Proclamation
WHEREAS, the older residents of Greene County represent a wealth of knowledge and experience
and are one of the county's most valuable resources; and
WHEREAS, the Greene County Legislature is committed to supporting its senior citizens by means
of a vast array of programs and services offered by the Department of Human Services, Aging
division; and
WHEREAS, over one-fifth of the County's total population is comprised of citizens 65 years of age
or older; and
WHEREAS, a growing number of baby boomers are rapidly becoming older citizens, and the
number of individuals providing care to family members and friends is expanding significantly; and
WHEREAS, Greene County benefits greatly from the dedication and community awareness of its
senior residents; and
WHEREAS, the month of May is nationally recognized as Older Americans Month and this year's
theme is “Connect, Create, Contribute”, which encourages older adults and their communities to:
Connect with friends, family, and services that support participation;
Create by engaging in activities that promote learning, health, and personal enrichment
Contribute time, talent, and life experience to benefit others.
NOW, THEREFORE, we, the members of the Greene County Legislature, hereby proclaim the
month of May 2019 as:
GREENE COUNTY OLDER AMERICANS MONTH
AND FURTHER, with great pleasure, we honor our senior citizens and encourage them to continue
to play a vital role in the Greene County community.

Greene County will host the Vietnam Traveling Memorial Wall at the
Historic Catskill Point from Thursday, August 22 - Sunday, August 25.
The Traveling Memorial Wall is a 3/5 scale replica of the Vietnam
Memorial in Washington DC. It stands six feet tall, at the center, and
covers almost 300 feet from end to end. The total number of names
on the wall is over 58,000.
This Traveling Memorial stands as a reminder of the great sacrifices
made during the Vietnam War. It was made for the purpose of helping
to heal and rekindle friendships, and to allow people the opportunity to
visit the replica wall in their hometown who otherwise may not be
able to make the trip to Washington.
It will be escorted to the site on August 21 via an Escort Ride led by
local chapters of the American Legion Riders and the Protectors
LEMC, as well as local law enforcement and other first responders.
Anyone is welcome to join the ride.
The exhibit will officially open on Thursday, August 22, at 11:00 a.m.
with an Opening Ceremony. It will be open for public viewing twenty
four hours per day until the Closing Ceremony on August 25th.
A full schedule of events throughout the visit will be available soon.
We hope you will make time in your personal schedule to visit the
wall and reflect on the sacrifice made by so many.

2019 NATIONAL SERVICE RECOGNITION DAY
Thousands of local leaders across the country honor AmeriCorps members and Senior Corps volunteers by
participating in recognition events, issuing official proclamations, and taking to social media in a nationwide show of
appreciation. This annual initiative takes place the first Tuesday in April and is led by the Corporation for National
and Community Service (CNCS), the National League of Cities, the National Association of Counties, and Cities of
Service. This year’s date was Tuesday, April 2.
Here in Greene County, the Department of Human Services’ RSVP, a program of Senior Corps, once again
participated. Area government officials were invited to participate by attending one of the county’s five Senior
Nutrition sites. They met volunteers from the sites and assisted with meal preparation for both homebound and
congregate seniors. They also had the opportunity to accompany a RSVP volunteer deliver a homebound meal route.
We believe National Service Recognition Day gives elected government representatives a first-hand opportunity
regarding issues important to senior citizens.
Local officials participating were: Greene County Legislature Ed Bloomer of Athens (helping serve at the Rivertown
Senior Center); Greene County Clerk Marilyn Farrell (helping serve at the Robert C. Antonelli Senior Center in
Catskill and accompanying a RSVP volunteer deliver meals), Town of Greenville Supervisor Paul Macko (delivering
meals in Greenville), and Coxsackie Town Councilman Joe Ellis (delivering in Coxsackie).

SHOPPING BUS
The Greene County Department of Human Services offers a shopping bus to Greene County
residents, age 60 or older, living in the towns of Ashland, Athens, Cairo, Catskill, Coxsackie,
Greenville, Hunter, Jewett, Prattsville and Windham. Seniors are picked up at their door, driven to
Catskill for shopping, and then have lunch at a local Senior Center before returning home. Special
trips on a periodic basis.

YOUR MEDICARE COVERAGE and DIABETES SCREENINGS
Medicare Part B (Medical Insurance) covers Diabetes screenings if your doctor determines you’re at risk for Diabetes
or diagnosed with Pre-Diabetes. You may be eligible for up to
two screenings each year.
These lab tests are covered if you have any of these risk factors:

Centers are closed on legal holidays and inclement weather.
Each site serves the noon-time menu item for the day, Monday - Friday, for a suggested
contribution of $4.00. All meals include: Meat/Alternative Entrée, Vegetables & Fruit, Bread,
Milk & Dessert.
Please make sure that you sign-up, at least a day in advance, if you wish to attend lunch at any
of the nutrition sites. We also ask if you have signed up and become unable to show, please call
us as soon as you can to cancel. This helps to reduce our food waste.
In addition, each center offers Aging Information & Assistance/Medicare Minute each month.

CHICKEN DAY There was more than just chicken on the menu at the
Rivertown Senior Center in Athens on April 4! Senior

by dressing as chickens. They even decorated the din-
ing room with balloon chickens. All had a fun day and
can’t wait to see what they come up with next.

In the spirit of the Easter season, Capital District
Physicians Health Plan (CDPHP) donated “Carrot Patch
Pete” chocolate bunnies to our five senior nutrition
sites. Each senior attending our special Easter luncheon
on Thursday, April 18 received one.
CONGREGATE AND HOME DELIVERED MEALS
Funding for the Greene County Department of Human Services’ Senior Nutrition Program is
provided by Greene County, New York State, the federal government, and private contributions.
The Department’s acceptance of funds from New York State and the federal government come with
the requirement that Recommended Dietary Allowances (RDA) for Older Adults which is published
by the National Academy of Sciences is followed.
Meals are based on the 2000 kilocalories / day. This is the value for a 75 year old male with a height
of 5’7” and “low active” physical activity level. Of course, every individual receiving a meal is not a
75 year old male or 5’7”. Therefore everyone may not need this volume at each meal.
We cannot individualize meals for each person. It is at each individual’s own discretion whether to
consume the entire meal or a smaller portion of it. Please consider this information when evaluating
any weight gain or loss and blood glucose monitoring.

WHAT EVERY SENIOR NEEDS TO KEEP ON HAND Posted on March 6, 2019 In Finance, Seniors
As a senior citizen, you want to make sure that you keep all your important documents on hand. Having these
documents where you know where they are at all times is imperative for your health and your well-being. There are
several important documents that you will need to have with you in a secure location.
When you go to the doctor’s, you will have to show some of these documents. When you apply for disability or
any other government benefits, you will also have to have certain documents with you. Having these documents
organized and ready is a great way to save time, and helps to make sure that everything you have is in order. Getting
these important documents together, and having them in a central location can help you to stay organized as you age.
Will and Estate Documents
While you might not want to think about passing, it is inevitable eventually. Having your will and estate plans among
your important documents will help to ensure that your loved ones do not have any issues after you pass. People that
pass without a will can leave behind a mess for their loved ones. With no will, the state can decide who gets your
belongings including your property. Not having a will can also cause fighting among your family. They end up in a
lengthy legal battle trying to figure out who should get what. It is imperative that you lay out exactly what you want in
your will and estate plans.
Durable Power of Attorney Documents
There will come a time where you may not be able to make decisions for yourself. You may want to have a family
member, lawyer or close friend become your durable power of attorney. In order for them to receive the durable
power of attorney, they must show this documentation whenever it is required. If you end up going to the hospital,
and you are unable to make medical decisions for yourself, and you need to go through something like surgery, your
durable power of attorney will be able to put forth your wishes.
However, if they do not have these important documents, the hospital will not allow them to make decisions for you.
Also, if you do not have a clearly laid out power of attorney, there may be issues with your family. One person may
think that they know your wishes better than the other person and want their wishes are followed. To avoid this it is
always good to choose a durable power of attorney and have documentation to back this up. It is a good idea to keep
this documentation where you know where it is located to ensure that you do not have any issues in the future.
Living Will Documentation
You will want to keep your advance medical directive or living will documentation. This will make sure that all of
your medical decisions are made in accordance with your wishes. If you do not have these important documents with
you, this will lead to your wishes not being followed. It is important to have this documentation on file with your
doctor’s office, as well as your local hospital. It is also imperative that you have a copy of this documentation with
you.
Asset and Benefit Documentation
Having a copy of your assets and benefits documentation will allow you to keep up with your finances. As you age,
you might not be on top of everything as you should be, and having this documentation will show exactly what you
have. Financial documentation should include all bank accounts, any assets, property and vehicles. This can also help
when you apply for government assistance, including Social Security.
Government Benefit Documentation
If you receive government benefits, you want to keep documentation of this. This includes any government assistance
programs, private pension, benefit plans, life insurance, and health insurance. This will allow you to keep up with this
and review if needed.
Other Important Documentation
It is also important to keep their following important documentation. Your birth certificate, your Social Security card,
military discharge papers, medical alerts, names and addresses of your physicians, immunization records, medical
records that include a list of allergies, deeds or titles of valuable property, and vehicle records.

For services under the Older Americans Act and in Community Services for the Elderly which propose contributions,
such contributions must be used for costs allowable under applicable regulations and incurred during the budget
period that contributions were received. The suggested contributions will not be more than the actual cost of the
service. The purpose is to offer participants the opportunity to contribute and to increase the units of services,
particularly to those in greatest need. Envelopes are provided to participants that desire to make voluntary and
confidential contributions.
Services will not be denied to anyone unable or unwilling to make a contribution.
CONSULTATION and ASSISTANCE: This includes such client assistance activities as case assistance,
Health Insurance Information Counseling and Assistance Program (HIICAP), help with public benefit
applications, etc.
The suggested level is $5.00 per office visit (Actual cost $20.00/hour).
IN-HOME SERVICES: This is discussed with the client by the case manager at the time of assessment.
The suggested level of contribution is $3.00 per hour (Actual cost $21.56/hour).
LEGAL SERVICES: The suggested level of contribution is $10.00 per attorney consultation (Actual cost $149.00/hour).
NUTRITION: Senior Congregate Meal or Home Delivered Meals: The suggested level of contribution is $4.00 (Actual cost $12.01/meal).
Nutrition Counseling:
Clients requesting diet counseling from the Registered Dietitian are provided with an opportunity to contribute.
The suggested level of contribution is $5.00. (Actual cost $65.00/hour).
Health Promotions: There is no suggested contribution for this service. Donations always accepted.
TRANSPORTATION:
Shopping Bus: This door-to-door service is provided directly by the Department.
The suggested level of contribution is $3.00 round trip (Actual cost $15.08/one way).
Senior Center Transportation: The suggested contribution is $1.00 for round trip (Actual cost: $7.34/one way).
Medical (Homebound) Transportation:
All tolls are to be paid directly by the passenger.
The suggested contribution for this service is a sliding scale based on mileage
0 – 10 miles $3.00 round trip
11 – 20 miles $5.00 round trip
21 – 40 miles $9.00 round trip
41+ miles $15.00 round trip

The Greene County Senior Angels Program operates
more than just at holiday time. Under their slogan,
“Spreading Cheer 365 Days a Year”, funds are used
year-round to provide one-time, emergency assistance to
senior citizens, when all other funds have been
exhausted, and there is no other source to help.

NEW YORK STATE EPIC PROGRAM – 2019:
HELP WITH MEDICARE PART D IN NY
The New York State Elderly Pharmaceutical Insurance Coverage (EPIC) provides financial assistance to seniors to
help with the costs of prescription medications (both generic and brand names). The program has two tiers; the Fee
Plan and the Deductible Plan. Placement into one of these tiers is based on income. Both of these plans are Medicare
wraparound programs, which means the benefits wrap around those benefits provided by a Medicare Part D plan,
which is Medicare’s prescription drug plan. When making a prescription purchase, Medicare Part D is the first payer,
and then the EPIC program contributes towards those costs the Part D plan does not cover. EPIC will pay for
Medicare Part D premiums, co-payments, coverage gap, and some drugs not covered by Part D. This program is
overseen by the New York Department of Health.
Common Eligibility Guidelines
To be eligible for this program, seniors must meet the following criteria:
Be a New York State resident, 65 years of age or older.
Not be receiving full Medicaid benefits
Be enrolled in or eligible for a Medicare Part D plan
New York State EPIC program – FEE PLAN
Eligibility: Annual income for single applicants should be less than $20,000 or $26,000 for married couples
Annual Fee: An annual fee is from $8 to $300 and is based on the prior year’s income
Medicare Part D premium: EPIC pays the Medicare Part D plan premiums up to $39.33 per month in 2019.
EPIC Copayments: Between $3 and $20 and are based on the cost of the medication.
How does plan work? Your Medicare Part D is your primary coverage, EPIC provides secondary coverage. First,
you must meet your Medicare Part D deductible (if you have one) and after it is paid, you are only responsible for
EPIC copayments. EPIC also covers Medicare Part D-excluded drugs, such as prescription vitamins and prescription
cough and cold preparation.
If you have Medicare Extra Help (Low Income Subsidy), you will not be required to pay any EPIC fees and your co-
payments will be lower.
New York State EPIC program – DEDUCTIBLE PLAN
Eligibility: Annual income for single seniors should be between $20,001 and $75,000 or between $26,001
and $100,000 for married couples.
Annual Fee: None
EPIC Deductible: Deductible Plan members are eligible for benefits after they’ve met a sliding scale EPIC
deductible based on their prior year’s income. Deductibles may be as low as $530 per year and as high as
$3,215 per year.
Medicare Part D premium: EPIC pays the Medicare Part D plan premiums up to $39.33 per month in 2019
for seniors with incomes ranging from $20,001 to $23,000 for singles or $26,001 to $29,000 for married.
EPIC Copayments: Between $3 and $20 and are based on the cost of the medication.

Held each year in July, the Greene County Youth Fair is one of very few fairs around
the country that offers free admission and entertainment for all ages. The fair celebrates the
accomplishments of area youth who will keep our agricultural legacy alive for years to
come. The Greene County Youth Fair has a long distinguished history of dedication to the
youth of Greene County.
Alfred Partridge, leader of the Ashland Blue Ribbon 4-H Club, organized a 4-H Club
Fair at the Sutton Hollow School in Ashland in 1949 to give his club members an oppor-
tunity to display their projects before family, friends and the community. From this small
beginning, the youth fair has developed into the showcase it is today. In 1951, the fair was
held in Jewett and other 4-H Club members in the area joined in. From 1952-1956, the 4-H
Club Fair, as it was then known, was held at the VFW Hall on Route 23 near Windham.
In 1954 the New York State Department of Agriculture and Markets recognized the fair
as an agricultural fair and donated $5,000 annually to be given in premium money to the exhibitors. Another $500
was appropriated by the Greene County Board of Supervisors. By this time, the fair was officially called the Greene
County Youth Fair and open to all youth who lived or attended school in Greene County.
By 1957 the fair had expanded to two dairy tents, a poultry and rabbit tent, and a sheep and goat tent. A new
home was found at the Durham Central School, currently the Durham Elementary School, on Route 145. In addition
to the tent space outside, there was ample space in the school for food and clothing exhibits, vegetables, flowers,
entomology, arts and crafts.
During the late 1960s, a trade tent was added by the local merchants, as was a horse show, and the fair became a
three-day event.
The Greene County Youth Fair stayed at the Durham School for 38 years, with the exception of 1973 when, due
to alterations at the school, the fair was held at the Durham Town Building on Route 81.
In the fall of 1995 a committee was formed to find a new home for the fair, which by that time was in its 41st
year. The Town of Cairo was more than willing to offer the use of Angelo Canna Town Park as a location centrally
located in the county, and a new chapter in the fair’s history began. With more area to work with, the fair continued
to add more activities — kiddie rides, a kiddie tractor pull, bee-keeping exhibit, maple syrup equipment displays and
ongoing entertainment.
The fair was extended to a four-day event in 2001 and that same year Senator John Bonacic helped obtain a grant
for a new public address system at the fair. In 2002 the youth fair had a new attraction. An agricultural tent, bustling
with activities to educate and entertain visitors of all ages. Part of the tent was filled with youth displays and agricul-
ture, as well as forestry and conservation displays for adults. An activities area for children included a course for
youngsters to ride pedal tractors, plus ring toss and sand jar art with livestock grains.
It is impossible to know how many young people have been involved in exhibiting and participating in the Greene
County Youth Fair over the years. There are statistics indicating more than 2,000 exhibits had been made numerous
years. The pride of achievement, the wonderful fun times and the friendships made are all great memories for those
who participated.
So, Alfred Partridge’s dream of a youth fair dedicated to the talents and interests of all of the youth of Greene
County has come true. He worked many years for this project, but he would be the first to acknowledge all of the
willing people who worked side-by-side with him. The list is endless.
Today, the fair attracts more than 20,000 people and is one of the only fairs in New York State to offer free
admission and entertainment. The Greene County Youth Fair remains a celebration of the talents of local youth,
enabling them to strive for higher goals and receive support from family, friends and their community.
In 2019 the Greene County Youth Fair will celebrate 65 years. Join us, Thursday, July 25 through Sunday,
July 28, and come to the fair!
