SPRING MEETING A G E N D A & S U P P O R T M A T E R I A L Explanation of Coding and Format

This explanation is to help you use the 2021 Spring Meeting agenda and support material.

1. The agenda lists the items of business that are to be considered at the Business Meetings of the Spring Meeting.

2. If an agenda item has support material, you will find a number at the end of the agenda title. That is the page number where the support material will be found.

3. Many agenda items have a code that precedes the agenda title. Each code has five digits followed by one or more letters. This is a computer identification code which is used to keep track of the item. You will find the same code on any corresponding support material.

4. Just above the title on the first page of the support material for each item, you will find what is known as a reference line. This line identifies the source(s) and traces the history of the item, and also shows its routing. The glossary on pages 9-11, will help you discover which organizations and committees have given prior consideration to a particular item and where it will be considered next. The series of acronyms to the left of the word “to” traces the past history of the item. To the right appear the initials of the General Conference Officer who is responsible for presenting the item. Occasionally, its future routing is suggested also.

5. If a computer identification code number appears in the reference line, it shows that the item has been considered during a previous administrative year. An administrative year extends from the close of one Annual Council to the close of the next Annual Council.

OF THE SEVENTH-DAY ADVENTIST CHURCH

Our Mission—Make disciples of Jesus Christ who live as His loving witnesses and proclaim to all people the everlasting gospel of the Three Angels’ Messages in preparation for His soon return (Matt 28:18-20, Acts 1:8, Rev 14:6-12).

Our Method— Guided by the Bible and the Holy Spirit, Seventh-day Adventists pursue

this mission through Christ-like living, communicating, discipling, teaching, healing, and serving.

Our Vision— In harmony with Bible revelation, Seventh-day Adventists see as the

climax of God’s plan the restoration of all His creation to full harmony with His perfect will and righteousness.

WHEREAS, Article V, Sec. 2. of the General Conference Constitution makes provision 5 for the postponement of a General Conference Session not to exceed two years; and 6 7

WHEREAS, The 2020 General Conference Session has already been postponed twice; 8 and 9 10

WHEREAS, It is possible that present world pandemic conditions will not improve 11 significantly therefore making it impracticable to hold the twice-postponed General Conference 12 Session as currently scheduled; and 13 14

WHEREAS, Article V, Sec. 5. c. makes provision for the General Conference Executive 15 Committee to take an action to reduce the maximum number of delegates to a particular General 16 Conference Session in case of financial exigency or other major crisis with the Church or in the 17 international arena; and 18 19

WHEREAS, The 2020 Annual Council has already voted to recommend to the General 20 Conference Session to amend the General Conference Constitution Article V, Sec. 4. to include 21 electronic participation at a General Conference Session, it is 22 23 RECOMMENDED, 1. To convene a Special General Conference Session on January 18, 2022, 24 Silver Spring, Maryland, USA, for the sole purpose of amending the General Conference 25 Constitution, Article V, by adding a new Sec. 4. to allow for electronic participation. The 26 recommended language to read as follows: 27 28

Sec. 4. Generally, regular or specially called General Conference Sessions are to be held 29 in person and onsite. However, delegates when requested by the General Conference Executive 30 Committee may participate by means of an electronic conference or similar communications by 31 which all persons participating can hear each other at the same time, and participation by such 32 means shall constitute presence in person and attendance at such a meeting. Votes cast remotely 33 shall have the same validity as if the delegates met and voted onsite. 34

God’s Last Warning Message

God has given the messages of Revelation 14 their place in the line of prophecy and their work is not to cease till the close of this earth’s history.—1888, 804 (1890).

Revelation 18 points to the time when, as the result of rejecting the threefold warning of Revelation 14:6-12, the church will have fully reached the condition foretold by the second angel, and the people of God still in Babylon will be called upon to separate from her communion. This message is the last that will ever be given to the world.—GC 390 (1911).

[Revelation 18:1, 2, 4, quoted.] This scripture points forward to a time when the announcement of the fall of Babylon, as made by the second angel of Revelation 14 (verse 8), is to be repeated, with the additional mention of the corruptions which have been entering the various organizations that constitute Babylon, since that message was first given, in the summer of 1844.... These announcements, uniting with the third angel’s message, constitute the final warning to be given to the inhabitants of the earth....

The sins of Babylon will be laid open. The fearful results of enforcing the observances of the church by civil authority, the inroads of spiritualism, the stealthy but rapid progress of the papal power—all will be unmasked. By these solemn warnings the people will be stirred. Thousands upon thousands will listen who have never heard words like these.—GC 603, 604, 606 (1911).

The Heart of God’s Last Message

Several have written to me, inquiring if the message of justification by faith is the third angel's message, and I have answered, “It is the third angel’s message in verity.”—1SM 372 (1890).

The Lord in His great mercy sent a most precious message to His people through Elders [E.J.] Waggoner and [A. T.] Jones. This message was to bring more prominently before the world the uplifted Saviour, the sacrifice for the sins of the whole world. It presented justification through faith in the Surety; it invited the people to receive the righteousness of Christ, which is made manifest in obedience to all the commandments of God.

Many had lost sight of Jesus. They needed to have their eyes directed to His divine person, His merits, and His changeless love for the human family. All power is given into His hands, that He may dispense rich gifts unto men, imparting the priceless gift of His own righteousness to the helpless human agent. This is the message that God commanded to be given to the world. It is the third angel’s message, which is to be proclaimed with a loud voice, and attended with the outpouring of His Spirit in a large measure.—Testimonies to Ministers and GW 91, 92 (1895).

The message of Christ’s righteousness is to sound from one end of the earth to the other to prepare the way of the Lord. This is the glory of God, which closes the work of the third angel.—6T 19 (1900).

The last message of mercy to be given to the world is a revelation of His character of love. The children of God are to manifest His glory. In their own life and character they are to reveal what the grace of God has done for them.—COL 415, 416 (1900).

The Message Will Go With Great Power

As the third message swells to a loud cry and as great power and glory attend the closing

work, the faithful people of God will partake of that glory. It is the latter rain which revives and strengthens them to pass through the time of trouble.—7BC 984 (1862).

As the end approaches, the testimonies of God’s servants will become more decided and more powerful.—3SM 407 (1892).

This message [Revelation 14:9-12] embraces the two preceding messages. It is represented as being given with a loud voice; that is, with the power of the Holy Spirit.—7BC 980 (1900).

As the third angel’s message swells into a loud cry, great power and glory will attend its proclamation. The faces of God’s people will shine with the light of heaven.—7T 17 (1902).

Amidst the deepening shadows of earth’s last great crisis, God’s light will shine brightest, and the song of hope and trust will be heard in clearest and loftiest strains.—Ed 166 (1903).

As foretold in the eighteenth of Revelation, the third angel’s message is to be proclaimed with great power by those who give the final warning against the beast and his image.—8T 118 (1904).

Like the 1844 Movement

The power which stirred the people so mightily in the 1844 movement will again be

revealed. The third angel’s message will go forth, not in whispered tones, but with a loud voice.—5T 252 (1885).

I saw that this message will close with power and strength far exceeding the midnight cry.—EW 278 (1858).
