Mr. Boshears, named Director of theDepartment of Homeland Security's Officeof Small and Disadvantage BusinessUtilization in May, 2003, is responsible forthe overall implementation of theDepartment's small business procurementprogram.

Prior to this, Mr. Boshears was namedDirector of the Treasury Department'sOSDBU in February, 1999 where he hadserved as the Acting Director since August,1998. He previously served in the sameoffice as a Procurement Analyst since June,1995 and was responsible for providingguidance to the Small Business Specialistslocated in Treasury's twelve bureaus.

Mr. Boshears brings a wealth of knowledge andexperience in the procurement field, havingserved as a Contracting Officer for the JusticeDepartment prior to his small business dutiesat the Treasury Department. Mr. Boshears is awell known instructor in the federal smallbusiness procurement arena.

On May 9 - 10, 2002, Mr. Boshears waspresented with the Frances Perkins VanguardAward for Exemplary Utilization of Women-Owned Small Businesses by a FederalProcurement Official and the Gold Star Awardfor Excellence by the U. S. Small BusinessAdministration.

Edsel M. Brown, Jr.Assistant Director, Office of TechnologyU.S. Small Business Administration

Mr. Brown has served with the U.S. SmallBusiness Administration since 1990. He iscurrently the Assistant Director for the Office ofTechnology. In this position he providesoversight over the Small Business InnovationResearch (SBIR) and Small BusinessTechnology Transfer (STTR) Programs.

Before coming to SBA, Mr. Brown servedas a Policy Analyst with the Department ofHuman Services in New Jersey, and asInvestment Consultant with a regional financialservices firm.

He has been very active in communityaffairs and has belonged to severalorganizations including Rotary International,several Chambers of Commerce,Neighborhood House, YMCA, NAACP, CalvertEconomic Development Commission, andAlpha Phi Alpha Fraternity.

A native of Plainfield, NJ, Mr. Brown holdsB.A. (Government) and M.A. (PublicAdministration) degrees from Ohio University.He also holds a J.D. (Law) degree from theUniversity of Toledo College of Law. He is alicensed attorney.

Karen CarrionAssociate, Federal Marketing & BusinessDevelopmentDeloitte Services LP

Karen Carrion has been with the Deloitte U.S.Firms since May 2002. In that time, she hassupported the organization in a variety of roles,most recently as a member of the FederalMarketing and Business development team.For the past three years, Ms. Carrion has been

managing and supporting a number ofmarketing and business developmentprograms across the Deloitte Federal practice.In addition to her marketing role she hasactively assisted Deloitte's Small BusinessLiaison Officer in the development of theDeloitte Federal Small Business Program.Today, more than 150 small businesses havebeen certified into the program since itsinception in 2005.

Brenda DeGraffenreidActing Associate Director, and SupervisoryAcquisition ManagerUS Department of Energy OSDBU

Brenda DeGraffenreid has spent 20+ yearsworking on behalf of small businesses, withFederal agencies that support small businesscontracting, as well as with agencies andorganizations that assist individuals in startingand expanding their businesses.

In her current capacity as Acting AssociateDirector, and Supervisory Acquisition Managerfor the Office of Small and DisadvantagedBusiness Utilization (OSDBU), United StatesDepartment of Energy, she commands a staffthat works with all types of small businesses,including small, 8(a), small disadvantaged,women-owned, and service-disabled veteran-owned small businesses. Her office, theOSDBU, assists small businesses inidentifying contracting and subcontractingopportunities through DOE's BusinessOpportunity Sessions, Forecasts, Conference,and outreach efforts. Further, her office assistssmall businesses internally by reviewingsizeable acquisitions to ensure that smallbusinesses are considered.

In her role, Ms. DeGraffenreid works withprogram and procurement personnel toestablish initiatives to increase opportunitiesfor small companies. She has manages andpromotes the use of of programs that providesubcontracting opportunities to smallbusinesses, i.e., DOE's 8(a) Pilot Program andthe Mentor-Protégé Program. Her work withthe Mentor-Protégé Program provides anopportunity for her to promote her specialfocus of providing opportunities for smallbusinesses to expand their technicalcapabilities, including through technologytransfer.

Margot Dorfman, CEOU.S. Women's Chamber of CommerceNational Association of Small BusinessContractors, Outreach Coordinator

Margot Dorfman is the CEO of the U.S.Women's Chamber of Commerce. Sheis a visionary leader who has dedicatedherself to promoting the economic andleadership interest of women. Herextensive background in business,business ownership, publishing andnonprofit leadership has prepared Ms.Dorfman to set the vision for the U.S.Women's Chamber of Commerce. Dorfmanfounded Arizona Women's News, HispanaNews and the Greater Phoenix ChamberBusiness Connection. She holds a Master'sEducation from Lesley University and aB.S. in Education from NortheasternUniversity. Additionally, her experienceincludes over ten years in executivepositions with General Mills and otherFortune 500 firms.

Scott FreilingAttorneyCovington & Burling

Scott Freling is an attorney at Covington &Burling LLP. Mr. Freling advisesgovernment contractors on questionsrelated to the Federal AcquisitionRegulations and other federal and stateprocurements laws. He assists clients withboth defense and civilian contracting. Mr.Freling also represents clients at all stagesof litigation, assists clients with internalinvestigations, and counsels clients withregards to legislative and public policymatters.

Mr. Freling is a graduate of theUniversity of Pennsylvania Law School,and the College of Arts & Sciences atWashington University in St. Louis. He haspresented at other National Small BusinessFederal Contracting Week summits.

Vikki HawthorneSupplier Outreach Program ManagerDefense Supply Center Columbus (DSCC),DLA Office of Small Business Programs

Vikki Hawthorne is the Supplier OutreachProgram Manager for the Defense Supply

Center Columbus (DSCC), Office of SmallBusiness Programs, which includes assistingthe procurement technical assistance centers,'the foot soldiers to DLA', in their outreachefforts of promoting small businessparticipation in the defense acquisitionprocess. Ms. Hawthorne also travels aroundthe country demonstrating to suppliers 'Howto do Business With DLA' and facilitates theTraining, Knowledge, Opportunities Seminar'Doing Business With DLA' hosted by DSCC.In addition to her role as Supplier OutreachProgram Manager, Ms. Hawthorne assistsacquisition personnel in identifying small,minority, service disabled veteran, Hubzoneand women-owned businesses as potentialsources of supply. Ms. Hawthorne also assistsDefense Acquisition University as a subjectmatter expert for supplier training.

Ms. Hawthorne has almost twenty fiveyears of defense contracting experience whichincludes previous assignments asProcurement Agent, Contract Specialist, andProcurement Analyst in the CompetitionAdvocate Office. Before her tenure with thedefense department, Ms. Hawthorne workedin the manufacturing, retail, and insuranceindustries. Ms. Hawthorne holds a Bachelorof Science degree in advertising/ marketingfrom Kent State University and a Master ofScience degree in human resourceadministration from Central MichiganUniversity. Ms. Hawthorne is also Level IIIcertified in Contracting under the DefenseAcquisition Workforce Improvement Act.

Cynthia KendallVP Health Solutions Business UnitSAIC

Ms. Kendall joined SAIC in 1996 and is a VicePresident in the Health Solutions BusinessUnit. She manages multiple Federal IDIQcontracts including CIO-SP2 and GITSSrepresenting over $50M in annual revenue.Ms. Kendall's major role is Small BusinessAdvocate in the Business Unit.

Prior to joining SAIC, Ms. Kendall retiredfrom the Department of Defense (DoD) withover 25 years of Federal service. From 1988to 1996, she was Deputy Assistant Secretaryof Defense for Information Management in theOffice of the Secretary of Defense. From 1980to 1988, Ms. Kendall served in the Directoratefor Program and Financial Control of the DoD

Comptroller. From 1970 to 1980, Ms. Kendallprovided data automation support to theHeadquarters Air Force.

Ms. Kendall holds a Bachelor of Sciencedegree from Drexel University and a Mastersof Science degree from American University.

Mary Lee KolichProgram DirectorMD Procurement Technical AssistanceProgram

Ms. Mary Lee Kolich is a seasonedprofessional with 30 years experience and asolid understanding of diverse businessmanagement applications. She hasdemonstrated knowledge and experience incontract negotiations with federal agenciesand prime contractors.

After attending the University of Cincinnatiand over a 20 year period of time, Ms. Kolichserved as Division Director and GeneralManager for two 8a federal contractingbusinesses that successfully graduated fromthe SBA program. In that capacity shemanaged, planned, prepared and deliveredcomplex projects on time and within budget.She has professional sales experience withcommercial entities as well as with county andfederal government agencies such as: MarineCorps, Army, Air Force, Navy, AnteonCorporation, OSHA, Bureau of LandManagement, Food and Drug Administration,House of Representatives, ICC, District ofColumbia Agencies to name a few.

Ms. Kolich owned her own business for fiveyears as a value-added reseller and Partnerwith Hewlett Packard, Acer, 3COM and Cisco.She provided hardware and logistics supportto systems integrators requiring informationproducts requiring information technologyproducts in support of government products.

Teresa L.G. LewisDirector, OSDBUU.S. Department of the Treasury

Teresa Lewis assumed her duties as theDirector, Office of Small andDisadvantaged Business Utilization,Department of the Treasury, on March 30,2008.

Prior to serving in her current position,Teresa previously served approximately 10years at the U.S. Small BusinessAdministration (SBA), in the followingpositions: Director, Office of Managementand Technical Assistance/8(a) BusinessDevelopment Program; AssistantAdministrator, Office of Federal ContractAssistance for Veteran Business Owners;Procurement Policy Analyst, Office ofPolicy Research, Office of GovernmentContracting; Area Director (East Coast),HUBZone Empowerment Program Officeand Senior Eligibility Specialist, TeamLeader, Office of Small DisadvantagedBusiness Certification and Eligibility.

She came to the SBA following sixyears of Government contracting

experience as a contract specialist with theDepartment of the Air Force and theDepartment of Commerce.

Teresa is a retired United States Air ForceMajor. A native of High Point, North Carolina,Teresa received a Master of Arts Degree, withhonors, in Procurement and AcquisitionManagement from Webster University, StLouis, Missouri and a Bachelor of ScienceDegree in Business Administration from theUniversity of North Carolina at Greensboro.

Peg MeehanDirector of the Office of Small BusinessProgramsDefense Logistics Agency (DLA)

Peg Meehan is the Director of the Office ofSmall Business Programs at the DefenseLogistics Agency (DLA). She is responsiblefor the Agency's Small Business Program andthe DOD Procurement Technical AssistanceProgram.

Prior to her recent return to DLA, Ms.Meehan managed the SubcontractingProgram in the Office of the Secretary ofDefense (OSD) Small Business Office. She

also developed and implementedDepartment-wide Small Business Programtraining.

Peg joined OSD from the DefenseContract Management Agency (DCMA)Headquarters (HQs) where she wasinstrumental in implementing their HQs SmallBusiness Office at the agency's inception andlater served as their Combat SupportOperations first and sole contractingrepresentative. Prior to DCMA, Peg was theAssistant Director for SB at DLA HQs. Pegwas also DLA's first Grants Officer for theDoD Procurement Technical AssistanceProgram.

Peg has 35 years of experience inacquisition/contract management. In additionto her numerous awards, including WhiteHouse recognition and DCASR's Woman ofthe Year, and Meritorious Civilian Service,she holds degrees in Business Managementfrom St. Joseph's University, Philadelphia PA;Business Administration from the Universityof Maryland, College Park, MD and NationalResource Strategy from the NationalDefense University, Industrial College of theArmed Forces, Washington, DC.

Cynthia R. MontgomeryChief of Mission Support & AcquisitionPolicy; Biomedical Advanced Research& Development Authority (BARDA)U.S. Department of Health and HumanServices (HHS)

Ms. Montgomery is a Contracting Officerin BARDA and she also functions as theCompetition Advocate and Task OrderOmbudsmen. Prior to working in BARDA,Ms. Montgomery was a Management andProgram Analyst, in the Executive Office,of the Office of Vocational and AdultEducation, at the Department of Education,where she provided budget oversight andfunctioned as a Grants ManagementOfficer and a Contracting OfficerRepresentative. As a Contract Specialistand Contracting Officer, at the Departmentof Defense, Washington HeadquarterService, she supported the Pentagon inService, Leasing and Agricultural &Engineering contracts.

Ms. Montgomery previously worked atthe Department of Health and HumanServices at the Centers for Disease Control

(CDC) in Atlanta, Ga. At the CDC, Ms.Montgomery started her federal career as aBiologist, in Division of Parisitology, in theNational Center for Infectious Diseases. Shealso worked as a Lead Grants ManagementSpecialist and a Contract Specialist in theProcurement and Grants Office (PGO) and shewas instrumental in setting up the InternationalGrants and Contracts Branch. In the NationalCenter for Chronic Disease, Office of the Director,Ms. Montgomery, supported the Extramuralprogram office as a Public Health Analyst.

Susan NsangouBranch ChiefNational Institute on Drug Abuse

Susan Nsangou began her acquisition careerin 1997 as a Procurement Technician with theNational Institutes of Health (NIH.) She hassince served as Contract Specialist,Contracting Officer and now Branch Chief. Ms.Nsangou is currently the Branch Chief of theNational Institute on Drug Abuse, StationSupport/Simplified Acquisitions Branch. Herstaff service all the acquisitions needs forvarious Institutes at the NIH. She works to

increases the knowledge of federal contractingwithin the NIH and performs outreach tovendors on a monthly basis. The Branch wasthe current recipient of the first NIH AcquisitionInnovation Award.
