INTRODUCTION

In addition to individual vocational schools that are licensed through the Michigan Department of Education, there are several other types of training programs that are licensed by other state agencies. Separate aeronautics, barber, cosmetology, and nursing commissions or boards have been established to certify programs in their respective fields. Commercial vehicle training programs are licensed through the Michigan Department of State. A complete listing of approved programs in these areas can be found in the following section of this handbook. Further information pertaining to these various programs can be obtained directly through the licensing agency involved.

BARBER SCHOOLS Michigan barber schools are licensed by the Department of Licensing and Regulatory Affairs, Bureau of Commercial Services, Board of Barber Examiners. Upon successful completion of the required 2,000 hours at a barber school, the student is eligible for the barber examination. The Student will be issued a barber license after passing the examination. The Michigan Board of Barber Examiners will accept student hours out of state, and a licensed barber out of state may receive a Michigan license without examination, if their training and licensing were substantially equal to Michigan. COSMETOLOGY SCHOOLS Cosmetology schools are licensed by the Michigan Board of Cosmetology. These schools offer courses of study related to beauty culture. The cosmetology curriculum entails a 1,500 hour course of instruction. Graduation from the program is a prerequisite for admission to the State Cosmetology Examination. Other programs have the following requirements: Cosmetology Instructor Electrology Instructor 500 Hours of Instruction Limited Specialist Manicuring Instructor Limited Specialist Skin Care Instructor Manicuring Limited Specialist Natural Hair Esthetics Culturist Instructor Electrology 300 Hours of Instruction Natural Hair Cultivation 400 Hours of Instruction Students who graduate from a cosmetology school and successfully pass the examination may apply for a license to practice in Michigan. Upon submission of an application to the department, an individual licensed to perform cosmetology services under the law of another state shall, without examination, be granted a license to practice the services for which that individual was previously licensed if the applicant meets the following requirements: a) is not less than 17 years of age, b) is of good moral character, and c) the requirements for registration or licensure in the particular state were substantially equal to the requirements then in force in this state. Applications are reviewed on an individual basis by the Michigan Board of Cosmetology before licensure to practice in Michigan is allowed. Such applicants not demonstrating the equivalency course work, may be required to take additional course work or take the State Cosmetology Examination before becoming licensed to practice in the State of Michigan.

AERONAUTICS (FLIGHT) SCHOOLS Schools of aeronautics teach courses of study related to aviation. Due to licensing procedures and policies, schools offering programs related to aviation fall into two categories, as follows:

1. Degree-granting colleges and universities that offer Federal Aviation Administration (FAA) approved flight training (ground and flight schools) and/or related mechanical programs are licensed in the college section of this book.

2. Private or vocational schools offering FAA approved flight training (ground and

flight schools) are licensed by the Michigan Department of Transportation, Office of Aeronautics, which is located at 2700 Port Lansing Rd, Lansing, Michigan 48906, 517.335.9719.

Flight Schools are either certified under Part 61 or Part 141, of the Federal Aviation Regulations (FARs). Each offer the same basic training and require the same FAA exams. The major difference is the training environment. Training under Part 141 tends to be more structured and fewer flight hours are required. Under Part 141, a pilot certificate can be obtained in as little as 35 hours of flight time. Under part 61, the minimum flight time requirement is 40 hours. This may be a moot point since the national average shows that it takes 60-75 hours of flight training to obtain the rating. For a Commercial Pilot Certificate, a Part 141 school only requires 190 hours of flight time rather than 250 hours under Part 61.

NURSING EDUCATION PROGRAMS Two different types of nursing programs are offered in Michigan, both of which render the graduate eligible for Registered Nurse (RN) licensure by the Board of Nursing. Bachelor of Science in Nursing (BSN) and Associate Degree in Nursing (ADN) programs are offered in conjunction with degree-granting schools. They offer a college degree in conjunction with preparation for RN licensure. Each college or university determines the transferability of hospital nursing school credits (diploma programs) into a degree program. Practical Nurse programs are also offered at both degree and non-degree institutions. Practical Nurse programs offered at colleges and universities generally award credit toward a degree, as well as, prepare the student for Licensed Practical Nurse (LPN) licensure, while Practical Nurse programs offered at non-degree institutions also prepare the student for LPN licensure. The credits involved may or may not be accepted toward degree requirements by individual colleges or universities. Both types of programs award the graduate a certificate. The Board of Nursing, Michigan Department of Licensing and Regulatory Affairs, Bureau of Health Professions, P.O. Students successfully completing one of these approved programs must pass the National Council of State Boards of Nursing’s examination (NCLEX) prior to actually receiving their RN or LPN license. Out-of-state graduates, wishing to practice in Michigan, must apply to the Board for licensure. The procedures involved for the licensing of out-of-state personnel vary with the individual’s program of study experience. TRUCK DRIVER EDUCATION PROGRAMS

Michigan law requires all driver education providers, including providers of truck driver education programs, be certified by the Secretary of State. A student enrolling in a truck driver education program must possess a valid Michigan operator or chauffeur license and obtain a commercial driver license (CDL) temporary instruction permit (TIP) to be eligible to receive behind-the-wheel instruction, and the CDL TIP is only available to persons 18 years of age or older. In addition, an acceptable driving record, as well as a favorable medical examination report, is required of commercial drivers. Vision, knowledge, and skills tests are required prior to issuance of a commercial driver license and endorsements.
