Meeting was called to order at 6 p.m. by Mary Wilkie.

David Feineman made a motion to approve the minutes. Jennifer McSween seconded the motion. The

BUSINESS

Facilitated Strategic Conversation for the Public Art Plan

Facilitator Heather Matthews led PAC through a process to develop a clearer sense of the context and

landscape surrounding public art in Broomfield. PAC reviewed their foundations, desired results,

objectives and refined the potential activities.

Then PAC did a quick review of the objectives and activities for capacity, partnerships and funding.

Capacity: Is there sufficient ‘people power’ to accomplish this work? Who will do it?

Partnerships: What relationships will support your efforts?

Funding: Which activities have funding needs? What is the highest priority?

Art House Curation

The PAC discussed how to curate the first art house. Mary Wilkie made a motion for each member to

take a photo of our favorite public art by this Sunday the 17th and email it to David by end of day.

David seconded it. All voted in favor.

For the exterior, PAC discussed vinyl wrapping the house with artwork from the traffic box call

selections. Betty Jacksom made a motion for the honorarium to be recommended $175 for this first

box, with a maximum of $200 for negotiations for the abstract work “Buckle”. David seconded. All in

favor. Staff will contact the artist.

Proposed Boards & Commissions Update

Kathryn Lynip updated PAC on the new Cultural Council starting in April of 2022. There are a total of 8

seats with an alternate, plus 1 youth member and 1 youth alternate. Recruitment for this new board

will begin in December. More information on what the application process, and whether mid-term

Committee members will need to reapply, will be available soon.

STAFF REPORT

Staff noted that traffic boxes on Arista were not able to be installed due to box deterioration, and so

now they will be on Midway instead. See Exhibit A for a full report.

OPEN SESSION

PAC discussed notifying the group when leaving the meeting. If you have advance notice, please let

staff know what time you need to leave so that the meeting can be arranged for voting.

ADJOURN

Motion to adjourn at 8:34 p.m. was made by Betty, seconded by Dave. All voted in favor.

ARTery AND LITTLE HOUSES UPDATES

● ARTery

Be transported on the ARTery! The ARTery aims to celebrate creativity,

provoke curiosity and provide engaging elements along existing and

future trails throughout the city. Broomfield’s proposed creative corridor

project is kicking off a pilot segment to install new public art along a

two-mile stretch of trail in central Broomfield.

The installation of new, interactive public art will kick off the ARTery

project with four pieces being installed along a two-mile stretch of trail

in central Broomfield in November, 2021.

Denver Botanic Gardens La Calavera Catrina and the alebrijes illuminados are both available in2023 September - November. Staff will be reviewing the contract with attorneys and riskmanagement in the coming months.

"Only the Earth and the Mountains" by filmmaker Elleni Sclavenitis interrogates the narrative of

settler colonialism in the American West by white pioneers and its implications to society today by

examining the repercussions of the Sand Creek Massacre, in which more than 200 Cheyenne and

Arapaho people were murdered by U.S. Cavalry troops on November 29, 1864. In speaking to the

survivors’ descendants, it becomes clear that this event is a living, perpetual loss—one that should

not be forgotten. After the thirty minute film, stay for a panel discussion.

● Alan Orman resigned from the PAC in August.

CULTURAL COUNCIL HIGHLIGHTS

● The July 2021 SCFD sales and use tax revenue was $6,748,774.94. The 2021 year-to-date (YTD)

sales and use tax revenue is $42,061,699.40. This compares to YTD 2020 sales and use tax

revenue of $35,382,304.49. The variance is $6,679,394.91, an 18.88% increase in YTD 2021 over

YTD 2020. This is another month of outstanding revenue!

● Updated Scoring Matrix to match SCFD Application

● Revised Arts, Culture and Science Grant timeline to coordinate better with the school year for

teachers. Teachers and non-profit application will be split in 2022
