MILITARY SNIPERvs
TACTICAL MARKSMAN
The term tactical marksman refers to a police officer assignedto a special response team not a military sniper. There are widedifferences between the roles of the police marksman and themilitary sniper.
The military sniper often shoots targets of opportunity in wartime. He is less likely to be involved in situations where hostages orinnocent bystanders; he rarely has to consider the civil liabilitythat regularly confronts a police tactical marksman. A police responseteam always has to act under an authorized use-of-force policy, making positive identification of the target, protecting the safety ofothers in the area, and being able to justify any action taken. Suchrequirements narrow the scope of situations and ranges in which atactical marksman can prudently fire.
