We are delighted to welcome you to the International Spy Museum’s second annual Honorable William H. Webster Distinguished Service Award Dinner. Each year it is our honor to recognize the achievements of a current or past member of the intelligence community whose service has added immeasurably to the safety and security of the international community.
Tonight, we also inaugurate our first annual Innovation Award, recognizing the contribution of technological development as a key component of the intelligence tool box.
As a nonprofit 501(c)(3) institution, the International Spy Museum plays a role that is first and foremost educational in nature. Our goal is to inform the public about the varied functions of intelligence work – both historic and contemporary – and to reveal the effects that intelligence had, and continues to have, on our world. Our newly, expanded facility at L’Enfant Plaza will only enhance our ability to fulfill that mission.

This year’s honorable william h. webster distinguished service award is bestowed upon an individual who represents one of the least-known aspects of intelligence work: special operations.
Clandestine by definition, special ops depend on the highest degree of professionalism, and no one exemplifies that high standard more than our honoree tonight, Admiral William H. McRaven.
In addition, our first annual Innovation Award recognizes another little-known corner of the intelligence world: technology. Here, too, professionalism is at the fore, along with imagination, creativity and – fittingly for tonight’s honoree – vision.
As co-chairs of this event, we wish to thank the many people who worked so diligently behind the scenes to ensure its success. We thank as well our Host and Finance Committees, without whose able support we would not be here tonight.

General Michael Hayden is a retired four-star general who served as director of the Central Intelligence Agency and the National Security Agency. As head of the country’s premier intelligence
agencies, he was on the frontline of global change, the war on terrorism, and the growing cyber challenge. In addition to leading the CIA and NSA, General Hayden was the country’s first Principal Deputy Director of National Intelligence and the highest-ranking military intelligence officer in the country.
General Hayden is currently a Principal at the Chertoff Group and a distinguished visiting professor at the George Mason University Schar School of Policy and Government. His memoir, Playing to the Edge: American Intelligence in the Age of Terror, has been a New York Times® best seller and was selected as one of the 100 most notable books of 2016. His latest book, The Assault on Intelligence: American National Security in an Age of Lies was published spring 2018.

Over a 48-year distinguished career with PNC and its Louisville, Ky., based predecessor Citizens Fidelity Corporation, Harreld has overseen all aspects of the bank’s local operations, including Retail Banking, Corporate & Institutional Banking, Wealth Management and community-based activities. Harreld moved to Washington in 2005 to lead PNC after its acquisition of Riggs National Bank. For the past 12 years, he has been actively engaged in civic activities. Currently, he serves on the boards of the Federal City Council, the United Way of the National Capital Area (Board Chairman), the Economic Club of Washington DC, The Meyer Foundation, Raise DC, UPPO Inspire, and HEROES, Inc. Harreld received his Bachelor of Arts degree in history and political science from the University of Louisville and his Juris Doctor degree from the University of Louisville Law School.

L3’s Ground Panoramic Night Vision Goggle (GPNVG), developed by L3 Technologies, is a wide field-of-view, helmet-mounted image-intensified night vision device.
Fielded more than ten years ago, the GPNVG revolutionized night vision goggle displays by incorporating four image-intensified tubes that increase the operator’s field-of-view from roughly 40 degrees with a traditional binocular goggle to a wider 97 degree field-of-view. The GPNVG is compatible with both Green and White Phosphor image-intensified tubes, both of which are manufactured by L3. It is widely used by Special Operation Forces (SOF).

The Honorable Adam SchiffUnited States House of Representatives
Congressman Adam Schiff represents California’s 28th Congressional District, and throughout his tenure in Congress he has focused on growing the economy, bolstering national security, strengthening our communities, helping small businesses, and improving education, safety and health care for our children. In his 10th term in the House of Representatives, Schiff currently serves as the Ranking Member, or top Democrat, of the House Permanent Select Committee on Intelligence and is on leave from the House Appropriations Committee. The House Permanent Select Committee on Intelligence oversees all of the nation’s intelligence agencies.
Before he was elected to Congress, Schiff served as State Senator for California’s 21st State Senate District, chairing the Senate Judiciary Committee, the Senate Select Committee on Juvenile Justice and the Joint Committee on the Arts, and he served with the US Attorney’s Office in Los Angeles for six years, most notably prosecuting the first FBI agent ever to be indicted for espionage.

William H. Webster was born in March 1924 and raised in Webster Groves, a suburb of St. Louis, Missouri. He was awarded a Bachelor of Arts degree from Amherst College and a Juris Doctor degree from Washington University Law School, St. Louis, Missouri. He served as a lieutenant in the United States Navy in World War II and again in the Korean War.
A practicing attorney with St. Louis law firm Armstrong Teasdale from 1949 to 1959, Judge Webster served as United States Attorney for the Eastern District of Missouri from 1960 to 1961. He returned to private practice in 1961.
In 1970, Judge Webster was appointed a Judge of the United States District Court for the Eastern District of Missouri and in 1973 was elevated to the United States Court of Appeals for the Eighth Circuit. He resigned in February 1978 to become Director of the Federal Bureau of Investigation.
Judge Webster was sworn in as Director of Central Intelligence (DCI) on May 26, 1987. In this position he headed the Intelligence Community (all foreign intelligence agencies of the United States) and directed the Central Intelligence Agency until September 1, 1991.
In September 1991, he joined the law firm of Milbank, Tweed, Hadley & McCloy LLP in its Washington, DC office and still maintains an office there since retiring in 2006. Judge Webster currently serves as chairman of the Homeland Security Advisory Council.
Judge Webster has received 18 honorary degrees and numerous awards. In 1991, President George H.W. Bush presented him with both the Presidential Medal of Freedom and the National Security Medal. Judge Webster was married to the late Drusilla Lane Webster for 34 years. He is the father of three children. In 1990, Judge Webster married Lynda Clugston and they have homes in Washington, DC and Washington, Virginia. The couple enjoy seven grandchildren, four great grandchildren, a golden retriever, tabby cat, and three horses!

Admiral William H. McRaven, former Chancellor of The University of Texas System, and a retired US Navy four-star admiral, led one of the nation’s largest and most respected systems of higher education. As the chief executive officer of the UT System, Chancellor McRaven oversaw 14 institutions that educate 217,000 students and employ 20,000 faculty and more than 70,000 health care professionals, researchers and staff.
McRaven became chancellor in January 2015, recommitting the UT System and its institutions to improving the lives of Texans and people all over the world through education, research and health care. McRaven ended his tenure as chancellor in June 2018, transitioning to private life to pursue other interests including teaching and writing.
Prior to becoming chancellor, McRaven was the commander of US Special Operations Command during which time he led a force of 69,000 men and women and was responsible for conducting counter-terrorism operations worldwide. McRaven also is a recognized national authority on US foreign policy and has advised presidents George W. Bush and Barack Obama and other US leaders on defense issues. And his book, Spec Ops: Case Studies in Special Operations Warfare: Theory and Practice, published in several languages, is considered a fundamental text on special operations strategy.
McRaven’s military legacy goes beyond strategy and warfare. As commander of US Special Operations Command, McRaven spearheaded the creation of the Preservation of the Force & Family initiative to ensure the mental, spiritual and physical well-being of those who serve, as well as their families.
McRaven graduated from The University of Texas at Austin in 1977 with a degree in journalism and received his master’s degree from the Naval Postgraduate School in Monterey in 1991. In 2012, the Texas Exes honored McRaven with a Distinguished Alumnus Award.

Wolf Blitzer is CNN’s lead political anchor and the anchor of The Situation Room with Wolf Blitzer, which airs weekdays at 5 p.m. ET, providing viewers with in-depth reports about the
political, international and breaking news stories of the day. Recently, Blitzer served as moderator for the CNN Republican Presidential Primary Debates in Las Vegas, Nevada and in Houston, Texas and the CNN Democratic Presidential Primary Debate in Brooklyn, New York. Blitzer has been with the network for 28 years.
Blitzer began his career in 1972 with the Reuters News Agency in Tel Aviv. Shortly thereafter, he became a Washington, D.C., correspondent for The Jerusalem Post. After more than 15 years of reporting from the nation’s capital, Blitzer joined CNN in 1990 as the network’s military-affairs correspondent at the Pentagon. He then served as CNN’s senior White House correspondent covering President Bill Clinton from November 1992 election until 1999, when he became the anchor of CNN’s Sunday public affairs program Late Edition with Wolf Blitzer and remained for more than a decade.
Blitzer earned a Bachelor of Arts degree in history from the State University of New York at Buffalo and a Master of Arts degree in international relations from the Johns Hopkins University School of Advanced International Studies in Washington, D.C.
