President's Report The Guam Chamber of Commerce "Partners in Progress" JULY 2009 Adieu, Ms. President Raider 21 Memorial & Monument Unveiling I would like to dedicate this edition of the President’s Re- port to our re- cently departed and beloved President, Reina Leddy. Those of us who worked with Reina dur- ing her tenure as assistant president and subsequently president of the Chamber will agree that she pro- vided leadership, composure, great institutional knowledge, and guided the board members with grace, tact- fulness, and determination. In her short but very hectic ten- ure as president, Reina reshaped the organization and took it into new and evolutionary paths, which in- cluded technological changes and enhanced the value of information provided to members. Her grace- fulness and ability to tactfully in- terject during intricate discussions were without a doubt strategic skills that made her the special person she was. I will personally miss her can- dor, advice, and guidance during my years as a board member and chair- man, but I am also convinced that she would be exceptionally happy if we continue to advance the goals of the organization and, more impor- tantly, create opportunities for our fellow Guamanians and make the impending build up a reality. The Guam Chamber of Commerce and the Andersen Civilian Advisory Council with support from the Gov- ernment of Guam worked together to construct a permanent memorial in remembrance of Raider 21 crewmem- bers. On July 21, 2008 six Airmen lost their lives when their B-52 Stratofor- tress crashed prior to their flyover of Guam’s Liberation Day Parade. A ceremony was held on July 20th to officially unveil the memorial at the Governor’s Complex in Adelup. Fam- ily members of the crew laid wreaths around the memorial and released doves over Hagåtña Bay in remembrance of their loved one. A special tribute was made to recently passed Chamber President, Reina Leddy, who was the driving force behind the memorial. A special wreath was laid by Reina’s family in her honor. The memorial was made possible through contributions made by Black Construction Corporation, Perez Bros., Inc. and Landscape Management Systems. Raider 21 Memorial & Monument Unveiling

I would like to dedicate this edition of the President’s Re-port to our re-cently departed and beloved President, Reina Leddy. Those

of us who worked with Reina dur-ing her tenure as assistant president and subsequently president of the Chamber will agree that she pro-vided leadership, composure, great institutional knowledge, and guided the board members with grace, tact-fulness, and determination. In her short but very hectic ten-ure as president, Reina reshaped the organization and took it into new

and evolutionary paths, which in-cluded technological changes and enhanced the value of information provided to members. Her grace-fulness and ability to tactfully in-terject during intricate discussions were without a doubt strategic skills that made her the special person she was. I will personally miss her can-dor, advice, and guidance during my years as a board member and chair-man, but I am also convinced that she would be exceptionally happy if we continue to advance the goals of the organization and, more impor-tantly, create opportunities for our fellow Guamanians and make the impending build up a reality. The Guam Chamber of Commerce and the Andersen Civilian Advisory Council with support from the Gov-ernment of Guam worked together to construct a permanent memorial in remembrance of Raider 21 crewmem-bers. On July 21, 2008 six Airmen lost their lives when their B-52 Stratofor-tress crashed prior to their flyover of Guam’s Liberation Day Parade. Attorney General Alicia Limtiaco ad-dressed the Chamber membership at its June 24th General Membership Meet-ing held at the Hyatt Regency Guam. Ms. Limtiaco spoke about the AG's of-fice as it addresses the islands's growth in relation to the military build up.

Business leaders from Guam, Alaska and Hawaii were invited by General Howie Chandler, Pacific Air Force Commander, to participate in a civic leaders tour of the Pacific's Strategic Triangle.

LEGISLATIVE UPDATES

BILL NO. 180: Wage Increase for GovGuam Workers

Senator Matt Rector has introduced Bill No. 180 which seeks to grant a uniform pay increase of $ 10, 880 to classified public employees of the Government of Guam. Should the bill become law, the increase would take effect on October 1, 2009. Members are urged to speak out against the bill by sending testimony addressed to Senator Matt Rector, Chairman of Labor, Public Structure, Public Librar-ies and Technology. A public hearing has yet to be scheduled. The Chamber will continue to keep the membership abreast of updates as they become available.

PUC Oversight on Port Tariffs Bill No. 121 (PL 30-52) was signed into law by Acting Governor Michael Cruz earlier this month, placing the Jose D. Leon Guerrero Commercial Port of Guam under the oversight of the Public Utilities Commission (PUC). This new law attempts to remove one of the many financial obstacles preventing the Port of Guam from becoming a world-class port, which may ultimately increase its eli-gibility for additional funding required to finance the modernization process. The Chamber is supportive of action that seeks to continue the forward progress of the Port modernization process.

New Building Codes Adopted

Public Law 30-25 (formerly Bill No. 22) adopts the International Building Code as the Building Code of Guam. Upon signing the bill into law, Act-ing Governor Michael Cruz noted that the 2009 edition of the International Building Code as the Building Code of Guam is not compatible with the Guam Uniform Fire Code and strongly urged the Legislature to address this matter to ensure a smooth transition for the public’s health, safety and welfare. Unless this issue is resolved by the time the law takes effect (mid December 2009), the Guam Fire Department will not be able to clear building plans.

Executive Search Begins for Guam Chamber of Commerce

PresidentChairman of the Board Frank J. Campillo announced today that an Executive Search Committee has con-vened to review candidates to fill the president position at the Guam Cham-ber of Commerce after the sudden passing of it’s executive officer, Reina A. Leddy.

The search committee is comprised of past Chairmen of the Board, repre-senting large and small businesses in various industry sectors, with intimate knowledge of Chamber operations, programs and its vision and mission. Heading the committee is Mr. Philip J. Flores, Past Board Chairman and Board Director.

Rear Admiral William French, Com-mander, Naval Forces Marianas, hosted the Chamber Board of Directors and AFC Steering Committee Members to a thank you luncheon for the organizations' support, partnership and friendship of Navy Base Guam. Admiral French presented each representative with a framed commemora-tive shadow box.

Chairman Campillo stated, “The executive will report to the Chamber’s Board of Directors and will be re-sponsible for the full operations of the Chamber. We look forward to identi-fying the best and brightest candidate capable of leading our premier busi-ness organization into a most challeng-ing and exciting time for Guam.”

Applicants for the position should possess excellent written and oral communication skills and should have knowledge and familiarity with financial statements and budgeting. Additionally, applicants should have an understanding of Guam’s business and government sectors, and have a strong existing bond with the local community. 11th Annual Salute a Success!The AFC held its annual Salute to the Armed Forces event on Wednesday, July 8th at the Shera-ton Laguna Guam Resort. 5th Annual Small Business Expo

Over 350 participants took advantage of a free net-working opportunity in the 5th Annual Small Business Expo on Thursday, June 25, at the Hyatt Regency Guam This year's theme: “Small Business: Making the Connection” resounded

throughout the event from the special seminar feature aimed at helping small businesses understand how to successfully market their business through the exhibi-tion and networking activi-ties during the mixer.This annual expo event provides increased value for member companies by pro-viding a forum for execu-tives and business owners to meet and learn about the other's products and servic-es. With the military build-up just around the corner the expo allowed companies to capitalize on what current federal contracts are avail-able and begin forming partnerships, alliances and relationships with larger business spenders.

Introduction to Financial Statements (Part 1 of 2)Thursday, July 23rd (9:00am-11:30 am) There are three core measures of business performance that everyone in business or planning to go into business must become familiar with: the income statement, the balance sheet and the cash flow statement. This seminar will introduce participants to the core accounting principles that are the foundation of preparation of business financial state-ments, explain what each statement can tell you, and also point out its limitations. Finally, through a series of case study examples, participants will learn how these statements are related, and what a change in one statement will trigger in the others. At the completion of this seminar, participants will know how to both read and under-stand business financial statements.

This workshop will be conducted at SBDC #148 Jesus & Eugenia Leon Guerrero School of Business & Public Administration Build-ing on the campus of the University of Guam. Seating is limited. Advance sign-up and the workshop fee of $20 are required to be paid at the Guam SBDC at least one day prior to the event. The fee includes lunch and a drink. Financial Statement Analysis (Part 2 of 2) Friday, July 24th (9:00am-11:30am) Sound financial control relies on analyzing and drawing appropriate conclusions from business financial statements. Participants will be guided through both verti-cal (fixed time interval) and horizontal (time series) methods of analysis, and key ratios will be defined and explained. Participants will then review several business case study examples from differ-ent industries, and participate in a group discussion on the different ratios and management conclusions that can be drawn. Participants in this workshop should first take the SBDC’s Introduction to Finan-cial Statements workshop, or already know how to both read and understand business financial statements.

This workshop will be conducted at SBDC #148 Jesus & Eugenia Leon Guerrero School of Business & Public Administration Build-ing on the campus of the University of Guam. Seating is limited. The Guam Chamber of Commerce seeks to recognize

individuals, businesses or organizations that contribute to beautifying our island.

Nomination Forms for the Na'La'Bonita Guam Beautification Award

are available at the Chamber Office.

The Guam Hotel & Restaurant Associa-tion (GHRA) and Japan Guam Travel Association (JGTA) were awarded a beautification award at the June 24th Gen-eral Membership Meeting in recognition of recipients combined efforts to maintain the aesthetics of Tumon’s hotel district and to raise awareness about protecting the environment. Twice a year members from each organization collaborate for the “Keep Guam Clean! Trash Clean Up”, clearing garbage and debris from main roads and beaches. During their recent clean up in March 2009, the group cov-ered the roadsides and beaches of Tumon from end-to-end, Hilton Guam Resort to Hotel Nikko. Accepting the award on behalf of GHRA was its Chairman, Jeffrey Schwiezer and President, Mary Torre. Ac-cepting the award on behalf of JGTA was Masayuki Nonomura, JGTA President, and Toyohito Yoneyama, JGTA Chairman of Human Resources.

comes to an end on July 31stThe 2009 Summer Youth Swimming & Water Safety Program comes to an end on July 31st with a closing ceremony beginning at 8:30 a.m. at the Hagatña Pool. The program began on June 19th, providing approximately 200 kids fun and interactive activi-ties with a focus on drug prevention. The Chamber has partnered with the Department of Mental Health and Substance abuse for 14 years to bring this drug awareness and prevention program to children and teens on Guam. The success of the program is dependent on support from our mem-ber companies. Thank you member companies for your generous contribu-tions!
