FUTURE OF FLAMBORO DOWNS• City of Hamilton Council Resolution supporting

Flamboro Downs – April 11, 2012

• GCGC is committed to continuing to operate horseracing at Flamboro Downs, but Provincial Government support is needed, otherwise there will be no horse racing at Flamboro Downs after March 31,2013

• GCGC and OLG are negotiating a lease agreement for the continued operation of the slot facility effective April 1,2013

HORSE RACING INDUSTRY TRANSITION PANEL

• In June 2012, three former Ontario Cabinet ministers were engaged to make recommendations about how the Ontario Government could help the horse race industry adjust to the end of the Slots at Racetrack Program (SARP)

PANEL’S KEY FINDINGS• Continuing the Slots at Race Track program would be

poor public policy and would allow the industry to keep evading the competitive challenges of today’s entertainment marketplace

• Given the significant public good derived from horseracing, the Province should pursue a gaming strategy that includes horse racing as a key component

• Without slots revenue or a new revenue stream, the horse race industry in Ontario will cease to exist

PANEL’S KEY FINDINGS• A viable and vibrant horse racing industry is simply

not feasible today without public investment

• If the industry were to shut down, the implications for thousands of people and horses would be dire:□ 20,000-30,000 direct and indirect jobs could be lost

□ Of the current 26,000 horses in the industry, experts estimate that between 7,500-13,000 would need to be euthanized

PANEL’S KEY FINDINGS• The Panel strongly encourages the Government to

keep horse racing in the mix of gaming opportunities in Ontario by forging a new partnership with the Industry

• This support could take a number of different forms-such as direct funding; paying enhanced rent to tracks for their slot facilities or allowing race tracks to offer new gaming products

PANEL’S KEY FINDINGS• The Panel believes that Ontario’s vibrant world class

horse racing and breeding industry is worth saving

• The right level of public investment with the right public interest conditions would have a positive impact on employment, the economy, government finances and the industry’s future

GCGC’S POSITION• Due to the termination of the Slots at Race Track

Program, there is significant uncertainty for the future of horse racing at Flamboro Downs after March 31,2013

• A viable horse racing industry requires a dedicated level of provincial government funding to support a right-sized and sustainable provincial horse racing industry

• GCGC is committed to continued horse racing at Flamboro Downs provided that the industry, in conjunction with the provincial government can establish a viable model

GCGC’S POSITION• GCGC believes that Flamboro Downs plays a critical role in

supporting the local communities and businesses and could be the optimal location for a renovated state of the art casino gaming and horse racing facility

• For the long term, if the City of Hamilton and the OLG are interested in an alternative location for a casino gaming facility, then GCGC provides both the operational and development expertise to deliver a new exciting and competitive casino gaming facility while continuing to operate horse racing under aviable model and with the existing casino continuing to generatebenefits both to the City and Province while a new site is beingdesigned and built.

• GCGC is best positioned to deliver both a high quality casino gaming and horse racing solution for SW 9 and to be the best strategic partner for the City of Hamilton, the OLG and the Government of Ontario.
