One of the first manifestations of the green computing movement was the launch of the Energy Star program by EPA in 1992 [2]

ENERGY STAR is a U.S. Environmental Protection Agency (EPA) voluntary program that helps businesses and individuals save money and protect our climate through superior energy efficiency.

Computers and monitors were the first labelled products. Through 1995, EPA expanded the label to additional office equipment products and residential heating and cooling equipment. In 1996, EPA partnered with the US Department of Energy for particular product categories. The ENERGY STAR label is now on major appliances, office equipment, lighting, home electronics, new homes and commercial and industrial buildings and plants [2] .

The Electronic Product Environmental Assessment Tool (EPEAT) maintained by the Green Electronics Council (GEC) is a searchable database of computer hardware that meets a strict set of environmental criteria. Depending on how many criteria they meet they are rated bronze, silver or gold [7] .

Recyclability1. Today, recycling computer equipment and electronics is

sometimes only marginally cost effective. This is because most products are not designed with recyclability in mind. If products were designed with more foresight, recovery of their raw materials would be easier. This is an area in which governments and manufacturers need to work together to correct, and one in which enlightened consumers need to show their preferences [8].

Recyclability2. The electronics industry is striving to be the exception.

Reducing the toxic content of electrical and electronic goods through initiatives such as the European Union's RoHS and WEEE (Waste electrical and electronic equipment)are major steps forward. By reducing the toxic content of electronic and electrical appliances, the regulations simplify and reduce the cost for the recycler [8].

• It is illegal to directly dispose of electronic appliances in many countries. Always check with your local authorities as to the rules. In the U.S. electronics recycling centers can be easily located using websites like " TIA E-Cycling Central" and others

Regulation 1. RoHS Regulations ban the marketing of new electrical and electronic

equipment containing more than the permitted levels of certain hazardous substances. In addition, producers must retain technical documentation showing that their equipment complies with the RoHS Regulations. This documentation must be retained for inspection for four years from the date the equipment is put on the market

Regulation 2. Non-compliance can be a criminal offence, and the RoHS Regulations give wide

powers of investigation to the Secretary of State. Powers include the ability to enter and inspect records, and to make test purchases to criminal conviction in the magistrates or crown court.

Policies 1. Users of electrical and electronic equipment from private households should

have the possibility of returning WEEE at least free of charge“, and manufacturers must dispose of it in an environmentally friendly manner, by ecological disposal, reuse, or refurbishment(Extended producer responsibility (EPR))

2. Environmentally harmful subsidies should be removed through subsidy reform processes, or transitional processes in cases of political or social resistance.

Policies 3. Enhancing the skill-base through education and training programmers targeted

at all levels is an important foundation for the greening of industries.

4. If a company will purchase energy efficient products and equipment. Purchases that are Energy Star-certified or that meet other nationally accepted standards of energy efficiency should be made whenever financially feasible.

5. Do an agreement between the companies that works on recycle the devices to not use any personal information found on that devices.
