The 2018 PSS Convention is history. Now, our Society can look forward to the 2019 Convention which will be held from August 5th through 10th, 2019 at the Omaha Marriott Hotel, 10220 Regency Circle, Omaha, NE 68114. The room rate is $109 per night plus taxes. The rate will be honored for 3 days before and 3 days after the dates of the convention. The Dutch Study Group Lo-cal Section of PSS will be the sponsor. The

“on-site” contact is Dave Lagerstrom, who will provide more specific information throughout the coming year. (To the right is a scan of the label for the 2019 PSS Convention.) Again, our Convention has been scheduled in conjunction with the APS Stamp Show which will be held from August 1st through 4th in Omaha, NE at the CenturyLink Center, 1001 Farnam Street.

SUCCESS AT THE 2018 COLUMBUS CONVENTION

Charlie Adrion, PSS #6146 The 2018 PSS (and Perfins Club) convention in Columbus Ohio has recently concluded so that means it is time for checking, sorting, and counting the win-nings. As usual, the convention was well-worth attending with plenty of stamps and camaraderie. For once, I actually sold more precancels than I bought. An added plus was the fine facility our host club and convention man-ager Jerry Hejduk found, planned, organized, and delivered. Almost all the 'regulars' were there, but we missed Mike Gutman who had to cancel due to illness and the late Rick Podwell who passed away unexpectedly this summer. Here is a summary of what I found in Columbus:

There was probably a sorting bin for active permit holders. Permit 30 indicates the total number of all holders was probably not very high. Large companies operating in large cities probably represented a logistical challenge to a Post Office’s work flow. This would mandate high denominations of postage dues appearing on large city permit holder replies, as indicated in the previous arti-cle on these usages.

stamps paid for six replies handled as first-class mail. The notation on the front of the envelope indicates how the reply was to be handled, gives the permit number 30, and cites the pertinent section 384½ of the Postal Laws and Regu-lations and where applied. Salina, Kansas is, and was, a city of less than 50,000 people. Thus, the reply envelope was from a fairly modest company in a modest plains state city.

A PLUG FOR GOOD QUALITY DATED MATERIAL Larry Patterson, PSS 5007

I did not look for dated material at the recent convention. However, I paid for some that I bought from the dated triumvirate. Via email, over the past several months, Gene Byers, Jim Hirstein, and T.J. Rehkop, have been listing material from at least one large collection. I was especially pleased with the quality of the impressions that I won. The response to my compliment was, “When somebody collects dateds for years and upgrades the copies in their collection, they end up with great looking stamps.”

AND THE WINNER IS

Larry Patterson, PSS 5007 Dick McCammon submitted the earliest first correct answer to the location of the post office in the First Annual Precancel Forum Contest. I received his answer, Thimphu, Bhutan, at 7:14 pm on June 28th.

GOODBYE MR. PRESIDENT; HELLO MR. PRESIDENT

Dear precancel friends, The convention is over; again, it was a great one. I saw many friends again and made a few new ones. A few members couldn’t come, because they were ill; I hope you recover soon and, hopefully, I will see you in Florida at the next winter meeting in Tampa or at the next convention in Omaha, Nebraska. For me personally, when you read this, my tour as your president will be over; those two years went so fast. Now it is time to say: “Goodbye Mr. President; Hello Mr. President.” I wish Ralph Kimball, your new president, all the best for his tour as the president of PSS. Of course, I’ll always be ‘at your service.’ The convention was organized by the Perfins-club in honor of their 75th anni-versary. They did a great job. I want to thank all those who volunteered; with-out the help of volunteers it wouldn’t be possible to have a convention. We have many other volunteers and, of course, I want to thank them too. One group is the members who work on new catalogs for us. Many thanks!! It takes thousands of hours to make a new catalog. For example, it will take a very long time to ‘upgrade’ more than 5,000 illustrations for the new Town and Type Catalog. During one of the meetings at the convention, Matt Ste-

phenson showed us how he makes the improvements. It is time consuming, but produces amazing results. The next edition will be the nicest Town and Type Catalog ever. I can’t wait; hopefully, it will be ready at the Florida winter meeting. The catalog committee needs some ‘fresh blood.’ Phil and Arnold told us dur-ing the catalog meeting that this will be their last catalog. Further, Gary Hen-dren who for many years organized convention dealer tables, announced that he will step down after the next convention. I have used this phrase before, “Don’t ask what the Society can do for you but ask what you can do for the Society.” Now it is your time to wake up and help our Society where and whenever you can! By now you probably know that the next convention will be in Omaha, Ne-braska. In the almost 100-year history of the Precancel Stamp Society, this will be the first to be held in Nebraska. The Dutch Study Group will be the sponsor. During the first business meeting, I asked whether it would be possible to or-ganize a convention in Denver, Colorado in 2022. Wouldn’t it be great to cele-brate our 100th anniversary in Denver where it all started in 1922? I want to finish my last article as your president with the following words: many thanks for everybody who supported me. John Williams, PSS 7358 The mechanics of pre-paid Business Reply Envelopes is interesting to con-template. If a business marketing campaign mandated a bulk mailing to 1,000 customers/clients, the business would not want to pre-pay all 1,000 possible replies if they could only expect a 30% response rate. Nor could the business predict when and from where the replies would come. Thus, it fell to the Post Office to manage the “pay as you go” business reply envelope mail. The Natural Body Brace Co. envelope (see next page) is a nice little example of the Post Office’s management process. The back of the envelope has six 3-cent postage dues (J82-701, perf 11 x 10½) applied in Salina, Kansas. These

The committees were thanked for their service and dismissed.

President Molle called for a discussion of future conventions.

Dave Lagerstrom reported that he has a contract for Omaha, Nebraska for 2019.

Mike Smukler reported that State College, PA is out because the ballroom is too small.

Phil Cayford reported that the New England Club will look for a site near Hart-ford Connecticut for 2020. If that does not work, he will try to find something else.

It was mentioned that APS Stampshow will be August 1-4, 2019 in Omaha, NE and in Hartford Connecticut August 20-23, 2020

Ralph Kimball announced that there would be a Professor Seminar at 4 p.m.

Gary Hendren announced that dealer contracts for Omaha will be distributed and the table fee will be $135. The second business meeting was adjourned at 10:18 A.M.

The Credentials Committee reported that 75 PSS members were registered for the Convention. There were 44 members present at the meeting, so a quorum was declared for the conduct of the Society’s business.

The Resolutions Committee presented the following resolutions from the com-mittee:

Larry Patterson, editor for The Forum reported: 1, There have been some problems with the new printer concerning print

deadlines, but these have been resolved. 2. The printer is currently giving the PSS a 20% new-customer discount.

This will end at some point. 3. Since the PSS is now a non-profit, the Society is getting a refund of

sales tax paid in North Carolina.

Mike Hynes, Webmaster, reported that there are no changes outstanding for the web site. He also stated that the Facebook page has members helping to answer basic questions coming from non-members.

Phil Cayford, Catalog Committee Chair, announced that there would be a meeting on Wednesday at 4:00 P.M. It is anticipated that the new edition of the Town & Type Catalog will be available by Tampa 2019. A new Bureau Catalog will not be started until after the Town and Type Catalog. An updat-ed Washington/Franklin Catalog will not be started until the number of changes reported slows down.

Last year’s convention chose Omaha, Nebraska as the meeting site for 2019. Official nominations for 2020 and 2021 may be presented and voted at the second business meeting on Thursday. Mike Smukler mentioned that he is looking at State College, PA for 2020. TOTAL T & T COUNTS - ALL STATES - JULY 2018 Arnold Selengut, PSS 194-4385

The upcoming deadlines for reporting your counts are as follows: Nuclear Group September 15, 2018 South Central Group November 15, 2018 New England Group January 15, 2019 Atlantic Group March 15, 2019 Western Group May 15, 2019 Reports are maintained on the database until refreshed by a new count, or for five years, unless the reporter requests its deletion or drops out of the PSS. Established T & T Reporters (listed below) who have provided their email addresses will automatically receive the reporting form one to two weeks be-fore each deadline. Others must send their counts to me by regular mail. Non-reporting PSS members who would like to participate must request the forms and reporting guidelines from the writer at the following email address: [email protected]

The Total States Counts summarize all the counts on file for all the regions. Many T & T collectors are stronger in one or two regions than in the others. This may be due to having started off collecting only their strong regions, and then expanding their collections to cover the remaining states. The overall counts reported here give the only opportunity each year to measure how col-lectors are doing across the entire spectrum of T & T collecting. Please take note of the “Report date” column. This date is the most recent count submitted for ANY region. Several reporters have been dropped because they allowed their counts to “age out.” Last year we had 55 reporters and we have increased by two to 57. There were four reporters who dropped out this year, including one in the top 20. Howev-er, there were six new reporters added, Adams, Fehler, Latchic, Owens, Reiber and Shiffert. We welcome our new reporters and hope that they continue their march up the ladder. The top ten Town collectors are all within 84 of completion, four better than last year. The top collection still lacks 4 towns, also unchanged from last year. In the Town counts, the top six remain ordered as they were last year. Hen-dren, formerly 7th, exchanges rungs with Adrion, formerly 8th. Foster retains the 9th rung, but Spidle moves up from 11th to hold the 10th position. Parker advances from 14th to 11th, overtaking Adkins and Masters who stay where they were last year. Trim, Noble, and Lane all move up one rung. Schwartz

2018 PSS CONVENTION PROCEEDINGS Wednesday, August 1, 2018, Crown Plaza Columbus North - Worthington at Columbus, OH. President Mike Molle called the first business meeting of the 97th Annual Convention of the Precancel Stamp Society to order at 10:05 am.

President Molle then read the list of members departed since last year and the members present observed a moment of silence. The list is printed elsewhere in this Forum.

Tom Crichton thanked the host, Jerry Hejduk and The Perfins Club on behalf of the Board of Governors and welcomed members to the convention.

Jerry Hejduk welcomed the members and thanked Phil Cayford for contracting with the hotel.

The members introduced themselves and told about their collecting interests.

The President called for oral reports from the officers present:

Secretary Rehkop announced the 25- and 50-year certificates and the PSS Hon-orary Life membership. He then gave the annual membership report. There was a gain in membership, from 577 last year to 594 on August 1, 2018. The PSS honorary life membership for 2018 was awarded to Gerry Cozzolino of Center Valley, PA who has 46 continuous years as a member.

Tom Crichton reported for the Board of Governors: 1. The new treasurer, Cathy Rothman, has been doing an excellent job. 2. There was a generous bequest from Bernard D. Mayer, Jr. made to the

Joint Memorial Fund. 3. The PSS is acquiring the Bill Cummings Fake Catalog.

jumps ahead from 22nd to the 17th rung, surpassing Batdorf, formerly 19th, Cheatham, formerly 20th and Denis, formerly 18th. In the Type counts, the top eight hold their former positions. Parker overtakes Foster, formerly 9th, to now hold that rung. Spidle holds firm in the 11th spot, but Adkins leapfrogs over Masters to grab the #12 slot. Masters holds at the 13th rung and Trim moves up from 15th to 14th. Challey advances from 17th to 15th, overtaking Noble, formerly 16th, in the process. Batdorf moves up one rung into the 17th spot. Schwartz moves up smartly from 22nd to 18th. Crosby advances from 21st to 19th and Kaijser falls from 19th to 20th. In the Type counts, the top collection now lacks 41 types for completion, an improvement of 21 types since the last report. All ten top place holders are within 2279 types of completion, which is an improvement of 81 types over last year. Consideration of the aging of the count data shows that 40 collectors updated their counts during 2018; 7 updated last in 2017; 5 in 2016; 2 in 2015; 2 in 2014; and 1 in 2013. The last three collectors will be dropped from the counts unless their counts are refreshed before the next overall deadline which is July 15, 2019. The two reporters who last sent in their counts in 2015 should also give serious consideration to sending in a new set soon.
