• Autonomous organization created vide a Cabinet Resolution by the Government of Rajasthan in March, 1984

• Apex Institute of the State for developing human resource in Panchayati Raj Institutions (PRIs) and Rural Development Sector

• Registered as a Society in March, 1989 under the Rajasthan Societies Registration Act, 1958

• The State Institute of Rural Development (SIRD) was merged with the Institute, vide a Cabinet Decision of the State Government, in July, 1999

Two fold training strategy- Officers, NGOs, Bankers & Trainers trained at SIRD level and other functionaries through decentralized cascade model.

Funds from MoRD by submitting proposals. During 2009-10 proposals of amount Rs 79.77 lacs were submitted to MoRD. Rs. 29.56 lacs sanctioned and released as first installment. Computer-Cell Related Trainings

• The Computer cell of the institute provides Basic Computer Skills Training to Non-Gazetted Employees of Zila Parishads & Panchayat Samitis.

• The Course is aimed at enhancing the capability of personnel for better use of computers in Office Automation.

• Average two courses are conducted per month in batches of 20 to 30 participants.

• The Syllabus comprises of familiarization with Main applications of MS-Office i.e. MS-Word, MS-Excel, Power Point Presentations clubbed with introduction to Internet and E-mailing etc.

• No outsourcing is being done. Training is being provided by the knowledgeable officials of institute jointly.

• Though average 20 training courses are scheduled every year but only half of the trainings are conducted due to lack of nominations. This hampers the training flow and adversely effects the net outcome. Pursuance at institution level has also not proven fruitful. This issue needs to be addressed.

• Recently the Computer Lab was upgraded with 30 new computers of Intel Core to duo configuration processor with TFT Digital Color Monitors TCO-03 certified- having Windows Vista Business operating software and Norton Anti- Virus pre-loaded under the budget head of SIRD.

• Systems are now compatible to support latest configuration advance softwares which is helpful in hosting all types of Computer trainings.

• All Faculty members & Officials are also provided with advance systems to pace up with the growing need of professional working.

• Old P4 computers of Staff Members are also replaced with equally smart machines for the acceleration of Office Automation.

• Seminar Halls and Auditorium are equipped with Laptops for uninterrupted presentations .

• Panchayat Training Centers are being equipped with systems spared by the above up-gradation.

• SATCOM, Satellite Communication Project is being implemented by state government for centralized facility of training and extension activities of various line departments such as Medical & Health, Women & Child Development, Agriculture, Cooperatives, Rural Development and Information Technology etc.

• The Department of Science & Technology, Government of Rajasthan is nodal agency in this regard. 

• IGPRS was selected as the venue for locating SATCOM.

• It was further decided that a separate society will not be registered for the financial dealing of this project. IGPRS would be used for routing funds and payment of bills. The department of S&T was supposed to coordinate with user departments concerned, to see that required funds or charges be provided by respective departments in the budget and funds get transferred to IGPRS.

An innovative project on orienting school children of senior-secondary schools, on practical knowledge of Panchayati Raj, was taken up with the support of MoRD, GOI-through enactment of Mock-Panchayats, in 2002-03, wherein, 950 school teachers and 3.90 lac school children were oriented

The Institute was chosen by MoPR, GoI & GoR to organize the

VII Round Table Conference on the theme ‘Capacity Building of PRIs,

IT & e-governance’ (17-19 Dec, 2004). This was the grand finale of the

Seven Round Tables organized by MoPR, GoI on different themes in

the country and was rated by the Ministry to be the best organized

event in the series. The Compendium of the Resolutions agreed by

consensus in the Seven Round Tables was published by us at the

request of the Ministry and released and adopted for action by all

Ministers of PR&RD from all states at this event.

PRISMO (PRI Support and Mobilization) implemented (2003-05), with the support of Swiss Development Cooperation with the funding of Rs. 350.00 lacs for decentralized training of Gram–Panchayats- selected as a success story for sharing in South Asia- exchange of knowledge products- through LogIn.

UNFPA-MoPR-GOI Pilot Project for district Sawai-Madhopur, from April, 04 till Nov, 06 with an allocation of Rs. 40.00 lacs with a focus on Capacity Building of PRIs on governance issues of population, health/reproductive health and gender - our efforts have been rated as number one in the country and as a role model for replication and upscaling, by MoPR, GoI in the final Project Review Meeting of 2006.

IGPR & GVS: Silver Jubilee Celebrations (2009-10)

Current Financial Year is being observed as the Silver Jubilee Year of the Institute, in memory of the Foundation stone of Institute’s building being laid on 7th Oct. 1984, by late Prime Minister Smt. Indira Gandhi.

The Institute’s cascade model of decentralized PRI Trainings has been selected as a good practice-& included in the Resource Book of Good Practices in development & good governance published by SDC- Log In (2010) &UNDP-Planning Commission (2009).

Earlier Institute has been listed in the Unicef- South Asia Directory of 50 leading resource institutions in development communication- for its strength of mass-scale PRI trainings (2006).
