The indicators
• For each of the five key capabilities there are indicators. • These are intended to be a menu of the underlying
behaviours expected – not a definitive checklist.• There are significant differences in the context and
complexity of people’s work across the department. The indicators describe the essential skills and abilities of all public sector employees despite these differences.
• They are representative of the minimum capabilities required of public sector employees and build along a continuum in terms of the amount and extent required of staff.
