The Institute for Competition and Procurement Studies (ICPS) is a leading centre for promoting innovation and research in public and private procurement, policy and law.

ICPS’s Procurement Week is an annual event staged by the Institute over 5 consecutive days to disseminate knowledge and ideas about the latest procurement innovation strategies, procurement law and procurement policies from around the world. Procurement Week 2012 will focus on five different procurement themes, under the general title of “Evolving Private and Public Procurement: Global and National Benefits.”

Whether you are an SME, a multi-national, a public procurer, an academic, a lawyer, or a politician, we truly have an event for everyone. At least one of the five days will interest you!

Over the course of the five days we will welcome a variety of procurement leaders from around the world to present papers and lead discussions. Procurement law, policy and strategy experts from the UK, Holland, Belgium, Ireland, Spain and Portugal will attend. We have key speakers from leading multi-nationals such as Mott McDonald, Exxon Mobil, Magnox and Siemens, who will be talking about their strategies and opportunities.

Leading legal experts will also be present, such as A & L Goodbody, Arthur Cox, Monckton Chambers, 11 Kings Bench Walk Chambers as well as organisations such as Value Wales, Carmarthenshire County Council, Aerospace Wales, the Welsh Automotive Forum and leading procurement modernisers. “Winning in Tendering Day For Suppliers” OUTLINE: Supported by EU INTERREG funding, this event is free for small businesses and SMEs based in the Ireland/Wales INTERREG region.* It will help businesses seeking to transact with the public sector to get a better understanding of their rights under EU public procurement law. AUDIENCE: This day of training will be of interest to small indigenous suppliers and small and medium sized businesses interested in getting a better understanding of how EU law affects public procurement and how it can affect your interaction with a public purchaser when you participate in a public tender process. Bangor Law School is the lead partner in the "Winning in Tendering" project. It is a 3.7 million Euros Strategic Project, part funded by the European Regional Development Fund (ERDF) through the Ireland Wales Programme (INTERREG 4A). The project is aimed at transforming the public tendering experience of SMEs and social enterprises in Ireland and Wales.

The “Winning in Tendering” project’s training day will focus on raising awareness and understanding of EU public procurement law in order to help suppliers understand the public sector procurement/tendering process and their rights under EU public procurement rules.

*Note that for attendees of the training day there will be an opportunity (subsequent to the training day) to undertake additional training via online learning. Those who pass the final assessments will also be eligible to seek part exemption from Bangor University’s LLM in Public Procurement Law & Strategy.*

This will be achieved by delivering tailored training to raise the skill levels of SISs to tender efficiently and effectively for public sector contracts, whilst at the same time also enhancing the skills of public procurers to act in ways that take into consideration the barriers and vulnerabilities SISs face in tendering. We believe that only by adopting this end-to-end training approach is it possible to complete the public tendering skills circle and thereby fully benefit the wider rural economies of Wales and Ireland. Bangor University School of Law’s Institute for Competition & Procurement Studies (ICPS) is the project’s lead partner and has joined forces with Dublin City University’s Strategic Procurement Unit and the Irish Institute of Purchasing & Materials Management (IIPMM) to fulfil this important mission. The partners have declared an intention to be a best in class project in relation to the sustainable use of resources and its openness to equality practices. Bangor University, Dublin City University and the IIPMM have a track record of working together and a common interest in removing the barriers that SISs face in public sector tendering.
