Procurement and LEADERWhat we do in Forth Valley &
LomondAnne-Michelle Ketteridge
Programme Manager
Why do we require projects to do it?
• Openess, fairness and transparency• Value for money• Widens applicants’ knowledge/awareness of
who is out there to help them• Maintains credibility of project and applicant at
community level• Avoids any future incriminations or conflict• Results in a stronger, more successful project • EU Procurement Directive requires us to do it
What do we do in FVL?
• We have adopted operating procedures of our Lead Partner (Stirling Council)
• Stirling Council has Standing Orders in relation to procurement with specific thresholds
• Married with guidance given by SGRP Compliance Team
• Requirement to advertise WIDELY• Test case meant Public Contract Scotland
Website incredibly useful
How do we do it?• Tell projects about the need to advertise
contracts and get quotes at first meeting• Handy Hints for Applicants – a short reference
guide (4 pages) to avoid common pitfalls for projects
• Application form guidance document• Our technical assessment process – final check• Welcome letter with Handy Hints (again!)• Ongoing relationship with projects checking
milestones• Formal monitoring • Evidence of submitted with final claim
