Water Supply Project
(KQWSP) is one of the
most significant projects
financed by Asian
Development Bank (ADB)
in Kunming City. The
objective for Kunming
Qingshuihai Water Supply
Project (KQWSP) is to
provide domestic and
industrial water supply for the Eastern Development Zone (EDZ) and the New Airport
Development Zone (NADZ) in Kunming City. With a view to achieving a smooth
progress of land requisition and resettlement for this project, Qingshuihai Branch
Company of Water Development and Construction has entrusted the Advisory Panel
of Experts of the Faculty of Management and Economics of Kunming University of
Science and Technology with providing external monitoring and advisory service for
land requisition and resettlement for the project.
1. Project Introduction
1.1 Project Brief Introduction
During Phase I of KQWSP (The Project), the completed works will include:
increased storage capacity in Qingshuihai reservoir; rehabilitation of the Xintian River,
Tabizi Longtan Pool and Jinzhongshan reservoir; the development of new water
storage and diversion works on the Banqiao River and Shiqio River, and the
establishment of water conveyance tunnels from both Shiqiao Rivers to Qingshuihai,
and from Qingshuihai to Jinzhongshan. The project involves the submergence of land,
reservoir impoundment structures, the development of diversion and water
conveyance systems, and the establishment of permanent access roads. The
resettlement plan and land acquisition are only for Phase I of KQWSP (The Project).

Once the project has been completed, 96.84 million m3 of water will be supplied
annually to the new Kunming city development areas. The total investment for the
project is CNY 1.863 billion. A loan funded by Asian Development Bank (ADB) will
provide up to $ 80 million (about CNY 616 million at CNY 7.7 per US$) for the
project. It is anticipated that project construction will start in October 2007, and be
completed about June of 2012. The legal representative of this project is Kunming
Water Supply Group Co., Ltd. (KWSG).
1.2 Project Affected Area
According to relative items in < Outline of Land Acquisition and Resettlement
Plan > ratified by Bureau for Reservoir Immigration, and < Resettlement Plan of
Kunming Qingshuihai Water Supply Project> (January, 2009) drawn up by Project
Office of Qingshuihai Project of Water Supply and Water Source Environmental
Management, Land acquisition and house demolition of this Project will involve 2
counties, which are Xundian Autonomous County of Hui Minority and Yi Minority
and Songming County. In Xundian Autonomous County of Hui Minority and Yi
Minority, Jinsuo Township, Diansha Township, Yangjie Township and Liushao
Township; Dianyuan Township, Yangqiao Township, Songyang Township in
Songming County will be affected directly. Totally, there are 7 townships, 21
administrative villages, 41 village groups, 6426 persons, 5269 persons of which are
affected directly and 798 persons are affected temporarily. In Xundian County,
directly and temporarily affected population are 3147 and 798 respectively, and the
population of Songming County are 2121 and 360. In total, about 6577.1 mu of
collective land will be permanently acquired for the Project, which including 869.3
mu of farmland, timberland 2628.1mu; the temporary land acquisition is 2293.2 mu,
the area of farmland and timberland is 869.3 mu and 1252.2 mu.
In the design year of Project, Project will involve 1121 households and 4394
persons affected by land acquisition without demolishment, 208 households and 773
persons affected by demolishment without land acquisition, and 36 households and
102 persons affected by both demolishment and land acquisition. The total population
affected directly by project is 5269 (1365 households). And resettled non-agricultural
population is 14 persons.
In addition, as for the specific facilities, the demolishment and removal of project

will come down to 1 pumping station, 2 pumping dam, 3 converting stations, 12
bridges (culverts), 8.77km electricity transmit line, 41.42km water diversion channels,
27.3km rural road and 5.1km telecommunication lines. Table 1-1 Project Affected Area

1.3 Quantity of Land Requisition and Resettlement
1.3.1 Land Requisition
The total area of permanent land acquisition for Project is 15623.89 mu
(6.27km2): the earth area is 7343.71 mu, the waters is 8280.18 mu. Among earth area,
the area of farm land is 3096.94 mu, the garden is 71.76 mu, timberland 2877.62 mu,
pool is 42.91 mu, unused land 870.76 mu, the construction plot is 383.73 mu.
As for temporary acquired land, the total area is 2333.74 mu (2297.54 mu is
earth land and 36.2 mu is waters), and the farmland is 869.15 mu, timberland
1252.08 mu, unused land is 171.8 mu, the construction plot is 4.4 mu.
For this project, there are 5762.8 mu farm land will be acquired, which involve
1981.6 mu paddy field, 1111.9 mu dry land, 3.5 mu vegetable garden, 911.0mu
shield wood, 1.2mu bamboo, 992.2mu common timberland, 723.7 mu bush, 31.2 mu
fishpond and 6.6 mu orchard. The area of arable land is 3096.9mu, which account
47.1% of total. And the acquired area of building plot is 9.9 mu (public land) unused
land 804.4mu, which is 12.2% of total.
Up to June 30, 2009, according to the survey data from the all affected townships,
the quantity of land in permanent requisition were 5719.9 mu, 1823.21 mu of which
were paddy field, 1100.71 mu were dry land, 2182.19 mu were timberland, 4.52 mu
were garden, 466.44 mu were unused land, 111.53 mu were building plot and 31.3
mu were water area (Fishing pool).

As for temporary land acquisition, by the end of June 2009, the total area were
1605.9 mu, including 134.18 mu paddy fields, 721.46 mu dry land, 750.26 mu

1.3.2 House Demolishment
According to the Resettlement Plan revised in January 2009, the house
demolishment of project will affect 850 persons from 238 households; the total
demolition area is 81292.06 m2, which involve 2838.73m2 of public building and
2651.00m2 owned by Water Bureau of Xundian County.
Up to end of June 2009, about 2095.02 m2 with frame, brick-concrete and other
kinds of houses had been demolished; the area of brick-concrete was 299.2 m2,
brick-wood was 854.79 m2 and earth-wood was 941.02 m2.
Totally, the demolishment area of auxiliary houses was 974.94 m2, which
involved stable (brick-wood and earth-wood structure) 777.82 m2, tobacco house
(brick-wood and earth-wood structure) 27.54 m2, firewood house (brick-wood and
earth-wood structure) 138.92 m2, toilet (brick-wood, earth-wood and brick-concrete
structure ) 30.66 m2

1.3.3 Demolition for Other Auxiliary Facilities and Specific Facilities
According to the Resettlement Plan, the main items of auxiliary facilities and
specific facilities demolishment for Project involved: 36784 scatter woods, 1 primary
school, Grade 4 road 3.8km, cultivation lane 23.47km, 12 bridges, 1 pumping station,
2 pumping dam, 3 converting stations, 8.77km electricity transmit line, 41.42km
water diversion channels, 27.3km rural road and 5.1km telecommunication lines,

iron gate, 1 methane-generating pit, 17.87 m3 water pool and 52.8 m2 brick-enclosure.
Up to June 30th, 2009, according to the data of survey from the townships,
2933.04 m2 square (earth 2334.38m2, cement 598.66m2), 2.51 m2 stone barricade, 1
iron gate, 1 methane-generating pit, 26.45 m3 water pool and 52.8 m2 brick-enclosure,
21 tombs, 1 fix-line telephone and 7 cable television had been demolished.
For specific facilities, there were 1.5km telecommunication lines and 0.2km

2. Monitoring Survey
2.1 Range of Survey
Monitoring survey for this project was classified into 3 kinds: (1) Impact survey
on land requisition and resettlement; (2) Socio-economic survey in the
project-affected area; (3) Follow-up survey on the living standards of the
project-affected people.
(1)Impact inventory survey on land requisition and resettlement
a. Quantity of required land along alignment and connecting roads for the project, the
amount of demolished buildings and various special facilities, and number of affected
people by the project;
b. Quality, per mu yields and output value for the cultivated land acquired for the
project;
c. Costs for demolished buildings and facilities and their replacement price;
d. Economic profile of the affected households;
e. Economic profile on the affected villages;
f. Bearing capability of the affected people on land requisition and resettlement; g. Opinions and attitudes from the public on the Project

(2)Inventory survey on socio-economic in the project-affected area a. Brief account of the administrative areas, including the basic situations of Kunming
City and the project-affected Songming County and Xundian County under its
jurisdiction;
b. Major economic indices of the above-mentioned affected areas in 2007-2009;
c. Distribution of the impoverished people in the above-mentioned affected areas;
d. Living standards of the people of the ethnic minorities and women in the
above-mentioned affected areas;
e. Conditions of the highway networks in the above-mentioned affected areas.
(3)Inventory survey with follow-up way on the living standards of the affected
people:
a. Information about the affected village, including the populations, cultivated lands,
per capita incomes, and preparation and implementation of economic restoration plans
etc;
b. Information about the sample families, including occupation structure, the per
capita assets, per capita income, and the percentages of earnings from planting,
breeding, sideline and industrial productions etc;
c. Attitudes and opinions about the affected people on the project, particularly for the
policies of land requisition and resettlement, and economic restoration plans.
2.2 Survey Institutes
Yunnan Water Resources and Hydropower Survey, Design and Research Institute
(YDRI), Qingshuihai Branch Company of Water Development and Construction and
the governments of Xundian and Songming County were in charge of the survey work
in the project-affected area.
On March 2007, a Field-survey Investigation Group for land requisition and
resettlement had been organized and established, consisting of the members from the
Design Institute and each county and town, which involved conducting detailed
survey on the affected people, demolished buildings, acquired land and other affected
facilities in the project-affected area. After commencement of the project, the survey
work was undertaken by the Advisory Panel of Experts from the Faculty of
Management and Economics of Kunming University of Science and Technology and

also was assisted by Qingshuihai Branch Company of Water Development and
Construction and the governments of Xundian and Songming County.
2.3 Survey Approaches
Basic approaches adopted for impact survey for the project:
a. Documents survey and study;
b. Analysis of internal monitoring report;
c. Interviews with owners of projects and resettlement policy executive agencies at
various levels;
d. Family visit of P.R.A. (participatory rapid appraisal);
e. Consultation meeting;
f. On-site observation;
g. Investigation on typical cases
h. Sample survey
2.4 Process of Survey
2.4.1 Selection phase in survey sites
According to the major areas involved in land requisition and resettlement for the
construction of this expressway, the key sites for external monitoring and survey in
the project area were in the 4 administrative villages in Songming County and
Xundian County: 1 in Songming County (Laoba Administrative Village in Dianyuan
Township), 3 in Xundian County (Haiwei Administrative Village in Diansha
Township, Qinghai and Xintian Administrative village in Jinsuo Township). Every
village take out some village groups as survey sites based on the degree of effects of
planning and design on the project. Each village group take out some relocated
households in the respective as the objective of survey based on the types of
affections and the living standards with high, middle and low levels.
2.4.2 Follow-up survey Phase
After final design on the project is finished, surveyors from the Advisory Panel
of Experts from the Faculty of Management and Economics of Kunming University

of Science and Technology, and staff from the counties, towns and villages would
involve conducting survey on the affected units and rural people, i.e. socio-economic
survey on the affected villages and households including 21 administrative villages
and 287 affected households, accounting for 100% and 21.03% respectively in total
affected villages and total affected households.
At the end of June 2009, the Advisory Panel of Experts from the Faculty of
Management and Economics of Kunming University of Science and Technology
carried out monitoring survey on land requisition and resettlement for the project and
conducted household survey in the villages of collective resettlement. During the
survey, the expert panel had an all-round understanding on the land requisition and
resettlement in Songming and Xundian County, and held consultation meetings with
the people in charge of land requisition and resettlement from the counties, townships
and villages. The town/townships under survey are: Laoba Village in Dianyuan
Township Songming County, Qinghai Village in Jinsuo Township and Haiwei Village
in Diansha Township of Xundian County. It was totally 9 village groups and 274
relocated households. The major survey points for the external monitoring are:
progress on land requisition and resettlement, allocation and utilization for
compensations, as well as the status on economic restoration. But because of removal
or working at other place, there were actually 287 households had accepted survey.
Results from survey show that works for land requisition for Qingshuihai Project go
in smooth manner; various compensations are delivered timely to affected households
and without delay, appropriation with public funds; production and living of the
affected people by project construction are well arranged; and the living standards of
the villagers have been improved.
3 Data Analysis of Follow-up Village
Before starting of the project, among 21 follow-up surveyed villages, there were
134 village groups included, 38 of them are from 5 follow-up surveyed villages in
Songming County and rest 96 groups are in 16 follow-up surveyed villages in
Xundian County. Generally, there are 2642 households and 10198 persons from
Songming County, 10659 households and 41584 persons from Xundian County
included in follow-up villages. During January to December 2007, annual per capita

net income was RMB 1835.11 for surveyed villages, which of Songming County were
RMB 2318.52 and RMB 1351.7 for Xundian County.The land area of 21 follow-up
surveyed villages is 229244.37mu in total,area of Xundian County is 216157.37 mu,
area of Songming County is 13087 mu. The area of paddy field was 17880.2 mu(the
area of Songming County in 5150.5 mu,the area of Xundian County is 12729.7 mu),
the area of dry land is 43972.37 mu(the area of Songming County is 4901.5mu,the
area of Xundian County is 39070.87 mu),the area of woodland is 234441.4 mu(the
area of Songming County is 108849.9mu , the area of Xundian County is
125591.5mu),the area of garden is 3909.6 mu(the area of Songming County is
1476.1mu,the area of Xundian County is 2433.5 mu),the area of unused land is
30671mu(the area of Songming County is 19335 mu,the area of Xundian County is
11336 mu),the area of housing plot is 9808 mu(the area of Songming County is 485
mu,the area of Xundian County is 9323 mu),the area of building plot is 9838.8mu
( the area of Songming County is 353 mu, the area of Xundian County is
9485.8mu),the area of waters is 6498 mu(the area of Songming County is 320mu,
the area of Xundian County is 6178 mu). Average per capita area of farm land for
follow-up village is 1.31mu (the area of Songming County is 1.11mu,the area of
Xundian County is 1.51mu). Average per capita area of house for the follow-up
villages in Songming County is 35.9 m2,and which of Xundian County is 22.6 m2,
average area of all sample villages is 29.3m2.
Up to June 30th, 2009, 5719.9 mu (86.97% of planned area)of the land owned by
follow-up survey villages have been acquired permanently,in which 1823.21 mu
(92% of planned area) is paddy fields; 1100.71 mu (98.99% of planned area) is dry
land, 4.52 mu (44.75% of planned area) is garden, 2182.19 mu (83.03% of planned
area) is timberland, 466.44 mu (57.99% of planned area) is waste land, building plot
is 111.53 mu and 31.3 mu fishpond (100% of planned area).
By the end of June 2009, the total temporary acquisitive land area of 21
follow-up villages was 1605.9 mu, the progress is 70.02%, among which, 134.18 mu
is paddy field, 721.46 mu is dry land, 750.26 mu is timberland, the progress of them
was 99.97%,98.14%,59.88% respectively.

total area of land acquisition of which is 2269.91mu (permanent land acquisition is
2193.82mu, temporary land acquisition is 73.09 mu). As for Xundian County, there
are 4993.6 mu land had been acquired, which include permanent acquisition 3526.08
mu and temporary acquisition 1467.52 mu.
The amount of acquired land in affected village during January to June 2009 is
increased comparing with that in the second half of 2008, but the measures have been
implemented with land reallocation, such as production structures readjustment,
popularization for agricultural technology, the vigorous supports from local
governments, and having a rise for marketing price of farm products adjusted.
Therefore, the economic incomes for all affected villages have not dropped greatly.
With the decrease by 9.75%, the average farmland area per capita is 1.1mu, but the
average per mu output value for the grain crops has reached RMB 987 yuan, 4.7%
higher than that in 2007 and increased 8.86% than the first half in 2008 and was
generally equal to that of the second half of 2008. Influenced by the market situation
and season, the average per mu output value for orchard has dropped to RMB 1440
yuan, 26.4% lower than that in Baseline described and 34.8% lower than that during
January to June in 2008. The average per mu yield value for economic crops has
reached RMB 1338.47 yuan, with a decrease by 14.75% than that in Baseline
described and 10.7% in the first half in 2008. The per capita for net income has
reached RMB 927.08 yuan, which is with decreasing by 5.83% in the same period in
the first half of 2008 and generally kept same with other period. Please refer to the
following diagram and AnnexⅠfor basic information on each affected village.

4 Data analysis on surveyed sample families

4.1 Demographical characteristics for the surveyed households
4.1.1 Sex role
Through the 287 household-survey, a total of 1057 persons, in which 542 persons
are males and 515 persons are females, accounting for 51.28 % and 48.72%
respectively, the ratio was 1.046:1. The figures are basically equal with those in the

During January to June 2009, most of the people in the surveyed households are
ranged from 16 to 60 years old, the population of them is 836, which take up 78.15%,

and there were 231 persons below 16 years and the proportion was 21.85%.
Compared with the baseline and the first and second half in 2008, the proportion is
almost equal.

4.1.3 Distribution of nationalities
By the end of June 2009, among the 1057 survey subjects, Han nationality
consists of a majority enjoying 99% of the total while the number for the minority
nationalities is 6. And all of them are Yi nationality and who come from Village
groups of Haiwei No.5, Qinghai No.1 and Huaqing.
4.1.4 Level of education (For Person aged 16 years or above)
Gathered from survey data, among 826 survey subjects at and over 16 years, the
proportion of illiterate was 2.18% (18 persons), which over that described in the
second half of 2008 and baseline, because of change in the family members of sample
households. The proportion of primary school, middle school, high school and college
were 48.91%, 33.29%, 12.46% and 3.15% respectively, the change showed in follow

4.1.6 Status of employment (For Person aged 16 years or above)
(1)Employment situation
As the result from survey during January to June 2009 shows, population of
employment makes up the majority of all the 826 sample population above 16 years
of age with employed population being 630, accounting for 76.27% of the total, which
decreased by about 4 percentage point than that in the second half of 2008. And with a
high proportion, 86.51% of employed population involved in agriculture, forestry,
animal husbandry or fishery, while the structure of rest occupations is almost as the
baseline.

4.2.1 Property status of surveyed household
26 production materials are picked up for the property status survey, the production
materials of which include motorcycle, auto, livestock, sewing machine, tractor,
thresher, livestock-driven trailer, water pump, mechanical grain grinder, other
production machinery, and the living materials involve Color TV set, Black and white
TV set, DVD, Refrigerator, Washing machine, Computer, Microwaver, Water heater,
Air-conditioner, Water dispenser, Electric rice cooker, Fixed-line telephone, Mobile,
Bicycle, Electric fan, Furniture, Sewing machine. According to this category, the
amount of production materials and living materials owned by survey households
increased than that of baseline and in the first and the second half of 2008.

4.2.2 Public properties like water and power supply
The household-survey results conducted in the first half of 2009 show that
water-supply for the surveyed households were changed: the proportion of the
households who used water from river and pond was increased because the water
supply facilities of tap water were affected by the project. The situation of
power-supply for daily use had little worse than that of baseline, the proportion of
“Ensured” had decreased to 94.08%, but which improved comparing with the
situation in the second half 2008.

According to the survey result of the first half 2009, among the 287 surveyed
households with total housing area 77466 m2, the minimal residential housing area is
30m2 while the maximal registers 700m2. The average residential housing area per
household is 269.92m2, which is generally equal with baseline and that in the first and
second half of 2008 respectively. Refer to Table 4-12 for detailed information of

4.2.4 Residential environment
(1)To bus station
Compared with the baseline and 2008, the average distance to bus station
decreased to 5.45km. As for the ways of commute, 72% of the people chose bus;
while 25% of surveyed referred to by foot. The average time spent to bus station had
been 29.02 minutes, which was more 8 minutes than former survey result, due to the
construction of project and the national project named ‘Village to Village’.

(2)To location of county government Comparing survey results conducted in the first half 2009 with the baseline and
2008, the average distance had decreased to 19.91km. The ways of accessible traffic
chosen by the local people had changed that there were 2% of surveyed residents had
selected other ways to the location of county government and the spent time was
increased to 44.04min.

of local people also prefer to choose bus to go to town instead of on foot, the time cost

decreased to 6.79km. The time cost to go to middle school reduced than the situation
described in baseline. There were 11% of surveyed residents had selected foot as the
way of commute, and the proportion of by bus increased to 85%.

4.3 Financial status of surveyed households
4.3.1 Land area
Result from sample survey during the first half of 2009 reveals that the total area
of various kinds of land was 2505.84mu, which decreased 38.72% by baseline and

(2)Income Structure
From the perspective of income structure of survey household, by the end of June
2009, out of 6359.59 yuan of total income, 56.78% (3610.98 yuan) is derived from
grain planting, 16.78% (1067.21 yuan) from forestry or other crops planting and
5.01%(318.69 yuan) from fishery or poultry farming. Incomes proportions from other
industries are as follows: transportation 5.05%(321.02 yuan), construction 3.02%
(191.99 yuan), industry 0.04%(2.33 yuan), commerce and service industry 9.41%
(598.51 yuan), other sources of income is 3.91%(248.88 yuan).
Comparing with the survey result in the second half of 2008, with the increase with
the increasing in Grain Planting, Forestry or Other Crops Planting, Transportation,

During January to June 2009, the average expenditure per households of all
sample village groups was RMB 7628.47 yuan, 2524.28 yuan of which was operating
expenditure,which took up 33.09% of total, with a raising of 11.08 percentage

The survey has classified the variety of occupations that the odd-jobbers are
taking into 8 categories: grain planting, fishery or poultry farming, forestry or other
crops planting, industry, construction industry, transportation industry, commerce and
service industry as well as other trades. From an overall perspective, high
concentration of out-town odd-jobbers is found in construction and service industry
with a proportion of 16.92% and 55.38%, but the rate of grain planting, forestry,

local city, taking up a 44.44% with a decreasing by 7.03 percentage points, and
followed by a 33.33% for those staying in the other cities in the local province. No

4.4 Surveyed households’ evaluation of present living situation
4.4.1 Evaluation of production conditions of individual household
Production conditions are evaluated into 5 grades, namely: rather good, superior,
average, inferior and rather bad. Generally speaking, a 64.81% majority of people
think their production conditions are average while those who think of “superior” take
up 20.21%. The two ends of the criterion, rather good and rather bad, and inferior see
small proportions of 5.92%, 7.67% and 1.39% respectively.

4.4.4 Evaluation of neighborhood relation
There’s a generally good evaluation related to a harmonious neighborhood
relation with “average” and “rather good” accounting for an individual 48.78% and
21.6%. Only 13.24% of surveyed households regard their neighborhood relation as
“inferior” or “rather bad” neighborhood relation, and which decreased than that of
2008.

4.4.6 New-Added Economic Recovery Measure
According to the result of survey conducted during January to June 2009,the total
area of new-added orchard in 11 sample village groups are 10mu, and there were
newly 11 mu for planting economic crops, 42 is the quantity of new-added livestock.
In addition, there are 5 villagers as new-added out-town odd-jobbers. The total

5 Land Requisition and Resettlement
5.1 Progress on land requisition and resettlement
Construction of Qingshuihai Water Supply Project had begun October 2007. By
the end of June 2008, land requisition had been carried out in almost all of villages,
following tables reflect in detail.
5.1.1 Progress of Permanent Acquired Land
By the end of June 2009, there were 25 village groups of Xundian County and 15
village groups from Songming County had involved permanent land acquisition. Total
area of permanent acquired land was 5719.9 mu,account for 86.97% of total planned
area (6577.1 mu). And the acquired area of paddy field, dry land, garden, timberland,
unused land, building plots and fishpond is 1823.21mu, 1100.71mu, 4.52mu, 2182.19
mu, 466.44mu, 31.3mu and 111.53mu, which respectively account for 92%, 98.99%,
44.75%, 83.03%, 29.06% and 100% of plan. (Planned area of acquired paddy field,
dry land and fishpond is 1981.6mu, 1111.9mu, 10.1mu, 2628.1mu, 804.4mu, 9.9mu,
383.73mu, 31.3mu respectively)

5.1.2 Progress of Temporary Land Acquisition
Up to the end of June 2009, there were 134.18 mu paddy field, 721.46 mu dry land
and 750.26 mu timberland; total in 1605.9 mu had been temporary land acquisition.
The total area of temporary land acquisition of Songming County was 138.38mu,
which involved 431 villagers from 5 villages.As for Xundian County, the total area of
temporary land acquisition was 1456.72 mu, which affected 833 villagers from 16

5.1.3 Progress of House Demolishment
Up to 30th June 2009, including residential house and auxiliary houses,
2095.02m2 houses had been demolished, which is 10.47% by the area in
Resettlement Plan. (Planned area is 81917.5m2.) Among them, brick-concrete house
299.21 m2, brick-wood house 854.79m2, earth-wood house 941.02m2, which is
respectively 14.76%, 40.1%, 6.92% of the area in Plan. (Planned areas of
demolished house are: brick-concrete house 9185.9m2, brick-wood house 12822.2m2,
earth-wood house 34593.7 m2) By the end of June in 2009, the total area of house
demolishment of Xundian County was 1649.04m2, which affected 833 villagers from

Besides of common house, there were 974.94m2 auxiliary houses had been
demolished, which is 4.46% by planned area. Among them, the demolishment
progress of Livestock House, Firewood house and Toilet reached 12.86%, 0.45%,
1.77% and 1.68% respectively. (According to Resettlement Plan, total area of
auxiliary house demolishment is 21867.2m2, including Livestock House 6048.6m2,

5.1.3 Progress of Auxiliary Facility Demolishment
Taking 30th June 2009 as the end, auxiliary facility demolishment involved 8 types,
included 1 gate, 1 methane tank, 26.45 m3 pool, drying yard 1762.08 m², stone
barricade 2.51 m3 and enclosure(brick) 52.8m², 21 tomb and 7 cable TV, and the
progress is 1.61%, 8.33%, 7.64%, 3.04%, 0.08%, 5.19%, 28.38% and 68%
respectively. (According to Resettlement Plan, the demolished quantities of above
auxiliary facilities are: 62 gates, 12 methane tanks, 346 m3 pool, drying yard 40921.7
m², stone barricade 3315.9 m3 and enclosure (brick) 1017.2 m²,74 tombs and 190

5.2 Compensation standards for land requisition and resettlement
5.2.1 Compensation Standards for Permanent Land Acquisition
(1)Paddy Field and Dry Land
The compensation standards for permanent land acquisition and inundated area
had been calculated according to relative policies and regulations issued by nation or
Yunnan Province. The calculation price referred to price in the third quarter 2007.
Based on <Regulations on Land Acquisition Compensation and Resettlement for
Large and Medium Size Water Resources and Hydroelectric Construction Projects>
(Command of State Council No.471) and <Regulation of Yunnan Province on Land

Administration>, standards of land compensation and resettlement subsidies for
requisition of farmland (including paddy field and dry land) is 16 times its Average
Annual Output Value (AAOV) of the latest three years, and standard of compensation
and subsidy for requisition of garden plot is 13 times its Average Annual Output Value
(AAOV) of the latest three years.
Based on the estimated annual output of paddy field and dry land of affected
villages that are all located in Xundian County and Songming County, the
compensation standard of this project is assured according to the average. The
compensation of paddy field and dry land are shown as Table 5-10.

(3)Woodland The inundated area of forest land is mainly forestry land and bush forest. The
forest land is mainly conifer and sundry trees. The bush forest is mainly sundry forest

According to Yunnan Province Approval for Non-use National or Collective Land
Compensation and Resettlement Subsidy of Large and Medium Size Water Resources
and Hydroelectric Construction Projects ( YZP[2003]53, Government of Yunnan), the
unused land is compensated by the half of compensation standard of dry land, which
is 8800yuan/mu.
5.2.2 The Compensation Standard of Temporary Land Occupation
The period of temporary land occupation for project construction is about
averagely three years. Therefore, the compensation standard is calculated according to
three years.
(1) Farmland. The compensation standard for temporary farmland occupation is 3
times of AAOV of the latest three years, the compensation standard for temporary
paddy field occupation is 4590 yuan/mu, the dry land 3300 yuan/mu.
(2) Forestry land. The compensation standard for temporary forestry land
occupation is assured in terms of the factual output of the period of occupation, which
contains the compensation fees of trees felling, timber land 1800 yuan/mu, and bush

5.2.5 The moving subsidies
. The moving subsidies include the fares, moving time-lost compensation and
transition subsidies etc. The fares is 45 yuan per capita, the moving subsidy is 1200
yuan per household, is 660 yuan per capita ( in terms of the number of labor forces),
and transition subsidy is 300 yuan per household. In addition, every displaced person
can get 300 yuan for living support subsidy during the period of displacement so as to
alleviate their living burden during that period.
5.2.6 Compensation for public infrastructure in the concentrated relocating place
Compensation for public infrastructure in the concentrated relocating place,such
compensation includes charges for house site, ground leveling, water and power
supply facilities, streets, sewerage system, lighting, etc. The compensation standards
of four concentrated relocating places are as follow: Maichong relocating place of
Qinghai Village Committee: 11726yuan/person, Haiwei relocating place:
12633yuan/person, Renjiahou relocating place of Laoba Village: 15141yuan/person,
Deshi relocating place 10764yuan/person. The standard of other concentrated
relocating places are equal with which for Maichong relocating place of Qinghai
Village: 11726yuan/person。

5.2.7 Subsidies of Building House
According to the current price, the construction cost of living rooms is
computed at full replacement cost respectively in terms of brick concrete structure,
brick wood structure and wood structure. According to the computed results, the
compensation standards for house demolition are lower than replacement cost.
Therefore, the affected people have additional subsidies to rebuild their house after
they are compensated, which is 1500yuan/person and assured based on actual
situations of Yunnan Province.
5.2.8 Subsidies of Poverty Household
Through investigating, there are poverty households in project affected area, so
20% of total population affected by demolishment and removal will get the subsidies:
1600yuan/persone.
5.3 Payment Status on compensations for land requisition and
resettlement
Up to June 30, 2009, the payment progress on compensations for land requisition
and resettlement for the whole project had completed partly, the status of payment on

6.1 The Management of Resettlement Fund

safety and proper utilization of
the fund, during 8th July 2008 to
9th July 2008, Kunming Water
Supply Group Co. Ltd. (KWSG),
the project office of Kunming
Qingshuihai Water Supply
Project (KQWSP), Huaxin
Huakun Accountants Affairs Office, the audit office of KWSG and the financial
section of KQWSP had respectively checked and field investigated the situation of
accounting and financial management of resettlement offices in Songming County
and Xundian County of Qingshuihai Water Supply Project. Furthermore, in 16th July
2008, some relative problems and suggestions had been put forward in detail by
issuing the documents named < Rectify and Reform Notice of Inspection to
Resettlement Fund Management of Qingshuihai Water Supply in Songming County>
(QingYinShuiCai No.〔2008〕1) and < Rectify and Reform Notice of Inspection to
Resettlement Fund Management of Qingshuihai Water Supply in Songming County>
(QingYinShuiCai No.〔2008〕2). Currently, according to above documents, the
resettlement institutions of Songming County and Xundian County had improved the
financial management of resettlement fund, and during the process of land acquisition,
demolishment and resettlement, comply with the national and provincial financial
management regulations and < Resettlement Fund Management Regulations of

7 Relocation
Up to 30th June 2009, the accounting and compensation distribution for houses
and auxiliary facilities compensation of Haiwei Relocation Plot in Xundian County of
Kunming Qingshuihai Water Supply Project had not been completed, due to most of
affected villagers thought actual compensation standard was much lower than they
expected. However, affected villagers from Haitou Village involved in Qingshuihai
Reservoir had received the compensation for over 600mu acquired land, the
compensations of house and auxiliary facilities will distribute at the beginning of
building relocation houses. As for scatter resettlement 3 households from Huaqing
Village Group, 2 of which had accepted all compensations. 1 affected household in
Laohaitou Village Group had not relocated and accepted the compensation, but
another scattered affected in Xiaobeidang had removed to new relocation house and
obtained all of compensation for house demolishment. The situation of rebuilding
road from Qinghai Village to Haiwei Village had been investigated and checked by
Xundian County, the compensation had been generally distributed.
The resettlement of Ganchong and Renjiahou Relocation Plots in Laoba Village
had got the compensation gradually, and all of compensation can be distributed to
affected villagers with the closure of construction of houses, and specific facilities and
public infrastructure, can be funded according to actual construction progress.
7.1 Maichong Relocation Plot of Qinghai Village

7.36mu, the average area per capita is 98 m2, and there are totally 10 houses (1 A
Type, 3 B Type, 6 C Type) and 1 public room will be built.
Due to locate in runoff area, the location of Maichong Relocation Plot in Qinghai
Village had been re-selected by Resettlement Office in Xundian County. Currently,
the location had been fixed and by the coordination of Resettlement Office in Xundian
County, the formalities of timberland acquisition had been in progress. According to
planning, the construction of relocation plot will be triggered in September 2009.
7.2 Haiwei Relocation Plot
According to
<Resettlement Plan>,
the Haiwei
Relocation Plot was
planned to receive
104 villagers from 31
households in Haiwei
Village. The new
plots are planned to
make a requisition of
dry land 15.67mu, the average area per capita is 100 m2, and there are totally 31
houses (12 A Type, 15 B Type, 4 C Type) and 1 public room will be built.
The infrastructure of Haiwei Relocation Plot had stared at September 29th 2007,
and the roadbed had completed at October 25th 2007, followed with the completion of
ground flattering and shield wall at February 23 2008, the houses had been built from
15th August 2008. At present, the houses, roads, water supply facilities, power supply
and afforestation had completed in all. In order to provide proper living and
production circumstance, the construction of auxiliary houses are in preparation phase,
such as stable, firewood house, tobacco house.

7.3 Renjiahou Relocation Plot in Laoba Village
According to <Resettlement Plan>, the Renjiahou Relocation Plot in Laoba Village
of Songming County was planned to receive 363 villagers from 105 households in
Laoba Village. The new plots are planned to make a requisition of dry land 54.53mu,
the average area per capita is 100 m2, and there are totally 108 houses (33 A Type, 57
B Type, 18 C Type) and 1 public room will be built.
July 15th as the contract
beginning, the infrastructure
of Renjiahou Relocation
Plots in Laoba Village had
been completed and checked
in 24th March 2009, which
include ground flattering and
shield wall. By using the
housing plot in relocation
plot, affected households had begun to build new family since April 2009. Up to the
end of June of 2009, all of affected households of Renjiahou Relocation Plots had
involved in the construction of relocation plot, among them, the houses of 69
household had been completed (56 households with 3-floor building, 9 households
with 2-floor building, and 4 households with 1-floor building), the outside decoration
of 16 households had been close to end and inside decoration had been in progress,
another 10 households involved in outside decoration, the rest 9 household had taken
part in building house (6 households with 1 floor completion, 2 households with 2
floor completion, and 1 with the completion of foundation). For those problems, such
as fissure of wall and the backfill of foundation, Resettlement Office in Songming
County had carried out some measures and authorized monitoring unit and contractor
to resolve.
7.4 Ganchong Relocation Plot in Deshi
According to <Resettlement Plan>, the Ganchong Relocation Plot in Deshi
Village of Songming County was planned to receive 297 villagers from 77 households
in Laoba Village. The new plots are planned to make a requisition of dry land

in the construction of relocation plot, among them, the houses of 47 household had
been completed (40 households with 3-floor building, 4 households with 2-floor
building, and 1 households with 1-floor building), the outside decoration of 15
households had been close to end and inside decoration had been in progress, another
9 households involved in outside decoration, the rest 5 households had taken part in
building house (2 households with 1 floor completion, 3 households with 2 floor
completion, and 1 had removed in new house).
7.5 Other Scattered Relocation
According to <Resettlement
Plan>, the sub-project in
Gegentang affected 35 villagers
from 12 households, 10 households
of which were affected by house
demolishment without land
acquisition, 2 households of which
were affected by permanent land
acquisition. For the former, cash
compensation and temporary

removal were the main way to resettlement, but permanent removal and cash
compensation were the measures for the latter. All of them were scattered resettlement
without united relocation plot.
Gegentang Scattered Resettlement: 2 of households affected by land acquisition
had generally completed the building of houses and will remove in this year. Another
10 households affected by temporary land acquisition will remove to former
residential after the completion of project construction.
Huaqing Scattered Resettlement: 3 of households affected by land acquisition
had generally completed the building of houses and 2 of them had removed into new
residential, another 1 will remove in this year.
Laohaitou Scattered Resettlement: 1 household affected by land acquisition had
relocated near the location of village committee without beginning of house building.
Xiaobeidang Scattered Resettlement: 1 household affected by land acquisition
had generally completed the building and decoration of houses, who will remove in
this year.
7.6 Rebuilding of Specific Units
Project Office of Qingshuihai Project had authorized Hydro-Electric Survey and
Design Institution of Yunnan Province to design the working drawing for rebuilding
of specific units involved in Qingshuihai Water Supply Project, which include
Primary School and Village Committee of Laoba Village. Currently, the design had
been completed, and the construction will start after professional check.

communication near reservoir involved in Qingshuihai Water Supply Project.
Currently, the design of rebuilt roads of Haiwei Village within inundated area had
been completed.
Hydro-Electric Survey and Design Institution of Yunnan Province had authorized
Sichuan Shuqiao Highway Survey and Design Company to draw up the working
drawing of rebuilt roads of Haiwei Village within inundated area, and which had
completed in February 2009. The rebuilt roads of Haiwei Village within inundated
area is throughout the southwestern part of Diansha Township of Xundian County,
with the beginning of junction near Qingshuihai vacation village in Diansha Township
and the end at Haiwei Village, the total mileage is 6.01039km. According to the work
drawing, the road is the rural 4-Grade road with double traffic lane and 20km/hour
permitted speed, 6.5m wide of roadbed and 6.0m wide of road surface. The main
work quantities are as follow: cubic meter of earth and stone 215500m3, cubic meter
of earth 142553 m3, cubic meter of stone 72947 m3, backfill 14747 m3, drainage
engineering 6326.55 m3, protection of roadbed 8334 m3, bridge and culvert
197.77m/13 culvert, stone slope wall 2921 m2.
In order to ensure the resettlement progress of Qingshuihai Water Supply Project,
Resettlement Office of Xundian County had prepared pre-phase tasks and coordinated
relevant departments positively; the construction makeshift road and the formalities of
land acquisition had been completed. As the basis, Resettlement Office of Xundian
County had held the bidding and selected contractor (Kunming Xishan Highway
Engineering Company) and monitoring unit (Yunnan Tuyuan Engineering Monitoring
Company) for the road rebuilding at March 28th 2009. May 2009 as the start, rebuilt
roads of Haiwei Village within inundated area is in the progress of cubic meter of
earth and stone.
7.8 Resolution of Transmission Line
According to the Resettlement Plan, the length of inundated transmission line
(10kV) is 1.4km, the recovery length is 2.5km, and the starting point and terminal
point is at Bailong valley and Haiwei Village respectively.
10th December 2007, Resettlement Office of Xundian County had signed contract
with Xundian County Qunyi Electric Facility Company for installation of electricity
supply facilities in Haiwei Village. After contracting, the line had been rebuilt and

mains transformers had been installed. 12th December 2007 as the beginning, the
entire work had been completed and brought into service in 20th December 2007.
7.9 Telecommunication and TV Cable
26th November 2007, Resettlement Office of Xundian County had signed contract
with Telecommunication Company of Xundian County for the line rebuilding and
recovery in Haiwei Village
(<Construction Cooperation
Agreement of Haiwei Relocation
Village in Diansha Township>). In
the program, 2km line from
P0261263 to P02612796 will be
built and former line from
P02612763 to P02612796 will be
demolished. Totally, 2km
telecommunication lines and 2km
telecommunication cable had been built by the coordination with Xundian County and
the whole work had gone into operation currently.
7.10 Water Conservancy Facilities
According to Resettlement Plan, main water conservancy facilities should be
rebuilt or improved of Qingshuihai Water Supply Project are the watering facilities in
relocation plots named Maichong, Haiwei, Renjiahou, Ganchong and Xintianhe.
(1) Watering facilities in relocation plots of Renjiahou and Ganchong
In the Resettlement Plan, there are 2 watering places in Renjiahou Relocation Plot.
The volume of principal watering place is 300m3, which is the water source of living
watering of Laoba Relocation Plot, irrigation of paddy fields at Huoshishan, and
living watering of Ganchong Relocation Plot. Another watering place is at Renjiahou
Relocation Plot with the volume of 100m3, which is the water source of living
watering of Renjiahou Relocation Plot and irrigation of paddy field in Huoshishan.
Currently, the principal watering place is in progress.
(2) Water Supply Facilities of Dagoumao Valley in Qinghai Village

According to Resettlement Plan, Dagoumao Valley Water Supply in Qinghai
Village had been planned to install small steel plate sand rushing dam at the water
source point, which with sluice gate of 1.5×1.5m as the area and length of 10m and
height of 2m. Then by the deposit pool near the water supply hole and pipe coded
DN100PE, the water will be diverted to Maichong Relocation Plot for the drinking
water and the sub-pipe network can provide drinking water for the administration
office of Qingshuihai and scattered households nearby. Currently, Xundian County
had organized relevant departments to implement the preparation for the construction
of Dagoumao Valley Water Supply Engineering.
(3) Water Supply Facilities of Haiwei Relocation Plot
According to Resettlement Plan, Water Supply Facilities in Haiwei Relocation Plot
had been planned to install steel plate dam at the water source point, which with the
sluice gate of 1.5×1.5m as the area, the length of 10m and height of 1.5m~2m, and
the sand deposit pool is with the length of 5.0m and width of 2.0m. Connected with
deposit pool, the water supply pipe will be buried and divert water to the water pool in
the relocation plot. Resettlement Office of Xundian County had triggered the
construction of this facility since August 2008, and which had been checked and put
into use.
8 Public Participation and Grievance Redress

practically attend to the implementation, thus to achieve the target of resettlement.
Public participation in the phases of preparation and implementation is of great
necessity.
During the first half in 2009, under the guidance of the PPTA consultants, KPMO,
KWSG and YDRI have organized a series of socio-economic survey and public
opinion consultation. The activities in this regard are detailed in Annex Ⅳ.
9 Rehabilitation Measures
External consulting expert team made an investigation on 21 affected villages
during January to June 2009. Economic rehabilitation plan includes adjustment plan
on industrial construction, reconstruction plan on hydropower and other infrastructure
facilities, the use plan on compensation for land acquisition, anticipated economic
benefit, etc. Part of affected villages have made respective economic rehabilitation
plan in accordance with the actual situation of respective village. Due to low level of
agriculture production technology, low production value for grains and corns before
land acquisition, in view of which the related authorities place more attention on
industrial construction adjustment in order to increase agriculture production value,
make up for the loss for lost land. The related measures have been taken as follows:
increase the planting areas for orchard, increase the cultivating area for economic
crops, develop the breeding industry and encourage surplus population to go out-
of-town and make a living.
In accordance with the incomplete statistics from related authorities, during
the period from January to June 2009, some track-survey villages have done actions
as the requirements of the industrial construction adjustment require, which can make
up with the losses from lost land by land acquisition. After land acquisition the
additional orchard area is 115 mu, resulting in increasing the production value with
92000 yuan RMB. 955 mu is added for economic crops planting, which increased
production value with 916800 yuan RMB. 1192 additional livestock are bred and
increased the production value with 655600 yuan RMB, if computed with the lowest
price 550 yuan RMB for each domestic animal. Outworkers far away from their
hometown is added to 216 persons and increased production value with 993600 yuan

RMB, if computed with average 4600 yuan RMB every half year for per person. The
total increased value for above-mentioned four items is 2658000 yuan RMB. Raised
income per year for each household is 195 yuan RMB. Details were showed in Annex
Ⅲ.
10 External Monitoring and Evaluation of Resettlement
Based on external monitoring and evaluation index system mentioned in baseline
report, by field inspection,
interview and investigation,

By scoring and
evaluating, the situation of
project implementation had
been valued 3.83 point, which is better than average. As the reasons, the progress of
land acquisition and demolishment had been affected by temporary removals,
relocation plot selection and other objective conditions, and some resettlements need
time to find reliable ways of relocation, the general progress of project had been
dragged.
With 3.68 point, the situation of resettlement had average evaluation.
Explanatorily, the economic and living conditions of resident involved in project had
not changed so much, which can basically keep the same with 2008. But Project
Office and relative departments should pay more attention on these issues in further
task.
By referring to relevant materials and field survey, it can be found that some risk
control measures and precaution schemes need improvement and establishment in
further. Facing 3.44 point rewarded to the situation of project risk, project office

should focus on laying down complete and comprehensive risk prevention and
warning program in order to ensure the implementation of the project.
General status of the project is marked 3.65 point, which demonstrated that there
are actually some problems in immature project operation and coordination at
starting phase, so each aspect should be enhanced by detecting problems
cooperatively.

11 Conclusion
11.1 Impact Degree Caused by Project
Up to June of 2009, the total area of permanent land acquisition of Songming
County was 2193.82mu, which involved 431 villagers from 5 villages.As for the
Xundian County, total area of permanent land acquisition was 3525.88mu, which
affected 833 villagers from 16 villages.
By the end of June 2009, there were 25 village groups of Xundian County and 15
village groups from Songming County had involved permanent land acquisition. Total
area of permanent acquired land was 5719.9 mu,account for 86.97% of total planned
area (6577.1 mu). And the acquired area of paddy field, dry land, garden, timberland,
unused land, building plots and fishpond is 1823.21mu, 1100.71mu, 4.52mu, 2182.19
mu, 466.44mu, 31.3mu and 111.53mu, which respectively account for 92%, 98.99%,
44.75%, 83.03%, 29.06% and 100% of plan. (Planned area of acquired paddy field,
dry land and fishpond is 1981.6mu, 1111.9mu, 10.1mu, 2628.1mu, 804.4mu, 9.9mu,
383.73mu, 31.3mu respectively)
Up to the end of June 2009, there were 134.18 mu paddy field, 721.46 mu dry
land and 750.26 mu timberland; total in 1605.9 mu had been temporary land
acquisition, which involved also involved 1264 villagers from 21 villages.
Up to 30th June 2009, including residential house and auxiliary houses,
2095.02m2 houses had been demolished, which is 10.47% by the area in
Resettlement Plan. (Planned area is 81917.5m2.) Among them, brick-concrete house
299.21 m2, brick-wood house 854.79m2, earth-wood house 941.02m2, which is
respectively 14.76%, 40.1%, 6.92% of the area in Plan. (Planned areas of
demolished house are: brick-concrete house 9185.9m2, brick-wood house 12822.2m2,
earth-wood house 34593.7 m2). The total area of house demolishment of Xundian
County was 1649.04m2, which affected 833 villagers from 16 villages. The area of
Songming County is 445.98 m2 with the progress of 0.91%.
Taking 30th June 2009 as the end, auxiliary facility demolishment involved 8
types, included 1 gate, 1 methane tank, 26.45 m3 pool, drying yard 1762.08 m², stone
barricade 2.51 m3 and enclosure(brick) 52.8m², 21 tomb and 7 cable TV, and the

progress is 1.61%, 8.33%, 7.64%, 3.04%, 0.08%, 5.19%, 28.38% and 68%
respectively. (According to Resettlement Plan, the demolished quantities of above
auxiliary facilities are: 62 gates, 12 methane tanks, 346 m3 pool, drying yard 40921.7
m², stone barricade 3315.9 m3 and enclosure (brick) 1017.2 m²,74 tombs and 190
cable TVs.
As for living standards, the general situation is basically equal with which in the
first half and baseline except the conditions of communication and employment.
11.2 Future Efforts Suggested
(1) Considering the completion of the timberland acquisition formalities of Maichong
Relocation Plot in Qinghai Village and in order to promote the building of houses and
removal, it is suggested that Resettlement Office of Xundian County should enhance
the performances on coordination and communication with relative departments for
the construction of relocation plot infrastructure and water supply facilities, which are
the necessary conditions to resettlement.
The resettlement houses and Qingshuihai Water Supply project are in the progress
currently, but there are some qualitative hidden perils of resettlement houses, which
built by affected households. So for the safety and the recovery of resettlement, it is
suggested that Resettlement Office of Songming County should authorize qualified
institution to monitor and check the quality of resettlement houses in order to ensure
the living safety of resettlement.
(2) At present, the houses, roads, water supply facilities, power supply network and
afforestation of Haiwei Relocation Plot had been completed, and the auxiliary houses
of households affected by demolishment are built. In order to accomplish the removal
as soon as possible, endure the safety of local people who affected by the Project and
recover living and production quickly, it is suggested that by coordinating the
department concerned, Xundian Government should make more effort to build
auxiliary houses and complete all of auxiliary facilities as soon as possible, which are
the basis of the removals and living recovery.

of resettlement, it is suggested that Resettlement Office and other connected
departments of Songming County should positively organize qualified institutions,
such as monitoring, designer of work drawing and Qingshuihai Company to analyze
the reasons and the resolutions of current problems, and then carry out effective
measures.
(4) According to the explanation of staff from Resettlement Office of Songming
County, Dianyuan Twonship, which administrated by Songming County formerly, had
been transferred to Panlong District of Kunming City since August 2008. In order to
reach the planned progress and complete construction of relocation plot qualitatively,
it is suggested that Kunming Municipal Government, Qingshuihai Company,
Government of Songming County, Resettlement Offices, Government of Panlong
District should decide and authorize the implementer of resettlement, fund
management and routine tasks for the progress of removal of resettlement from
Dianyuan Township.
