Bonnie Swan, Ph.D. NATD President Greetings! As we get close to the end of the year, our thoughts turn gratefully to those who have made NATD a success—our members and our partners. In this spirit I want to say thank you and best wishes for the holidays and New Year! I hope you all focus on giving yourselves a well-deserved break, with lots of joy and laughter, before you go back to busily preparing for rounds of testing next year. Over these past few months, your board has been active with almost 100% attendance at board meetings, and several committees have been working and making progress. We’ve been busy planning for our annual events in Chicago and I look forward to seeing you there. Soon the NATD Board of Directors will be sending Board approved proposed amendments to the NATD Constitution in a ballot to all active members in good standing for a vote. This is a result of over a year of collaborative work by the Constitutional Review Committee, whose members carefully reviewed results from a survey sent to members, the notes taken during the NATD Annual Meeting, additional feedback provided by Inside this issue: individual members, as well as the constitutions of similar organizations. Greetings! As we get close to the end of the year, our thoughts turn gratefully to those who have made NATD a success—our members and our partners. In this spirit I want to say thank you and best wishes for the holidays and New Year! This committee is on track for meeting the following charge. MUCH has been accomplished. Much thanks to Bonnie Strykowski and the committee for helping pull together a VERY large puzzle.

To document the development of the NATD organization from the beginning to present day operations with a focus on the purpose and traditions that have developed including acknowledging the contributions of our North American Colleagues.

Form a panel to present at our annual meeting

To gain insight on educational testing issues and trends and how NATD has responded including the archives of past symposia.

To elicit recommendations for an organizational response to developing trends and issues in keeping with the NTAD bylaws.

Collecting and cataloguing historical documents and creating an electronic repository that can be passed down/shared with those we authorize to have access over the internet.

A shared way for the board to manage and pass down NATD content. For example, cataloguing and creating electronic access to the typical communications, minutes, agendas, timelines, presentations, templates, etc.

To continue the hard work begun last year, the committee continued the collaborative undertaking to summarize proposed amendments to the NATD Constitution. They have carefully reviewed the results of a survey sent to members, the notes taken during the Annual Meeting, additional feedback provided by individual members, as well as the constitutions of similar organizations. After an initial document was created, the full committee discussed the proposed changes and their rationale, the implications for each change, and the effect each change would have on other Articles and Sections of the current Constitution. Overlaying all of this process was the consideration of what each change would have on NATD, its members, its procedures and its future. VERY SOON ACTIVE MEMBERS SHOULD BE RECEIVING THE BALLOT, the current constitution, the proposed amendments as well as explanations and arguments for each change which has been approved by the NATD board. Later, after making approved changes to the Constitution, Co-Chairs will present a report to members at annual NATD meeting at AERA.

Vice President / President Elect

Zollie Stevenson, Jr., Ph.D. is an Associate Professor of Educational Leadership and Policy Studies for the Ed.D. program at Howard University. He formerly served as the Director of Student Achievement and School Accountability Programs at the U.S. Department of Education in the Office of Elementary and Secondary Education where he provided program oversight for the NCLB state standards, assessment and accountability review and approval process. He also served as the manager for the

Title I, Title III, State Assessment System and School Turnaround program grants. Dr. Stevenson has previously served as a Regional Testing Coordinator for the North Carolina Department of Public Instruction. He has also served as the Assessment Director for the Baltimore City (Maryland) Public Schools and as the research or evaluation director for Baltimore, the District of Columbia and the Charlotte Mecklenburg (North Carolina) Public School systems.

Secretary

Elvia Noriega is the Executive Director of Accountability and Continuous Improvement for the Richardson Independent School District. Elvia currently serves as a board member for the Texas Assessment Association (TAA) and as the Data Council Chair for the Dallas County Commit Partnership. She also serves as a member of the Texas Accountability Technical Advisory Committee (ATAC) which

is tasked with making recommendations for the Texas Accountability system for 2013 and beyond. Elvia was born in Lubbock, Texas and graduated as Valedictorian from Estacado High School in 1991. She attended Texas Tech University where she earned her Bachelor’s degree in Mathematics (1995) and her Master’s degree in Statistics (1997). She moved to Dallas in June of 1997 and worked as an Evaluation Specialist for Dallas Independent School District. In August of 1999 Elvia went to work for Richardson ISD as an Assessment Analyst and began teaching developmental math courses at Richland Community Collage as an adjunct faculty member. In 2002, she became the Director of Data Analysis and Reporting for RISD until 2007 when she began serving in her current position. She continued teaching at Richland College until 2004 when she began her family. Elvia and her husband, Alex, have three children, Andrew, Mark, and Nia, who all attend Texas public schools. She is passionate about education and the future it has to offer.

Treasurer

Dale Whittington. I have been involved in education and assessment for almost 40 years. I began in as a teacher in the Baltimore County Schools and 15 years ago, I returned to the school district setting as the Director of Research and Evaluation the Shaker Heights City School District in Ohio. In between, I have been an examiner and administrator at the Educational Testing Service, a researcher as an

independent professional and for an adolescent mental health facility and school, and an administrator and faculty member in education at The University of Akron, Cleveland State University and John Carroll University. My teaching and research have focused on various aspects of assessment. Wherever I have been and whatever I have been doing, I have enjoyed my work and have drawn on all of my previous experiences in each new role. I have been active in many professional associations and my involvement in NATD is important in keeping me up to date and connected with others who, like I, manage testing programs.

Director

Kyndra V. Middleton joined the Howard University Department of Human Development and Psychoeducational Studies in 2009 and is currently an associate professor in the Educational Psychology program where she teaches courses in statistics and educational measurement. Dr. Middleton also serves as program coordinator, comprehensive exams coordinator and is a member of the Institutional Review Board. She received her Ph.D. in Educational Measurement and Statistics from

The University of Iowa in 2007 and completed a two-year Sylvia Taylor Johnson postdoctoral fellowship at Educational Testing Service before joining the Howard faculty. Given her educational background in mathematics and having grown up in rural South Carolina, her primary research interests are in the areas of mathematics achievement, comparative studies of issues faced in rural and urban education, increasing the number of underrepresented minorities in STEM fields, and assessing standardized tests for potential bias.

The NATD/NCME Joint Invited Symposium for 2014, Trustworthy Test Results—Cheating in the Past, Present, and Future: How can we ensure quality testing and trustworthy test results? was held at the Loews Hotel on Friday, April 4 at 10am. The prestigious panel was comprised of industry experts and other thought leaders with varied backgrounds and expertise, including our longtime friend John Fremer, President of Caveon Consulting Services, Caveon LLC; Rachel Schoenig, Assistant Vice President, Head of Test Security for ACT, Inc.; Walt Drane, Assistant Director, Office of Student Assessment for the Mississippi Department of Education; Dr. James Wollack, Associate Professor or Educational Psychology and Direct of Testing Services, University of Wisconsin—Madison; and Steve Addicot, Vice President of Caveon Test Security. The session provided a comprehensive understanding of past and current issues, and the crucial test security issues our industry faces. Each of the panel members explored different test-security related topic—either something many of us face, or would likely to encounter in the near future.

One or two individuals may be recognized each year conditional upon approval by the Board of Directors. Individual(s) recognized by this award are nominated from any of the myriad areas in the wide field of educational assessment including but not limited to measurement theory, promotion of best professional practices, teaching of measurement and assessment, and use of assessment information for curriculum, instruction, policy making and communication with stakeholders. NATD Recognizes the Professional Contributions of its Members

At the annual meeting in Philadelphia last year, NATD presented Certificates of Recognition for Outstand-ing Contributions to Educational Assessment to three highly respected members of the association: Joe Willhoft, Laura McGiffert Slover, Sherry Rose-Bond. Each was recognized individually for her and his service to the organization. The certificates contained the following inscriptions:

Exemplary Contributions to the Field of Assessment Joe Willhoft, Executive Director, SMARTER Balanced Consortium Joe Willhoft, Executive Director for the SMARTER Balanced Assessment Consortium, has provided national leadership in the development of student assessments aligned to the Common Core State Standards. Prior to joining the SMART-ER Balanced consortium, he was Assistant Superintendent for Assessment and Student Information for the State of Washington. He has served as a past president of the Maryland Assessment Group and the Washington Educational Research Association, and was a founding member of the AERA Special Interest Group for Classroom-Based Assess-ment. He has also served on the Technical Work Group for the congressionally-mandated evaluation of the National As-sessment of Educational Progress (NAEP), and as chair of the NAEP Policy Task Force for the National Assessment Governing Board. Willhoft has also served on Technical Advisory Committees for several states. Exemplary Contributions to the Field of Assessment Laura McGiffert Slover, Chief Executive Officer, PARCC Consortium City Schools in Ohio Laura McGiffert Slover is responsible for the overall management of the Partnership for Assessment of Readiness for College and Careers (PARCC). She leads the work of the PARCC consortium by working with educators and policymak-ers in PARCC’s member states to bring the new, next-generation tests to schools in the 2014-15 school year. Prior to becoming CEO of PARCC, Slover served as the senior vice president at Achieve, a bipartisan education reform organi-zation that has been serving as the project manager for PARCC since 2010. She has served in various roles to support states since 1998, when she joined Achieve. Notably, she served as the first project manager in Achieve’s work with states to develop the Common Core State Standards. Slover also serves as an elected member of the State Board of Education for the District of Columbia. She began her career as an English teacher, basketball coach and as a college English instructor. Service to NATD and Test Directors Sherry Rose-Bond, Executive Director of Accountability and Testing, Columbus Sherry Rose Bond is unique among NATD’s 2014 awardees in her commitment to working with school district and state level colleagues to better understand assessments and assessment issues. She has served as the Executive Director of Accountability and Testing, Columbus City Schools in Ohio and has also served as the Assessment Director for the Community College of Philadelphia (PA). Sherry started the Ohio Test Directors’ Alliance, a group of test directors from cities in Ohio. She has been pivotal in the development of test security guidance in Ohio. A long-time member of NATD, Sherry has served as President and Treasurer. Currently she serves as NATD’s Chair of Membership Outreach as well as Co-Chair of the Constitution Review Committee and the Website Committee. Sherry was also the first elected mem-ber of the National Council for Measurement in Education Board of Directors to represent district test directors in an or-ganization heavily dominated by academics and test developers.
