s In celebration of cold, but clear midwinter, our city holds a special session with the topic of Climate Change and Sustainable Cities as a part of GEO-5 official program.

First of all, we, together with 1.48 million citizens, would like to welcome the greatest collection of delegation and environmental experts from all over the world to Gwangju, the city of democracy, peace and human rights and the city of culture and arts and the city of low carbon green.

We would like to thank UNEP and the Ministry of Environment of Korea for allowing Gwangju to hold this meeting, a new significant milestone to the protection of the global environment.

Also, we would like to thank those keynoters and panels who will make a meaningful presentation and to those who participate with great interest in this special session.

As we all agree, the beautiful green planet Earth is the livelihood of humankind and the root of life. We are gathered here in Gwangju with a sense of duty to protect our precious Earth.

In Korean, the like-minded person is called Dongji. In that respect, we are all Dongji as we gather here with such earnest wish and sense of duty. Though I have not met many of you before, I feel close to you because we share same grace to perform our duty.

Dear delegations and environmental experts from all around the world,

Since the publication of Global Environment Outlook in 1997, it has aroused people’s attention to the alarming result of global warming with scientific basis, and many policy alternatives have been proposed to protect the Earth.

I believe that Global Environment Outlook has made significant contribution to prevention of the Earth from going beyond the point of no return and leaving room for improvement.

Especially, this GEO-5, which would be discussed in Gwangju, plays an essential part in initiating an agreement between party countries and giving a concrete form to a new climate chan ge system in which “all the party countries including key developing countries participate to reduce the greenhouse gas emission from 2020”, that was discussed and reached the fundamental principle in COP17 (the 17th Conference of the Parties to the United Nations Framework Convention on Climate Change) held in Durban.


Our city held 2011 UEA Gwangju Summit last year with intent to allow the city, the main culprit and at the same time the biggest victim of climate change, to take the lead.

As a part of increasing the low-carbon green city around the global village, our city is developing urban environmental evaluation index with comprehensive standard for environment city that can assure the health of citizen and environmental comfort in cooperation with UNEP. And also our

city presented a plan that evaluates the performance and awards the city with excellent results at 2011 UEA Gwangju Summit.

We also presented plan that introduces Urban CDM, new carbon financing system, which offers financial incentives to the city with the amount of greenhouse gas emission less than the standard on CO2 emissions at Gwangju Summit.

At Gwangju Summit, it was declared that the Summit for Urban Environmental Accords would be held every other year considering that the cause and solution for climate change is not limited to certain country’s territory, international exchange and cooperation are the driving force behind advancement of humankind and each city has the environmental policy of its own.

Our city is holding a special session with the topic of “Sustainable cities responding to climate change” as a one of GEO-5 official programs in order to advance the signification of Gwangju Summit.

In order for the urban environment evaluation index being developed in cooperation with UNEP to be the index with a regulatory power, an international consensus should be formed from its beginning of enactment procedure, and the objective of this session is to develop and expand such consensus.

In addition, in order for the urban CDM to spread to the globe, financial incentives for those cities that have reduced the greenhouse gas emission should be established using UN climate fund and to use this fund, a bond of sympathy should be formed. This session represents much in that respect.

I am very confident that the result of discussion in this session would be summarized and included in the result of GEO-5, adopted in a message to send UNEP Governing Council or Rio+20 and thereby form an international consensus.


Our honored guests,

Gwangju is a city well-known for its healthy environment, where we share the best quality air, transportation system, dwelling, lifestyle and so forth among metropolitan cities of Korea and a city of health and environment with the lowest rate of obesity and diabetes. It is also recognized as the city with the most developed photonics industry, an eco-friendly industry in Korea.

Furthermore, Gwangju is the city of democracy, human rights and peace. “Archives for the May 18th Democratic Uprising in Gwangju” has been granted as UNESCO’s “Memory of the World” which is a huge milestone in modern democratization movement, and it proves that Gwangju is the international city of democracy and human rights.

Gwangju is also the city of cultural arts. As the cultural capital of Korea, various cultural artistic activities and cultural content industry are developed in Gwangju. Especially Gwangju Biennale and Gwangju Design Biennale, which present the trend of modern arts and design, are held every other year.

I would like to show you this attractive city of Gwangju through a tour program, but it is unfortunately not possible due to the busy schedules of GEO-5.

I sincerely hope that this GEO-5 conference, this Gwangju session, to pave the way to prepare its report filled with meaningful information. I also hope that many ideas and policies are discussed in this session to serve as an epoch-making turning point to recover the Earth and to make the Earth full of vitality. Thank you.

Kang, Un-Tae

Mayor of Gwangju Metropolitan City, Republic of Korea

Mayor Kang, Un-Tae was born in 1948. After graduating from Seoul National University in 1982, he joined a public office through Civil Service Examination that year. Henceforward he has been building fabulous career such as mayor of Suncheon in 1989, mayor of Gwangju in 1994, minister of Ministry for Food, Agriculture, Forestry and Fisheries in 1995, and minister of Interior in 1997.

When he took office as a mayor and a minister, he was the youngest city governor and minister. And during his term of office, mayor Kang, Un-Tae pushed ahead advanced policies and a bold driving force, receiving evaluation as ‘excellent mayor,’ ‘excellent minister,’ and ‘master of administration.’

Hereafter, he entered political circles and was elected twice as a congressman in 2000 and 2008. In 2003, he was elected as Secretary General of the Millennium Democratic Party. It was custom for a congressman elected for many terms to become Secretary General of party, but congressman Kang, Un-Tae proved his administrative ability and political competence even though he was a rookie congressman. During his term of office, he received ‘Local Governments’ Manifesto Promise’ and ‘Excellent Member of the National Assembly’ from civil groups multiple times.

He actively participated in environmental activities such as ‘Honorary Chairman of Korea Bicyclists Association,’ ‘Senior Chief of Northeast Environmental Cultural Union.’

After being elected as mayor of Gwangju in 2010 in popular election, he put up the slogan “Creative city Gwangju where people are happy” and he is leading the administration with the goals such as “independent community of participation and communication,” “Productive economic community,” “Stylish cultural community,” “Human right₂peace community,” “ and “Happy ecological community.”

In particular, he achieved big accomplishment in vitalizing Gwangju carbon bank system which grants certain points to individual households considering the amount of energy saved. He also participated in urban regeneration project, eco-friendly maintenance of Gwangju Stream and Moodeung Mountain, which are two symbols of Gwangju, and promotion of green energy industry.

Gwangju is evaluated as an environmental and a healthy city where air is cleanest, residential conditions are the most favorable, and the occurrence of obesity and diabetes are the lowest.

His major publications include ‘Unfinished Gwangju will become the central city of creation!,’ ‘Smart Government, Brilliant Korea,’ and ‘Preparing for Tomorrow.’

Peter Gilruth

Director of DEWA, UNEP

Peter Gilruth is the Director of the Division of Early Warning and

Assessment at the United Nations Environment Programme. The work of

the division includes keeping the state of the global environment under

review. This is done through thematic and global integrated environmental

assessments such the UNEP’ flagship assessment, Global Environment

Outlook. Emerging issues and early warning information is also developed

by in the division.

Prior to joining UNEP, Peter Gilruth worked with the Raytheon Corporation,

NASA Synergy Program, UNDP Sustainable Energy and Environment

Division, Office to Combat Desertification and Drought. Peter received

his doctorate degree from the University of Arizona, School of Renewable

Natural Resources and a Masters degree from Duke University, School of

Forestry, Durham, NC.

Peter has worked with natural resources data systems, environmental

modelling, and development and funding of environmental policy

initiatives. Major achievements include the development of policy-driven

applications of satellite data within a network of eleven US universities, and

the design and application of practical approaches to policy and information

systems for sustainable development in Africa and Asia.

Considering the great attention and interest in sustainable urban

management in the context of climate change and resource efficiency, UNEP

is increasingly focusing on the importance of the stakes, challenges and

opportunities for cities in contributing to delivering a green economy and

advancing the transformative change towards sustainable development. The

Global Environment Outlook, and in particular its 5th issue, highlights this

critical importance in mapping out their importance in terms of emissions,

efficiency, resilience and use and management of space and resources.

GEO-5 city-related assessments will be highlighted so as to indicate the

magnitude of their pressures and impacts, as well as opportunities for

responses to climate change and resource efficiency challenges. The world

is getting increasingly and rapidly urbanized with enormous pressures on

resources, impacts of production and consumption patterns, and related

risks. But cities are also hubs for knowledge and innovation, drivers of

change towards green economy and sustainable development;

Consequently UNEP has been looking for ways and means to cope to

these challenges first in terms of energy efficiency but also overall resource

efficiency, in the buildings and cities sectors, with relevant and adequate

assessment and metrics, through the elaboration of GEO Cities reports,

Common Carbon Metrics, sustainable building policies, cities sustainability

index and Urban CDM. In the context of the preparation of and contribution

to the next Earth Summit/Rio+20, UNEP is actually preparing the basis for a

global cities partnership.

All these activities are undertaken in close cooperation with partners such

as UN-Habitat, the World Bank, ICLEI, UNFCCC, UNDP, UNESCO, ULGC,

cities, private actors and last but not least the Urban Environmental Accords

and the Metropolitan City of Gwangju.

Kim, Kwi-gon

Emeritus Professor, Seoul National University

Professor Kim, Kwi-Gon is an environmental ecologist actively involving himself to the center of environmental field where environmental problems has become global issues and green growth a vision of nations. In 1978, for the first time in Korea, he opened a lecture on environmental impact assessment at Seoul National University.

He received his bachelor’s degree in Forestry from Seoul National University, master’s degrees in Landscape Architecture at the University of Canterbury, and in Regional and Urban Planning Studies at the School of Planning, University of Reading, UK and a Ph. D. in Planning Studies, at the Bartlett School of Architecture and Planning, UCL, University of London, UK. His current field of study is planning and creation of ecopolis, an ideal city where human beings and nature coexist.He taught at Seoul National University from 1978 to 2010. He is an Emeritus Professor of the university and Secretary General of Urban Environment Accords Members Alliance(UEAMA). He is also a Standing Co-chair of the Korea DMZ Council and Director of UN-HABITAT Gangwon Province International Urban Training Center.

He has played a essential role in improving Korea’s environment, serving as Committee Chair of the Environmental Ecology of the Presidential Commission on Sustainable Development, President of the Korean Council for Local Agenda 21 and Chairman of the Korea Environmental Policy and Administration Society.

He will contribute to a great extent to improving the environment of international cities and leading Urban CDM initiative as a co-chair of the advisory group of international organizations for the development of the Urban Environment Evaluation Index and Urban CDM.

His major publications include ‘the principle of restoring environment and natural ecology’, ‘plans for sustainable natural ecology’, ‘DMZ, the land of peace and life’.

69% of energy generated is currently consumed in cities, and as much as 80%

of global greenhouse gas emissions are attributable to the residents of cities

all over the world. To mitigate climate change, how can the issue of growing

GHG emissions be addressed? What is the role that cities can play in this effort?

What options will be available to facilitate the reduction of GHG emissions in

cities? There are no straightforward answers to these questions in the complex

environment of cities. The Urban CDM (Clean Development Mechanism)

approach, proposed during the 2011 Summit of UEA, may provide a valuable

direction of how the CDM could reduce the financial burden of GHG mitigation

when conducted strategically through city-related planned policies, technologies

and governance.

This paper explores the results of an Urban CDM feasibility study, which was

discussed and agreed at the 2011 UEA Gwangju Summit co-hosted by Gwangju

City and UNEP. The Urban CDM could be structured in two main ways: through

Multiple CDM PoA and Single CDM PoA.

Kishor Rajhansa

Programme Officer, Standard Setting Unit, Sustainable Development Mechanisms, UNFCCC

Kishor Rajhansa has acquired Bachelor in Industrial Engineering , Master of

Technology in Energy Management, and post-graduation in Finance from

Indian Universities. He is currently pursuing the Ph. D. in “Bottom-up

approaches on Standardised Baselines” from Utrecht University, Netherlands.

He is a registered Energy Auditor of Bureau of Energy Efficiency, Govt. of

India, an ISO-9001, ISO-14001 and HACCP lead auditor.

Kishor has more than 16 years of professional experience in technical,

regulatory and policy issues of energy security and climate change with

consulting and regulatory organisations.

Kishor currently works as Programme Officer with Standard Setting Unit

of Sustainable Development Management Programme of United Nations

Convention on Climate Change (UNFCCC), Bonn, Germany. Kishor has lead

the Large-scale CDM methodology team for one year. Having dealt with

several CDM methodology submissions and CDM policy issues and assisted

CDM Methodologies Panel and CDM Executive Board in their decision

making process, he is now particularly involved in the work related to

innovative approaches on additionality and implementation of standardised

baselines.

He has worked for various employers in the past including India-European

Commission Energy Co-operation Programme in India, and Ernst & Young

(E&Y), India. He has provided advisory service to several CDM project

developers and developed many CDM methodologies. He has developed

and delivered several innovative sustainable energy solutions for the Indian

market and conducted several energy audits and benchmarking studies.

Recent improvement by CDM Executive Board (Board) in the standards on

Programme of Activities (PoAs) helps to bring flexibility and scalability

in the use of CDM standards. The features such as use of multiple

methodologies in PoAs, simplification of additionality and provision on

sampling will ease the process of combining several types of CDM Project

Activities (CPAs) under PoA.

Following CMP.6 request on standardized baselines, the Board’s efforts in

approval of guidelines, procedure and work programme on standardized

baselines has received appreciation from different stakeholders and Parties.

The Board plans to make the infrastructure ready for the submission and

evaluation of standardised baselines in 2012. This will be followed by

submission and evaluation of projects using the standardized baselines.

New PoA standards and guidelines on sector specific standardised baselines

will also facilitate municipal corporations, governments and private

sector players to consider creating standardized baselines for cities, with

appropriate aggregation levels, and submit the mitigation efforts of cities

collectively in the form of PoAs for the approval of the Board.

Arab Hoballah

Chief of SCP, UNEP

Arab Hoballah serves as the Chief of Sustainable Consumption and

Production/SCP in UNEP since October 2005. Among other responsibilities,

he looks for mainstreaming Resource Efficiency and SCP policies at local,

national, regional and global levels, in particular through: 1/ a series of

sectors such as water and energy, buildings and cities, manufacturing and

cleaner and safer production, food and education; 2/ a series of tools and

methodologies such as decoupling and life cycle assessment, scenarios

and indicators, labeling and procurement; and 3/ partnerships and multi-

stakeholders approach in close cooperation with governments, business and

industry, and civil society.

Prior to this post, he spent 14 years working in the UNEP Regional

Seas programme as Deputy Director of the Blue Plan and then Deputy

Coordinator of the Mediterranean Action Plan (MAP). He established and

managed the Mediterranean Commission on Sustainable Development, and

assisted several countries in developing sustainable development strategies

and coastal areas management plans. Prior to 1991, he worked for several

institutions in developing countries, including several years with World

Bank projects in Yemen.

Educated in a multicultural environment (Lebanon, Senegal, France and

Colombia), Dr. Hoballah holds a MSc in Economic Tools and Prospective

Analysis, a MSc in Law and International Relations and a Ph. D. in Economic

Development.

Anne-Isabelle Degryse-Blateau

Director of UNDP Seoul Policy Center

After 14 years in the private Sector in International Trade, Ms. Blateau has

dedicated the past close to 25 years to understanding, addressing the different

dimensions of development and putting her life at the service of people under

the aegis of the United Nations Development Programme (UNDP).

Ms. Blateau started her UNDP career with the United Nations Volunteer

Programme in Geneva and Bonn, where she spent close to 11 years promoting

volunteerism across the world and providing volunteer technical expertise to

developing countries.

Ms. Blateau has spent the past 12 years in the field in Asia in different positions.

From 1998 to 2001 she managed and expanded the Governance programme

as Senior Assistant Resident Representative in Vietnam. From 2001 to 2005 she

served her first assignment in Korea as the UNDP Representative. From 2005

to 2007 she headed the UNDP programme in Cambodia. Her most recent

assignment was as UNDP Country Director in post conflict Nepal.

She is now back in Korea since mid January 2011 as the first Director of the

newly established UNDP Seoul Policy Centre, which represents the new form

of collaboration between Korea and UNDP, after Korea became an OECD/DAC

member.

Ms. Blateau has a Bachelor of Arts in English and German from the Sorbonne

University in Paris. She also holds a Masters with Honours in Scandinavian

languages from the Sorbonne, and 2 Masters in Business Administration from

the European Business School in Paris and Columbia University in the USA.

Ms. Blateau has a daughter who is now starting University in France.

Yim, Nak-pyung

Chair, KFEM Gwangju)

Yim, Nak-pyung, a key environment activist in Gwangju·Jeonnam province, is a

co-chair of Korean Federation for Environmental Movement in Gwangju (KFEM

Gwangju). Noting the ecology becomes seriously destroyed and polluted due to

relentless exploitation of nature by people, KFEM Gwangju, where he serves as

a co-chair, is launching campaigns and making movements to make Gwangju

and further to the earth a place where we and our descendants can live in

peacefully and comfortably.

After graduating from Chonnam University majoring in German literature and

language, Mr. Yim, Nak-pyung stood the front of reducing environmental

pollution as a founding member of Gwangju Environmental Pollution Society,

served as an expertized member of National Sustainable Development

Committee directly run by the national president, and a member of Asian

Culture Hub Creation Committee. Currently he is a member of standing

committee member of Gwangju NGO Committee.

Michael Watters

Head of Climate Change and Energy Section British Embassy, Seoul

Devoted to the protection of globe from abnormal climate, Michael Watters is

a head of Climate Change and Energy Section of British Embassy in Seoul, the

Republic of Korea. As an expert of climate change, he provides lectures and

classes on domestic and international responses and countermeasures on the

global climate change to related organisations and colleges.

He has a Master’s Degree of Philosophy at the University of Glasgow, Scotland.

He served to consular directorate and overseas territories directorate at Foreign

and Commonwealth Office in London. He was also a tax inspector at HM

Revenue and Customs, Glasgow, Scotland and a lecturer at Silesian University of

Technology in Poland.

Gwangju Municipal Folklore Art Troupe

In 1986, the Gwangju Municipal Folklore Art Troupe was founded as a traditional art performance group to glorify Gwangju, the holy land of ‘Pansori (traditional Korean narrative songs).’ It has attracted global attention to the Namdo area’s unique traditional culture through over 300 domestic performances of Korean classical operas (i.e. Nol Bu Jeon, Shim Cheong Jeon, Chun Hyang Jeon, etc.) and numerous invited performances abroad (for the Japanese Ministry of Foreign Affairs, the APEC Summit, and state visits, etc.)

Gwangju City Boys & Girls Choir

As the representative art group in Gwangju, Gwangju City

Boys&Girls Choir was established in 1976 for producing

the talented person to become the putative leader of the

music industry in future. It has not only contributed to the

development of choral music, and but also promoted the

emotional cultivation among citizens and youths in the

local region through more than 100 special concerts such

as musicals, regular concerts and performances in foreign

country.

Tenor: Kim, Baek-ho, etc.

Kim, Baek-ho, tenor, is working as a professor of the Honam

theological university after graduating from the academy

of music in Pescara and in Teramo in Italy. He, majoring

in the Italy traditional voice performance, has been

singing lyrical music with the remarkable skill&romantic

voice, and directing impressive performance with unique

music&singing style through collaborating with orchestra

and recital both at home and aboard. The artists, working

together with him, are very well -known active singer on

the domestic stage.
