Dear Chairman Goodlatte and Ranking Member Conyers:

Invest In the USA (IIUSA) is pleased to provide the Committee this statement that articulates the economic

impact of the EB-5 Regional Center Program (the “Program). IIUSA believes in the Program as an example of

21st century economic development policy that uses globalization to solve real policy objectives. The Program

benefits a broad range of industries in diverse regions across the country and has broad, bipartisan support in

Congress. IIUSA is the national not-for-profit industry trade association that represents over 290 federally

designated Regional Centers whose members are responsible for 95% of all capital raised through the Program,

and as such we wish to offer our support and assistance for the Program’s reauthorization before September

30th, 2016.

The Program has produced a dramatic increase in much-needed foreign direct investment in the US, growing

from a few hundred million dollars per year in 2008 to over a billion dollars per quarter in 2015. Exponential

growth over 1,200 percent over the past eight years brings both opportunities and challenges. A comprehensive

peer-reviewed economic impact study found that from 2010-2013 alone, the Program has contributed $9.62

billion to U.S. gross domestic product (“GDP”) and over $2.08 billion to federal/state/local taxes revenues

while supporting an average of over 29,300 jobs per year (over 42,800 and 41,200 in 2012 and 2013 each

respectively). As of January 2016, over 730 Regional Centers have been designed to promote economic

development in the United States, a 2,800% growth since fiscal year 2008. These organizations, designated and

regulated by U.S. Citizenship and Immigration Services (USCIS), facilitate investment in job-creating

economic development projects by pooling capital raised under the Program.

However, by the end of fiscal year 2015, over $8.68 billion EB-5 investment is still waiting to be injected into

the EB-5 projects that promote regional economic development. IIUSA supports reform efforts to address those

challenges and to provide increased stability, program integrity, and economic impact.

In fact, when comparing the immigrant visa usages by EB-5 with the other immigration programs in U.S., you

will find that the Program annually accounts for less than 3% of total immigrant visa issued by the country;

while it generates almost $4.5 billion in FDI for U.S. economy, contributes for billions of dollars in U.S. GDP,

and supports tens of thousands of U.S. jobs as well as billions of dollars in federal/state/local tax revenue – all at

no cost to the taxpayer.

All data points referenced above, including those derived from IIUSA’s peer-reviewed economic impact

studies, are conducted with the cooperation of the USCIS Freedom of Information Act (“FOIA”) division. It is

imperative that government data is released in a timely manner in order to conduct quantitative studies on the

EB-5 Program that benefit the public good.

Lastly, a list of 347 EB-5 projects located in 36 states is also attached, with data collected from publically

available information. This sample of projects reflects the diversity of EB-5 investment throughout the country

both geographically and by industry. This list of projects span coast to coast and include projects both urban and

rural in industries ranging from infrastructure, hotels, education, healthcare, real estate

development/redevelopment and more. In fact, more than 170 different types of development projects are

included, showing how EB-5 investment reinvigorates the communities and surrounding areas in which they are

built.
