Friends,
Let me first wish you a very happy& prosperous New Year 2011. Hopethe New year brings more successin business and life.
We are now in the fourth quarter ofcurrent financial year and it isheartening to see that the country'sexport is increasing satisfactorily. As
per available reports, cumulative value of India's exportfor the period April-November 2010 was US$ 140289million (Rs.641225 crores) as against US$ 110689 million(Rs.531974 crores) attained during the same period ofprevious year, thus registering a growth of 26.7% in Dollarterms and 20.5% in Rupee terms over the same period oflast year. Side by side, cumulative value of India's importfor the period April-November, 2010 was US$ 221963million (Rs.1014960 crores) as against US$ 179063 million(Rs.859871 crores) registering a growth of 24% in Dollarterms and 18% in Rupee terms over the same period oflast year. The trade deficit for April-November, 2010 wasestimated at US$ 81674 million as against deficit of US$68375 million during April-November, 2009 thus reflectingincrease in trade gap by 19.45% over the same period oflast year. This increasing trade deficit is a matter of concernfor all of us and needs some effective steps to reduce thetrade gap.
The Indian economy is doing fairly well and expected togrow at 8% or even more during the current year. Despitesatisfactory growth in the economy, there are some worryingfactors like high level of inflation, food inflation, increasinglending rates by banks, etc. Recent hike in the price ofpetrol is also putting pressure on the general public. Withina month, Union Budget 2011-12 is expected to be presentedby the Government and we expect the budget will try toaddress some of these irritants in the economic front.
As for CAPEXIL is concerned, we have projected an exportof US$ 15 billion or Rs.688500.0 million for the currentyear as against actual export of US$ 13.1 billion orRs.621270.2 million attained during 2009-10. The Ministryof Commerce & Industry, Government of India is in theprocess of formulation of strategy and Action Plan to doubleIndia's export by 2013-14. To achieve this target, theindustry needs proper infrastructure particularly in ports, shipping & transport facilities, finance at concessional rateand policy support to carry forward export in increasedvolume. There is a need to check cheap import particularlyfrom neghbouring countries which in effect causing seriousdamage to the domestic industry.

CAPEXIL – Eastern Region in association with SMERating Agency of India Ltd., Kolkata and SyndicateBank had jointly organized a seminar on “External CreditRating & Financing Options for MSMSs” on 24th January,2011 in the premises of Hotel Hindusthan International,Kolkata. The seminar was attended by Mr. Hari Kapoor,General Manager, Mr. D Raja Narasaiya, Dy. GeneralManager, Mr. S.C. Das, Dy. General Manager fromSyndicate Bank, Mr. S K Ghosh, Regional Chairman,Capexil and Mr. Tanuj Dewan, Regional Manager, North& East, SME Rating Agency of India Ltd, dignitaries, members of CAPEXIL and other Guests. More than 60participants had attended in this seminar.
Ms. Dipsikha Mitra, Area Development Manager – East,SME Rating Agency of India Ltd., Kolkata in herintroductory address mentioned that like in mostdeveloping countries, in our country too, the Micro,Small and Medium Enterprises constitute bulk of theindustrial base and contribute significantly to our exportas well as to our GDP. Our country has got nearly 13million MSMEs who account for about 50% of industrialoutput and 42% of country's total exports. It is the mostimportant employment generating sector and is aneffective tool for promotion of balanced regionaldevelopment. This sector accounts for 50% of privatesector employment and 30 – 40% of value addition inmanufacturing. This sector also produces a diverserange of about 8000 different products includingconsumer items, capital and intermediate goods. However, MSMEs in India, who constitute more than90% of the total number of industrial enterprises andformed the backbone of industrial development, unfortunately, are having dearth of financial knowledgeand sometimes management expertise too. They sufferfrom problems of making inappropriate accounts, notadopting statutory norms, suboptimal scales of operationand last but not the least, weak management practices. This is a matter of concern for our economy and needsto be addressed promptly. As our country integratesinto the global village, our MSMEs will have to respondaccordingly and thus need special attention.
This is where credit rating comes in to help in resolvingthis problem. A group of professionals employed with
SEMINAR ON "EXTERNAL CREDIT RATING & FINANCING OPTIONS FORMSMEs" BY SMERA, CAPEXIL AND SYNDICATE BANK
HELD ON 24th JANUARY, 2011 AT KOLKATA
the rating agency in India analyze the various financialand non financial information of the MSMEs, performa consistency checks and paint a true picture of theirpresent position. It pinpoints to them the areas ofimprovement where they should concentrate. Likehuman being, the MSMEs are all unique and hencetheir areas of concern too are quite different from eachother. Credit rating of an individual MSME thus bringsforward all these unique areas of concern thus facilitatingthem to progress.
Mr. S K Ghosh, Chairman – Eastern Region, CAPEXILin his welcome address stated that this session wouldbe useful for the members of trade & industry particularlythose belonging to MSME sector. This is more sobecause a sizable portion of our members belong toMSME sector. In fact, MSME sector plays an importantrole in the country’s economic activities including exportsas well as employment generation. He requestedmembers to take advantage of this interactive sessionfor getting guidance and clarification on banking mattersas well as the process/ benefits of rating.
Mr. Hari Kapoor, General Manager, Syndicate Bank inhis address mentioned that SME manufacturer –exporters are doing commendable job for the countryas they are generating employment. MSMEentrepreneurs are the backbone of the country and theyshould concentrate on manufacturing work. Heemphasized the need of MSME Rating from someMSME Rating Agency including SMERA. This may helpthem to get credit from Nationalized Banks at aconcessional rate of interest for export import business.Mr. Kapoor also announced that Syndicate Bank hasopened a training institute in Kolkata where employeesof MSME sector can get practical training on differentfields of business. He requested MSME units to takeadvantage out of this institute.
Mr. V M Bhatt, Asstt. and Bank is monitoring this system and time to time passing the information status to the exporters for their benefit. He also described the benefit of RTGS, SMS banking, Instant debit card, Credit card, POS, e-payment of tax, e-ticketing, etc.
Mr. Tanuj Dewan, Regional Manager, North & East, SME Rating Agency of India Ltd. in his address explained aboutthe necessity of credit rating and more particularly about SMERA Credit rating. He explained that SMERA ratingis an independent third party comprehensive assessment of the overall condition of an MSME. It takes into accountnot only the financial condition of the MSME unit but also several qualitative parameters and have bearing on creditworthiness of the MSME units. SME Rating Agency of India Limited (SMERA) is a joint initiative by Small IndustriesDevelopment Bank of India (SIDBI), Dun & Bradstreet Information Services India Private Limited (D&B), and severalleading banks in the country. SMERA is the country’s first and only dedicated rating agency that focuses primarilyon the MSME segment. SMERA’s objective is to provide Enterprise Ratings that are comprehensive, Transparentand Reliable to facilitate easier and adequate flow of credit from the banking sector to MSMEs.
SMERA Rating fees are economical and affordable for MSME units, with eligible SSI units enjoying rating feesubsidy up to 75% under the "Performance & Credit Rating Scheme of NSIC". In order to avail the 75% subsidy, the eligible SSI units should possess a valid SSI Registration Certificate / Entrepreneur Memorandum Number(Permanent / Provisional) & should not have availed any rating subsidy in the past from NSIC). SMERA Ratingsfacilitate banks/ lending institutions in reducing the turnaround time in processing credit/ loan applications, therebyproviding MSMEs access to timely and adequate credit.
SMERA Rating is a comprehensive assessment of the enterprise, taking into consideration the overall financialperformance (profitability and growth ratios, gearing levels, liquidity ratios, etc - size and industry specific) and non-financial performance (management experience and qualifications, certifications, customer and supplier base, constitution, etc.) of the MSME vis-à-vis other peers of similar size in the industry. A major advantage that the SMEsderive from a SMERA rating is a unique nine-digit “D U-N-S No.’, which distinctly identifies single business entitiesand is also recognized world over. This unique number is especially useful for those SMEs who are into internationaltrade.
The entire Rating process is transparent, reliable, time bound and customer friendly. The Rating process beginswith the receipt of rating mandate along with the application form and ends with the dispatch of the Rating reportand Rating certificate. The Rating process in brief is enumerated below:
SMERA’s Rating Process
Submit application Site Visit &Rating Request form, relevant Management
documents & fees Interview
Rating Rating Committee / RatingDissemination Rating Decision Assessment Process
At the conclusion of the session, Mr.Ratnadeep Dutta, Cluster Development Manager of SMERA proposed voteof thanks to CAPEXIL, Syndicate Bank and Hotel authority for organizing such a programme for the benefit MSMEunits.

6. Country Profile – U.S.A. :-
The US has the largest and most technologicallypowerful economy in the world, with a per capita GDPof $ 46,400. In this market-oriented economy, privateindividuals and business firms make most of thedecisions, and the federal and state governments buyneeded goods and services predominantly in the privatemarketplace. US business firms enjoy greater flexibilitythan their counterparts in Western Europe and Japanin decisions to expand capital plant, to lay off surplusworkers, and to develop new products. At the sametime, they face higher barriers to enter their rivals’ homemarkets than foreign firms face entering US markets.US firms are at or near the forefront in technologicaladvances, especially in computers and in medical, aerospace, and military equipment; their advantagehas narrowed since the end of World War II. The onrushof technology largely explains the gradual developmentof a “two-tier labor market” in which those at the bottomlack the education and the professional / technical skillsof those at the top and, more and more, fail to getcomparable pay raises, health insurance coverage, and other benefits. Since 1975, practically all the gainsin household income have gone to the top 20% ofhouseholds. The war in March-April 2003 between aUS-led coalition and Iraq, and the subsequentoccupation of Iraq, required major shifts in nationalresources to the military. Soaring oil prices between2005 and the first half of 2008 threatened inflation andunemployment, as higher gasoline prices ate intoconsumers’ budgets. Imported oil accounts for abouttwo-thirds of US consumption. Long-term problemsinside inadequate investment in economic infrastructure, rapidly rising medical and pension costs of an agingpopulation, sizable trade and budget deficits, andstagnation of family income in the lower economicgroups. The merchandise trade deficit reached a record$840 billion in 2008 before shrinking to $ 450 billion in2009. 10. General Findings & Observations :-
l Agents play an important role in the region and theappointment of an agent can significantly help toovercome local credit or trading issues, which maynot be obvious to the overseas supplier. They arealso useful to minimize communication gap with theImporters / Buyers and to avoid the languagebarriers.
l Inter-trading of wood products between markets iscommon, notably within the members of the NAFTARegion. As much as one third of exports to USAmay be destined for re-export to the neighboringAmerican Countries.
l One unifying factor between NAFTA Region is thewide use of English & Spanish languages and moreor less the common culture. As a result, numerousorganizations across the countries have set up anetwork of importing and trading business throughoutthe region. This can help with purchasing power inthe smaller markets, but it also helps to increaseawareness of specific products at the same time.
l Unlike in other countries, business in the AmericanMarkets is carried out on a mutual trust basis, wheresellers and buyers establish a long-term businessrelationship. American businessmen / importersnormally express their unwillingness to buy woodproducts from a company / organization about whichthey know very little and suggest that the mostsuccessful shippers are the ones who frequentlytravel to their region, allowing for face to facebusiness deals. Field Research in USA has shownthat importers prefer to stay with one supplier, with

whom they have established trust and mutualunderstanding.
l Presently, American Markets import all finishedgoods and also manufacturing domestically. Thesemarkets support a number of both furniture andjoinery manufacturing facilities. Furniture Importsin these countries play a key role, while furniture isalso manufactured by local craftsmen & smallfactories. In general, joinery, door & window framingare carried out locally and the standards of finishedproducts are very high.
l There is strong tradition of using Wood in makinghomes in USA & other American Countries due totheir climatic condition.
l NAFTA Countries are having immense trade andinvestment potential for the Indian Businessmen /Exporters. They pursue very transparent trade policy. However, it should be noted that the Americanmarkets are highly competitive and businesstransactions can take place only on the basis ofsound quality, reasonable cost, punctual / committeddelivery and prompt service with great level ofoverall efficiency.
l There is also scope for entering into joint venturearrangements with American Businessmen / traders/ distributors for setting up plants in India towardsproduction of various wooden products, with orwithout buy back arrangements.
l American Countries are having buoyant andprosperous domestic market with strong commercialtradition and wide choice of potential trading partners.Their ports and airport facilities are unrivalled in theentire region in terms of size, flexibility, efficiency& high technology & modernization.·
l USA & other NAFTA Countries have a strong andadvanced production base for various woodproducts. Production base is also strong for woodworking machineries in USA & other AmericanCountries. Manufacturers with right attitude towardsquality, prompt delivery and strong financial standingcan only survive in these markets.
l All the American Countries are having strongtransportation sector with top regional & internationalfreight forwarders, shipping companies & insurers.
l There are great opportunities for Indian Exportersas far as transport and distribution are concernedas Houston & Seattle are enjoying superb locationsand infrastructure making them ideally suited for
the role of key centers in the global transport anddistribution system / channel. Both the cities arestrategically located. Moreover, American Ports areserved by a large and growing number ofinternational lines with worldwide links, combinedwith feeder services to other regional markets andhaving excellent regional road transport links via amodern highway network.
l For Indian Exporters, Houston & Seattle are theideal locations for opening regional headquartersoffice with their pro-business government policiesand one of the most liberal regulatory environmentsin the region with efficient local and globaltelecommunications, international lifestyle, tolerant, virtually crime free environment.
l In order to promote export of wood products inAmerican countries, it is important & mandatory tohave FSC & PEFC certificates from approvedagencies as well as compliance with Lacey & CARBActs.
l Participation in relevant Exhibitions / Fair s mayyield good results in making entry into AmericanMarkets & penetrate the American Trade with thestrategy of Niche Marketing.
11. Recommendations & Suggestions :-
1. In case, Buyer Seller Meets / Networking Sessions& B2B Meets could be arranged in commercialcentre of USA e.g. New York & L.A. after the tradefair, it will be more advantageous & much morerewarding & fruitful as the leads & enquires receivedduring the trade fair can be converted into ordersby discussing at length during the meet.
2. In order to make supplies to the American markets,it is important to have health and safety data sheetof the basic inputs and finished products as well asquality and cost analysis sheet approved by thebuyer.
3. The American Manufacturers prefer to work on zeroinventory basis and they are implementing theconcept of receiving their supplies ‘just in time’ (JIT)i.e. zero inventory system. However, Indianmanufacturers may offer discount up to 2 to 5% soas to encourage the consumers in USA to maintaina certain level of stock for one to two months. Thiswill take care of any delay due to shipping, transport& other unforeseen problems/break down.
4. The items considered having potential for exportare teak wood, sawn timber, plywood & plywood

5. The Indian Exporters should set the hallmarks ashi-tech, high quality and high reliability, truth / faithfor their export products growing globally fromstrength to strength & creating new boundaries ineco-friendly wood processing & making of woodproducts.
6. The Indian Exporters should be committed tomanufacture all the wood & wood based productseco-friendly of world class quality to the completesatisfaction of overseas importers as the successfulmanufacture of quality products is an index of thecompany’s technological competence resulting intothe smooth export flow.
7. The Indian Wood Industry should continue tomaintain a strong record in adopting “minimumimpact-best process” technology, resourceconservation, continuous augmentation of windenergy, responsible waste management, reductionin pollution load, conservation of electricity & all theother energy sources to the best possible extent, designing excellence, accurate results, qualitycommitment and system compliance.
8. The Indian Exporters are advised to have strongnetwork all over the world with strong support basefor its well established products enjoying a goodrecognisation in the international market to makea deep inroad in the wood industry & its end numberof satisfied buyers across the globe.
9. It is suggested that Indian Missions may pleasemake proper efforts to meet the representatives ofIndustries / Associations, Chambers of Commerce,Trade Promotion Bodies / Organizations to identifythe specific requirements and capacity of the Parties/ Importers / Buyers before fixing up theappointments with trade promotion delegations /Indian Exporters / Member Participants.
10. Indian Missions abroad may be asked to providethe necessary information from time to time aboutthe demand of wood & wood based products andthe various export promotional events which takeplace in those countries. Our wood products canbe displayed in those missions and they can ensurethat the Indian Products are included in the lists ofgoods required for international grants.
11. All irritants towards clearance of goods for import
and export should be removed. The agenciesconcerned may be made accountable for any delayin clearance of goods for export and import purpose. The existing procedure & formalities requiresimplification so that processing of documents, stuffing and customs clearance are made easier.
12. In spite of all the attempts by the government tosimplify the various procedures & formalities, thedocumentation work is still very lengthy and needsto be reviewed to reduce it as far as possible. Thedocumentation work involved in the export of woodproducts may be reviewed further to make itminimum possible extent.
13. It is suggested that imports relevant for exportproduction should be given full exemption frompayment of any kind of duty as otherwise it willraise the cost of production of the resultant productsand erode the competitive strength of the itemsconcerned in the international market.
14. It is also suggested that Indian manufacturersshould not succumb to pressure for lowering priceand instead make efforts towards improving qualityof their products and obtain the latest know-howfor manufacture of various Wooden Products &parts thereof.
15. Indian manufacturers are also advised to improvetheir packaging standard to international level inorder to avoid any complaints about packagingand to make a future ready industry nurturingrelationships beyond business, beyond borders. This will stand as testimony to our efforts to enhancethe prestige of the Indian Wood Industry. Ourventure into international trading and sourcingwould be just another stride in the voyage called“Esteemed India” speaking the language ofprogress.
16. Indian Wood & Wood based Products should bedesigned to withstand against high pollution levelswith innovative solutions, compliance with anyinternational standard and excellent aestheticappearance with cost competitiveness for all thereasons and seasons.
17. Inadequate infrastructural facilities coupled withhigh incidence of port charges, freight charges, incidence of indirect taxes, delays in shipments, etc. are eroding the competitive strength of woodindustry. The time taken for loading and unloadingof cargo in Indian ports ranges from 3 to 7 days as

compared to 24 hours in other overseas ports likeColombo, Singapore, Middle East, Far East, etc.Hence steps may be taken to improve theinfrastructural facilities in the port area in particularso that port charges could be reduced to a sizeableextent.
Opening of the Timber Zone should be the thrust areafor the Government as it will definitely prove as amilestone in Timber Industry and boost the growth ofthe industry and the export of the country at thesignificant level. The establishment of Timber Zone inline of the Special Economic Zone (SEZ) will also givean opportunity to the Indian exporters to move theirgoods hassle free and save the unwanted overheads. Thus, the exporters will be able to maintain the priceof their goods at very competitive level to face theInternational Market Trend.
12. Road Ahead :-l To achieve export growth of 15% in 2010-11 with
a target of USD 200 Billion by March’2011.l Various SEZ expected to produce goods in sizable
quantity for export purpose.l First exclusively Wood Based Products Area to be
established in Gujarat close to two major sea portsviz. Kandla & Mundra.
l Special Economic Zone in Gujarat alone to attractUS $ 230 Million Investment & to provideemployment to the tune of 50,000 people.
l Free Trade Agreement with ASEAN Region, Europe& American Countries.
l Development of Industry usingl Integrated Policyl Back-ward integration of raw material resourcesl Discounted loans & capital subsidiesl Public Private Partnership for plantationsl Extensive training & development as well as use
of newer & better methods to improve productiontechnology
l Development of fast-growing high yield plantationsto meet raw material requirements
l Attract investments by large state owned & foreigninvested enterprises to produce value added goodsfor export & domestic consumption.
l Wood based industries can be most importantcontributors to economic revolution in India
l The wood based industry being an agro forestry
based industry is deprived from any centralgovernment policy directives, incentives & fundingto promote it
l It is essential to put in place aggressive developmentpolicies so that India too can set go-gettingexpansion targets for its wood based industries.
l India is in rapid phase of urbanization, growingdemand for engineered wood panel products & highinfrastructure etc.
l Potential to emerge as “Asia’s Largest Wood BasedIndustry”
l Setting up of large scale plants for panel productsbased on bamboo as a substitute to wood
13. Conclusion / Summary :-
The whole event attained a great level of success andhad meaningful dialogue & interaction. The delegationhad also explored the avenues of possible businessopportunities & setting up the processing plants alongwith state of the art facilities and highly advancedtechnologies. The delegation also visited topmanufacturing units / factories in USA to gain theknowledge and technical knowhow of the production, processing, research, improvisation of product quality, sustainability of the products as well as the packagingprocess.
The Indian Diplomatic Missions in the target country& all the relevant and vital Industry Associations,Chambers & Trade Organizations had extended theirfull support & co-operation and made this programvery meaningful and result oriented. The delegationwas very well received by the Indo American Chamberof Commerce of Greater Houston (IACCGH), SeattleTrade Alliance (STA), International Wood ProductsAssociation (IWPA) and all the other significant IndustryAssociations, Chambers and relevant trade boardsapart from potential Wood Products ImportingCompanies of USA.
As a result of this whole exercise, all the delegatescould get considerable export enquires, appoint agents/ dealers in respective countries which will certainlyenhance the scope of India’s foreign trade with AmericanCountries to a great extent in days to come.
Capexil will ensure that such export promotion eventshould be continued and carried out with dedicatedefforts in the interest of the country’s trade & commerce.USA offers good potential for export of quality productsas the cost of production of various products in USAis very high as well as the availability of skilled labor

is limited up to certain extent.
Moreover, the availability of skilled labor is turning tobe costly which results into increase in the cost ofproduction of these products. Since cost of productionof wood products is very high in USA in comparison toIndia and most of the manufacturing units are beingshut down due to various reasons, there is a goodscope for India to explore the American Market potentialand takeover of the manufacturing units located inAmerica.
With proper marketing drive, it may be possible tosupply these products from India to small & largeimporters / buyers in USA. Indian Exporters may alsotake advantage of entering into some tie-uparrangement with concerned organization / companiesin USA on mutual basis for the betterment of bothsides. It seems possible because number of units inUSA is trying to relocate their plants and transfer theirmachineries and technologies in developing countriesparticularly where there is easy availability of rawmaterials & skilled labor. Indian Industries have thecapacity to absorb the technology from their overseaspartners for setting up new plants or investment inexisting manufacturing units. It may be useful for ourindustries to manufacture various parts / products withforeign technical support for ultimate supply to thenewly established manufacturers in the domestic marketand also export to the other overseas countries.
