Challenges facing Private Sector Participation in Urban Renewal
1. Lack of urban renewal policy definition and consistency.
• Primarily because of local government autonomy, there is no clear national policy on what constitutes urban renewal, priority areas, implementation process.
• Mostly left to discretion of host local government (some of whom have taken steps to define urban renewal and its process).
• Subject to short term changes (following leadership changes).
2. Lack of enforcement of property rights.
• It is difficult to enforce property rights—legal title and ownership, resolution of claims and disputes, and relocation of informal settlers—even or especially for government properties.
