Executive Summary
To achieve sustainable development goal and become middle income country
by 2021 and developed country by 2041, the present Govt. has declared Digital
Bangladesh “Vision 2021” on 12th December 2008. The main objectives of
Digital Bangladesh are to create Employement Opportunities, conducive
business environment and Socio Economic development. To improve the
economic condition and increase employment opportuniies IT/ITES is now
thrust sector. The demand of IT/IT enabled services is increasing throughout the
world and the investors around the world needs a competitive cost of
production. Bangladesh has a sizeable unemployed and educated young
population with low labour cost of production which can be utilized in this
sector with proper training and guidance. GOB needs to create skilled
manpower through developing world-class business environment conducive
business environment for IT/ITES to attract potential foreign and local
entrepreneurs for investing in Bangladesh. There is also an advantage of time
zone. Bangladesh labour force can do the work ordered from Western countries
overnight and have the job done before business hours begin the next day.
Bangladesh has one of the most attractive population demography in the world
–relatively high young population base as over 34% are in age group of 15-34
years ; which is favorable for IT-BPO industry. Analyst projections reveal that
this number is further slated to go up. This corresponds to a young working
population of over 53 million people- large enough to man the fledging IT
/ITES industry for years while keeping the costs low. For creating employment
opportunity in the IT sector it was felt necessary to develop infrastructures
which will create an environment for innovative companies and increase foreign
and local investment.
By this time more than 1400 software and IT companies have been registered.
Through this IT companies approximately $800 are exporting to outside the
country. The freelancers activities and number of freelancer are gradually
increasing effectively and efficiently. They are working with local and foreign
clients. There are more than 10,000 freelancer working in Bangladesh but they
are not registered (source BASIS) therefore their income are not penetrating in
total revenue. However, they can contribute to develop socio econoic condition.
Chapter 01:
Background
Background Bangladesh Hi-Tech Park Authority:
The Government of Bangladesh has declared Vision 2021 with a target to make
Bangladesh as a middle income country using Information and Communication
Technology (ICT) and develop favorable business environment for innovative
companies. Bangladesh Hi-Tech Park Authority is the official body of
Bangladesh government to boost up Hi-Tech industries in Bangladesh .To
fasten up the economic development of the country, Bangladesh Hi-Tech park
Authority (BHTPA) was established in 2010 by an act under ICT Division.The
purpose of the act is to the establishedment of the Bangladesh HI-Tech Park
Authority to make provision for the establishment and expansion of Hi–Tech
industry for creation, management, operation and development of Hi-Tech Park
throughout the country. It is an autonomous body comprising 76 personnel;
Managing Director (MD) is the chief Executive of the Authority. There is an
Executive Committee (EC) headed by the State Minister of ICT Division for
posts, Telecommunications and Information Technology Ministry to look after
the day to day policy matter of the Authority. Inspite of that, a Governing
Board, headed by the Honorable Prime Miniser is also overviews, the overall
policy matters of the Authority.
The first state level Hi-Tech park named Bangabandhu Hi-Tech City is being
developed by Public Private Partnership (PPP) model, a project name Support to
Development of Kaliakoir Hi-Tech Park (other hi-tech park) Project which is
funded by world bank to provide all basic infrastructure at kalialoir
Bangabandhu Hi-Tech City. Apart from this Sheikh Hasina Software
Technology Park, Jessore, Janata Tower Software Technology Park, Sylhet
Electronic City, Mohakhali IT Park, Rajshahi Barendra Silicon City, 12 IT
Parks in different
Districts & Divisions, 8 Sheikh kamal IT Training and Incubation Center are the
milestone for developing IT/ITES sectors.
12 IT Parks Project
Bangladesh govt. has decided to establish 12 IT Parks in 12 districts and
divisions to create facilities for IT Professionals. There are lot of prestigious
educational institute and IT companies outside of Dhaka city. The students who
pass out from those institute maximum of them become unemployed due to
scarcity of vacant job, therefore there socially unaccepted, and budded to the
nation. The propose IT parks will be milestone for creating employment
opportunity skill development and develop socio economic condition. In that
park provision will be made for start-up companies and mentoring and guidance
facilities will be given to them and facility will be create for new entrepreneur.

Pre Feasibility study Committee:
Feasibility study in one of the prior condition of any project when the budget of
that project will be more than 25 crore.
The budget of 12 IT parks project is more than 25 crore therefore it is necessary
to conduct feasibility study.
But due to time and budget constraint a decision has been taken from ICT
Division to form a committee for Pre Feasibility study. The committee

Roles of Committee
a) Collection the information of present infrastructure of industrial Zone,
Entrepreneur, availability of skilled manpower, market demand,
communication system, condition of electricity, gas, water, fiber optical
connectivity, telephone system etc and justify whether it will be feasible
or not for development of IT Parks.
b) Physical verification and inspection of the proposed land by the
Committee. Position of the land ownership condition surrounding area,
mouja map, market demand, lay out of the proposed land, surrounding
infrastructure communication system present position and availability of
gas, electricity connection etc are observed and provide suggestion.
c) Committee will discuss with local administration, local elite persons,
concern district office personnel’s, all the representative of different
related organization, local chairman, media partners and prepare
feasibility study of the proposed land.
d) Other related matters
Procedure of pre feasibility study:
Pre feasibility study committee inspected the primarily selected land and
discussed with Assistant Commissioner (Land), Surveyor and kanongo.
Additional Deputy Commissiner (ADC) and other elected political persons were
present.
Collected all necessary data and information from primary and secondary
sources, thread bear discussion with all stack holders, compare with of the
projects and programs.
Brief Scope of work and Approach
I. A seminar was conducted at the conference room of Deputy Commissiner
(DC) office, Khulna with the presence of Local Administrative
Representative of chamber of commerce, Representative of different
bodies, BTCL, BTRC, Representative of REB, Pollybiddut office,
Student and Professor of KUET, Local leaders of IT companies and
media.
II. Managing Director Hosne Ara Begum ndc of Hi-Tech Park Authority and
her team visited proposed land of KUET on 16th November 2016. Vice
Chancellor and faculty members were present.
III. Meeting with KUET Vice Chancellor and all the faculty Deen, head of
the departments and all the members discussed about the importance of
IT park, which is embedded the gap between academia and IT Industry.
IV. Committee inspected physical condition of the land, landscape, location,
types and condition of soil, surrounding infrastructure, present position of
road, rail, air connection, gas, water, internet connectivity of KUET.
Committee Analyzed market situation, no of departments no of students,
demand of students in IT/ITES sectors.
V. BHTPA team met with other related Authorities for understanding the
potential outlook of the project particularly on the preferences of the
client in terms of IT Park, layout and development model. Team also
reviewed various reports, data, maps and collected information for
comparative information about international best practices in developing
similar type of projects in other countries.
Limitation of Pre Feasibility Studies:
Committee has completed this pre feasibility study with their regular duties.
Therefore they could not provide full concentration to prepare this report. There
were other official important task and circumstances so the committee failed to
finish this feasibility study within stipulated time. Data and information were
collected from KUET and other offices and so many of times committee
depended on secondary sources and documents. Apart from this all the
committee members did not manage their time properly to contribute their
valuable ideas/comments which were so many of times create obstacle to come
to a conclusion. Technical person and architect were absent in this team. So,
critical analysis of market survey, drawing design could not included in this
study report. However, all the committee members were cordial and co
operative to fulfill the objectives of this study and they critically analyzed,
direct and indirect sources which is obtain from the proposed site and completed
the study report
Second Chapter:
Khulna Division, Bangladesh
Khulna Division is located in the south- western part of Bangladesh. It is
bordered by Rajshahi division to the north, The Bay of Bengal to the
south, Dhaka and Barisal division to the east and the West Bengal (Indian state)
to the west. The region also includes a number of islands of the Bay of Bengal.
The previous name of the region was “Jalalabad”. Khulna was the first
subdivision of joint Bengal during the east India Company Period. Khulna is
one of the districts that was included with the current name in joint Bengal
province. Khulna district is formed in 1882. At the time of Partition in 1947,
Khulna was the 3rd largest district and now it is the 4Th largest district of
Bangladesh. Independent Bangladesh was established in 16 December 1971, but
Khulna was under the control of Pakistani Army. The Pakistani Army
surrendered in the Circuit House ground on 17 December and Khulna got her
Independence. Khulna Municipality was established in 1984 and upgraded into
City Corporation in 1990. The world largest mangrove forest Sundarban is
located in the greater Khulna region. The second largest sea port of Bangladesh
named Mongla sea port located in Khulna division 38 Km away from Khulna
metropolitan area. Khulna is strongly connected by highways and a railway
links to Northern Bangladesh and the capital city Dhaka along with other parts
of the whole country. There is no international airport in Khulna division but
now Jessore is a busy local airport of the division. Once, Khulna was the
lifeblood of formerly East Pakistan for its jute industries. There are three
universities named Khulna University, Khulna University of Engineering and
Technology (KUET) and Khulna Medical College in the region. There are 10
districts in Khulna division. The major cities of Khulna division are Khulna,
Jessore, Kushtia, Bagerhat, Satkhira etc. The total area of the division is
22,284.22 Sq Kilometers.
Population
Total population of the division is 1,56,87,759 (male-78,42,533 and female-
78,45,226) which is 9.80% of the total population of Bangladesh. Average sex
ratio of the division is 100:100 and annual growth rate is 0.64%. The average
population density in Khulna division is 704/Sq Km. Among the population
22,92,000 live in urban area, 530,121 live in other urban area and 1,28,65,638
people live in rural area. The average literacy rate of the division is 53.20%
(Male- 55.70% and female- 50.70%). Average school attendance rate is 56.80%
for 5 to 24 years old. The average urbanization rate of the division is 17.99%.
There are 10 districts of Khulna division.

Geography
Khulna is the 3rd largest city after Dhaka and Chittagong. Khulna is located in
south-western Bangladesh at 22°49′0″N 89°33′0″E, on the banks of the Rupsha
and Bhairab river. It covers a total area of 59.57 km2, while the district itself is
about 4394.46 km2. It lies south of Jessore and Narail, East of Satkhira, West
of Bagerhatand North of the Bay of Bengal. It is part of the largest delta in the
world. In the southern part of the delta lies the Sundarban, the world's largest
mangrove forest. The city of Khulna is in the northern part of the district, and is
mainly an expansion of trade centres close to the Rupsha and Bhairab rivers.
Climate:
Khulna is humid during summer and pleasant in winter. Khulna has an annual
average temperature of 26.3 °C (79.3 °F) and monthly means varying between
12.4 °C (54.3 °F) in January and 34.3 °C (93.7 °F) in May. Annual average
rainfall of Khulna is 1,809.4 millimetres (71.24 in). Approximately 87% of the
annual average rainfall occurs between May and October.
Demographics:
As of the 2011 census, the population of the city is at 1.4 million. The city, in
combination with localities forming the wider metropolitan area, is home to an
estimated 1.44 million as of 2007. Density of population is about 19,000 per
km. The average literacy rate of the division is 53.20% The literacy rate among
the urban people of Khulna is 59.1%, which is higher than the national average
of 56.5%.
Most of the people in Khulna are the Bengali people, as is the case in most of
Bangladesh. The long-standing inhabitants of the city are known
as Khulnaia and they have a distinctive dialect. Apart from them, the city
population is composed of people from the neighbouring districts and from the
greater Barisal & Faridpur regions of Bangladesh. Many people from
greater Noakhali region also resides in the city. Khulna also have a significant
number of Bihari population.
Most residents of Khulna speak Bengali, the national language. Many
distinctive Bengali dialects and regional languages are also spoken. English is
understood by a large segment of the population, especially for business
purposes. There is a minority Urdu-speaking population, who are descendants
of displaced Muslims from eastern India during 1947 and sought refuge in East
Pakistan.
Economy:
Khulna is the third largest economic centre in Bangladesh. It is situated north of
the Port of Mongla and has various heavy and light industries. The major
sectors are jute, chemicals, fish and seafood packaging, food processing, sugar
mills, power generation and shipbuilding. The region has an Export Processing
Zone which has attracted substantial foreign investment. The city is home to the
corporate branch offices of numerous national companies, including among
others, M. M. Ispahani Limited, Beximco, James Finlay Bangladesh, Summit
Power and the Abul Khair Group. Some of the largest companies based in the
city include Khulna Shipyards, Bangladesh Oxygen, Platinum Jubilee Mills,
Star Jute Mills and the Khulna Oxygen Company.
Transport:
Road, Rail and river transport are available in Khulna. There are several luxury
and economy nationwide bus services available in Khulna. Most of them are
private bus services. BRTC also operates Inter-district bus services from
Khulna. Sonadanga Bus Terminal is the main bus terminal of Khulna. Major
bus routes are: Khulna-Jessore-Dhaka, Khulna-Goplaganj-Dhaka, Khulna-
Jessore-Kushtia, Khulna-Satkhira, Khulna-Bagerhat, Khulna-Mongla, Khulna-
Narail, Khulna-Barisal, Khulna-Rajshahi, Khulna-Faridpur, Khulna-Kuakata,
Khulna-Dhaka-Chittagong etc.
Khulna Railway Station is the main railway station in the city. Bangladesh
Railway operates Express trains between Khulna-Dhaka, Khulna-Rajshahi,
Khulna-Saidpur & Khulna-Benapole. And mail trains between Khulna-
Parbatipur, Khulna-Chapainawabganj & Khulna-Goalanda.
Jessore Airport, located 71 km north of Khulna city centre, is the only airport in
the region. United Airways, Regent Airways and NovoAir have regular flights
between Jessore and Dhaka. And those airlines have direct AC bus services
from the airport to Khulna.
Several passenger launches and cargo services are operated
from BIWTA Launch Terminal, Khulna. There is a rocket service from Khulna-
Dhaka, which is not running currently.
Education:
Khulna has many prestigious educational institutions. Govt. Brajalal College is
the oldest institution of higher education in the city, founded in 1902. Khulna
University is the only public University in Bangladesh where student politics is
strictly prohibited. Also, there is an engineering University Khulna University
of Engineering & Technology (KUET) and a medical college Khulna Medical
College(KMC). There are also some famous educational institutions like Azam
Khan Govt. Commerce College, Khulna Govt. Women's College, Govt.M.M
City College, Govt. Laboratory High School, Khulna Zila School, Govt.
Coronation Girls School etc.
Beside these there is 01 teachers' training college, 01 regional public
administration training institute, 01 polytechnic institute, 01 vocational institute,
01 homoeopathic college and 01 social welfare training centre. Khulna is under
the Jessore Education Board. This board varies the SSC and HSC standard.
Tourism:
Sundarbans : In the south-western part of Bangladesh, in the district of greater
Khulna, lies the Sundarbans (world's largest mangrove forest), the home of
royal Bengal tiger. It is a virgin forest which until recently owed nothing to
human endeavour and yet nature has laid it out with as much care as a planned
pleasure ground. For miles and miles, the lofty treetops form an unbroken
canopy, while nearer the ground, works of high and ebb-tide marked on the soil
and tree trunks and the many varieties of the natural mangrove forest have much
to offer to an inquisitive visitor. The Sundarbans is a UNESCO World Heritage
Site.
Rabindra Complex: Rabindra Complex is located in Dakkhindihi village, 19 km
from Khulna city. It was the residence of Rabindranath Tagore's father-in-law;
Beni Madhab Roy Chowdhury. Tagore visited this place several times in his
life. Recently it has been declared as a protected archaeological site by
Department of Archaeology of Bangladesh.

Office:
There are many Govt. & non Govt. offices and organizations at distinct &
Upazila level which are continuously working for development and keep law
and order situation in a peaceful. Department of Social Welfare. Health
Development Department of youth development. Department of Agriculture,
Water development Board, LGED, Post and Telecom Division, Cooperative
department, Fisheries office, BASIS, Power development Board and all other
offices have their own mandate to develop their own area according to
Government rules and regulations.
Gas Connection:
There are no gas connection in Khulna region. LP gas is being used for
household purpose Some large industries are there but they use coal and oil.
Electricity
Electricity is one of the essential ingredients for Socio Economic Development.
The demand of electricity is increasing tremendously day by day throughout the
country due to various Socio activities and expansion of industries. In Khulna
REB & Pallibudut are working simultaneously.
Third Chapter:
ICT Policy
The Govt. of Bangladesh has approved the first ICT Policy in 2002. The policy
was Poorly implemented that the policy was revised in 2009 with the promise
to start as a strategic action plan in line with the proposal digital Bangladesh.
The primary objective of the revised ICT policy is to address issues related to 1)
Social equity 2) productivity 3) Integrity 4) Education & Research 5)
Employment generation 6) Strengthening export 7) Support ICTs 8) Health care
9) Environment, Climate & Disaster management 10) Universal accesses.
The ICT policy document is structured according to a hierarchical piramid with
a single vision, 10 broad objective, 56 strategic themes and 306 action items. to
implement digital Bangladesh vision all the organization of ICT division should
be strength than, provide support to infrastructure development, proper attention
to technical assistance and capacity building. Taking into consideration various
issues nedded to ICT policy, The government of Bangladesh gave educated
emphasis for the a) Development of ICT infrastructure and B) Development of
human resource along with other associated issue.
Present infrastructure services for the ICT sector in bangaldesh is given bellow
Broadband
In March 2009 the government of Bangladesh approved a Broadband Policy
under this policy, the government ensures internet connectivity to optimize the
use of information and communication technology. The government also has a
plan to extend telephone and internet connectivity at reduced charges to
disadvantaged communities in Bangladesh. Besides this the Broadband policy
also emphasizes affordable and advanced broadband services to create an
enabling environment for investment in content development and the use of
open source software.
To increase connectivity to the information highway, there is an initiative in
place to connect Bangladesh with the second Cable Network and thus reduces
broadband costs considerably.
National Connectivity
The State owned telecommunications company BTCL has the largest network
in the country. It has multiple licenses from BTRC, which include (a) PSTN, (b)
NTTN,(c)IGW,(d)ICX(e) IIG and(f)ISP. These allow it to provide wide array of
telecommunication services throughout the country , specifically voice and
data. Recently the government has issued nationwide telecommunications
transmission Network (NTTN) license to two private companies along with the
BTCL. Fiber @Home and summit communications limited are the only private
operators with NTTN license. It allows them to develop and operate a
nationwide optical fiber based transmission backbone facilitating a common
connectivity platform. Both the operators have connectivity with the
international internet gateways (IIGS). The sole business of the NTTN license
holders is to carry voice, data, and videos of access network service (ANS)
operators and public agencies. The big ANS operators of Bangladesh are mobile
phone companies. The other ANS operators are ISP, BWA, IIG, IGW, ICX,
ITC, cable TV operators and government entities.
Mobile Phone
The mobile phone has revolutionized the Telecommunication Industry in
Bangladesh. Six mobile phone companies (including one public) are currently in
operation. Multinational mobile phone companies are providing private sector
telecommunication infrastructure in Bangladesh. The present number of mobile
phone subscriber as of March 2013 is 9.99 cr and internet user is 3.4 cr (Source
BTRC). The internet density have been increased to 19.9% (Budget Speech
2013).
The consumer mobile charges have been decreased drastically in recent years,
primarily because of competition between the mobile pone companies.

Fourth Chapter:
Objective of the IT Park
The objective of the II Park project is to establish knowledge based industries
throughout the country, particularly related to Software and IT Enable Services,
thereby contributing to the nation economy and helping to achieve the goals of
Vision 2021: Digital Bangladesh. The Government of Bangladesh intends to
create basic infrastructure for establishing the IT Park in 12 district/regional
level. Bangladesh Hi-Tech Park Authority has declared to establish an IT Park
at Khulna University of Engineering and Technology (KUET) to bridge the gap
between academia and IT industry. KUET has given 8 acres of land for
developing an IT Park where students of KUET will have access to explore their
innovation idea and become new entrepreneur. This land will be used to develop
a world class business environment, conducive for IT/ITES industry. This IT
Park will attract investments from both foreign and local entrepreneurs.
The specific objectives of the project are:
To promote balanced development of ICT Industries in Southern region of the
country
To create basic infrastructure for the establishment of IT Park/STP at Khulna
University of Engineering Technology (KUET).
To construct two Multi Tenant Buildings (MTB) and other utilities services at
the allocated land for creating ready infrastructure for the KUET Students and
others IT Companies.
To create a conducive environment to attract foreign companies for establishing
and operating Software and ITES industry in Bangladesh;
To create employment opportunities for the ICT professionals;
To develop skill manpower for IT/ITES sector
To create employment generation.
The proposed ICT villages when implemented will ensure the following
facilities:
I. Single window service
II. Strong Customer base
III. 24/7 technical support
IV. Qualified manpower
V. Competitive pricing
VI. Tie up with major telecom partners
VII. Service of International standards
VIII. Inclusion of service for new entrepreneurs including the freelance
workers.
IX. Strong and low cost internet connectivity.
X. Office space for software developer call centers.
The Project site:
The propose site is located in Khulna district. And distance between Dhaka to
Khulana is app. 300 km. This is well connected with air, bus as well as rail. The
propose site located at Taligati mouja and this area under the city corporation.
The site is about 10km away from DC office, 8 km from central bus station and
45 km from Jessore air port. Jessore to Khulna is road connection. Khulna
University is 20 km away from KUET and 5 km away from Khulna Medical
University. The owner of the proposed land is Khulna University of
Engineering & Technology (KUET) and total land area is 8 acre. KUET is one
of the renowned Engineering University in Bangladesh and there are CSE, EEE,
ETE, architecture faculties from where a significant number of IT graduate are
passing out every year. The 52 Syndicate meeting has approved for using the
land for IT Park and there is an MoU between KUET and BHTPA.

The project land is bounded by the land as mentioned below:
On North: Residential Area of KUET.
On South: TT Collage & Higher Secondary Training Collage.
On East: KUET Campus.
On West: Bear land.
The proposed site is a plain land and having a nice pond which is 3 acres, but
there is a 3 storey staff quarter inside the rest 5 acres therefore useable land is
only 4 acres. The staff quarter is an obstacle for establishing IT Park. Because
for KUET site demanded that the staff quarter should be replace form existing
site to another site of University. For this resettlement extra land is needed from
KUET and a budget is also essential for construction of new staff quarter.

Market survey:
To find out the market demand and industry trend of the ICT industry for the
development of KUET IT park, there was a seminar arranged by BHTPA at
khulna DC office. Where participants put their valuable opinion and show their
willingness to establish an IT Park at KUET. The participant give their valuable
comment that KUET will be the best place for IT Park because all possible
infrastructure and connectivity are available there.
Also another meeting was held at KUET VC office and all Deans, Registers,
Professors were present and they opined their fruitful suggestions for the
placement of IT Park. They are giving this land free of cost only groom ups
their student carrier. They only demanded some lab facilities like as Robotic
Lab, Big Data Lab, and Animation Lab etc to their respective faculties.
In Khulna, there are significant number of IT/ITES company and training
institute and they are doing following business:

2. Business process Outsourcing
3. ICT Training
4. Hardware Sales and Services and
5. Other.
According to the discussion, KUET wanted to provide 8 acres of land to
BHTPA for establishing Khulna IT Park and provide necessary available
technical support for facilitating the establishment of the park.
BHTPA will develop necessary infrastructure and physical facilities on said
land to establish an IT park, create opportunities for research and innovation
among faculties & students of the university. BHTPA will support establishing
strong linkage between the academia and IT and ITES industries.

Basic ICT Skill Deveolopment Project:
The objective of the project is to bridging the gap of ICT professional in the
fielf level till the permanent structure of ICT professional in district and upazila
level.
The specific objectives of the project are:
a) To develop ICT skilled efficient human resources for fulfilling the target
of the Government Vision 2021: Digital Bangladesh.”
b) To transfer ICT based skill especially computer related skill to the grass
root level.
c) To arrange special training for teachers of the district/upazila level
educational institutions on Computer Studies.
d) To provide ICT training to Govt. officials and upzila/union e-Centre
operators for the expansion of ICT Literacy.
e) To develop human resources for increasing management efficiency
through the proper use of information & Communication Technology.
f) To establish local Cyber Centre through providing Internet Connectivity
in the selected institution.
g) To promote and inspire computer education in SSC & HSC level by
providing computer facilities;

Committee’s Opinions:
To analyze overall situation, observe the location committee on find out the pre
feasibility study committee opined that KUET IT Park at Daulatpur Thana,
dhigoliya Upazila under Khulna division will act the bridge between academia
and business comminute.
1. The proposed land is inside the KUET which is the prime location of
Khulna town it is 5 km away form rail way station.
2. Khulna University of Engineering Technology is one of the largest
university of Bangladesh and all infrastructure facilities with high
speed internet connectivity and electricity connectivity are available
and students can frequently use this facilities.
3. The proposed area is very much resourceful because raw material are
available there student of CSE, EEE, ETE of KUET can take part there
need base training and become entrepreneur. There are sufficient
colleges and some private (Public Universities are nearby. Therefore
this park will give them opportunities for employment.
4. At present the land is only 8 acre where 3 acre is surrounded by a
pond. So extension may needed in near future. But the scope is limited
because surrounding area is belong at KUET and the land are uses for
there other purpose.
5. Inside the area there is a three storied staff quarter. The quarter needs
to be transferred to other side of the proposed land and in this project
no budget for this resettlement. This project is funded by Indian Credit
line and in DPR no scope has be mention for this resettlement.
6. There will not be any adverse impact of environment if any IT Park
establish at KUET. The area is normal, no big plantation surrounding
the area and the pond needs not to be fill up.
7. No many irreversible impacts are expected from the project.
Environmental impacts are low compared to other infrastructure project.
before construct Environmental hazards like air and noise pollutions
traffic congestion etc should be cleared from Department of
Environment.
8. IT is necessary to create awareness among the general public about the
ICT Park specially its futures and facilities.
Recommendations:
The location of the proposed site is very much suitable and lucrative is and in
valuable condition to analyze all facts and finger position of land availability of
resources. All the members of the committee come to the point that KIET will
be the vary much fusible for establishing IT Park.
