DRUG DEMAND REDUCTION ACTIVITIES

PREVENTIVE EDUCATION AND

COMMUNITY INVOLVEMENT

Series of meeting has been spearheaded, conducted and attended by this Re-

gional Office to different transportation agencies for the implementation OPLAN

HARABAS which in the month of May, targets the truck drivers and selected tricy-

cle terminal. The program collaborates other government agencies such as the

Land Transportation Office (LTO), Department of Public Works and highways

(DPWH), Asian Terminals, Bureau of Customs, Philippine Ports Authority (PPA)

and Philippine National Police

(PNP).

May 16, 2019, this Regional Office with Laboratory Service (LS), Plans and Op-

erations Service (POS), Intelligence and Investigation Service (IIS), Special Enforce-ment Service (SES), K9 Unit, Legal and Prosecution Service (LPS), Preventive Educa-tion and Community Involvement Service (PECIS) in coordination with Manila Police District (MPD), Bureau of Customs (BOC), Philippine Coast Guard (PCG), Philippine Ports Authority(PPA), Metro Manila Development Authority (MMDA), Land Transporta-tion Office(LTO), Land Transportation and Franchising Regulatory (LTFRB), LGU Ma-nila, Asian Terminals Incorporated (ATI), Manila Tricycle Regulatory Office (MTRO), and International Container Terminal Services, Inc. (ICTSI), proceeded to the two of the country’s biggest ports, The Manila International Container Port and (MICP), North Har-bor, Tondo, Manila and Port of Manila, South Harbor, Port Area Manila, to conduct drug testing to truck drivers, truck helpers and tricycle drivers stationed along MICP Access Road, Manila. This is inline with the Agency’s program dubbed as “OPLAN HARABAS” - Drug Test Muna Bago Pasada.

The truck drivers, helpers and tricycle drivers who were tested positive

(screening) for the use of illegal drugswere interviewed by PECIS Officer and will be-turned-over to LTO for proper disposition while the collected urine specimen will be sub-jected for confirmatory test.

During the activity, the team distributed drug preventive information, education

and communication (IEC) materials to container truck and tricycle drivers. K9 sweeping to con-

tainer vans driven by the truck drivers in-

side the port was also conducted.

(5) District Offices of PDEA Region-

alOffice – National Capital Region (RO-NCR)participated in the Department of Education’s (DepEd) annual BrigadaEskwela 2019. Said activity was held at various public high school and elementary schools throughout NCR on May 20 to 27, 2019.The event was also at-tended by various volunteers from PNP, Phil-ippine Army, BJMP, parents and other stake-holders.

Public schools attended by the District Offices were the following: PinaglabananEle-mentary School located at Pinaglabanan Street, San Juan City by Eastern District Of-fice (EDO) on May 21, 2019; Sta. Ana Ele-mentary School located at TaguigCity by Southern District Office (SDO) on May 22, 2019; Dalandanan National High School lo-cated at Valenzuela City by Northern District Office (NDO) on May 22, 2019; Manuel A. RoxasHigh School located at Pres. Quirino Avenue Extension, City of Manila by Manila District Office (MDO) on May 23, 2019;TandangSora Elementary School locat-ed at Banlat Road, Quezon City by Quezon City District Office (QCDO) on May 24, 2019 and Cielito Zamora Memorial School located at Camarin, Caloocan City by Northern Dis-trict Office (NDO) on May 27, 2019.

School Principals, faculty members and organizers of the above mentioned schools have acknowledged the donated PDEA comics and cleaning materials such as brooms, push mops, dustpans, rags, etc. that were used in the cleaning and maintenance of the above men-tioned schools. Most importantly, the organizers and public school teachers humbly expressed their appreciation to all the efforts and time that has been accorded to them.

Said activity has harnessed camaraderie

and cooperation among variouscounterparts and stakeholders with a united goal of promot-ing a clean, safe, healthy and conducive learn-ing environment for the upcoming school open-ing of S.Y. 2019-2020.

On May 28, 2019, this Regional Office attended the induction ceremony of

newly elected officers of Psychologist Association of Armed Services Incorpo-

rated (PAASI) held at General Trias Multi-purpose Hall, Camp Emilio Aguinaldo.

PDEA through SAO Joan Madhavan participated in the program and was re-

quested to be the emcee. Also, PECI of this Office of turn over anti-drug advoca-

cy materials to the attendees of the event composed of different chief psycholo-

gists and psychometricians from the armed units of the government and medical

institutions.

On May 30, 2019, the Regional Oversight Committee on Barangay

Drug Clearing issued certificates and resolution to thirty-one barangays as drug-cleared after due deliberation and complete submissions of the re-quirements in compliance to the set parameters of Dangerous Drugs Board Regulation No. 3, Series of 2017 entitled “Strengthening the Implementation of Barangay Drug Clearing Program.”, which was held at QCX Quezon City Experience, Quezon City Memorial Circle.

The meeting was presided by DIR III JOEL B PLAZA, Regional Direc-

tor, PDEA-NCR/ Chairman, Oversight Committee and attended by Atty. Ray-

mond Alcantara, DILG-NCR, PBGEN Crizaldo O. Nieves, Deputy Regional

Director for Operations, NCRPO, PCOL Remon J. Pranada, C, ROD,

NCRPO, Dra. Joan Rey-Gomez, Health Research Officer, DOH-NCR, Ms.

WenalynMacatao, Head, QCADAAC, Executive Directors and Action Offic-

ers of ADACs of NCR, Barangay Chairpersons and Kagawads of thirty-one

(31) barangays.
