1 2 3 4 5 6 Technical Specification and BOQ PREAMBLE The Bill of Quantities shall be read in conjunction with the Instructions to Bidders, General Conditions, Particular Conditions of Contract, Works Requirement (Technical Specifications, and Drawings). The quantities given in the Bill of Quantities are estimated and provisional and are given to provide a common basis for bidding. The basis of payment will be the actual quantities of work ordered and carried out including spares to be handed over to Railway, as measured by the Contractor and verified by the Engineer and valued at the rates and prices tendered in the priced Bill of Quantities, where applicable, and otherwise at such rates and prices as the Engineer may fix within the terms of the Contract. If any quantities which have been supplied by the contractor and paid by RVNL are determined to be surplus by the Engineer (except those quantities which become surplus due to change in planning/scheme by Railway/RVNL) during the progress of the work or at the completion of the work, shall be taken back by the contractor, and the payment made for such materials shall be recovered from the pending claims. The materials which have become surplus due to change in planning/scheme by Railways/RVNL and are still in usable condition shall be taken over by RVNL and any part payment still to be made shall be released to the contractor. In the Bill of Quantities, quantity and unit rates and thereby the amount against each item have been indicated. Technical Specification and BOQ

PREAMBLE

The Bill of Quantities shall be read in conjunction with the Instructions to Bidders, General

Conditions, Particular Conditions of Contract, Works Requirement (Technical Specifications, and

Drawings).

The quantities given in the Bill of Quantities are estimated and provisional and are given to provide

a common basis for bidding. The basis of payment will be the actual quantities of work ordered and

carried out including spares to be handed over to Railway, as measured by the Contractor and

verified by the Engineer and valued at the rates and prices tendered in the priced Bill of Quantities,

where applicable, and otherwise at such rates and prices as the Engineer may fix within the terms of

the Contract. If any quantities which have been supplied by the contractor and paid by RVNL

are determined to be surplus by the Engineer (except those quantities which become

surplus due to change in planning/scheme by Railway/RVNL) during the progress of

the work or at the completion of the work, shall be taken back by the contractor, and the

payment made for such materials shall be recovered from the pending claims. The

materials which have become surplus due to change in planning/scheme by

Railways/RVNL and are still in usable condition shall be taken over by RVNL and any part

payment still to be made shall be released to the contractor.

In the Bill of Quantities, quantity and unit rates and thereby the amount against each item have been

The rates are deemed to be inclusive of all lead (except as otherwise specifically provided in the

description of the particular item), lifts, ascend, descend, handling, rehandling crossing of

nallah/streams/tracks any other obstructions.

BILL NO.1 FOR EARTH WORK INFORMATION

The earth work in formation and blanketing has to be executed as per latest RDSO guidelines for

earthwork in railway projects with upto date correction slips. If naturally available material in the

project area is not suitable for using as blanketing material directly then the blanketing material

conforming to RDSO specification has to be produced by blending various naturally available materials

in required proportion in a pug mill.

Obtaining prior permission for felling of trees including payment of royalty and taxes etc shall be

contractor’s responsibility and deemed to be included in the rates.

All enabling works for executing the work e.g. approach road to site, launching arrangements,

procuring right of way, arrangement of water and electricity etc is to be arranged by the

contractor at his own cost and deemed to be included in the quoted rates.

Storage of Material: All the material at site will have to be properly stacked & stored so as to facilitate

inspection. The material should be properly protected from the detrimental effects of nature and fire,

theft etc. The contractor shall be responsible for watch & ward and any loss or deterioration on

account of above shall lead to rejection of material and contractor has to replace the same at his

own cost.

The method of measurement of completed work for payment shall be in accordance with provisions

in Works Requirements (Specifications) except as otherwise specifically provided in the

description of item or particular bill of quantities or explanatory notes to the particular bill of

quantities.

(a) In items of Bill No. 6: (Building and related items) and Bill No.9: (Site facilities), the rates are

inclusive of cost of all materials including cement, steel, etc. required to deliver the final product.

(b) In items of bill No.2: (Bridges), Bill No.5: (track linking), and Bill No.7: (Platforms, passenger

amenities and Misc works) where ever cement, reinforcement steel and HTS wire (strands) are

required to be consumed in the item, the rates are exclusive of cost of these materials and the same

shall be paid separately under relevant items for supply of these materials.

(c) In items of Bill No.4: (P.Way supply) the rates are inclusive of all materials including

cement, steel and HTS wire (strands). Rails required for manufacture of item under Bill No.4 shall

be issued free of cost by RVNL.

All material, equipment, labour, casting beds, stress frames, form work, staging, scaffolding, etc is to

be arranged by the contractor within the quoted rates.

1:4:8, 1:3:6 and 1:2:4 indicates concrete prepared using volumetric mix in proportion of cement:

coarse sand: stone aggregate of specified size, respectively.

All design mix concrete shall be machine batched with automatic weigh batcher, machine

mixed and machine vibrated or Ready Mix Concrete prepared in depot and transported by transit mixer

to the site of work.

Prior to demolishing of any structure measurements have to be taken, scheme of dismantling has to be

got approved from the Engineer.

Joining of new formation with existing embankment has to be done with benching of 30 cm (V), 60 cm

(H) in the existing bank slope. The rate of earthwork includes the cost of benching.

Locations where blasting is warranted, prior permission of the employer must be obtained to

ascertain whether blasting is permitted or prohibited. Rate of rock cutting includes the cost of all

precautionary measures necessary for safety during blasting of rock.

BILL NO.2: BRIDGES AND BILL NO.7: PLATFORM, PASSENGER AMENITIES AND

MISCELLANEOUS WORK FOR CC, RCC AND PSC ITEMS.

BILL NO.4: (PERMANENT WAY SUPPLY)

If the rails required for manufacture of the finished material are to be issued free of cost by the

Employer, as specified in the description of item, the employer shall issue such rails either in

project area or from Bhilai or from any place near to the manufacturer’s workshop depending upon

availability. The quoted rates include cost of handling and transportation of rails to the manufacturer’s

workshop and finished materials from the manufacturer’s workshop to the site of work

The price quoted also includes RITES/RDSO inspection and testing charges unless otherwise specified

in the bill of quantities or Technical Specification. In case of change of inspection from

RDSO/RITES to RVNL/Consignee, 1% of cost of material will be deducted by RVNL, as inspection

charges.

All P. Way materials shall be inspected by the inspecting authority as prevalent over zonal railway for

the particular material. However, employer reserves the right to nominate any authority or its own

representative to inspect the material.

All P. Way materials shall be procured only from suppliers included in part I list of RDSO approved

suppliers for the particular item. Where, such a list is not maintained by RDSO, prior approval of source

of supply shall be obtained from the employer.

BILL NO.5: (PERMANENT WAY LINKING)

All P. Way material shall be neatly stacked and stored in the project area and protected

against loss/ deterioration by proper watch and ward staff, insurance, etc, the cost of which is

deemed to be included in the rates.

Painting of rails shall be done before fixing in position and touching to be done after laying in position.

Rates include day as well as night working and lighting arrangement as per requirement and

to the satisfaction of the engineer.

The welds found defective in USFD, shall have to be replaced by the contractor at his own cost.

For Mechanized laying of track only service rails will be made available by RVNL. All other materials

such as wooden blocks, fish plates, rail screw etc will have to be arranged by contractor. The

rails will be provided at convenient location within the project jurisdiction. All leads, lifts &

transportation etc shall have to be done by contractor including depositing back after completion of

works at his own cost.

Note: Cement consumption for any item if not mentioned above is to be worked out as per CPWD

DSR 2012.

Scope covers interior partition walls, electrical, plumbing, cooling, heating, foundation, masonry

walls, doors, windows, ventilators, concrete flooring, rolling shutters etc as per GAD of shed.

Rolling shutters should normally be motor operated with provision for manual operation. However, cost

of these items/ materials not specifically mentioned in this specification and executed by bidder will be

paid as per relevant items of BOQ in Bid Document.

Relevant BIS Codes latest revision should be used. Wherever other than BIS codes/ manuals are

mentioned equivalent BIS Codes may also be used.

Built-up sections should be fabricated from hot rolled plates conforming to ASTM A572 Gr50 (345MPa)/

Primary structural connections should be made with electro galvanized (silver) high strength

bolts Gr8.8 steel conforming to IS 3757. Purlins and girts should be connected to supporting

members by machine bolts Gr4.6 steel conforming to IS 1363 electro-galvanized (yellow). Anchor

bolts should be made from rods conforming to ASTM F1554 with a minimum yield strength of

250 MPa. Roof and wall panels should be fastened by No12 carbon steel self-drilling screws

hot-dip galvanized with polymer- coated finish with an integral washer head to which an EDPM

elastomer layer is bonded.

STANDARD MATERIAL SPECIFICATIONS

Scope covers design and execution of foundation and horizontal ties as per design loads of PEB shed.

Bidder should submit design duly proof checked by Government engineering college to the employer

before execution. Design should be prepared based upon site soil conditions. Anchor bolts should be

set strictly as per approved setting plan unless otherwise specified

Scope covers necessary tests conducted in-house and from approved recognized testing center

and submission of test certificates for chemical and mechanical properties as per approved quality

assurance plan for fabrication and erection.

Scope covers submission of quality assurance plan including source of materials for fabrication

and erection of PEB shed by bidder to the employer for fabrication and execution. Bidder should

ensure that standard code of practice and recommended installation methodology of erection of PEB

shed are adopted during erection at site. Bidder should ensure necessary tackles and tools like torque

wrench, power drill/ screw driver etc are used during erection. Bidder should ensure proper

scaffolding, man lift, road mobile crane etc are deployed and used at site during erection

Scope covers painting of structural members. Primary steel should be shot blasted and cleaned

thoroughly before applying primer coat. One primer coat of red oxide zinc chromate as per IS 2074

should be applied in shop after fabrication with an average dry film thickness (DFT) of 35 microns.

Painting covers one shop primer coat and two coats of synthetic enamel paint (RAL 5010) of total DFT

thickness of 100 microns on all structural members.

Base metal should be high strength steel of 550 MPa yield strength with hot dip metallic coating of

aluminum zinc alloy (55% Al, 43.4% Zn & 1.6% Si) as per ASTM A792M/ AS1397 & AZ150 of 150

gm/m2 total on both sides with super durable polyester quality paint coat conforming to AS/ NZS 2728

Type-4. Painting should have total coating thickness of nominal 35 micron comprising nominal

primer coat of 5 micron on both surfaces, external coat of nominal 20 micron on top surface (RAL

5012) and reverse coat of nominal 5 micron on back surface (RAL 9002). Color shade for roof and wall

cladding sheets should be selected from standard color shade with approval of the employer. Paint for

exposed coat should be super durable polyester with inorganic pigment and free of lead. Conversion

coating should be applied on both surfaces of metallic coating before application of paint as per AS-

2728. Sheets should have marking details on backside of sheet at regular intervals indicating steel

manufacturers name and product details.

Sheeting should be fastened with nominal 40 micron zinc coated or nominal 25 micron zinc-tin alloy

coated Hex head self-drilling screw as per AS3566 2002 Class-3 fasteners of approved make with

EDPM washer as per requirement considering profile shape and design load. Fastener size should be

selected as per design/ manufacturers recommendations

Scope covers supply and fixing of louvers as per GAD of shed with fixed louver blades and border

flashings manufactured from same sheeting material with outer side (RAL 9002) and inner side (RAL

5012) as per color scheme approved by the employer.

Scope covers supply and erection of 0.60 mm thick zincalume/ galvalume steel trapezoidal sheeting

from reputed manufacturer with nominal 28 mm deep ribs. End ribs should be designed for anti-

capillary action to avoid seepage of water through lateral overlap. Feed material of profiled

sheet should be zincalume/ galvalume steel with base metal thickness (BMT) of 0.55 mm and total

coated thickness of 0.60 mm.

Scope covers supply and fixing of UV protected polycarbonate day light panel minimum 2 mm thick

conforming to classification 14443 PCISP LH49 2521 as per IS 14443 1997 with all flashings, trim

closures, caps etc from reputed manufacturer. Profile of day light panel should match roof and wall

sheeting panel. Closure strips should match sheeting profile.

Scope covers supply and fixing of accessories like louver blades, flashings, gutters, down take pipes,

trims, ridges, capping, liner panels etc fabricated from same sheeting material used for roof and wall

cladding application. Accessories should be fixed properly with roof and wall sheeting to ensure

weather tight PEB shed. Down-take pipes/ downspout should be fabricated in square section

(equivalent to 6” diameter pipe) from same sheeting material. Gutter and down-take pipe system

should ensure no water accumulation and stagnation at gutter level. Color on outer side of accessories

should be RAL 9002

ACCESSORIES (TRIMS, FLASHINGS, GUTTER, DOWNSPOUTS, RIDGE, CAPPING AND LINER PANEL)

FASCIA AND PARAPET

Note: RVNL reserves the right to reject or alter any part of works executed by bidder, which in the judgement of

RVNL does not comply with requirements of above specifications. The decision of RVNL shall be final and

conclusive for all purposes and contractor shall have no claim on this account whatsoever.

Scope covers supply and fixing of gravity flow ridge type turbo roof vents with 600 mm throat and

manufactured from same sheeting material. Turbo vents should be lightweight wind driven turbine

based roof vents manufactured from light weight, rust resistant aluminum alloy suitable to wind speed

up to 200 km/hr. Light weight roof vent structure should also assist in producing a low starting torque

to initiate ventilation function. Double row ball bearings should be sealed and prepacked for

maintenance free operation. Throat diameter of ventilation should be 600 mm with base plate of

aluminum alloy. Color of turbo vents should match with color of roof sheeting (RAL 5012). Turbo roof

vent should cover warranty for a period of 10 years guarantying ventilator turbine to spin when

subjected to direct wind under normal conditions.

Sidewalk roof extension should be 900 mm cantilevered roof members located at eave and

sloped at same pitch as main structure roof slope. End wall r oof e xtension should be 900 mm

cantilevered C and Z sections which are continuous span extensions of main building end bay purlins

and eave struts. Roof extension structural members (except rafters) should be concealed

completely when soffit panel is specified.

Vertical and curve line fascia should be bracket mounted type. Vertical fascia should consist of hot

rolled I section or cold formed C section fascia post supported by hot rolled section bracket that is

cantilevered from rigid frames columns at side walls and from end well posts at end walls with cold

formed

Likely manufacturers and suppliers of PEB shed complete in all respect are M/s Kirby Building System,

M/s Pebs Pennar, M/s Tata Bluescope, M/s Zamil Steel Building and M/s Tiger Steel Engineering.

Sidewall canopy should be 1500-2000 mm cantilevered rafter attached at eave or any point below

eave supporting 200-250 mm deep Z purlins. Soffit panel should conceal canopy purlins leaving

rafters exposed unless otherwise specified.

Note 1:

This item is provided with the contention that new site

offices will be constructed for this purpose and 75%

payment of the accepted rates will be made after making

available functional office, balance 15% payment shall be

made at the end of the completion period and the remaining

10% will be paid after clearance of site by the contractor.

Note 2:

Alternatively if suitable accommodation is available on hire

basis at suitable location acceptable to the employer, the

contractor can arrange the same under the item but in such

a case the payment shall be regulated as below. (a) 10%

payment shall be made on completion of one month from

the date of making available the office fit for functioning. b)

Remaining 90% payment shall be paid in equal monthly

instalments that is (0.9xQuoted rate) / (Stipulated

Completion period in months + defect liability period in

months).

Note 3: In case stipulated period gets extended, payment on

monthly basis, under this item, in such extended period,

shall be made as under;

(i) in case of new construction @ [(54% of Quoted rate) /

(Stipulated Completion period in months + defect liability

period in months)] per Sq.m. of Plinth area.
