important system. Without it, different branches
would have more power over others. One of the
most important things about Checks andBalances is that the president cannot declare
war on his own, only Congress can declare war.
That is important to know, because if the
president declares war, it could be for spilledmilk. With this system, Congress makes the
decision, not the president.
