W6V10 RADIOSHACK We are actlvely engaged In negotlatfons to add a new HF Transceiver from elther Yaesu, Kenwood, Icom, or Ten-Tec. A declslon wlll be mads by the Board 01 Dlractors after an omclal offer has been made by each d the manufacturers.

The present state of the shack Is as follows: The OSCAR Statlon Is operatlonal. The PACKET statlon Is operatlonal. The TS-330 statlon has problems wlth charglng the batteries and Is unavallable. The FT-101 statlon has problems wlth FM on SSB and Is unavallable. The TS-$20 statlon Is operatlunal however, the loan of the Camera for SSTV Is contingent on construction of a Junctlon &ox to power the camera so that the recorder whlch now powers the Camera can be used for other purposes. The Sommer Antenna wlll not rotate but wlll load up whlle pointed North. The THGDXX Antenna Is operatlonal but a work party Is needed to properly guy the tower at Its present helght dust enough to clear nearby obstructlons). A new Tower wlll be required to replace thls aglng Tower.

The Statlon Upgrade budget wlll be used to upgrade the ROBOT 1200C SSTV Converter to use SCOW mode SSTV. The Statlon Malntenanca budget wlll be used to repalr the TELEX Beam. A membership vote at the October General Meetlng will declda how much to budget tor a new Tower to replace the exlstlng rusty and hazardous tower near the water tanks. There are manifold reasons why thls Is technlcallv unsound, but there Is an even more persuasl;e and crystalline argument: many 220 MHz radlos - perhaps even the ones you yourself own - cannot tune In S kHz steps. A bandplan uslng 15 kHz spaclng Instantly renders such aqulpment worthless. The Repeater Cornrnlttee recommends a NO response to Questlon 6.

The new CITARC repeater is located near F l i n t Peak in Glendale and has extremely wide area coverage i n Southern California on the ocean s ide o f t h e ridge l m e . Slnca AMSAT Is an lnternatlonal organlzatlon and slnce It takes tlme to prepare electlon materlalslor publlcatlon and dlstrlbutlon, the daadllna tor subrnlttlng ballots was not untll September 15. E appreciate the club's support through an ofttclal nomlnatlon (JPL ARC Is a member aoclety of AMSAT and Is therefore atntltled ta make a nomlnatlon for the AMSAT Board.) and also the support of those of you who slgned IndlvFdual petEtlons of nomlnatlon on my behalf.

Here are the results wlth a brlef descrlptlon (from my polnt d vlew) of each of the candldates. The turnout was a record low (at feast recently) of 715 ballots. Each voter selected three of tha rrlghth candldates. Those wlth the top three vote totals are elected to the board for a two year term. The next two hlghest vote totala are elected alternates. They do not serve In the absence of board members but are seated only If an exlstlng board member reslgns. At each electlon new alternates are selected, so they are only alternates for one year.

AMSAT-NA Is Iegally dlreetd by Its elected Board of Dlractors through delegation to the offlcers and other volunteers. Although I was dlsappolnted not to be elected to the Board, I expect Zo remaln an offlcer and, as such, wlll have slgnlflcant Input to AMSAT programs and projects.

Though I had hoped that the eleetlon would reflect a poll on Issuer and attitudes, It appears that candldates are largely selected based on exposure. Thls poll seems to lndlcate that the most Important type of exposure Is In-person, extensive travel to hamtests and amateur gatherings. A close second Is appearance In publlcatlons such as QST. A dlstant thlrd Is appearances vla amateur radlo, rneetlng people on the alr or showlng up In bulletins and other materlal dlstrlbuted electronically.

Thls organlzatlon, llke dhers wlth elacted leadership, aperates In polltlcal circumstances remarkably slmllar to the U. S. Congress. The pollcles and programs of the group are qulte often hlghly eontroverslal but the, lndlvldual members of the controlling group are themselves quite popular. Consequently, It Is virtually lrnposslble to unseat an Incumbent or to make a substantial change In Ieadershlp though there are many calls for changes In organlzatlonal dlrectlon.

Next tlrne, I plan to report on the AMSAT Annual Meetlng ant. Symposlurn whlch Is to be held October 19-21 at the Johnson Space Center In Houston. Whlle there, I plan to present an lnvltatlon from local amateurs to host the AMSAT meetlng In the Pasadena area next year. If we get the nod from the AMSAT Board, we wlll try to work out ways to have JPL Involved In the festlvltles, posslbly as host for the conferences and presentaffons. The meetlng Is currently planned for October 1991.
