Dr. Ron Katznelson is the Founder and President of Bi-Level Technologies, an image and signal-processing technology company in Encinitas, CA. He is a technology entrepreneur, named inventor on 24 U.S. patents and applications and an independent scholar of the patent system. From 1990 to 2005, he was at Broadband Innovations, a San Diego digital RF technology company he founded, where he served as Chairman, Chief Technology Officer and a contributor to the DOCSIS® cable modem specifications. Prior to 1990, Dr. Katznelson was the Director, New Technology Development at the VideoCipher Division of Linkabit Corp., later acquired by General Instrument Corp. (GIC). At GIC, he directed the R&D in Advanced Television Systems that led to the MPEG standard and managed the Division's intellectual property portfolio, patent litigation matters, and representation in industry groups and standards organizations. From 1982 to 1985, he was a professor of electrical engineering at the University of California, San Diego.

Dr. Katznelson advises high technology startups, is a member of the IEEE-USA Intellectual Property Committee, the San Diego CONNECT Public Policy Committee, and the Federalist Society.

He received his doctoral degree in Electrical Engineering from the University of California, San Diego, CA; his Masters in Applied Semiconductor Physics, and a dual BSc. degree in Mathematics and Physics, both from the Hebrew University in Jerusalem, Israel. KEITH D. GRZELAK is a director with Wells St. John PS, a Spokane, Washington Intellectual Property firm.  Keith represents a broad range of technology clients and has taken clients from startup, through funding, acquisition and integration in several areas of technology.  Keith is currently a member and past repeat chair of the IEEE-USA Intellectual Property Policy Committee where he has participated for over 24 years.  He is also a past Vice President for Government Relations at IEEE-USA and a prior candidate for IEEE-USA President.  He has been active in teaching at numerous technology law legal education courses to both lawyers and engineers/scientists across the nation.  He has represented both large and small companies, as well as individuals that have pioneered technology in a number of fields.  Keith provides counsel on IP portfolio development, patent and trademark portfolio procurement and development, due diligence and board patent advisement.  Keith has represented clients in a broad range of technical areas covering computers (hardware/software), internet and electronic commerce, semiconductor devices, control systems, medical devices and processes, and various complex electromechanical systems.

Drew Koning is an attorney at the law firm Cooley LLP. Drew represents a varied portfolio of clients in all phases of intellectual property and commercial litigation, from pre-filing diligence through trial before district courts, the International Trade Commission, and the Patent Trial and Appeal Board. He represents both large and small companies across a wide range of varied

technologies, including telecommunications, integrated circuits, codecs, firmware, social media, gaming, IT management and security software, mobile payment, navigation software, consumer goods, pharmaceuticals, biologics, and medical devices. Drew also advises clients on IP strategy, patent licensing, and transactional matters. Drew received a BSc in Physics from Sheffield University in England and his law degree from Fordham in New York. Prior to law school, he worked in software development as a consultant for Fortune 500 companies as well as the American Museum of Natural History where he worked to develop software tools to extract data from the Museum’s electronic collection. 

Moderator:Dr. Liangping Ma is a Member of Technical Staff with InterDigital, where he is doing research on wireless technologies and previously led the project on Quality of Experience (QoE) based video communication. Prior to joining InterDigital in 2009, he was with San Diego Research Center and Argon ST (acquired by Boeing), where he led research on cognitive radios and wireless sensor networks and was the principal investigators of two projects supported by the Department of Defense and the National Science Foundation. He is the co-inventor of more than 40 patents and the author/co-author of more than 50 conference and journal papers. He has served as the IEEE Communication Society (SomSoc) San Diego Chapter Chair since 2015. He is an IEEE ComSoc Distinguished Lecturer (2017-2018), and has given talks on 5G and video communication. He served on the Operation Committees of Globecom 2012 and 2015. He received his B.S degree in physics from Wuhan University, China, 1998 and PhD in electrical engineering from University of Delaware in 2004.

Panelists:Dr. Byung K. Yi is InterDigital’s Executive Vice President, Chief Technology Officer. As CTO of InterDigital, Dr. Yi is responsible for directing the development of advanced wireless and network technologies, and the advanced researches related to Robotics, advanced cyber security systems for the IoT systems, and the platform for advanced wireless communications. Dr. Yi joined InterDigital in April 2014 from the Federal Communications Commission (FCC), where he had served as assistant division chief of engineering since 2012. Prior to his appointment at the FCC, Dr. Yi was at

LG Electronics from 2000 to 2012, whereas Senior Executive Vice President he headed the company’s North American R&D center. A former member of InterDigital’s Technology Advisory Council, Dr. Yi contributes more than 30 years of advanced wireless development experience, satellite system designs, and aerospace communication and computer designs. Dr. Yi also contributes a strong history of industry leadership. He currently serves on the board of directors of the Telecommunications Industry Association and has served on the board of directors or steering committees of a number of professional organizations, including the Center for Wireless Communications, the 3rd Generation Partnership Project 2 Technical Specification Group, and a number of others. He was awarded the prestigious CDG (CDMA Development Group) Industry Leadership award, been recognized by the National Engineer Week (NEW) Foundation, and inducted to the Hall of Fame by the School of Engineering and Applied Science of George Washington University. Dr. Yi received his bachelor’s degree in electrical engineering from Yonsei University (Korea), his master’s degree in electrical engineering from the University of Michigan, and his doctoral degree in electrical engineering from George Washington University.

Dr. Durga Prasad Malladi is Senior Vice President, Engineering in Qualcomm Technologies, Inc.

Durga joined Qualcomm in 1998 as an Engineer. Over the past 19 years, he has worked on 3G and 4G systems, and was the Project Engineer of 4G LTE-Advanced in Qualcomm Research from 2008-15, responsible for design, standardization, prototype implementation, pre-commercial operator trials and inter-operability tests with vendors.

Currently, he oversees the 5G and 4G cellular projects in Qualcomm Research, spanning Mobile Broadband Communications, Millimeter Wave based Backhaul and Access systems, Shared Spectrum Access, Internet of Things (IoT), Mission Critical Services and Cellular Vehicular Communications (C-V2X). In addition, he heads

the Systems Engineering department in Qualcomm Research. He is the recipient of Qualcomm’s IP Excellence Award, Qualcomm Distinguished Contributor Award for Project Leadership and Upendra Patel Achievement Awards for Outstanding Contributions to HSPA and LTE.

Durga holds a B.Tech from Indian Institute of Technology, Madras, and an M.S and Ph.D. from UCLA. His research interests include MIMO, signal processing, communication theory, cognitive radio, IoT, V2X and machine learning. He is a member of IEEE and holds 330 U.S. patents.

Dr. James P. K. Gilb has 24 years experience in a variety of areas including; radar absorbing materials, RFIC, RF system specification and architecture development, and MAC protocols. He joined General Atomics Aeronautical Systems, Inc., in 2016 as a Principal RF Systems Engineer.

He has been a contributor to international communications standards for18 years, primarily in IEEE 802. IEEE 802 is responsible for the development of many technically relevant, widely implemented standards, including IEEE 802.3 (Ethernet), IEEE 802.11 (Wi-Fi), IEEE 802.15 (ZigBee, WiSun), and IEEE 802.16 (WiMax). He has held a variety of leadership positions in IEEE 802 and is currently the IEEE 802 LMSC Executive Committee Second Vice Chair and the IEEE 802.15 Working Group Technical Editor.

He has 9 issued patents, been the technical editor of 9 standards and specifications, written 3 boots, and has many papers in refereed journals and at symposia.

Dr. Pranav Dayal is currently a Principal Engineer at Samsung Electronics U.S.A. He is leading a team of systems engineers for research and development of modem algorithms for baseband and RF chips, many of which have been commercialized in Samsung Galaxy smartphones. Under his leadership, the team has contributed to design of front-end filtering, searcher and Automatic Gain Control (AGC) algorithms for various 3GPP LTE features. His team also performed extensive lab measurements to design and validate RF calibration algorithms for both LTE and WiFi. The focus of his team these days is on algorithm design for implementation of 5G New Radio features.

Prior to joining Samsung, Pranav worked for Qualcomm Corporate R&D division in San Diego, USA, from 2005 to 2013. During 2010-2012, he represented Qualcomm in 3GPP RAN2 Working Group for collaborating with other companies in developing the In-device Coexistence feature in LTE Release 11.

Pranav earned his Bachelor’s degree in Electrical Engineering at the Indian Institute of Technology, Madras, in the year 2000 and the MS and PhD degrees in Electrical and Computer Engineering from University of Colorado, Boulder, USA, in 2003 and 2005, respectively.
