The Water Boards are responsible for protecting and enforcing the many uses of water, including the needs of industry, agriculture, municipal districts, and the environment. The State Water Board protects water quality by setting statewide policy, coordinating and supporting Regional Water Boards’ efforts, and reviewing petitions that contest Regional Water Board actions. The State Water Board is also solely responsible for allocating surface water rights. The joint authority of water allocation and water quality protection enables the State Water Board to provide comprehensive protection for California's waters. The job description for the intern/extern includes research and writing, with the possibility of additional activities, such as participation in and observation of policy discussions and administrative hearings, among other things. Substantive areas of law may include the federal Clean Water Act, the California Water Code, CEQA, NEPA, the Bagley-Keene Act, the Administrative Procedures Act, several state bond acts, and other relevant environmental laws and regulations.
