Preferable because of no building exists around vertical shafts.
Constructionability
The route is avoiding historic heritages in the European Side (passing the outside of the historic castle wall).

The land around both tunnel entrances are mainly government’s property.
Land Use
The best location (distance from the existing 2 bridges) will ease traffic congestions of the crossing vehicles.
