MISSION OF PRAIRIE LAKES AEA The mission of Prairie Lakes AEA is to ensure success for all learners through collaborative partnerships.

In an effort to promote better understanding and communication of Board actions, prior to each Prairie Lakes AEA Board meeting this BBOOAARRDD PPRREEVVIIEEWW with an agenda and summary of the agenda is sent to all Prairie Lakes staff via email. It includes basic information on the Agenda Items and Chief Administrator’s recommendations to the Board. All are encouraged to attend the Board meetings to share their ideas and to see – live – what the discussion and actions of the Board are. Board meetings are held in the Iowa Lake Room at the Prairie Lakes AEA Office in Pocahontas at 4 PM unless otherwise noted on the agenda. 8. Behavior Programming School Proposal – Information Item – PLAEA is exploring the option of opening up two day schools for students with significant behavioral concerns. One will be located in the Spencer area and one will be located in the Fort Dodge area. We are communicatingwith several districts who have expressed interest in partnering with us to provide this service. Thedistrict where the program resides will have Chapter 12 oversight of the program and will send outthe final bills each year to districts. PLAEA will employ all the staff and pay all costs of the program.The entire costof this program will be billed back to districts that send students to the program.

9. Chief Administrator’s Report – Information Item -A. Recognition of Excellence:

Carrie Kee, Secretary II in the Fort Dodge office, does an excellent job assisting withworkshops and professional learning days within our Agency. She recently helped out with our Kevin Honeycutt presentation in Storm Lake and took care of everything we needed to make it a successful day. Thanks Carrie for all you do for the staff at PLAEA and the external partners we serve as well!

B. Board Member Development: Board Member Orientation – Sessions are planned one-half hour before regular board

meetings – 3:30 pm to address “what is needed to be an effective board member”. Future topics to be discussed are state AEA organization, evaluation procedures, advocacy, recruitment & hiring. What else would help you to make informed decisions? All board members are invited to attend. o The PLAEA board’s role in the negotiation process will be shared this month, as well

as an explanation of salary schedules.

Solar Power – What do you know about the potential of solar power? Have you ever thoughtwe should look into this as an AEA? I have and will share the results of that investigation atour meeting as we continue to look at ways to save money, turning green to save the

environment, modeling these behaviors for our districts, AND potential of educating our schools, teachers and students about the benefit of renewable energy.

Legislative Advocacy: o Point/Counterpoint Messages o Lobbyist Legislative Update o Advocacy days listed below in upcoming dates o Eggs & Issues events in our area during the session o Make personal contacts with any of your Senators and Representatives during the

Prairie Lakes Area Education Agency Regular Monthly Board Meeting

Monday, December 16, 2013 • 4:00 p.m. Storm Lake, IA

Board members Pat Brown, Sue Brown, Rick Morain, Steve Jimmerson, Dean Saunders, Todd Lundgren, and Gary Astor attended the board member orientation at 3:30 pm. A tour of the Storm Lake office building and an overview of PLAEA’s Organizational Structure, function of PLAEA and programs and services were provided to board members. President Dean Saunders called the regular meeting of the Prairie Lakes Area Education Agency Board of Directors to order at 4:18 p.m. The following board members were present: Gary Astor, Sue Brown, Pat Brown, Steve Jimmerson, Todd Lundgren, Rick Morain, and Dean Saunders. Board approval was given to the agenda as presented by Chief Administrator Jeff Herzberg. On a motion by Todd Lundgren, seconded by Sue Brown, board approval was given to the minutes of the November 18, 2013, Regular Board Meeting. Motion carried unanimously. On a motion by Gary Astor, seconded by Pat Brown, board approval was given to the bills as presented. Motion carried unanimously. Board members expressed a concern on the increased mileage reported for the past quarter. A plan to encourage more use of virtual meetings vs. face-to-face will be explored and implemented. The cash flow report was reviewed by M. Dowd. There were no personnel matters to discuss or approve. Recognition of Excellence: A big THANK you to those Board Members who attended recent conferences. It is so important

to continue learning together and these state or national conferences really help each to see the big picture, what is working, as well as bringing back ideas for PLAEA. This is a huge time commitment and your participation is much appreciated! Discussion ensued on both conferences.

IASB: Todd Lundgren, Gary Astor, Rick Morain, Sue Brown, Steve Jimmerson. AESA: Gary Astor, Rick Morain –

Julie Nadrchal recognized by a team member for her outstanding problem solving abilities in a potentially difficult situation. Julie built relationships, provided leadership and most importantly worked towards a solution which positively impacts a child, a family and a school. Thanks to Julie for her work representing the Agency in such a positive manner.

Board Member Development: Orientation sessions will be held the next few months at the 3:30 pm time slot to cover such topics as, state AEA organization, evaluation procedures, advocacy, recruitment & hiring. Recognizing that learning and leadership on the part of board members makes a difference, at the board table and for students, IASB has developed an awards program to recognize board members who put forth extra time and energy to strengthen their boardsmanship abilities through formal inservice programs and services to other board members. A minimum of 60 credits is required for the Better Boardsmanship Award taking place between July 1, 2013 and June 30, 2014. G. Hoffman has prepared

a record for tracking individual board members IASB sponsored events and training for 2013-14. Board members reviewed their credits to date. Board members were reminded of the Superintendent Retreat - February 5-6, 2014, Des Moines. This will be a joint Legislative Retreat with PLAEA, NWAEA, and Green Hills AEA scheduled for Feb 5 & 6, 2014, in Des Moines. Superintendents will join lobbyists, educational groups and others in conversation the afternoon of Wednesday, Feb. 5 at The Renaissance Savery. Legislators will be invited to join all for a continental breakfast on Thursday, February 6th at the Capitol. Board Committee meetings will begin to organize committees with purpose and first steps in January after our regular meeting and they will also begin completing a board meeting survey after each meeting. This publication is a joint effort of the Iowa Public Schools Education Coalition. Iowa law requires the Legislature to set the growth rate for public schools and area education agencies Area Education Agencies (AEAs) within 30 days of the submission of the governor’s budget. Since the governor’s budget is typically released in late January, the Legislature should act on the FY 2016 growth rate (funding) for schools and AEAs by the end of February. The point/counterpoint provided below will help you counter arguments made by legislators to help them understand why they must set the FY 2016 funding rate this legislative session. Legislators’ Point: We think we need to commit to two-year budgeting for the state. Schools/AEAs’ Counterpoint: The fact that we are not setting Supplemental State Aid to allow the state to adhere to an arbitrary two year budget cycle forces schools to plan in a shortened window of less than five months every other year. If two-year budgeting is a solid practice for the state, than follow Iowa law (257.8) and allow schools at least 18 months to plan. Legislators’ Point: We shouldn’t obligate future general assemblies. Schools/AEAs’ Counterpoint: First, existing Iowa law requires the legislature to take action on the funding growth rate for schools 18 months in advance. Failure to do so is a violation of a law passed by the legislature. Second, there are many examples of programs which obligate funding by future general assemblies. Last year’s property tax reform, income tax credit changes and teacher leadership and compensation system funding all are good examples of a legislature setting a priority for the future. Legislators’ Point: Schools have more than enough money. In fact, I’ve heard that schools gave teacher bonuses in FY 2014 with the money provided through state aid. Schools/AEA’s Counterpoint: First, the few schools that paid one-time bonuses to teachers took that action since the legislature provided a one-time supplemental payment to schools. Second, schools and AEA’s have experienced many years of very tight budgets with little or no growth, or across the board cuts. It’s time to restore funding to an adequate level. Legislators’ Point: What about the $150 million we committed to fund the Teacher Leadership and Compensation System (TLCS)? Schools/AEAs’ Counterpoint: First, the $150 million for the TLCS is for a specific education reform program and does not allow districts or AEAs to address issues of basic programs pertaining to class-size offerings, maintaining technology and facilities, utility costs, transportation costs, implementation of existing mandates on districts like the Iowa Core, and general cost increases of doing business. Supplemental State Aid covers the entire educational program, not just one specific program. Second, that’s $50 million a

year for three years, significant for that program, but a drop in the bucket compared to Iowa’s gap in funding education. Iowa spends $1,514 less per student than the national average, ranking us 37th, down six ranks from the previous year’s 31st ranking. Legislators’ Point: Don’t worry, we will set the FY 2016 growth rate in the first 30 days of 2015 so you will have plenty of time to plan. Schools/AEAs’ Counterpoint: History would suggest otherwise. In each of the previous years in which the Legislature has failed to follow Iowa law and set the growth rate 18 months in advance, schools had to develop programming, certify budgets, determine staffing levels and conclude contract negotiations without knowing what the spending level would be. Legislators’ Point: The state just cannot afford this. Schools get most of the new money anyway. Schools/AEAs’ Counterpoint: Iowa now has over $1.6 billion in ending fund balances and rainy day funds and should end the current (FY 2014) fiscal year with an ending fund balance of $867 million. Revenue growth would appear to be stronger but for the policy changes last year removing tobacco, cigarette and gambling taxes from the state general fund and is estimated by the Revenue Estimating Conference to return to a strong 4.5% revenue growth rate, net of transfers, for FY 2015. Most important, Iowa can afford any priority we set. The education of Iowa’s children is an investment in our future that deserves strong, bipartisan support. Legislators’ Point: I agree with the need to set your growth rate 18 months in advance but my leadership won’t bring it up for a vote. Schools/AEAs/ Counterpoint: Leadership works for you. Explain that you cannot go back to your constituents at the end of the legislative session without setting the FY 2016 supplemental state aid amount. Legislators’ Point: We keep throwing more money at schools but nothing improves. Schools/AEAs Counterpoint: First, improving student achievement and our standings nationally and internationally won’t happen overnight. We are just now on the verge of fully implementing the Iowa Core and the education reforms from last year won’t be fully implemented for several years. We can’t stop funding basic education costs while we wait for those to occur. Second, our student population doesn’t look the same as it did five or ten years ago. We have not had the funding necessary to meet the needs of our changing population, let alone our general education program.

AEA FUNDING ISSUES FY2015

■ The Governor is recommending a reduction in our $20 million cut to $15 million. We will be working to further reduce this long-standing cut.

■ The Governor's total education budget increases from $899 in FY 2014 to $982.7 in FY 2015.

■ Student Achievement/Teacher Quality: Remains the same as FY 2014 at $6.3 million.

■ Ed Reform: From $6.8 in FY 2014 to $57.1 in FY 2015.

■ Iowa Reading Research Center: From $1.3 million in FY 2014 to $3.9 in FY 2015.

■ Core Curriculum: Remains the same as FY 2014 at $1 million.

■ Allowable Growth: Currently at 4%. The Governor's budget is silent on allowable growth for FY 2016.

This bill changes the date of regular school elections for local school districts, merged areas, and area education agencies. The bill moves the date of the regular school election from the second Tuesday in September in odd-numbered years to the first Tuesday after the first Monday in November of odd-numbered years, which is the date of the regular city election.

Because area education agency board directors are elected at the director district conventions by members of school boards, the bill also changes the date of their election from September to November in the odd-numbered year.

GOVERNOR'S PRIORITIES OUTLINED

Whether a D or an R, the Governor's priorities typically dominate the session. Here are Governor Branstad's legislative priorities for 2014:

The Home Base Iowa Act

* The Home Base Iowa Act would fully exempt military pensions from state income tax.

* Branstad is asking the State Board of Education to create a uniform policy granting automatic in-state tuition to veterans, their spouses, and their dependents at Iowa's community colleges. The Regents universities already have such a policy in place.

* The Home Base Iowa Act will direct each of Iowa's occupational licensing boards to adopt rules allowing credit for military training and experience in the licensing process.

The Connect Every Iowan Act

* This proposal contains a targeted, time-limited, and geographically-limited tax incentive to encourage build-out of ultra-high speed internet capabilities. Broadband equipment and infrastructure installed or constructed in unserved or underserved areas between the act's effective date and December 31, 2018 would be exempt from property tax under the bill.

* The Connect Every Iowan Act moves toward ICN 2.0, repurposing the Iowa Communications Network to allow private providers to purchase.

Reducing Student Debt

* Gov. Branstad is calling on the Legislature to again freeze tuition at Regent universities.

The Bully-Free Iowa Act of 2014

* This proposal empowers parents by creating a parental notification requirement, directing schools to inform parents if their child is involved in a bullying incident.

* It also gives schools the discretion to respond to bullying that takes place off of school grounds if two conditions are met.

The Iowa Apprenticeship and Job Training Act

* The Governor's apprenticeship bill proposes to triple funding for apprenticeships under the existing 260F worker training program.
