Mr. Rajiv Banga Managing Director and Chief Executive Officer, IL&FS Rail Ltd
Mr. Rajiv Banga is Managing Director and Chief Executive Officer of IL & FS Ltd.He has over
35 years of experience in various leadership positions of operational, general and senior
management. Currently, working as the MD & CEO of IL & FS Rail limited, he is responsible for
development, organisation and management of the Rapid Metro Rail in Gurgaon, Haryana. Mr.
Banga has extensive knowledge pertaining to infrastructure development projects in the PPP
format. He has a track record of timely execution of projects with focus on cost, safety and
quality. Mr. Banga holds degree in mechanical engineering from Birla Institute of Technology and
Science, Pilani.
Mr. Subhomoy Bhattacharjee Consultant, RIS
Mr. Subhomoy Bhattacharjee, with twenty-two years of experience in journalism, is a Consulting
Editor for Business Standard. His areas of interest include public policy, especially regulatory
issues, finance and urban development. He is the author of Special Economic Zones (SEZ) in
India: Myths and Realities. He has authored a study on the Land Acquisition Act, a project on
comparative land prices in India’s selected districts and its relation with industrialisation,
commissioned by GIZ, India, and TARI. He has previously contributed to other books,
including Media at Work in China and India: Discovering and Dissecting
(SAGE, 2015). Subhomoy studied economics at Shri Ram College of Commerce and at Delhi
School of Economics, both affiliated to the University of Delhi. He began his career as a civil
servant, joining the Indian Information Service through the civil services exam. He has
subsequently worked with The Economic Times and was until recently the deputy editor at The
Indian Express while writing for The Financial Express too. Presently, he is also a consultant with
Research and Information Systems for Developing Countries (RIS). He frequently appears
on television and radio on economic news programmes and has lectured in several universities in
India and abroad, on public policy.
Mr. Amit Bhatt Director for Integrated Transport, World Resources Institute (WRI)
Mr. Amit Bhatt is the Strategy Head, Integrated Urban Transport, EMBARQ India. He is based in
Delhi and provides vision and leadership to all transport initiatives across EMBARQ India,
managing relationships with partners and stakeholders. Amit leads the work around BRT projects
and city bus services in Surat, Indore, Jaipur and Bangalore; urban transport projects in Naya
Raipur; restructuring the auto-rickshaw sector in Rajkot; and developing a public bicycling
scheme in Jaipur. Amit is visiting faculty at the Department of Transport Planning, and the
Department of Urban Planning at the School or Planning and Architecture, New Delhi.
Prof. Sachin Chaturvedi Director General, RIS
Prof. Sachin Chaturvedi is Director General at the Research and Information System for
Developing Countries (RIS), a New Delhi-based autonomous Think-Tank. He was also a Global
Justice Fellow at the MacMillan Centre for International Affairs at Yale University. He works on
issues related to development cooperation policies and South-South cooperation. He has also
worked on trade and innovation linkages with special focus on WTO. Dr. Chaturvedi has served
as a Visiting Professor at the Jawaharlal Nehru University (JNU) and has also worked as
consultant to the UN Food and Agriculture Organisation, World Bank, UN-ESCAP, UNESCO,
OECD, the Commonwealth Secretariat, IUCN, and to the Government of India’s Department of
Biotechnology and the Ministry of Environment and Forests, among other organizations.He has
authored two books and edited four books apart from publishing several research articles in
various prestigious journals.
Mr. Suchitto Das Additional General Manager, Eastern Railways
Mr. Suchitto Das took over as the Additional General Manager, Eastern Railway recently. Prior to
this, he was the Principal Chief Operations Manager of South Eastern Railway. He has also
worked as Principal Chief Operations Manager of Eastern Railway earlier.Das had joined Indian
Railway Traffic Service in 1985. He held many important positions in Eastern Railway, South
Eastern Railway, as well as Railway Board.He had worked as Chief Operations Manager, Eastern
Railway; Chief Commercial Manager, South Eastern Railway; Divisional Railway Manager,
Sealdah, Eastern Railway and Executive Director, Traffic Transport (Freight), Railway Board
among others
Dr. Priyadarshi Dash Research Associate, RIS
Dr. Priyadarshi Dash works as Research Associate (equivalent to Assistant Professor) at Research
and Information System for Developing Countries (RIS), New Delhi. His research interests
broadly cover topics in international trade, blue economy, foreign exchange reserves and
macroeconomic issues affecting developing countries. He has worked on various issues in
regional economic cooperation relating to South Asia, Indian Ocean Rim Association, BRICS and
ASEAN. He has published a number of papers in peer-reviewed national and international
journals and presented papers in conferences. He holds M.A in Economics from Utkal University,
Bhubaneswar, and M.Phil in Planning & Development and PhD in Economics from Indian
Institute of Technology (IIT), Bombay. He was Visiting Fellow at Korea Institute for Industrial
Economics and Trade (KIET), Seoul during October 15-December 31, 2012 under the Asia
Development Fellowship by the Asia Foundation. He is in the editorial board of Advances in
Economics and Business and Journal of Studies in Social Dynamics and Change. He is also a
member of the Editorial Advisory Board of the Cambridge Scholars Publishing.
Mr. Smaran Kumar Das Director of Planning (Retired), Kolkata Metropolitan Development Authority, Kolkata
Mr. Smaran Kumar Das has experience in Urban Transportation planning. He has been member
of Kolkatta Municipal Building Committee. Mr. Das is a Post Graduate in City Planning from the
Indian Institute of Technology in Kharagpur.
Mr. Rajiv Datt Sr. Advisor (RM & LVC), National Capital Region Transport Corporation, New Delhi
Mr. Rajiv Datt is Senior Adviser in National Capital Region Transport Corporation. Over the last
three and half decades Mr Datt has had significant exposure to the Infrastructure and Finance
sectors in India. The exposure encompasses policy formulation, detailing and implementation on
the ground. Besides extensive experience in core infrastructure (Railways and Electricity sector),
Mr Datt has also spent considerable time in the Social Infrastructure sector (Employees State
Insurance Corporation) and the Financial sector (Indian Railway Finance Corporation). From
2011 to 2016 he was Managing Director of the Indian Railway Finance Corporation, the market
borrowing arm of the Indian Railways. Presently he is Senior Advisor with National Capital
Region Transport Corporation, a joint venture of Government of India (Ministry of Housing and
Urban Affairs) and four provincial governments. The company has been mandated to build and
operate a rail based Regional Rapid Transit system in the National Capital Region which extends
across four provinces around the capital city of New Delhi. Mr Datt is responsible for resource
mobilisation, land value capture and non-fare box revenue sources.
Mr. Govindraj Ethiraj Television and Print Journalist and Former Founder-Editor in Chief of Bloomberg TV India
Mr. Govindraj Ethiraj is a television & print journalist and most recently founder of fact-checking
news site BOOM (www.boomlive.in). He is also the founder & managing trustee of the award-
winning www.indiaspend.org&www.factchecker.in, twin public interest journalism efforts that
use data to tell stories. He also anchors seasonal shows on Indian news television – the most
recent one being the weekly `Policy Watch’ on public service broadcaster Rajya Sabha or RSTV
apart from regular columns in newspapers and news sites. Previously, he was Founder-Editor in
Chief of Bloomberg TV India, a 24-hours business news service launched out of Mumbai in 2008
and a partnership between Bloomberg LLP and the UTV Group in India. Prior to setting up
Bloomberg TV, he worked with Business Standard newspaper as Editor (New Media) with a
specific mandate of integrating the newspaper’s news operations with its digital or web platform.
He has been a career business journalist who has reported and written on Indian business for the
last 24 years. He is a Fellow of The Aspen Institute, Colorado and a winner of the BMW
Foundation Responsible Leaders Award 2014.
Prof. Sanjay Gupta School of Planning and Architecture, Delhi
Prof. Sanjay Gupta is presently serving as Professor, Department of Transport Planning at SPA.
He has nearly 26 years of experience in the field of urban and regional transport planning
handling a wide variety of consultancy and research assignments. He areas of interests include
urban transport planning, public transport planning, freight logistics & distribution, transport
demand modelling, land use transport planning, mobility issues particularly of transport
disadvantaged and transport policy aspects. He has nearly 55 papers to his credit published in
various journals and conference proceedings and has supervised nearly 60 Masters degree thesis
to date. Presently he is also supervising two PhD research scholars at SPA. He has been actively
associated with several leading professional institutes inIndiasuch as Institute of Urban Transport,
Institute of Town Planners, Indian Roads Congress, and Institute of Rail Transport etc. In addition
he is also a member of Chartered Institute of Logistics and Transport (U.K), Transport Planning
Society (U.K), International Association of Travel Behaviour Research (IATBR) and World
Society for Transport and Land Use Research (WSTLUR). He also is on several committees of
the local and central government related to policy matters on urban transport development in

Prior to his engagement in Australia, he has worked as the Chief Engineer, Executive Director and
Director at the DMRC (Delhi Metro Rail Corporation). During his engagement he is credited with
Successful completion and commissioning including planning, design and execution of Inderlok /
Kirtinagar - Mundka Standard Gauge Corridor of Delhi Metro Phase-II. He has been prime
consultant to Metro projects in the city of Chennai, Kolkata & Kochi and team Leader for studies

Mr. Pradeep Singh Kharola is Chairman and Managing Director of Air India Ltd. He brings with
him an extensive and rich experience of 30 years holding key portfolios in Urban Governance,
Urban Public Transport and Policy making. As Managing Director of Bangalore Metro Rail
Corporation he has played a key role in kick starting Bengaluru Metro.As a Joint Secretary of
National Administrative Reforms Commission he aided in the formulation of governance reforms
in public administration. He has the distinction of turning around public transport undertaking,
Bengaluru Metropolitan Transport Corporation (BMTC), into profitability in 2000. Mr Kharola
was Principal Secretary to the Chief Minister of Karnataka from 2012-13. He also led Karnataka

Mr. Soon-sik Lee Senior Investment Operations Specialist, Asian Infrastructure Investment Bank, Beijing

has more than twenty years of civil engineering experience in large-scale transportation projects

Finance, Government of India. Earlier, he has worked with the Prime Minister’s Office, Ministries

Ms. Bandana Preyashi Director (Multilateral Institutions), Ministry of Finance, Government of India
Ms. Bandana Preyashi is currently posted as Director, Multilateral Institutions Division in the
Department of Economic Affairs (DEA), Ministry of Finance, Government India, where in she is
responsible for policy and project related matters of the World Bank and the Asian Infrastructure
Investment Bank (AIIB). She has also worked on matters relating to other Multilateral
Development Banks including the Asian Development Bank(ADB) and African Development
Bank (AfDB) and bilateral development cooperation with Germany and France. She has
previously been District Collectors of Gaya, Bhagalpur and Siwan districts in Bihar and has
headed Corporations such as Bihar Urban Infrastructure Development Corporation, Women's
Development Corporation and Bihar State Beverages Corporation Ltd. Ms. Preyashi is an Indian

Dr. M. Ramachandran Former Secretary, Urban Development, Government of India and
Former Chief Secretary, Government of Uttarakhand
Dr. M. Ramachandran is former Secretary, Ministry of Urban Development, Government of India
and former Chief Secretary, Government of Uttrakhand. Dr.Ramachandran has handled several
national and international assignments; he held various positions in the state of Uttar Pradesh,
where he took new initiatives in bringing the administration and people closer and in structuring
the University system and Administration. Dr.Ramachandran took over as Secretary of the Urban
Development Ministry in Govt. of India in November 2006. During his tenure till June 2010, he
was steering the implementation of various infrastructure projects and reform measures under
JNNURM, the first national flagship program for India's urban sector, changing the urban fabric
of India and making the cities more efficient and liveable. Other major steps include the National
Urban Sanitation Policy, credit rating of cities, and introduction of BRTS in 10 cities and
preparation of the National sustainable Habitat Mission. He has authored six books and various
articles in national dailies. He is a recipient of Skoch Challenger Award for his remarkable
contribution to Urban Development and JNNURM. He is an Indian Administrative Service of
1972 batch. He holds Ph.D. and M. Phil. Degree in Economic Planning from the University of
Glasgow, UK.
Mr. T.B. Ramesh Chief General Manager (Finance), Delhi Metro Rail Corporation Limited
Mr. T.B. Ramesh is the Chief General Manager (Finance) at Delhi Metro Rail Corporation Limited.
He joined DMRC in December 2011 and his area of work includes finance Concurrence (from
estimate to Contracts finalization) relating to all Phase-III projects, construction contracts,
procurement of services and materials. He is also involved in raising of revenues through Property
Development activities. Before joining DMRC, Mr. Ramesh was associated with Indian Oil
Corporation for 25 years in various capacities. He was instrumental in implementation of e-payments
in IOC. Mr. Ramesh has expertise in the areas of budgeting, Detailed Feasibility Reports, Data
Compilation for Tariff Fixation, Finance concurrence, MIS etc. He is a Chartered Accountant and
Cost& Management accountant professional.
Mr. Rakesh Ranjan Adviser, NITI Aayog, New Delhi
Mr. Rakesh Ranjan is an Adviser in NITI Aayog, Government of India. He was part of the team
which finalized the strategy for efficient urbanization in the 12th
five year plan. Mr. Ranjan has
handled large number of MRTS projects including Delhi metro phase-III, Faridabad Metro,
Bengaluru Metro Phase-I &II, Nagpur Metro and bus funding under Urban Mission during his
tenure in erstwhile Planning Commission and subsequently in NitiAayog. He was also a member
of the Committee on Jawaharlal Nehru National Urban Renewal Mission for recommending its
improved architecture and is a convener of the committee on Capacity Building and Urban
Planning. He has also worked in International Conference on Sustainable and Inclusive Urban
Development in India and as Director in Infrastructure Division (Highways and Power sector) in
erstwhile Planning Commission where creation of a suitable regulatory framework for attracting
private investment under PPP was the main focus. Prior to joining planning commission Mr.
Ranjan has spent 18 years in leadership position in Police. Mr. Ranjan is alumni of IIM
Ahmedabad.
Mr. H. K. Sahu
Financial Adviser, South Eastern Railways
MR. H. K. Sahu belongs to the Indian Railway Accounts Service (IRAS), one of the organised
services of Govt. of India. He joined the service in 1991 and since then held many positions in South
Eastern Railway, East Coast Railway and Metro Railway with distinction. He also held for six years,
the position of General Manager/Finance in Rail Vikas Nigam Ltd, one of the PSUs of Indian
Railway, which in Kolkata is executing 62 kilometres of Metro line. He is credited with implementing
an Oracle based complete ERP solution for Accounts working in South Eastern Railway which was
subsequently adopted for implementation all over Indian Railway through CRIS. He has also delivered
a number of lectures on the subject in National Academy of Indian Railway, Vadodora to the trainee
officers and posted officers. Presently, Mr. Sahu holds the position of Financial Adviser and Chief
Accounts Officer of South Eastern Railway and additional charge of Director Finance/KMRCL, which
is executing the East-West Metro Railway with twin tunnels going under the mighty river Hoogly
connecting two parts of Kolkata, a first in India.
Dr. Mangu Singh Managing Director, Delhi Metro Rail Corporation Limited
Dr. Mangu Singh is the Managing Director of Delhi Metro Rail Corporation since 1 January 2012.
Mr.Singh was Deputy Chief Engineer, Kolkata Metro Railway (1989-1996) and received National
Award (Railway Week Award 1996) for his contribution in completing the Kolkata Metro Rail
Project. Mr. Singh joined DMRC since its inception in November 1997 as Chief Engineer/Chief
Project Manager and moved upwards to Executive Director and then Director (Works). He also
assisted other State Governments in developing metro systems in cities including Mumbai,
Bangalore, Chennai, Hyderabad, Kolkata East-West Line etc. Mr. Singh has also headed the
successful Clean Development Mechanism (CDM) projects of Delhi Metro, the only successful
projects in Railway Transportation. Mr. Singh is a member of many Technical Institutions and
president, Tunnelling Association of India. He is recipient of distinguished Alumni Award -
Global Meet IIT (Roorkee) 2007 and Engineer of the year award 2012 by IEI. He belongs to
Indian Railway Service of Engineers (IRSE).

Mr. Mukund Kumar Sinha OSD and Joint Secretary (Urban Transport), Ministry of Housing and Urban Affairs, Government of India
Mr. Mukund Kumar Sinha took over the charge in the Ministry of Urban Development on 2nd
December 2013, as OSD and is the head of the rail and road based urban transport in India. He is
the nodal officer for national level planning of urban transport infrastructure, formulation of
economic policies related to funding, creation and operation of urban transport infrastructure. He
is actively involved in selection and appraisal of new urban transport infrastructure projects
supported by Central Government. Prior to this assignment he was associated with Ministry of
Railways, where he was deeply involved in infrastructure programs and resource planning. His
prime involvement included the formulation of Annual Capital Investment Budget Plans of the
Indian Railways of approximately USD 10 Bn annually. Among other things, he was also
responsible for the initiation and monitoring of the progress of such projects. An alumnus of the
London School of Economics, Mukund also holds a Masters in Management from Management
Development Institute, Gurgaon, India as well as a Master’s in Public Policy from Indian Institute
of Management, Bangalore, India.He belongs to the 1988 batch of Special Class Railway
Apprentice of Indian Railways.
