    CHAPTER I

    INTRODUCTION

    Background of the Study

    Disaster as defined by IFRC(International Federation of

    Red Cross) is a sudden, calamitous event that seriously

    disrupts the functioning of a community or society and

    causes human, material, and economic or environmental losses

    that exceed the communitys or societys ability to cope

    using its on resources! "hough often caused by nature,

    disasters can have human origins! # disaster in their

    natural forms includes typhoons, earth$ua%e, tsunami and

    volcanic eruptions hereas there is one destructive man&made

    disaster hich is ar! Fire is an example of a disaster that

    can be caused by both factors stated above!

    Fire is combustion or burning, in hich substances

    combine chemically ith oxygenfrom the air and typically

    give outbrightlight, heat, and smo%e('xford Dictionary)!

    # fire disaster can be providential (natural) such as

    ildfires, accidental (human error or negligence) or

    intentional such as the crime of arson! #n intentional cause

    of fire, legally termed as arson, is the ilful malicious

    burning of property (as building) especially ith criminal

    stated in criminal las of most countries one of hich is

    the *hilippines! +oever, fires, even in accidental causes,

    displaces hundreds to thousands of families from their

    homes, costs hundreds of thousands to millions orth of

    damage to property and may even be a cause of several

    deaths!

    In connection to the disastrous effects of fire, the

    ureau of Fire *rotection(F*) under the DI-. and by virtue

    of Republic #ct /012, otherise %non as DI-. #ct of 3004,

    is primarily to perform and be responsible for the

    prevention and suppression of destructive fires on

    buildings, houses or other structures, forest lands, land

    transportation vehicles and e$uipment, ships and vessels

    doc%ed at piers or harves anchored in ma5or seaports,

    petroleum industry installations, plane crashes and other

    similar activities! "he recent statistics available at the

    6ational 7tatistical Coordination oard(67C) shos that

    there are 38,943 total fire incidents occurred in the year

    8439 nationide hich is 90!:; higher than :,10: fire

    reported in 8438 and 90!"he ureau of Fire *rotection data shos that 3,

    incidents and :2 fire&related in5uries happened in Region =I

    in 8439, higher than 004 incidents ith /1 in5uries recorded

    in 8438! hereas Capi> had only 20 cases coming in third

    from the second highest province, 6egros 'ccidental ith 23:

    cases and the first hich is Iloilo ith 190 cases!

    #s shon by the most recent, available statistics,

    ran%ing at the third in highest related fire incident, it

    can be construed that the ureau of Fire *rotection in the

    province of Capi> has problems dealing ith fire! *roblems

    can be categori>ed into three namely? +uman@*ersonnel,

    aterial@Facilities and Aconomic@Financial! In the *ersonnel

    side, according to the *hilippine Figures of the 6ational

    7tatistics 'ffice(67'), the ratio of fireman to population

    as of 8438 is 3?2:0 from the 3/,828 total firemen

    nationide! In the material side, the common problems

    encountered are lac% of fire truc%s, fire hydrants

    available, and more ill be included in this research as the

    study progresses! Financial problems originate from the

    Department of udget anagement appropriation toards the

    ureau of Fire *rotection! -ac% of financial support is a

    prime cause that allos the to other problems (+uman and

    aterial) to manifest!

    Fire&fighters, before being inducted into the ureau of

    Fire *rotection, undergo a series of training in hich

    concerns of not only extinguishing fire, but also the

    prevention or suppression of the same! "he number of the

    firemen as ell as their ratio to the population, as stated

    above, is not suffice to actually prevent fire especially in

    the province of Capi> in hich there are only seven fire

    stations serving the hole province of 3/ municipalities a

    city, to for the First Congressional District, in hich has

    the city has one sub&station and five for the 7econd

    Congressional District!
