PRE-QUALIFICATION-CUM TENDER NOTICE
Housekeeping and Maintenance services for Bank’s
Staff Training College, Bhopal

Bank of India invites applications for pre-qualification-cum-sealed tender for housekeeping and
maintenance services for its Staff Training College at Bhopal having approx. carpet area of 5015 sq.mt.(approx.)
2. Pre-qualification-cum-tender application for the same can be downloaded from Bank of India website
www.bankofindia.co.in under the section ‘Tender’ or can be obtained from Staff Training College, Bank of
India, Bhopal on payment of Rs.1000/- (non-refundable) by Demand Draft / Pay Order favoruing Principal,
Bank of India, STC, Bhopal from 23.02.2015 up to 09.03.2015 from 10.00 a.m. to 05.00 p.m. The applicant
submitting tender through downloaded form should furnish the said fee of Rs.1000/- along with tender apart
from Earnest Money Deposit (EMD).
3. The tenders should be submitted in three envelopes as under:-
Envelope ‘A’ : Shall contain duly filled in pre-qualification application form with enclosures. The
prescribed fee of Rs.1000/- in form of Pay Order/Demand Draft favouring Bank of India shall be
enclosed in the said envelope only for the applications downloaded from website.
Envelope ‘B’ : Shall contain Earnest Money Deposit of Rs.10000/- in the form of Bank Draft / Pay
Order favoring Principal, Bank of India, STC, Bhopal.
Envelope ‘C’ : Price Tender document.
All the Envelopes will be sealed and addressed to the Assistant General Manager & Principal Staff Training
College, Bhopal, Jail Road, Arara Hills, Bhopal -462011. Sealed tenders to be submitted in the office of the
Principal, STC, Bhopal on or before 10.03.2015 between 10.00 a.m. and 05.00 p.m. Tender through post/courier
will not be entertained. The Envelopes No. A & B will be opened on 12.03.2015 at 04.00 PM in the presence of
Tenderers who would like to be present on the said date and time.
On opening the Envelopes No. A & B if it is found that the tenderer/applicant has not submitted the cost of
tender and/or the EMD of requisite amount, ,their application will be rejected and not to be processed further.
Remaining applications will be scrutinized as per the eligibility / prequalification criteria given in the tender
notice. Works executed/in hand by/of the firms who fulfill the eligibility / pre-qualification criteria to be
inspected by an in-house / tender Committee. Confidential reports from the previous/existing clients of the firms
will be obtained. Based on the fulfillment of selection/pre-qualification criteria, inspection of works and
confidential reports, pre-qualification/selection of contractors will be finalized. Priced Tender Document i.e.
(Envelope ‘C’) of only those Tenderers who are thus pre-qualified will be opened. EMD (without any interest)
as contained in Envelope No. ’B’ and unopened tender as contained in Envelope No. ’C’ will be returned in due
course to the tenderers who are not pre-qualified. EMD of unsuccessful tenderers whose tender Envelope No.
’C’ has been opened will also be returned without interest in due course of time. EMD of successful tenderer
whose tender is accepted will be converted into Security Deposit.
4. The minimum eligibility criteria for pre-qualification is enclosed. Applicants are advised to furnish
Clients’ Certificate in respect of experience claimed.
5. The validity of the offer will be 6 months from the last date of submission of application form.
6. The tenders are liable to be rejected for non compliance of all or any terms & conditions mentioned in
Minimum Eligibility Criteria for Pre – Qualification.
7. The Bank reserves the right to reject any / all applications without assigning any reasons thereof.

MINIMUM ELIGIBILITY CRITERIA FOR PRE-QUALIFICATION
a) Applicants should have minimum 05 years experience in the field as on 31.01.2015.
b) Relevant experience in the field should be as under :
i) Completed/in hand 3 similar assignments during last 5 years of an office or institutional building
of carpet area not less than 2000 sq.mt. Out of the three assignments, one should be in
Bhopal/Indore/Ujjain/Jabalpur.
Or
ii) Completed/in hand 2 similar assignments during last 5 years of an office building of carpet area
not less than 3000 sq.mt. Out of the two assignments, one should be in
Bhopal/Indore/Ujjain/Jabalpur.
Or
iii) Completed/in hand at least one similar assignment of an office / institutional building of carpet
area not less than 4000 sq.fm. If this assignment is outside Bhopal/Indore/Ujjain/Jabalpur, at least
one additional completed/in hand assignment of an office / institutional building of carpet area
not less than 2000 sq.mt. should be in Bhopal/Indore/Ujjain/Jabalpur.
c) Relevant experience shall mean experience in housekeeping & maintenance services
d) Average annual turnover of the applicant company during last 3 years should not be less than Rs.30.00
lac. ( Please attach certificate from CA for three years )
e) Should have well established office in Bhopal/Indore/Ujjain/Jabalpur.( Please attach Telephone Bill)
f) Applicant must be ISO certified firm in the area of house keeping.
g) Applicant should file undertaking that they are not blacklisted for any reason by any organization.
h) Applicant should submit the certificate for their satisfactory housekeeping services rendered to existing
clients.

INSTRUCTIONS TO APPLICANTS
1. Intending Applicants are required to submit their applications with full bio-data giving details
about their organization, experience and qualified personnel in their organization, competence
and adequate evidence of their financial standing etc. in the enclosed form which will be kept
confidential.
2. While deciding upon the selection of contractors, emphasis will be given on the ability and
competence of applicants to do quality work within the specified time schedule.
3. Decision of the Bank as regard to Enlistment of contractors will be final. The Bank is not bound
to assign any reason therefor.
4. Each page of the application shall be signed. The application shall be signed by person /
persons on behalf of the organization having necessary Power of Attorney to do so.
5. If the space in the proforma is insufficient for furnishing full details, such information
may be supplemented on separate sheets of paper, stating therein the part of the proforma and
serial number. Separate sheets shall be used for each part.
6. Applications containing false and / or inadequate information are liable for rejection.

8. The minimum general pre-qualification criteria is enclosed. The Contractor shall enclose with
the application details of scope of work carried out/ in hand and furnish documentary evidence
in support of the same. The documentary evidence shall be copy of Work Order and client’s
certificate. The carpet area of the building should be clearly stated therein.
9. The Bank reserves the right to reject any or all applications without assigning any reason
therefor.
10. Minimum Wages Act of Central / State Government to be kept in mind while quoting the
bid. Certificate from existing client that no litigation under minimum wages act is
pending/initiated/ contemplated against the vendor is mandatory.
11. Quotations/Contract are not transferable.
12. Each application must be accompanied by a Bank Draft of Rs. 10,000/- from a Nationalised
Bank drawn in favour of Principal, Bank of India, Staff Training College, Bhopal as earnest
money. The contractor’s name etc. should not appear on the Bank Draft. This amount will be
refunded in due course to the unsuccessful bidders. Applications not accompanied by earnest
money shall be summarily rejected.
13. The earnest money of successful contractor will be forfeited if he does not fulfill any of the
following conditions :-
a) Furnishing of Security Deposit of Rs. 50,000/- (Rupees Fifty thousand only) in the
shape of Term Deposit with Bank of India favouring “Principal, Bank of India, Staff
Training College, Bhopal” within 5 days of the receipt of the letter awarding the
contract.
b) Execution of the agreement document within 5 days of the receipt of award letter.
c) Commencement of contract within 5 days of the signing of Agreement document or as
decided by the sole discretion of the Bank.
d) To comply with all the terms and conditions of the award letter and agreement.

14. The sealed cover containing the application should be superscribed “Application for Contract
of Cleaning Services at Bank of India, Staff Training College, Bhopal.”
15. The contractor should submit the following documents in addition to the quotation of rates.
i) Application, duly stamped and signed by the Applicant on all the pages, in token of
having accepted all the terms and conditions of the contract.
ii) Testimonials of recent dates from the Head of the Organisations at which the contractor
has provided catering services during the last five years including the number of
persons to whom the services have been rendered.
iii) Copy of the latest Income Tax Clearance/ Service Tax Clearance Certificate/Returns.
iv) Earnest Money of Rs. 10,000/- as above.
v) Documentary proof in support of Service Tax.
16. Only those contractors who meet the above mentioned, in all respects should submit their
applications after perusing the enclosed terms and conditions for Housekeeping & maintenance
services.
17. The Bank is at liberty to reject any application even after qualifying as L-I, if it is found
subsequently that the quality of service is not up to the mark as per the terms and conditions
laid down. In case of any concealment/non-disclosure of material facts by the Applicant in
order to qualify the bid, Bank reserves the right to reject the Application. In the above
eventuality, the Bank is entitled to forfeit the earnest money of the disqualified bidder and also
to realize the expenses/loss incurred by the Bank and /or compensation at the discretion of the
Bank. Contractors whose services were found unsatisfactory in the past are not eligible to
participate in the process.
18. The rates quoted should be on realistic basis at which the contractor is able to render services.
Increase in rates will not be considered during tenancy of contract period.
19. Proper inspection of the service area like number of faculty rooms, class rooms,
Computer Labs, other rooms, Auditorium, Toilets etc. may be done by the bidder well
before applying for the tender. The inspection may be done on any working day from
23.02.2015 to 09.03.2015 between 11.00 a.m. and 5.00 p.m.

Terms & Conditions for Housekeeping & Maintenance Services Contract
1. Bank of India is owner of “Staff Training College, Jail road, Arera Hills, Bhopal having an area of 5015
Sq.mt approximately. Details of the area to be cleaned/ maintained are furnished in Schedule “A”. The
said building consists of Class Rooms, reception, computer labs, faculty rooms, library, hostel rooms,
Principal and Vice-Principal’s chambers, entertainment Hall, Auditorium, Gymnasium, canteen/ dining
Hall, discussion Rooms, Audio Video Rooms, cabins, guest waiting lounge, corridors, stair cases,
hostel, mess, toilets etc. The Bank is desirous of availing services of an external agency for
maintenance upkeep and cleanliness of the said premises/building.
2. Scope of work and details of services are mentioned in the schedule ‘B’.
3. The contractor shall provide to the Bank the services detailed in schedule ‘B’ in the said premises.
4. The Bank shall pay to the contractor a consolidated sum as per Agreement per month for providing the
said services as per schedule in the said premises after every month.
5. The CONTRACTOR shall deploy the following number of persons in the said premises for carrying out
the said services and such persons shall attend to/do such works as instructed by the Bank from time to
time.

6. The CONTRACTOR shall station permanently in the said premises one supervisor on all the seven
days.
7. All persons engaged by the Contractor for carrying out the said services in the said premises shall be
Contractor’s employees and the contractor shall be responsible to pay the wages and other emoluments
to his employees as required under law. No liability/responsibility whatsoever in this connection shall
be attributable to the Bank and employees engaged by the contractor for house-keeping / cleaning /
maintenance services shall always remain the employees of the contractor only.
8. The contractor declares that he has got necessary licence, permit, consent, sanction etc. as are required
for employing such persons for carrying out the said services under the Contract Labour (Regulation
and Abolition) Act, 1990 and /or any other Act or laws. The contractor undertakes to produce the
permission/license etc. so obtained to the Bank and would furnish copies thereof as and when required
by the Bank. The contractor also undertakes to keep and get renewed such license, permission etc. from
time to time. The contractor shall be solely responsible for any contravention of any acts, laws or
regulations in this regard.
9. The contractor agrees and undertakes to bear and pay all the taxes, rates, charges, levies, claims
whatsoever as may be imposed by the State/Central Govt. or any local body or other authority in
connection with employing such persons for the said services from time to time. The contractor agrees
to furnish such proof of payment and compliance with the obligation including registration certificate,
clearance certificate etc. as may be required by the bank from time to time.
10. The contractor shall provide uniforms to his staff. Prior approval of the Bank may be taken for the
colour and pattern of the uniform. All the employees of the contractor will always be in such uniform
and will display identity card. Any employee without dress and identity card will not be permitted to
enter the said premises. Contractor shall engage Lady cleaning staff for cleaning the rooms
occupied by lady participants.

11. The contractor and all his employees shall at all times, during the continuance of this Agreement obey
and observe all the directions and instructions which may be given by the Bank from time to time.
12. The Contractor shall furnishes to the Principal the names and addresses / other particulars of staff to be
employed by him. The personnel employed by the contractor shall be of good conduct and character and
health. They should be medically fit and this should be supported by certificate from a doctor, approved
by the Bank. The contractor shall produce and acknowledged copy of the letter lodged with the Police
Department in respect of the personnel to be deployed at the Bank.
13. The contractor shall be solely responsible for the conduct and integrity of the personnel deployed. If any
of the contractor’s staff is found misbehaving with other staff or with any other employees of the Bank
or with any of the customers/guest/trainees of the Bank, the contractor shall withdraw such persons(s)
forthwith as and when advised to do so by the Principal/designated officer of the Bank and replace him
with suitable substitute.
14. The contractor and his staff shall always be prompt, render quality service, maintain good behavior and
politeness. The contractor shall ensure that the person deployed are fully trained and experienced. The
contractor shall arrange for substitutes if any of their staff deployed by him in the said Bank is absent
due to leave or sickness, failing which appropriate amount will be deducted from Bill of relative month.
15. The contractor shall take necessary insurance for the staff deployed by him in the said premises and
ensure that such insurance policies are kept valid during the continuance of this contract.
16. The contractor and his personnel shall co-operate with the security agencies deployed in the college and
shall be thoroughly checked every time they leave the premises by the security personnel, at the main
gate. The contractor shall, in the case of any unusual occurrence/ incidence in the said premises, bring
the same to the notice of the authorized Officer of the Bank.
17. The contractor shall station permanently in the said premises, one supervisor holding valid license
issued by the Licensing Board.
18. No residential accommodation shall be provided by the Bank to the Contractor and/ or persons
engaged/deployed by him. However, the Bank shall provide suitable space to the contractor for keeping
tools/ consumable materials etc. at the risk and responsibility of the contractor.
19. The contractor shall execute his contractual obligations in a manner so as not to interfere with working
of the Office/College and also without causing disturbance or damage to the existing structure and
installations.
20. The contractor shall properly maintain all equipment/ items in the said premises and those if any given
by the Bank for performance of his duties and also keep the said premises neat and tidy and free from
any damage. The contractor hereby agrees that the loss, if any, sustained by Bank due to any breakage
of equipment /loss of any items shall be made good by the contractor and the Bank shall also be at
liberty to recover the market rate of the said items or the amounts incurred for replacing spoilt/ damage
items/ materials, from the contractor’s bill.
21. Sufficient quantity of all cleaning materials such as phenol, disinfectants, deodorants, odonil, room
fresheners, insecticides etc. and tools and equipments (including the machine required for cleaning of
floor) needed for house-keeping and maintenance shall be provided and arranged by the contractors
himself, at his own cost and no extra amount shall be payable to him by the Bank on this account.
22. The contractor shall maintain a key-register and ensure control over keys and opening and working of
hostel rooms and other rooms and places of the said premises. The contractor shall engage responsible
person for allotment of rooms to the guests/ participants of the various training programmes, under the
guidance of Resident Officer. Any change/inter change of keys/locks to be entered in the Register under
authentication of Resident Officer.
23. The contractor shall be responsible for and ensure that the facilities like water, electricity or anything
else provided by bank are not misused or wasted. Any misuse of the said premises, equipment or
facilities extended to the contractor, will be charged to the contractor and the decision of the Bank will
be final in this regard. The contractor shall ensure that all unwanted lights are switched off, after
working hours and all passage/ corridor and lawn lights are switched on/off as per prescribed timings.
24. The contractor shall maintain registers and checklists for each activity and the works done by each of
the contractor’s men shall be recorded on a Job Card duly signed by the Supervisor. The contractor
shall also submit a comprehensive report every month detailing the works/ services done during the
month.
25. The Bank shall have the right to withhold/adjust any sum out of the amounts payable to the contractor
under this contract, if the contractor or his employees commits breach of any of the terms and conditions
of this agreement or fails to produce sufficient proof to the satisfaction of the bank as to payment or all
statutory and /or other dues or compliance with other obligations.

26. The contractor shall deposit with the Bank a sum of Rs.50,000/- (Rupees Fifty thousand only) as
“Security Deposit” for his proper performance of this Agreement. If the contractor violates any of the
terms of the agreement or fails to perform his functions stipulated in his contract properly to the
satisfaction of the Bank or any loss, damage, pilferage, theft etc. occurs in the said premises, the Bank
shall without prejudice to its other rights/ remedies forfeit the security deposit. On the question whether
the loss or damage is caused or not, the opinion of the Bank shall be final.
27. The contract will initially be for a period of ONE YEAR which may be further extended for a further
period of one year at the same rates and at the sole discretion of the bank. However, Bank shall be at
liberty to terminate the agreement without conveying any reason by giving 30 days notice to the
contractors, subject to, however, that the contractor shall continue to discharge his duties stated herein at
the demand of the Bank until a new contractor is engaged by the Bank and written communication of the
same is given to the contractor by the Bank. In the absence of any such demand the contractor and his
employees shall immediately vacate the said premises upon termination of the contract.
28. The parties hereby agree that in the event of any dispute regarding the liability of any one party hereto and
arising out of this agreement, the same shall be referred to the Arbitration by a Sole Arbitrator to be
nominated by the Bank at its sole discretion. The provisions of the Arbitration and Conciliation Act, 1996
shall apply to such arbitration.
29. The Bank reserves the right to cancel the contract and forfeit the security deposit, if it is found that the
services are not to the satisfaction of the Bank and / or use of substandard material by the contractor.
30. The Service Tax /VAT /Sales Tax or any such tax paid by the college to the caterer along with the bill
will be deposited by caterer with the concerned Tax department account within 7 days of its receipt. A
copy of the challan of Service Tax so deposited by the caterer will be submitted to the college authorities
along with the next bill failing which the next bill will not be released for payment.
31. None of the Contractor’s personnel shall enter in to any kind of work other than provided in this
agreement, in the college complex.
32. The Contractor shall compensate the Bank for any loss / damage caused to it, which is attributable to the
negligence or otherwise on the part of the staff of the contractor. And in case of any dispute whether or
not the personnel has been negligent in discharge of their duties, the decision of the Principal shall be
final and binding on the Contractor.
33. The Bank shall not be responsible for any injury or loss of life occurring (during the performance
of maintenance duties in the premises mentioned above) to any personnel deployed by the
Contractor. Any compensation or expenditure towards treatment for such injury or loss of life or
otherwise, shall be borne by the Contractor and would be the sole responsibility of the Contractor.
34. The Contractor shall execute his contractual obligations in a manner so as not to interfere with working of
the office/college, and also without causing disturbance or damage to the existing structure and
installations.
35. In matter of dispute regarding the quality of services including cleanliness of premises, internal pathways,
upkeep of furniture etc. and other facilities provided at the college or any other matter related to services,
the decision of the Principal or its authorized representative shall be final and binding.
36. Penalty Clause :- The bank reserves the right to levy penalty at appropriate rate as decided by the
bank / Principal of STC, Bhopal for deficiency in services of contractor, which , inter-alia, include
the following :
1) Non deployment / less deployment of staff
2) Poor quality of work and for untimeliness of services
3) Supply of inadequate or substandard quality of cleaning material.
Such penalty may include (a) deduction of proportionate charge in monthly charges, and or cost of
replenishment incurred by the Bank or both. The decision of the Bank/ Principal of STC, Bhopal
shall be final on the matter.
The Schedule attached to this Agreement shall form an integral part of this Agreement and to be read/
treated as if incorporated herein.

SCHEDULE ‘B’
The details of services to be provided by the Contractor which are defined as “said services” in the Agreement.
I Maintenance and cleaning of said premises all the 365 days a year, which includes :
a) Thorough dusting and cleaning of all furniture, glass surfaces, lights, fans, equipments etc. kept in the
said premises.
b) Sweeping, mopping and cleaning of the entire area of the said premises everyday using standard quality
phenyle/acid etc. Machine cleaning, polishing and buffing of floors is to be done once in a week.
Thorough cleaning of all floors and washing of tiles on walls and floors of toilets with mild acid every
day.
c) Internal Roads, immediate periphery of the building, pathway to be kept thoroughly neat and clean by
sweeping and cleaning with flow of water every day. Washing down of the compound area and drive-
ways weekly.
d) Cleaning of all toilets everyday and continuous cleaning of all common toilets replenishment of toilets
roles and other consumables/ deodorants.

HOUSE-KEEPING FOR AUDITORIUM
1. The entire block of auditorium including stages, corridors, conference room, dining hall shall be
swept and mopped before and after every engagement.
2. The cleaning shall be completed at least 3 hours before the next engagement.
3. The cleaning in Auditorium/Conference halls shall be thorough and sweeping shall be done properly
below chairs, tables, all corners etc.
