SAROPS is the software used by the USCG for maritime search planning. SAROPS is a Monte Carlo based simulation that uses thousands of simulated particles generated by user inputs. SAROPS has the ability to handle multiple scenarios and search object types and accounts for meteorological and oceanographic conditions (e.g. wind speed, currents, wave height, etc.). Searching for a drifting object in the maritime environment requires the determination of search areas. Search and Rescue (SAR) Units receive a recommended search pattern that accounts for the relative motion between the search unit and the drifting object.

Animal agriculture hazards include, but are not limited to, foot and mouth disease, avian influenza, and classical swine fever. Plant pests include foreign noxious weeds such as hogweed and insects such as long-horned beetles related to the Asian long-horned beetle that has caused millions of dollars in losses in numerous communities in the United States. Fruit flies, such as the Mediterranean fruit fly, if introduced, would cause significant direct damage to U.S. fruit crops and have major impacts on export markets. CBP seeks innovative uses of the data they collect during port-of-entry inspections to better predict and mitigate pest threats approaching our shores.

S&T Office of University ProgramsBringing Innovation to Operations

§ DHS S&T funds and manages portfolios of critical homeland security-related research in a range of scientific and strategic mission domains. S&T assists DHS operations in understanding emerging science and technology, assesses its potential utility, and applies that knowledge to drive informed decision making.

§ DHS S&T partners with academia and the private sector to study difficult operational and strategic problems, test technical solutions, evaluate program risks, and recommend potential solutions to create a pipeline of innovation, advancement, and education for homeland security.

§ OUP is organized into three primary focus areas:

How Are Topics Identified?§ S&T has established a thorough and rigorous process to

examine the topics which are to be designated as research projects. This evaluation framework consists of two phases, throughout which S&T determines how a proposed topic satisfies the following:

Phase 1: Strategic Assessment§ It must be a priority for Congress, the Administration, DHS Leadership,

DHS Components, and/or First Responders.§ The topic must serve a significant DHS mission and continue to be a

DHS priority in the future.§ It must address a real knowledge gap.

Phase 2: Topic Refinement § It must be a uniquely DHS problem with no other agencies’ research

programs sufficiently addressing it.§ A researcher must be able to make a significant contribution with

available resources and academic constraints.
