development plans are conceived without adequately considering their interlinkages. Population growth, urbanization, economic development and an increased energy and food demand are growing pressure on natural resources. By 2050, feeding a planet of 9 billion people will require an estimated 50 percent increase in food on the plate. At the same time, millions of people, mainly in developing countries, lack adequate access to water, energy and food. Climate change is continuing to exacerbate these challenges and increases the vulnerability of poor people. In many countries, the absence of an integrated approach in planning and policy-
making for water, food, energy and environment sectors have resulted in the inefficient use of natural resources, incoherent policy-strategies and overall lack of sustainability. This session aims to contribute to the discussion on how to address the complex relationship across these sectors when implementing and achieving the SDGs.
Water is the primary medium through which impacts of climate change are felt. Higher temperatures and more extreme, less predictable, weather conditions are projected to affect availability and distribution of rainfall, snow and glacier melt, river flows and groundwater. They are also expected to further deteriorate water quality. Water availability is becoming less predictable in many places around the world. Increased incidences of flooding and other water-driven natural hazards threaten to cause the loss of human lives and livelihoods, destroy infrastructure and contaminate water sources. In some regions, droughts are exacerbating water scarcity and thereby negatively impacting people’s health and productivity. Water thus plays a pivotal role in how the world mitigates and adapts to the effects of climate change. An integrated view on water, the biosphere and environmental flows is required to devise sustainable development pathways that will allow us to decelerate climate change, to protect us from extremes and to adapt to the unavoidable at the same time. Additionally, more should be done to improve crisis management in emergency situations and to “Build Back Better” in recovery,
rehabilitation and reconstruction, as per the Sendai Framework for Disaster Risk Reduction 2015-2030. This Action Panel will highlight the interlinkage between water, climate change and water-related disasters, considering both the management of water resources and the protection of ecosystem services, and discuss potential solutions to tackle this essential challenge on the way towards SDG 6. Key questions for discussion include what the major impediments for action are and how smart practices can be scaled up.

CONFERENCE MAIN THEMES
From an urban perspective, especially in the developing world, challenges related to water and sanitation will magnify in the future due to an ever-growing city population needing to share already insufficient and poorly managed resources. Urban water distribution and sanitation systems are all too often derelict and unable to cope with the growing demographics. Moreover, many of the urban poor tend to be excluded from these services anyway. Paradoxically, low-income urban dwellers must pay high prices for water, sometimes up to 50 times the price paid by higher income groups. Improving the water and sanitation in an urban setting is not an easy task, as the required infrastructure, either new or upgraded, needs to be accommodated by already existing structures, such as roads or buildings, but must also be able to sustain future urban developments and expansion. The intrusive nature of these projects, often involving disruptive and expensive construction work, poses a major challenge to these development efforts. This calls for strong legislation, guidelines, and building codes, which can only be instituted and monitored by national and local governments. They are the key actors in setting
up the conditions of sound development in the water and sanitation sectors. Authorities not only need to endorse the roles of policy makers and resources allocators but must also function as regulators of service provision to guarantee universal access, quality standards, and fair pricing. This becomes even more relevant in places where water and sanitation services are externalized to the private sector.
One of the key challenges that require global action is the large and growing investment gap for infrastructure necessary to manage water resources and provide water services that are vital for social and economic development. This clearly emerges from the work of the High-Level Panel on Water. One of the results is for example that it is estimated that only 10 percent of the water-related infrastructure needs of the Asia-Pacific region are currently being met. One of the problems is that water infrastructure is expensive and water service charges are often too low to recoup investment costs, making it difficult to attract commercial financiers and operators. In addition, water infrastructure needs to become smarter, to learn to adapt to climate change and to be designed to work in concert rather than in competition with nature. Efforts are needed that combine increased and resilient infrastructure investment, including more integrated upstream planning, financial mobilization, institutional reforms, operation and maintenance programs, as well as capacity building. This session explores potential solutions to realize the Panel’s recommendations on improving the enabling environment for investment in sustainable water-related infrastructure
and services to increase the current levels of investment, including innovative financing mechanisms and blending public and concessional finance. After exploring several cases, key questions for discussion include identifying the limitations and main obstacles for financial innovation in the water sector, understanding role of valuing water and pricing in creating an enabling environment and the institutional pre-conditions needed to attract private investment.

Action Panel 4.2: Transboundary Cooperation and Water Diplomacy

CONFERENCE MAIN THEMES
The fact that 153 countries share rivers, lakes and aquifers means that transboundary water cooperation and water diplomacy are critical to ensure equitable and sustainable management of water and sanitation for all (SDG 6). Transboundary water cooperation is also an important requirement and catalyst for achieving other water-related SDGs concerning poverty, food security, health and wellbeing, sustainable energy, climate action, ecosystem protection and peace. Conversely, in transboundary basins where cooperation is lacking, it will be hard to achieve water security and sustainable development for all. The High-Level Panel on Water has therefore recently described transboundary water cooperation as a “powerful tool for reaching the water-related SDG targets and the broader sustainable development goals”. However, results from the first global review of progress on transboundary water cooperation in accordance with global SDG indicator 6.5.2, for which UNECE and UNESCO are co-custodians, highlight that an acceleration in strengthening transboundary water cooperation is urgently needed to be able to face growing water challenges and prevent conflicts on water use. Water
diplomacy, which is receiving increasing interest from the diplomatic community and security analysists and is actively supported by a growing number of actors from international organizations, such as UNECE and OSCE, to international financing institutions and bilateral development cooperation actors, offers a comprehensive approach to conflict prevention, confidence building and regional cooperation.
Insecure access to water for domestic and productive uses is a major constraint in achieving poverty reduction and reducing vulnerability. People living in rural areas typically marginalized: three quarters of people living in poverty are located in rural areas and 45% of the global rural population lacks access to safely managed drinking water. For many small farmers, water is one of the most important production assets. Securing access to water, as well as adequate management of water are key to enhancing livelihoods and reducing vulnerability of the poor. Climate change and resulting drastic changes to the water cycle are hitting the poor and vulnerable people hardest. There is evidence that water scarcity and prolonged drought significantly increase the likelihood of forced economic migration, mainly because of its impacts on rural livelihoods, agricultural productivity and poverty levels. Lack of water security for these refugees, internally displaced populations, and other migrants puts their health, wellbeing, and overall security at great risk. The Action Panel will focus on the linkages between water, poverty and migration and will contribute to the on-going discussions on the strategies to improve water security and
the livelihoods of rural communities, as well as to ensure the human right to access to water, including for migrants, internally displaced populations and refugees.

The High-Level International Conference on the International Decade for Action “Water for Sustainable Development”, 2018-2028, to be held on 20-22 June 2018 in Dushanbe seeks to involve a wider range of stakeholders, communities and major groups in the process of discussing the ways of achieving SDG 6 and other water-related goals, awareness-raising on the Water Decade, gathering ideas and best practices, pursuing advocacy, networking and promoting partnerships and action on implementation of solutions to water-related issues.

Over the past decade, Tajikistan has played a significant leadership role on the global stage in convening member states to ensure safe water and sanitation for all children, mothers and families. It is without a doubt that access to safe water and sanitation is now a global development priority and a prerequisite for stable, equitable and prosperous societies. Sustainable Development Goal (SDG) 6 is a testament to that global commitment.
From 20-22 June 2018, and in the context of the 2030 Agenda for Sustainable Development, Tajikistan will host a global high-level event to launch the second decade of global focus on water and sanitation (2018-2028). There is a high degree of political will surrounding the topic of water and sanitation.
This platform seeks to highlight the importance of water and sanitation for children (and mothers), and to ensure that their voices are clearly heard throughout the event. As such, UNICEF Tajikistan is committed to support the Government in organizing three separate and complementary events on 19 June 2018, under the heading of “The Children’s Water Forum”, dedicated to ensuring children access to safe water and sanitation.
The Children’s Water Forum will be comprised of three inter-related components: 1) “Children’s Voices: Roundtable with Boys and Girls”, 2) “The Best Investment on Earth: Panel Discussion on Early Childhood Development (ECD) and WASH”, and 3) “The Youth Innovation Challenge: Local WASH solutions”.

The Pre-conference event advances partnership across the Academia community to make research more transparent, collaborative and inclusive — opening new possibilities for science in water management. Enabling open access to data, research integrity, knowledge exchange etc. guarantee benefits for science and society development. To address these issues, there is a need in increasing cooperation and networking among scientists, policymakers and practitioners, as well for strengthening of water research capacities more generally.
Water Technology and Education Showcase is the first exhibition where global and regional stakeholders meet and have the possibility to exchange with regional partners for developing potential mutually beneficial cooperation.

Description:
Achieving and maintaining water security is increasingly challenging under current climatic variability and projected climate change, especially in vulnerable areas such as mountainous and arid regions. Global climate change is accelerating glacier melting processes in many regions worldwide, which will have significant effects on the large regional populations. Besides, lack of monitoring and modelling, as well as limited data on key cryospheric and hydrological processes make accurate estimates of climate change impacts extremely challenging. Therefore, there is a need to identify pathways to integrate the science-based understanding of climate impacts on water security into mitigation and adaptation policies, and enhance water and climate dialogue at various levels, while fully exploring upland – lowland linkages for water provision.
This event will support the decade’s process through various partner presentations and discussions, to highlight frontiers, opportunities and gaps in research and scientific uncertainties, as well as policy impact on larger populations. It will bring together researchers, practitioners, policy and decision makers, and partners from Central Asia and worldwide, working in the water sector to share knowledge, best practices and ideas for a sustainable water resources management under the impacts of climate change and in line with the Water Decade. The participants will be engaged in the crucial discussion on water security in contribution to the SDG 6 and sustainable future more broadly, including but not limited to the strengthening the linkages with the SDG 13.
The event will also focus on recommendations on how to better achieve stronger partnerships and actions to address water-related issues, by enhanced cooperation.

The International Decade for Action: Water for Sustainable Development 2018-2028 aims to further improve cooperation, partnership and capacity development in response to the ambitious 2030 Agenda for Sustainable Development.
The High-Level International Conference on the International Decade for Action “Water for Sustainable Development”, 2018-2028, to be held on 20-22 June 2018 in Dushanbe seeks to involve a wider range of stakeholders, communities and major groups in the process of discussing the ways of achieving SDG 6 and other water-related goals, awareness-raising on the Water Decade, gathering ideas and best practices, pursuing advocacy, networking and promoting partnerships and action on implementation of solutions to water-related issues.
Since The High-Level International Conference is of a high significant for the region it is important to involve all stakeholders including youth.
Youth is a motivating force of the society and can present a different lens with which to look at and understand water challenges in the region and how we can more effectively respond to them.
Using the official launch of the new water decade to organize this joint cross regional meeting among the Central Asian and MENA region youth networks is essential to ensure continuous support for young water professionals and exchange experiences from different regions. Including youth in the decade is both symbolic and essential for the success of the decade and the 2030 Sustainable development agenda.

There is currently a strong global policy interest on issues of climate change, environment and migration, notably within the ongoing United Nations negotiations on the Global Compact for Safe, Orderly and Regular Migration and in the work undertaken on the climate change - migration nexus under the United Nations Framework Convention on Climate Change (UNFCCC).
This event will focus on water (SDG6) as one specific dimension of the migration, environment and climate change nexus also contributing to the discussions at the 2018 High Level Political Forum on Sustainable Development.
The event will draw attention to the different linkages between water and migratory movements globally - more specifically, exploring the impact of climate change on water resources as a driver of migration.
This event seeks to identify the linkages between water and migration, as well as explore potential policy responses under the SDG framework. Ensuring food and environment security as well as providing the sustainable growth in various sectors of economy depends currently on effective management of water resources. In this respect, and taking into account growing need in more effective and sustainable water resource management formate, being aware of the existing problems in the water sector of the country alongside with the strive to introduce advanced globally acknowledged institutional and legal management mechanisms, the Government of the Republic of Tajikistan had made decision to reform water sector in the Republic of Tajikistan. To implement the water sector reform, the Government of the Republic of Tajikistan had approved the Water Sector Reform Program for the period 2016 - 2025 by the Resolution # 791 as of 30 December 2015.
Key objectives of the reform are:1. Ensuring water supply to all water users;2. Achieving economically effective and environmentally
sustainable water resource management;3. Improving water resource management through
introduction of comprehensive basin and integrated water resource management (IWRM).

The UN-Water SDG 6 Synthesis Report 2018 on Water and Sanitation was developed to ensure an integrated approach to SDG 6 reporting ahead of the in-depth review of SDG 6 at the High-level Political Forum on Sustainable Development (July 2018). The Synthesis Report was produced by a UN-Water Task Force composed by the following UN-Water members and partners: CEO Water Mandate, FAO, ILO, UN-Habitat, UN-Water Technical Advisory Unit (TAU), UNDP, UNECE, UNEP, UNESCO, UNICEF, UNU, WHO, WMO and World Bank and coordinated by the UN World Water Assessment Programme (WWAP) of UNESCO.
The main objectives of this side event are: (a) to inform the water community about the findings in the SDG 6 Synthesis Report 2018; and (b) to collect inputs on the main challenges and opportunities related to SDG6
Following a presentation of the report, panelists will provide a pitch around the main messages emerging from the report. The audience will be invited to break out into different groups and discuss the responses and how to boost SDG 6 implementation in their country/region. After the discussion within the small groups, panelists will report back to the main group. At the end of the side event, the second phase of the Dialogue (Preparation to HLPF) will be launched and participants will be invited to join the discussion online.

Theme of the exhibition
The exhibition will be held under the general theme - «Water for sustainable development».
Tajikistan exposition clearly shows how water is very essential not only for daily life but also remains an important catalyst for socio-economic development. In accordance with the example of Tajikistan, where about 95 percent of electricity is produced in hydro power stations, there is a clear relationship between these two major factors of sustainable development.
Exposition of international and regional organizations based in Tajikistan and other institutions are mainly focused on sustainable development IWRM for achieving social, economic and environmental objectives, cooperation in the water sector at the local, regional and international levels, rational use of water resources, reduction of water-related disaster risks, the impact of climate change on water resources, etc.

EXCURSIONSNurek Hydro-Power Plant
The city of Nurek is located 70 km to the south-east from Dushanbe, the capital of Tajikistan. Its elevation is between 630-645 m above the sea level. As of 1st January 2013, the population of the city is of 52,000 inhabitants. The city emerged on the site of the Nurek village in 1960, as a result of the construction of the Nurek hydropower plant. Modern Nurek is a nice and peaceful city, with beautiful nature, mild climate and fresh air. Surrounded by mountains, Nurek, the city of power engineers, is magnificently beautiful in the evenings, when multitudinous lights from the houses illuminate the mountain gorge.
The main pride of Nurek is the record in the Guinness Book, the world’s tallest man-made dam, which stands at the Nurek hydropower plant and is also known as one of the thirty most powerful hydroelectric stations in the world. The Nurek hydropower plant is built on the Vakhsh River and is the largest hydropower plant in Central Asia, with a generating capacity of 3,000 MW (nine turbines of 335 MW each) and an annual electric power production of 11.2 billion kWh. The power plant was designed in the 1950s and its construction commenced in 1961. The construction of the station was pronounced an all-Soviet Union top-priority project. The station began functioning in 1972 and the last unit was put into operation in 1979.
The dam’s height is 300 m, which makes it the world tallest man-made dam with a surface area of 98 km2, a capacity of 10.5 km3, and a length of about 70 km. Water from the reservoir is used not only for electricity generation. It is also directed through a special tunnel for irrigation of agricultural lands.
The Nurek hydropower plant generates about three quarters of the electricity produced in the country and is the flagship of the energy sector in Tajikistan.
Rogun Hydro-Power Plant
Roghun HPP is a hydropower plant that is being constructed in Tajikistan on Vakhsh river, and is included into Vakhsh HPP cascade being its upper part.
Projected capacity of the HPP is 3600 MW, average annual production is 13,1 billion kWt/h. Six francis hydroagrregates with the capacity of 600 MW each are to be installed in the building of HPP. The dam has to form large Roghun water reservoir with overall capacity of 13,3 km³ and the useful volume of 10,3 km³. The water reservoir shall be used in both energy production and irrigational purposes. The construction of HPP shall be implemented in several stages. The first unit of the Rogun hydroelectric power station will be launched in November 2018.

EXCURSIONS
Hissor Fortress
Hissor fortress used to be the summer residence of Bukhara emirs. It’s construction started in XVII century and was completed in XIX. During the civil war of 1918-1933, the fortress was severely damaged. It had been partially restored in 1982 and renovated in 2002.
The fortress, with its 1m thick walls and gunports, stood on a high hill and was patrolled by guards. The fortress had a pool and a garden, as well as the market square with caravanserai and shops.
Two large brick-lined staircases and porches led to the main entrance. Unfortunately, these have been destroyed. The only remaining part of the fortressis the monumental gates made of burnt bricks with two cylindrical towers and lancet arch. This is a typical design of the gates in Bukhara in XVIII-XIX centuries, and even today these gates look impressive.
In the late 80s of the last century, a unique historical and cultural conservation area was established in Hissor. The conservation area included the Hissor fortress (2500 years), Registan (the square in front of the fortress), Old madrasah (XVI century), New madrasah, caravan-serai (hotel), Mosque Chashmai Mohiyon (VIII century), Mosque Sangin, Mausoleum Makhmudi Azam (XVI century) and the historical museum inside the Old madrasah. The site exhibits unique monuments and artifacts (more than 3200) found during excavations in Hissor and adjacent areas.
Hissor fortress is located 20 kms away from Dushanbe. Many small and large restaurants, notably traditional teahouses, are open for visitors and tourists in vicinity of this unique historical site.

The Government of the Republic of Tajikistan will organize an “Evening of Culture” in honor of participants in the High-Level International Conference on the International Decade for Action «Water for Sustainable Development», 2018-2028, coming from abroad.
The event will be held in the evening of June 21, 2018, from 18:30 to 20:00, in “Bogi Iram” (Botanical Garden), one of the most picturesque corners of the city of Dushanbe, where an “Eastern Village” will be set up.
Guests of the event will have a unique opportunity to get acquainted with a variety of forms of the ancient cultural heritage of the people of Tajikistan.
Within the ”Eastern Village”, you can fi nd cultural and traditional corners representing all the regions of Tajikistan. They demonstrate the originality and uniqueness of their
culture, traditions and customs, handicrafts, clothing and performing arts. Folk music groups from all over Tajikistan will delight guests of this event with spectacular and picturesque shows during the whole evening. The participants in this cultural event can also get acquainted with Tajik national cuisine, observe the process of baking bread and of preparing national dishes, as well as enjoy a variety of national dishes.
The “Eastern Village” will also feature an exhibition of fi ne arts and crafts of Tajikistan. The guests will not only have an opportunity to assess the work of Tajik artisans but also buy souvenirs.

PRACTICAL INFORMATION
VISA SUPPORT
To travel to Tajikistan, all participants need to obtain an entry visa, except for the citizens of those countries, which are allowed to enter Tajikistan without a visa on the basis of bilateral or multilateral agreements.1
If an entry visa is needed, the Conference Secretariat will issue a Visa Support Letter upon request. Participants will then need to fill the application form on the website www.visa.gov.tj. The citizens of certain countries are allowed to obtain their visa upon arrival at the Dushanbe International Airport.2 The citizens of all other countries need to obtain their visa before departure at an Embassy or Consulate of the Republic of Tajikistan abroad. The visa for participants in the Conference is free of charge.
It is also possible for participants from most countries to obtain an e-visa before departure.
Participants will then need to fill the application form on the website www.evisa.tj. The cost of e-visa is of 50 USD.

ABOUT TAJIKISTAN Tajikistan is a country in Central Asia which borders on the west and north with Uzbekistan and Kyrgyzstan, on the south with Afghanistan, and on the east with China. Total area of the territory of the Republic is 142,600 km².
Tajikistan is a typical mountainous country with absolute heights from 300 to 7,495 m. 93% of its territory is occupied by mountains. The majority of the population and economic activities of Tajikistan are concentrated on 7% of its territory, in the valleys.
By 1 January 2017, the population of Tajikistan estimated 8.742 million people, 26.4% of which live in cities and 73.6% in rural areas. The average annual population growth is about 2.5% per year.
Tajikistan ranks the first in Central Asia in terms of water resources. More than 80% of the runoff of the Amudarya and 1% of the Syr Darya River is formed in Tajikistan. In general, it provides 64 km³ per year or 55.4% of the water resources of the Aral Sea basin. The total volume of glaciers of the country is more than 845 km³, underground waters reach 18.7 km³ per year, and lake waters reach 46.3 km³.
With very little oil and gas reserves, difficulties for industrial development of coal fields, Tajikistan possesses vast inexhaustible reserves of hydropower resources. By estimations of experts, these reserves are approximately 527 billion kWh of electricity per year. The potential exceeds three times the existing electricity consumption of the whole of Central Asia. With the efficient use of this potential, the region can be provided with cheap and environmentally clean electricity.

ABOUT DUSHANBEDushanbe is the capital of Tajikistan, city of Republican significance, the largest scientific, cultural, political, economic, industrial and administrative center of the country.
In 2001, Dushanbe was proclaimed «City of Peace» and, in 2009, the capital of the Center ofIslamic Culture by the United Nations.
As of 1st January 2016, the population of the city was of about 808,200 people.
Dushanbe is a beautiful and very green city, located in a foothill zone. While you are stepping into the city, you will be immediately imbued with the atmosphere of warmth, hospitality, friendliness and truly oriental flavor.
Dushanbe is an ancient and young city. According to the archeologists, it has a millennial history. However, the first writings mention of the village of Dushanbe was founded in 1676. The village Dushanbe arose at a crossroads. On Mondays, a large Bazaar would be organized, which is where the village inherited its name «Dushanbe», meaning «Monday». On 14 July 1922, the city was declared the capital of the Tajik Autonomous Soviet Socialist Republic, which in 1929 was transformed into the Tajik Soviet Socialist Republic.
In 1924-1929, the official name of the city was Dushanbe. In 1929, it was renamed Stalinabad in honor of Stalin. In 1961 the historical name of Dushanbe was returned.
