We had very important dignitaries who visited our organisation and field in the end of last year; among other Mr. Jual Oraom, Tribal Affairs Minister, Govt. of India inaugurated our National Resource and Training Centre (NRTC) at Mandiapalli. Mr. R.P. Singh, IAS, Director, ICDS, Govt. of Odisha visited our CBCD Demo centre of Goudagotha area and highly appreciated with the functioning of the centre. He also visited the NRTC and expressed his willingness to collaborate with PREM for future course of action. The photo gallery will explain various activities and other programs which are conducted at various levels in this period. President’s Message Dear friends. People’s Rural Education Movement (PREM) presents this year’s first E-News with New Year greetings to each and everyone, who are associated and supported PREM for last three decades.

We are presenting multiple activities of PREM of last quarter, regarding the development in the field of early Childhood Education and our advocacy and lobby for the implementation of the approved policy in Odisha and other states of India. We had very important dignitaries who visited our organisation and field in the end of last year; among other Mr. Jual Oraom, Tribal Affairs Minister, Govt. of India inaugurated our National Resource and Training Centre (NRTC) at Mandiapalli. Highlight of the Month

National level workshop on MTMLE On 17th and 18th December 2015, PREM in association with NACDIP (National Advocacy Council for Development of Indigenous People)—a National level Platform which advocates for the rights over land, forest and water and the life of the tribal people of India— organized a National level workshop on implementation of mother tongue based Multilingual ECE in tribal areas of India in true spirit and other policies for tribals at New Delhi, with the active participation 40 representatives 12 states. This program was very successful with the participation of Ministers of Minister of Tribal Affairs (MOTA), Minister of Labour and Employment (MOLE) with concerned

officers along the leadership of Dr. Jacob Thundyil, the National Convener of NACDIP and President of PREM. In the first day, we had meeting with Sri.Jual Oram, Hon’ble Minister of Tribal Affairs, Government of India at New Delhi with the participation of Adivasi leaders especially with women leaders from different states. We had a presentation and submitted memorandum to the minister as well as a copy of the memorandum to the Prime Minister through him for the implementation of Mother Tongue Based Multilingual Early Childhood Education in Tribal areas of India as per the National ECCE Policy of 2013. We are underlining the critical need of implementation

of mother tongue based multilingual early childhood education and also stressed the need for effective enforcement of the PESA Act 1996 and FRA Act 2006 for the advancement of traditional and customary rights over the sustainable livelihoods and forest products as well as chance for the advancement of the traditional culture and languages of the tribal communities. After the presentation, the Tribal Minister was very positive and accepted our recommendations and memoranda. In his speech, the Minister said that mother tongue education is having a greater role to make a children achieve better in his life. He expressed his acceptance of understanding the needs of adivasi children of India and addressed the gathering with positive reply towards the requirements and needs of the tribal people. He explained the role of Tribal Research Centre (TRC) for revitalisation of tribal culture, language and strengthening their language through MTMLE.

He assured that he would take this issue to the Prime Minister of India for the benefit of the adivasi communities of India and before that he will take up the matter of MTMLE in all tribal areas with the coordination of ICDS department through Women and Child Development (WCD) ministry. At last he reiterated the inauguration program of National Resource and Training Centre on MTMLE at Mandiapalli where he witness the success of the tribal children who have received mother tongue education through PREM. In the 2nd day a planning meeting was held with all NACDIP representatives at Hotel Shipra International in New Delhi and reviewed the various activities of the different states and then prepared an action plan for next following months. It was decided that the team will continuously do lobby and advocacy at state and national level and involve the tribal women and youths for effective impacts. PREM Program Activities

Meeting with Minister of Labour & Employment

On 18th December, PREM in association NACDIP core team and tribal leaders along with the technical support of NACDIP met, Shri.Bandaru Dattareya, Hon'ble Minister of Labour and Employment (MOLE) at Shram Shakti Bhawan. During this meeting the team members talked about the issues of tribals such as unorganized labourers, migration, displacement, lack of education and the huge gap between tribals and the non-tribals and reasons for non-implementation of different laws and policies including the ECCE policy. The team presented a memorandum which was expressing the need for proper schools with Anganwadi centres in every tribal hamlet, prevention of marginalization and immediate need for encouraging, ensuring effective implementation of the MTMLE in all Adivasi areas. The Minister listened with great interest extended all his cooperation to fulfil the needs of the vulnerable tribal people. We also thanked the minister for his supportive action towards actual need of the Adivasi communities.

State-level seminar with Tamilnadu Government

In November, PREM in support with other civil society organisations including Social Watch groups, NACDIP, ASC, State Planning Commission along with Tribal Welfare Department, a State level seminar was organised at Chennai, Tamil Nadu on Tribal Sub Plan and Schemes for Socio-economic, educational development of the Scheduled Tribe communities. The objective of the program was to discuss the tribal sub-plan and effective programmes for the tribal peoples development. Over 25 people

from various parts of the state in different districts attended in this meeting and raised the issue of poor implementation of ECCE policy. Government officers including Smt. Shantha Sheela Nair, IAS, Vice-Chairman of the State Planning Commission, Dr.Christudass Gandhi, IAS, Former Additional Chief Secretary of Tamil Nadu Govt, Dr.Archana Kalyani, IFS, Director of Tribal Development, Ms.Jayashree Muralidharan, IAS, Registrar of Cooperative Societies of the State Government, Member Secretary of the State Planning Commission, Joint Director of the Educational and Social Welfare Department and other government officers were the important guests present in the program. In the meeting NACDIP talked about the importance of the languages, identity, culture and educational status of the tribals and need for the MTMLE education to reach for proper development of the tribal communities. Then the ECCE policy was presented to the Commissioner, Secretary, Director of the Tamilnadu Government. NACDIP network played a key role in planning and increasing tribal peoples participation across the state in this meeting and NACDIP took special initiatives to get tribal leaders from different districts and motivated them to talk on the tribal education status, functions of the Anganwadi centers, importance of the ECCE policy and role of the tribal development department. NACDIP team circulated the ECCE booklet to the important people for their action and support to the MTMLE campaign and highlighted the importance of the exposure trip to Odisha for learning the MTMLE education from PREM centers. We also demanded the need for documentation of the tribal languages and renovation with community participation. The Government assured us to do this work with the intervention of the Tribal Research Centre of the State Government.

Capacity building training for the ECE teachers  

The National Resource and Training Centre is a unique centre established by PREM in July 2015. Such kind of centre does not exist anywhere in India and abroad. Hence the ideologists, Government administrative authorities, like minded NGOs, funding partners of India and foreign countries, and interested individuals often visits the centre and appreciates the MTMLECE approach and the good work of PREM for developing the context specific teaching and learning materials using locally available materials. In the month of November, the ECE teachers from

Daringbadi and Keonjhar areas came to receive the training on the method of MTMLECE transaction with young children in the centres. The training started was for seven days with good logistic and accommodation facilities. In these seven days the trainees received the training on centre transaction, developing TLMs by using low cost

materials, action songs, dance, story telling methods, development milestones etc. The learning in the seven days will help the ECE teachers to transact the centre with quality approach which will help the children a lot in a joyful atmosphere which will lead to holistic development.

Children’s day celebration  

PREM in collaboration with KNH(Kinder Not Hilfe) celebrated Block level Children’s Day at Dandimaha—Daringbadi field office—on 14th November 2015. In this program 127 children from the KNH operation area of Daringbadi block participated. Staff from PREM head office, field staffs, tuition teachers and additional teachers attended the same. Mr. Sushant Kumar Pradhan, Panchayat Samiti Chairman was the chief guest in the meeting. The objective of the program was to orient the children on child right and child protection and to make them aware them of the importance of the children’s day. The major topics discussed in the program was importance of the children’s day, child right and child protection, right to education of a child, importance of the first five years of a child, need of early childhood education etc. This program was very effective for the children. They realised their rights and importance of education.

Empowerment of Adivasi Adolescent Girls: PREM- UNFPA Project

The PREM-UNFPA project has strategically assumed the task of building the capacity of secondary stakeholders in order to leverage resources and support towards the attainment of the adolescent girls’ reproductive and sexual health to the full, a core objective of the project. Of the stake holders, closely linked to ARSH and to its related services, are the Angan Wadi and the Asha workers. Plausibly enough, the project envisaged their assemblage through workshops so that they are intensely made aware of the issues affecting the adolescent girls, the project concerns, objects and activities and are oriented to honestly render services, meant for the girls, under the SABLA program and NRHM. There were, for the purpose thus, separate workshops held for the ICDS workers and the ASHAs in the month of November, 2015, the former preceding the latter. WORKSHOP OF AWW/SUPERVISORS/CDPO: The number of the ICDS workers being big, the project held 4 camps for the workshop of the ICDS workers and supervisors with prior formal permission from the DSWO and the CDPO. As a result, as considerable number as 119 of all the

224 ICDS workers, apart from the sector supervisors, found themselves present in the appointed  locations. The issues of the adolescent girls, the objectives and the activities designed under the project and the kinds of supports expected were thrashed out in the workshop. exhort the participants to provide possible services to the adolescent girls with a selfless motive. Dr. Jacob stressed much on due care and upbringing of children below 5 years, the loss or negligence of which, he said, could never be repaired. The point was reiterated by the DSWO. The workers’ negligence in the duties towards the adolescent girls seemingly was a shared experience of the guests and so they advised the workers to be honest in their duties. Negligence would mean the negligence of their own communities and people; it would in no way affect them, the officials coming from outside. The workshops , in all the points held , ended up with the anticipated assenting tone of unwavering promise made by the workers to contribute their bit, remaining within the frame work of their functions and services, with all honesty and selflessness, to the shaping of the lives and future of the adolescent girls.

ORIENTATION OF ASHA: The project organized the Asha workers’ workshop in two batches according to their geographical locations of services. 61 Asha workers turned out to the workshops along with the LHVs of the respective regions. The project objectives and activities, as usual, were shared with them in detail. The workers discussed their regular duties and roles and put forth the ways they would contribute to the fulfilment of the project objectives, especially along the promotion of the adolescent girls’ reproductive and sexual health.

Children’s Activities board

PREM has equipped with a children’s activities board in every CBCD Demo centre and PREM supported Anganwadi centres of its operational area. The children activity board Includes different creative works on paper, pre-writing activities, clay and mud activities and crafts what the children do in the centre. Teacher display those activities on the Children Activity board wall and in the shelves which helps children to more creative. It also encourages the parents to support their children in this regard. 

Training on Hand Washing  

Hand washing has become a regular practice for the children and ECE teachers in the each Demo and Anganwadi centre of operational areas of PREM. They were sensited on hand washing, its techniques and the importance of hand washing. The children asks the teacher to provide soap and water to wash hands before food and after defecation. It is observed during the home visit that, the children are practicing it at their families also, which is expressed by their parents and

guardians. Children also are maintaining the personal hygiene practices, which is observed at centres.

Promotion of Kitchen Garden

 Project has developed kitchen garden in every CBCD DEMO centres and Supported ICDS centres and getting fresh vegetables which are being used as a nutrition food supplements for the children in the centres. Project has supplied kitchen garden seeds to the communities. At the same time project is also encouraging families of the communities for development of kitchen garden in their respective backyards as well.

In Juanga operational areas of PREM, most of the community people are doing vegetable cultivation in their available areas. They have been benefited with farming the kitchen garden practice. After their consumption they sell the vegetables in the nearest weekly markets. The community people are earning money minimum from Rs. 1000/- to Rs 3000 by selling of different vegetables. Due to lobby and advocacy with JDA(Juanga Development Agency) the people are getting different vegetable seeds for producing varieties of vegetables in the kitchen garden, which helps them for family consumption and source of income.

Housing Project

PREM in collaboration with BvLF, 49 house constructions have been completed at Kapotadiha village of Banspal block of Keonjhar district. Juanga Development Agency has dug a tube well and provided 12 numbers of solar street lights to the village. Govt. ITDA department has constructed CC road and drains. The villagers prepared applications and submitted to the concerned higher authorities for electrification of households and digging of another tube well for upper site of the village houses. Monitoring of Anganwadi Centres by the OAM Representatives

Odisha Adivasi Manch (OAM) realized the need of early childhood education for the development of tribals children in Odisha. Hence different strategies have been taken by OAM to implement Mother Tongue based Multilingual Early Childhood Education in tribal

areas of Odisha to make the young children to understand different languages easily. Regular meetings and advocacy with different stakeholders brought drastic changes in ICDS programmes in Odisha. The representatives of OAM visit each Anganwadi centre of the operational villages every month in a regular basis and monitor the programmes of the centres and identify the issues of individual centres. The issues of individual centres they bring to the notice of concerned GP, block and district level authorities directly and by the support of village committee members. As a result the government is in process to address these issues one after another. OAM representatives regularly meets the micro to macro level government authorities, political representatives and other stakeholders and influencing them to strengthen the early childhood education programmes and to implement MTMLECE in the tribal areas of Odisha.

Self employment training camps

During last two months, Juanga Development Agency has organized 18 days training program at Gonasika Project office for self employment of adolescent girls and mothers. As per request of JDA, PREM selected 40 adolescents and women for this training. In these 18 days training program they trained on preparation of fresh ambiance surface cleaner (Phenyls), liquid detergent and

premium incense sticks by resource person of JDA. The follow up demonstration training will be held in the month of January 2016.

Community based awareness meeting

Community based awareness meeting on MTMLE was organised on 15th November 2015 at Janakipuram with the participation of tribal villagers. During this meeting the team emphasised the active role of the adivasi community in strengthening of the anganwadi centers and involvement of the teachers to create opportunity for the tribal children to learn many languages, so that they can able to overcome the challenges and gain confidence for competing with the non-tribal community for empowerment with sustainable development. The team also visited near by anganwadi centers, which was not functioning for various reasons.

During their visit all the visitors interacted with Dr. Jacob Thundyil, President, PREM and as well as with the program team of PREM. We explained them PREM’s development approaches, demonstration project of MTMLECE and how PREM could able to influence the state and national level policy makers for policy change for introduction of MTMLECE in their visit. The visitors appreciated the good work of PREM, centre setup, teaching methodology. They also admired PREM for adopting such a vibrant approach in early childhood education system in the state and outside states to strengthen the foundation of the tribal children and their future.

Success Story:

Gudangorjang Model Smokeless Kitchen

Clean and beautiful kitchens for healthy and dignified cooking and dining

Most of the tribal families in Odisha cook with firewood in rooms without ventilation or proper outlet. The Smoke, heat, dust, and smell which accumulate in the room, infect women, young girls who usually help and babies who stay with them. As a result most of them suffer from respiratory diseases including tuberculosis and eye infections. Burn injuries and fire accidents destroying even whole villages are common due to this way of cooking. Moreover women have to sit down the whole time causing joint and backbone deformations.

To liberate women from this hazardous way of cooking the

women and men of Gudanggorjang decided to initiate the construction of smokeless chimney kitchens where women and even men can cook with ease and use the same room as smoke, dust and smell free dining room. These kitchens have facilities for hand and utensil washing keeping the backyard clean and beautiful. The village masons with the support of PREM designed such kitchens. Construction of such 54 kitchens is in progress.
