1.0 INTRODUCTION

1.1 Overview and Purpose of the Sampling

On behalf of Canadian Pacific Rail (CP Rail), Golder Associates Inc. (Golder) has prepared this Pre-Excavation

Soil Sampling Work Plan (Work Plan) to describe the field sampling, laboratory analytical testing, quality control,

and data review procedures for the collection and analysis of soil samples for the pre-characterization of materials

to be excavated from the redevelopment area at the East Side Shoreham Facility in Minneapolis, Minnesota. A

Redevelopment Project at the East Side Shoreham Facility is scheduled to be performed in 2019 that will involve

the excavation of soil to establish an engineered subgrade to accommodate the proposed redevelopment. The

Redevelopment Project is being designed by Stantec. A Materials Management Contingency Plan (MMCP) was

prepared and submitted to the Minnesota Pollution Control Agency (MPCA) on March 13, 2019 for review. The

intent of the MMCP is to provide guidance regarding the handling of the materials generated during the

Redevelopment Project. In order to reduce the volume of materials to be stockpiled during excavation, pre-

excavation soil sampling is proposed in the MMCP to determine if the excavated soils can be accepted at the

selected disposal facility. This will allow determination in advance of which soils can be direct loaded for

transportation and disposal. This Work Plan describes the steps required to implement pre-excavation sampling

consistent with the MMCP as a basis for construction planning.

1.2 Site Location and History

The Shoreham Facility encompasses an area of approximately 230 acres in the northern portion of Minneapolis,

Minnesota and has been used by Soo Line Railroad and its predecessors for railroad operations from the late

1880s through to the present day. In addition, portions of the Facility have been leased by, or owned by, other

commercial operators since the early 1900s.

The East Side Shoreham Facility includes approximately 38 acres. Multiple site investigations have shown soil

and groundwater impacts from petroleum related compounds and solvents that are being remediated under the

Minnesota Pollution Control Agency (MPCA) Voluntary Investigation and Cleanup (VIC) program (Site 5080).

Response Action activities have been conducted from 2006 to date in accordance with the Response Action Plan

(RAP) for the Site dated August 31, 2005 (Golder and Geomega, 2005) approved by the MPCA on January 20,

2006. These activities included the removal of approximately four feet of petroleum and Volatile Organic

Compound (VOC)-impacted soil in several areas and placement of clean fill totaling approximately 6,700 cubic

yards. An orange colored geotextile was placed at the bottom of each excavation area to enable visual

demarcation between placed clean fill and the underlying undisturbed soil. These excavations were intended to

address readily accessible soils and did not necessarily remove the full depth of contaminated soil.

1.3 Sampling Area Location

The sampling will be performed in two separate areas within the construction footprint of the proposed

Redevelopment Project (see Figure 1). The excavation activities in the southern portion of the construction area

are for the proposed retention basin that will cover an area of approximately 46,000 square feet (sf). The

remaining portion of the construction footprint is designated for a paved storage area that will cover approximately

756,000 sf.

1.4 Health and Safety

The work identified in this Work Plan is to be performed under the guidelines of the Canadian Pacific Minimum

Safety Requirements for Contractors Working on CP Property in the United States, effective October 1, 2018.

Each subcontractor will submit a certification to the effect that they have been provided with a copy of this

requirement document, and have reviewed and understand the document, and will follow all the guidelines set

forth therein while working on CP Property.

Prior to the beginning of the pre-excavation sampling, the area of the Redevelopment Project will be cleared to

determine the locations of underground utilities. Utility clearance will consist of providing notification to CP’s “Call

Before You Dig” Hotline at least 72 hours prior to the start of work, and notification to Minnesota Gopher State

One Call at least 48 hours prior to the start of drilling activities. The utility mark-outs will be arranged with CP. At

the beginning of each work day, a “tailgate” health and safety briefing will be held to discuss the activities and

ways to ensure the health and safety of Site workers during the sampling.

2.0 PROJECT ORGANIZATION

2.1 Golder Associates Inc.

Golder will be responsible for collecting soil material, ensuring that the sample labels are correct and chain-of-

custody (COC) paperwork complete, procurement of analytical services, preparation and shipment of samples to

the selected laboratory, oversight of laboratory performance, review of laboratory data reports for completeness,

and independent data validation of the results.

2.2 Subcontractors

Sunde Land Surveying LLC (Sunde) is currently being subcontracted by Golder to provide the mark-outs of the

approximate sampling locations and other features within the construction footprint prior to the pre-excavation

sampling.

Stevens Drilling & Environmental Services Inc. (SDE) will be contracted by Golder to advance the soil borings for

the collection of soil samples.

Pace Analytical is currently being subcontracted by Golder to analyze the soil samples.

2.3 Disposal Facility

The pre-excavation sampling will be performed to determine if direct loading of the excavated materials will be

acceptable to the selected disposal facility. The off-site disposal facility has not been determined at this time, but

the intent of this plan is to provide data that satisfies the requirements of two potential facilities (SKB

Environmental and Vonco)(see Appendix A). If another disposal facility is identified, then additional sampling may

be required to meet their disposal acceptance criteria.

3.0 SOIL SAMPLING PROCEDURES

This section describes the sampling location rationale and field sampling program to be followed during the

performance of the pre-excavation soil sampling. Samples will be collected as described in this section and in

accordance with the quality control (QC) procedures described in Section 4.2. The field procedures are designed

so that:

Samples are collected in a manner so that data represent actual site conditions.

3.1 Sampling Location Rationale

This Work Plan presents the soil sampling planned to address the question of potential impacts from current and

past uses of the Site that may influence offsite disposal of excavated materials. Prior to excavation activities at

the Site for the Redevelopment Project, pre-excavation soil characterization will be conducted at approximate

locations shown on Figure 1. These approximate locations were chosen for additional characterization based on

past analytical results that may indicate exceedance of the landfill facility acceptance criteria or identified gaps in

historical data. Throughout the various Response Action activities performed within the East Side Shoreham

Facility, data has been collected that provides supporting information on the nature of the soils to be excavated

from within the construction footprint. Additional soil sampling was also recently collected within the proposed

retention basin area by Braun Intertec Corporation providing additional characterization of those soils. The

sampling locations depicted in Figure 1 are preliminary and may be adjusted in the field based on actual

conditions encountered, avoidance of underground utilities, or drill rig inaccessibility.

The approximate locations of the proposed soil samples were also based on a defined volume (area and depth) of

soil since the disposal facility requires analytical results on a minimum of one sample for every 2,000 cubic yards

(CY) of material. The redevelopment area was subdivided into Section A through F on Figure 1 based on the

proposed depth of excavation in those areas from the preliminary grading plan provided by Stantec. The area of

the proposed stormwater retention pond is designated Section A while the proposed container storage area is

divided into Sections B through F. The sections were originally outlined by identifying areas with a similar

maximum depth of proposed excavation. Once the extents of each individual section were defined, the square

footage and average depth for those individual sectioned areas were determined, as presented as follows:

The calculated volume of each section dictated the number of samples to be collected for acceptance by the

disposal facility using the specified frequency of one per 2,000 CY y. Golder estimates that 62 samples will be

collected from approximately 48 locations within the overall construction footprint, with 6 samples collected in the

retention pond area and 42 samples collected within the container storage area. The anticipated total number of

samples includes 2 QA/QC samples, 5 samples collected at locations indicating historic exceedances for either

VOCs or metals, and 7 contingency samples.

In the placement of the approximate soil sampling locations, the historical data previously collected during the

Response Action activities, and the recent Braun sampling results in the retention basin were utilized.

3.2 Field Sampling Program

The locations for the soil sampling will be marked-out by Sunde prior to the field activities and will be confirmed by

Golder through GPS coordinates upon completion of the sampling event. Each soil sample location will be

prepared by removing leaves, grass, and other surface debris. The field sampling activities will be conducted

using shallow direct-push drilling methods (e.g., Geoprobe®). A direct-push rig will advance the soil borings to a

depth of approximately 1 to 2 feet beyond the proposed Redevelopment Project excavation depths identified in

Section 3.1.

The direct-push rig will be advanced at each sampling location to collect continuous soil samples using macro-

core sampler from the ground surface to the anticipated depth of excavation. If a subsurface obstruction is

identified during drilling, the direct-push rig will offset the borehole until the obstruction is avoided. The laboratory

testing samples to be collected will be biased to the depths of greatest impact as indicated by field screening,

including visual, olfactory and photo-ionization detector (PID). A discrete sample will be taken and submitted for

VOC analysis at the location of the macro-core that has the highest PID reading. A composite sample will be

collected from the remaining soils in the macro-core and submitted for analysis (refer to section 4.2). The

borehole will be backfilled with soil cuttings excavated by the direct-push drilling.

The clean fill soil overlying the demarcation geotextile within the previously excavated areas (approximately 6,700

cy) will not be pre-characterized since those soils will be stockpiled separately for reuse as clean fill material

within the limits of the construction site. These areas are shown on Figure 1.

4.0 PROJECT TASK DESCRIPTIONS

The following project tasks will be performed during the pre-excavation soil sampling.

4.1 Field Work Preparation

The Golder field team will coordinate with the subcontracted analytical laboratory in advance of field work to

obtain sampling containers and coolers at the scheduled date. In addition, Golder will procure SDE for the

borehole drilling in advance of field work to verify mobilization and sampling start dates. The logistics of

coordinating the soil sampling protocol and sample collection will be discussed with SDE prior to mobilization.

Golder will schedule Sunde for performing the mark-out of the proposed sample locations. Sunde will locate and

record the ground surface elevation at each pre-excavation sample location to accurately establish lateral and

vertical locations of samples.

Golder will be responsible for field coordination of all subcontractors, and once in the field, Golder will determine,

in communication with CP, the appropriate staging area for items and equipment.

4.2 Soil Sampling

During the pre-excavation sampling of soils, sample identification numbers will be assigned consistent with

procedures used at the Site during prior investigations (Standard Operating Procedure Document (SOP) for the

Shoreham Facility (AMEC, 2015)). The sample identification will indicate the general location, depth, and date

that the sample was collected. Samples will be packed in coolers on ice and transported to Pace Analytical’s

laboratory in Minneapolis for delivery to Pace Analytical’s laboratory in, Green Bay, Wisconsin for analysis of

parameters required by the disposal facility for acceptance. Samples will be analyzed for the list of compounds

identified in Appendix A. Completion of all laboratory testing is expected to require a period of approximately

three weeks.

The Golder field team will document field activities in their field book. Sample descriptions, visual classification of

soils, and PID readings will be documented on boring logs. The primary soil samples, and one duplicate sample

per 20 samples for quality control, will be collected from the borings and shipped to the laboratory. The location at

which the field duplicate is collected will be recorded in the field notes but will not be identified to the laboratory.

4.3 Quality Assurance Procedures

The advancement of the soil borings and the associated soil sampling will follow the procedures outlined in the

SOP for the Shoreham Facility, as applicable. Quality assurance procedures will be in accordance with the SOP

including verification that laboratories and testing equipment comply with standards, checking test equipment

calibration data against certified standards, and chain of custody procedures for analytical samples. Any

deviations will be noted in the Golder field books.

4.4 Equipment Decontamination

Equipment decontamination will be performed between sample locations to minimize the risk of cross-

contamination of samples. Before use, and between each sampling location, sampling equipment will be

decontaminated with a solution of AlconoxTM. Clean equipment shall be kept on plastic or protected in another

suitable fashion until used for sampling.

4.5 Investigation Derived Waste Management

Used personal protective equipment will be placed in garbage bags and disposed of as common garbage. Soil

and liquid investigation derived waste (IDW) will be staged in appropriate containers, labeled, and stored on-Site

until it can be characterized and transferred off-Site. Samples will be collected from each type of waste and

characterized for disposal in accordance with relevant requirements.

5.0 INVESTIGATION REPORTING

Upon completion of the pre-excavation sampling and receipt of the laboratory analytical data, laboratory data

packages will be evaluated for completeness, sample hold time conformance, method blank contamination and

field duplicate precision and comparability. Figures will be developed using the validated analytical data to

identify the limits of excavation which meet the requirements of the selected disposal facility for direct hauling of

the excavated soils. If additional sampling or analyses are required for an excavation area, that area will be

identified as material to be stockpiled and protected on site pending additional sampling and analysis and will not

be direct loaded for disposal. A report will be prepared that will present the procedures followed during the pre-

excavation sampling that will present the results of the field screening and analytical testing.
