1. Background

The Civil Engineering Department within Substation Engineering was approached to conduct an

assessment of the condition of 10 central grid substation access roads. The need for the assessment

arose from concerns about the safety of employees that have experienced difficulties when driving

into the various substations particularly during adverse weather conditions.

The substations affected are: Glockner, Makalu, Rigi, Verdun, Taunus, Benburg, Nevis, Scafell,

Snowdon and Kookfontein.

The purpose of this report is to give clarity and expert opinion on the conditions of the roads and to

provide a more detailed scope of works to be done on each road.

After visits to all the sites it was concluded that, geotechnical investigations and surveys are required

for all the substations mentioned above. Scafell and Kookfontein require new road designs. The

other 8 substations require resurfacing.

2. Substation Access Roads

2.1. Glockner

2.1.1. Site Location

2.1.2. Scope of Works

Repairing and resurfacing of the access road. The length of the road is 297m. Wayleaves are

required.

Design Requirements

1. Survey the access 297 m long with 20m on each side of the shoulder

2. Civil design GBE to do Geotech. investigation and provide a Geotech Report .

3. Apply for the Wayleaves from the relevant authorities such Sanral , Roads Department

whether District/ Local or National

Access Road

1. Remove the existing top layer of the road surface

2. Check the conditions of the existing layers such as subbase and subgrade

3. Check the drainage and provide any remedies needed

4. Repair any cracked stormwater drains and provide subsoils where necessary

2.2.2 Scope of Works

Repairing and resurfacing of the access road from the Substation gate to intersection with R82. The

length of the road is 60m. Wayleaves are required.

Design Requirements

1. Survey the access 60 m long with 20m on each side of the shoulder

2. Civil design GBE to do Geotech. Investigation and provide a Geotech Report .

3. Apply for the Wayleaves from the relevant authorities such Sanral , Roads Department

whether District/ Local or National

2. Check the conditions of the existing layers such as subbase and subgrade

3. Check the drainage and provide any remedies needed

4. Repair any cracked stormwater drains and provide subsoils where necessary

Repairing and resurfacing of the access road. The length of the road is 309m. Wayleaves are not

required.

Design Requirements

1. Survey the access 309 m long with 20m on each side of the shoulder

2. Civil design GBE to do Geotech. Investigation and provide a Geotech Report .

3. No Wayleaves required

Access Road

1. Remove the existing top layer of the road surface

2. Check the conditions of the existing layers such as subbase and subgrade

3. Check the drainage and provide any remedies needed

4. Repair any cracked storm water drains and provide subsoil where necessary

5. Resurface the access road from inside the station

2.4. Verdun

(District/ Local or National where applicable)

Repairing and resurfacing of the access road. The length of the road is 253.4m.

Design Requirements

1. Survey the access 253.4 m long with 20m on each side of the shoulder

2. Civil design GBE to do Geotech. investigation and provide a Geotech Report .

3. Apply for the Wayleaves from the relevant authorities such Sanral , Roads Department

whether District/ Local or National from the intersection to the beacon P241-1 which is

377.5 m from the intersection .

Access Road

1. Remove the existing top layer of the road surface

2. Check the conditions of the existing layers such as subbase and subgrade

3. Check the drainage and provide any remedies needed

4. Repair any cracked stormwater drains and provide subsoils where necessary

5. Resurface the access with bitumen material

2.7.2. Scope of Works

Repairing and resurfacing of the access road. The length of the road is 722.8m.

Design Requirements

1. Survey the access 722.8 m long with 20m on each side of the shoulder

2. Civil design GBE to do Geotech investigation and provide a Geotech Report.

3. Do not require Wayleaves.

4. Require permission from farm owner since the access road runs through a farm.

2. Check the conditions of the existing layers such as subbase and subgrade

3. Check the drainage and provide any remedies needed

4. Repair any cracked stormwater drains and provide subsoils, culverts and channels that are

necessary.

2.8.1. Site Location

Beacon no. P5672 (37) is approx. 51.3 m away from the centre of the access road.

2.8.2. Scope of Works

New Tar Road is required. The length of the road is 1525m.

Design Requirements

1. Survey the access 1525 m long with 20m on each side of the shoulder

2. Civil design GBE to do Geotech Investigation and provide a Geotech Report.

3. Apply for the Wayleaves from the relevant authorities such Sanral , Roads Department

(District/ Local or National where applicable)

Access Road

1. Based on the survey design the access road, drainage and channels

2. For the access road design the layers such as subbase and subgrade.

3. Check the drainage and provide any remedies needed

4. Repair any cracked stormwater drains and provide subsoils, culverts and channels that are

necessary.

2.9. Snowdon

2.10.2. Scope of Works

New Tar Road is required. The length of the road is 1000m.

Design Requirements

1. Survey the access 1000 m long with 20m on each side of the shoulder

2. Civil design GBE to do Geotech Investigation and provide a Geotech Report.

3. Apply for the Wayleaves from the relevant authorities such as Sanral , Roads Department

(District/ Local or National, where applicable)

Access Road

1. Based on the survey design the access road, drainage and channels.

2. For the access road design the layers such as subbase and subgrade.

3. Check the drainage and provide any remedies needed

4. Repair any cracked stormwater drains and provide subsoils, culverts and channels that are

necessary.

3. Conclusion

The scope of works has been sent to the Land Surveying and Geotechnical departments. Both

departments require WBS numbers to conduct the topographical surveys and geotechnical

investigations on all the access roads. The designs and costing of all the access roads are based on

the findings of both departments.
