    President’s Message20 September 2020

As we embrace the full fall color changes it always make me reflect on the fact that the year 2020 is more in the rear view mirror than we realize. To say this has been a trying year may be slightly understated. This whole pandemic has been more impacting collectively on our society than we have yet to realize. Everything that we do going forward has to be couched with the thought of how we are going to protect ourselves and others from spreading this terrible virus. Even Halloween is going to be sullied with doubt and concern. Add to that the fierceness of social unrest and division that is permeated throughout our culture often makes everyday life unbearably difficult. I do not want to be the bearer of bad news. As a result, I will counter with some very encouraging news. First, I would like to point out that the range has been very busy of late. People are starting to come out to enjoy their respective activities and from every perspective are doing so with respect for their fellow participants. I see more smiles than frowns which by every barometer of insight is very encouraging. We’ve had some interesting competitive success stories abound of late. We had three of our female youth archers compete very well in a national tournament in Ohio. I believe there is going to be a press release about them but they managed to take two first and one second place in their respective classes. In addition, we have three children all from the Stewart family literally clean up the completion at the state shotgun shoot over the Labor Day weekend. There will be some specifics relative to their exploits published soon. In addition, I would be remiss if I didn’t compliment the parents of these youngsters for providing the opportunity and encouragement to pursue these achievements. On another note I would like to thank all the volunteers who worked so hard at redoing the flag pole lighting at the entrance to our range. • The Sportsman Newsletter Page 2 Oct 2020President's Message, continued:

Unfortunately, due to the pandemic we could not have the summertime celebration we were hoping to have to commemorate the milestone. But not all is lost because there is a plan afoot to celebrate the life of officer Shoop the slain Bothell police officer. We will use that lighting backdrop at the flag pole to honor his memory in perpetuity. I happen to think that we’ve been balancing bad news with good news all year long. In this sense I believe the good news will continue to prevail. It may sound corny but I feel as if we are a family of sorts grounded in the love we have for the shooting sports. Please practice safety at all times while using our gorgeous facility and by all means enjoy.

    ________________________________ WCW Board Meeting Minutes – September 2, 2020

Meeting called to order at 7:04 PM by President Joe Rinaldi.

Present board members:Joe Rinaldi (President)Mike Wichser (Vice President)Robb Stack (2nd Vice President)John Woolley (Treasurer)Jeff LeMoine (Chairman Trustees)Larry Mallory (Trustee)John Sutton (Trustee)Jeff Gomes (2yr Trustee)Martin Morehouse (Corresponding Secretary)Dale Sieg (Recording Secretary)

Absent board members:Gary Webster (past President)Jim Thompson (Chairman Elect)

Committee Leads and Facilities Manager present at meeting:Robert Haverstock (Range Manager) Martin Morehouse (Rifle)Ken Deleone (Archery)Emylee Norgaard – Handgun

    Guests:Dave LevinsonPatty Woolley

Guest topics:Dave Levinson reported on the lead stewardship program. Results are back from lead stewardship. We are well within allowable limits. There are some stricter procedures we will need to implement for using the clubhouse as a range. We still have some more testing that needs to be done. We will also need to update some of our recordkeeping procedures.Dave is continuing to work on insurance. We will setup autopay for the new insurance policy. We will make sure we do not have autopay set up on the old accounts. We will end up saving about $7,000. Shot Show is Jan 19th through 22nd and Dave, Larry and Dale are going. Robb may go.

Patty wanted guidance on how to handle people who renew late. We had a brief discussion. The results of the discussion were that members who renew within 3 months after their renew date, they will not be charged a late fee and their membership will be retroactive. For members who renew after 3 months of their renew date, they will not be required to pay another initiation fee but their renew date will change to the new date. In addition to the new renew date, the member will need to contact Martin Morehouse to retest for the Rifle or Pistol Special Use. If they pass, their Special Use will be reinstated. If they fail, they will need to retake the Special Use class. Archery Special Use will be reinstated automatically. The current membership system will automatically send a member, who's membership is about to expire, a reminder email 55 days before expiration and another email at 26 days before expiration. If they do not renew before the membership expires, the system will send another email reminder to renew 17 days after expiration.

Committee reports:Notes from the committee reports that were presented during the board meeting are below.

Archery report:Ken Deleone and Mike Wichser presented. Some new targets have been put up.The tournaments shot since the last board meeting are:USA archery national championship held in Virginia with Erin taking 2nd place. Next is the Buckeye Classic held in Ohio. Another national ranking tournament. In the senior division Eliana took 1st.In the junior division Bella took 2nd.In the cadet division Emma took 1st. All three girls in three different categories made it into the gold medal matches. It is quite an accomplishment for our club. Mike mentioned he is not sure he has ever had this happen in all the years of coaching. He is almost certain no other club has ever done this.

Handgun Report:The last Handgun Committee meeting was combined with the Rifle Committee meeting.Nothing else to report.

Rifle Report:Martin Morehouse presented. The next Rifle Special Use class is on Sunday, 30 August, at 1 PM. The September class is on the 27th.Our regular schedule of rifle matches is continuing, with Rimfire Rifle on 5 September, Benchrest on 19 September, and possibly Cast Bullet on 26 September. We also have an NRA Highpower match planned for 27 September. We are still looking for a coordinator for our CMP and NRA matches. Our next joint committee meeting is scheduled for 21 September.

  • The Sportsman Newsletter Page 3 Oct 2020

We will continue to present a coordinated Rifle and Pistol Committee meeting, and cover the combined special use material. We need to discuss simplifying the pistol special use process, with a goal of making it like the rifle special use process. Due to the number of new members joining the club, we have added another Rifle/Pistol Special Use Classroom session on 11 September, and two more Rifle Special Use range sessions on 13 and 27 September. We are going through a lot of B-17 targets on Range 1, members are using the high power targets instead. There is a case of 500 in the Range 1 target closet, and more in the Range 2 target closet. If a member needs more, they are available through the rangemasters in those locations. We repaired the 300 yard berm.Quite a few of the target post sockets on Range 1 are broken, do we need to replace them? If they become a problem, we should turn in maintenance requests. To replace worn-out target posts and crossbars on Range 1, spare posts are stored behind the firing line. Spare 16 foot replacement crossbars for 50 yards are stored on the wall behind the firing line. Spare 10 foot replacement crossbars for 100, 200, and 300 yards are stored in the Range 2 shed, behind the quad. Members can replace these posts and crossbars when they are able. There was some confusion by members regarding the priority of position shooters versus bench shooters. The committee recommends and the board agrees that with limited benches position shooters have preference, but position shooters cannot bump members who are already using a bench. In the situation a position shooter shows up when a benchrest shooter is already shooting, the benchrest shooter should move to an open bench or to Range 2 if they can, since Range 1 is the only place we can shoot from positions. Matt Daly is interested in updating the trophy cases in the clubhouse, would like to find records to fill in the gaps on some that have not been updated in years. Do we need a new case for active trophies? Matt will work on a proposal with more detail.

    Shotgun Report:Joe Rinaldi presented.

The Multiplex will be on Monday, September 7th from 1pm to 5pmWe now have 2 trappers on Saturday and Sunday.Joe talked with the shotgunners about just having a club shoot. This may be something we put together later this year.

Manager's Report:Robert Haverstock presented.Robert mentioned we completed the 300 yard berm repairs. They also repaired the pistol 25 yard berm.We have started lead and hearing tests for employees. We repaired a neighbor’s fence that was damaged by a fallen tree from our property. We repaired outdoor steps in several places on the property. We have now opened to the public. We are following the state guidelines for social distancing and safety. We completed the tree removal at the front gate.

Treasurer's Report:John Woolley presented. We continue to be in good shape because of the renters.Meeting with the Cumulus rep was very unproductive. He has not provided us anything that will allow us to evaluate their membership systems. We have only seen a couple websites that use their system but it is not clear how the system actually is implemented and works. John is very discouraged with Cumulus. John is going to look at RockGymPro again. The salespeople for RockGymPro are very helpful and this is what one of the local ranges currently uses. So, RockGymPro is promising. We will be opening another bank account to diversify our finances. Dave L. provided John some information withanother option that is FDIC insured up to$2 million.

Trustees Report:Jeff LeMoine presented. We did not have the meeting this month. Joe asked if they were going to start up again. Jeff asked for some guidance because of Covid. Joe suggested they get together like we do for the board meeting.

Old Business:Update on the 501c3:Dave L. emailed to CPA and did not hear back yet. Left a voicemail today.Memorial for Officer Shoop:No response yet from the Bothell PD regarding the memorial for Officer Shoop. Jeff Gomes has a contact withing the Bothell PD and he will pursue that.

New Business:Larry suggested we sell the high end target ammo we have. To start, he suggested we start with a 2-box limit. We will adjust the prices appropriately for sale. Martin moved we go with Larry's suggestion. Jeff seconded. Passed.Larry attended the Range Coalition Meeting via Zoom. Larry was discouraged by the last meeting. There was a suggestion in the meeting to remove the advocacy part of the partnership. Larry told them we were not interested in joining another group that is simply a club. We want to participate in an advocacy group. Larry is waiting for a response from them on the direction the group will be pursuing.Joe said he wants to establish a Special Use committee to revise the Special Use authorization. Robert suggested some of the range masters participate in the committee. Joe asked Martin to coordinate the appropriate people and come up with some ideas. Joe asked them to come up with something that provides an easily understandable approach for the Special Use process.

  • The Sportsman Newsletter Page 4 Oct 2020

Larry brought up the idea of doing a background check for membership. Joe suggested we table this discussion until a future meeting. Joe suggested we all think about this and discuss again in November.Joe proposed the idea of eliminating the past president as a voting member of the board. In effect, eliminating the past president to an advisory only role. Joe believes we originally did this because previous Presidents wanted to have a vote after they were not on the board any longer. The board discussed the idea. John S. liked the idea because the previous President is likely not actively involved in the club activities and board discussions. Dale moved we follow Joe's recommendation. Jeff Gomes seconded. Larry opposed. We had a further discussion regarding Larry’s opposition. The concern was we may not get the learnings from the previous President. Someone thought we could still contact the past President for their input but they do not need to vote. Motion Passed. However, after some reconsideration, the board will bring this up again for discussion at the November board meeting for further discussion. When appropriate, this will be brought to an upcoming membership meeting.

For the Good of the Order:Nothing was presented.

Dale moved to adjourn at 9:00 PM. Larry seconded. Passed.

Respectfully submitted by Dale Sieg, Recording Secretary.

Range NotesWe are still working our way back to normal operations, within the state guidelines. This means that our operating hours may change at times. Our hours will be changing again this week, due to the changing daylight hours with the seasons. We also have limited hours at times to accommodate the corporate renters.

Be sure to check our hours and days before you come to the range. A member arrived recently, found the gate locked, so he left his car at the gate and carried his gear all the way to the range to do some shooting. When staff found him, he had to leave, because we were not scheduled to be open.

At an event recently, the event organizers left the gate open after 9 AM, because that was what they did last year. Our public hours when the event occurred started at noon.

Our hours will be changing again this week, check the website for current times and days. We'll get through all this together.
