Why Lifelong Learning (LLL)?
– Demographic change, longevity, ageing society and workforce;
– Globalisation, migration & ethnic diversity;
– Changing economic, insurance and welfare patterns; later retirement ages;
– Increasing economic disparities, ‘2/3 societies’, structural imbalances;
– Shift from full- to part-time employment; economic need for mobility and flexibility, ‘modern nomads’, permanent mobility;
– Shift from a industrial to an Information and Knowledge Society;
– Individualised/atomised societies, flexible lifestyles and changing biographies, from individuals to ‘multi-viduals’; super-diversity; identity and threat of difference;
– Dissolving traditional family structures, single households, social isolation of the elderly etc;
– Urbanisation;
– Digitalisation, Digital Natives vs Immigrants, Digital Residents vs Visitors, Digital Gaps, New Millenium Learners, Big Data and Big Brother(s);
– Changing Learning: from transmissive to facilitated, co-created, co-owned.

Life-long & Life-wide Learning Societies
• The Knowledge (or Learning) Society is characterised by an organic link between the different contexts of learning: • Individual learning; • Community learning; • Organisational learning; • Territorial learning
(i.e. learning cities and regions). • The Industrial Society was
focused on training (assimilation): • the era of mass media was
focused on delivery of pre-packaged contents;
• central-design, push & control;
• The Knowledge Society is focused on learning (accommodation): • the era of knowledge media is
focused on knowledge co-construction;
• co-design, pull & share.
• Up to 1970s Learning to work
• 70 – 80 Learning at work
• 80 – 90 Learning through work
Learning through life
• 21st century Learning is work

Social Theory of Learning
– For Individuals, it means that
learning is an issue of engaging in
and contributing to the practices of
their communities.
– For Communities, it means that
learning is an issue of refining their
practice and ensuring new
generations of members.
– For Organisations, it means that
learning is an issue of sustaining the
interconnected communities of
practice through which an
organisation knows what it knows and
thus becomes effective and valuable
as an organisation.

1. What is DISCUSS about?
# 7
DISCUSS is a European Platform for Communities of Practice
(CoPs) in Lifelong Learning which is aiming for … – developing a state-of-the-art platform for CoPs active in Lifelong Learning,
helping to foster dialogue and exchange between beneficiaries and users of the
Lifelong Learning Program (LLP) of the European Union;
– bringing together project actors, experts, stakeholders, decision makers and
end users in a Collaborative Environment.
Therefore DISCUSS will … – build the organisational capacities, software tools and technical infrastructure to
host and accommodate CoPs;
– create excitement, relevance and added value necessary to attract and engage
members;
– scaffold collaboration and mutual learning across CoPs.

# 8
Theoretical Basis
– DISCUSS builds on a Participatory Approach, which shall ensure active
involvement of the major target groups, and a Complementary Learning
approach, based on the concept of expansive learning;
– For the design, the Seven Principles for „cultivating“ Communities of
Practice has been adopted (Wenger et al, 2002):
1. Design for evolution;
2. Open dialogue between inside and outside perspectives;
3. Inviting different levels of participation;
4. Development of both public and private community spaces;
5. Focus on value (building and adding);
6. Combination of familiarity and excitement;
7. Creating a rhythm for the community.
– Communities of Practice (CoPs) are everywhere!

Work Packages
– Building Common Ground & Setting the Scene: Describing the current
situation of COPs, tools and good practices by looking at the literature
and interviewing experts;
– Elaborating the Conceptual Framework and developing the DISCUSS
architecture;
– Developing and testing the Technical Infrastructure, debugging and
reviewing the platform – including critique of the users.
– Populating and Working with the Platform, exploitation, dissemination,
quality assurance etc.

Communities of Practice (CoPs) are ....
– Creating shared meaning in uncertain times;
– Providing support and inclusion;
– Valuing difference as a critical advantage;
– Maintaining creative evidence;
– Demonstrating research capacity;
– Breaking out of boundaries;
– Supporting emancipating and empowering learning;
– Shaping futures not reacting to them.

Consequences
– The platform should allow for effective knowledge sharing;
– So the information section of DISCUSS will hold information and news compiled from relevant projects and present them in a common format;
– The platform should offer different ways of collaboration;
– Especially thematic working groups should be offered to allow every member to interact at a personal level, real-time translation to handle language problems and cloud-based wikis allowing for incremental elaboration of a topic.
– In addition it should be possible to personalise the workspace of a community.

Key Elements & Processes
– Online Community Platform: resting on three pillars of i) information
section; ii) collaborative workspace(s) and iii) social network;
– Workflow: describes the key processes through which the objectives,
tasks and means needed in order to cultivate Communities of Practice are
being developed;
– Thematic Areas: initially based on strategic priorities Lifelong Learning
Programme (LLP) of the European Commisssion; each priority/topic is
linked to a cluster of past and ongoing projects.

Platform Architecture
Information Section holds information
and news compiled from relevant project
websites, and tools allowing for extensive
knowledge sharing.
Collaborative Workspaces offer a
variety of rich tools for asynchronous and
synchronous communication, which can
be used to identify, explore, discuss or
develop concrete activities with regard to
an issue or problem of common interest.
Social Network supports the building of
personal relationships (and trust) between
the members, with a view to the animation
of social life and further evolution of the
community.

3. What are our next steps?
DISCUSS Roadmap 2020 I
– Technical infrastructure will be maintained and continuously updated by the German project partners. DISCUSS Community Platform runs on managed servers, which allows to share server capacities with already existing platforms, such as the German Network for Creative Industries;
– Features of the DISCUSS Community Platform will be expanded step by step e.g. e.g. until the end of 2016 Access Control List (ACL) functionality will be fully implemented i.e. community managers have full control who can access different features on the backend and frontend, and associate different features with different profile types;
– DISCUSS as ‘One-Stop-Shop’ for collaboration, dissemination, exploitation and sustainability building.

3. What are our next steps?
DISCUSS Roadmap 2020 II
– DISCUSS Community Platform will be managed and further developed by a range of project partners and actors, * who on one hand are interested in continuing the previous discussions and collaborations on lifelong learning; * while on the other would be interested in linking their future projects with the community and use the platform features in the course of those projects, such as for project management of e.g. Erasmus+ or H2020 projects and large scale collaborations within multidisciplinary, European and national research networks.
